New Seguin City Manager takes his seat at the council chambers

74/66 Today

City of Seguin working to get rid of junk cars off local streets, lawns By Darren Dunn (Seguin) -- Junked vehicles are becoming an increasing problem in the city of Seguin. That's one of the reasons why the Seguin City Council voted on Tuesday to give city staff more power to get some of those vehicles off lawns and city streets. Director of Planning and Codes Pamela Centeno says her code enforcement officers have been looking for ways to try to further abate the relatively high numbers of these vehicles throughout town.

"Code enforcement has been making some changes to the junk vehicle ordinance to just give them a little more enforcement ability to make sure we are addressing the junk vehicles and willing New Seguin City Manager Steve Parker, left, attends his first meeting of the Seguin City Council. to add some language. adequate time for someone, who was doing the work themselves, to get the job done. Rangel says that might put a hardship on someone who need more time or money to get the repairs done. "Let's just say somebody is working on their car. They get paid once a month and they are waiting on their paycheck to fix their car and it's been sitting there 15 days with a broken wheel, as far as this goes, it says they can receive a citation for that, correct? said Rangel. The answer to Councilman Rangel's question is technically yes, but Centeno says that's not how their code enforcement officers work. "Our code compliance officers work very closely with the owners. The first thing that we always do is reach out to them and find out. Usually, a vehicle has been there for much longer than that if we get to the citation route. One of the things that our code enforcement officers are very good at is communicating directly with them. They send out a letter or they will actually show up at the site first and talk with them and allow them some time and they always ask what the story is and what their needs are and why that situation is so it allows them to work with them," said Centeno. City Attorney Andy Quittner went on to further explain that the 15-day rule would only apply to vehicles that were on public property. See JUNK, page 3

Seguin City Council makes updates to Master Thoroughfare Plan By Darren Dunn (Seguin) -- The Seguin City Council has updated its Thoroughfare Plan, which lays out the roadway network for future developments, particularly along State Highway 46. Director of Planning and Codes Pamela Centeno says the biggest change comes at the intersection of State Highway 46 and Cordova. That area is now part of the city's ETJ, and needed to be added to the plan. Centeno says they are calling for Cordova Road to eventually be straightened out in that area and connected Three Oaks Road across the highway. "We have some needed updates to our thoroughfare plan all in the area of State Highway 46. This is based on some of the changes in the boundaries of the city recently and to the developments. So, the first one that we have is here. If you recall, the ETJ Swap agreement with the city of New Braunfels that expanded

our ETJ there. Previously, you'll see where the red line ends. That's where it ended before. We are extending the rest of Cordova Road to that intersection as part of our thoroughfare plan. In doing so, we are also recommending a realignment so that the street can come to a 90 degree angle. TxDOT is aware of this and is in favor of this as well. As you know, that intersection is one that we need changes because it's dangerous coming there at that angle and that would also tie to Three Oaks Road which makes a great opportunity for a intersection there with a road across the street as well," said Centeno.

This is just tweaking it a little bit to make it consistent and they are currently identified as future roads and now we are updating it to make them existing roads because a portion of them there, they have been constructed so this is in the Hiddenbrooke Subdivision off of 46 and this is the Greenspoint Development and this is where Greenspoint Heights is coming in. Those aren't constructed yet, however, a preliminary plat has been approved basically taking that and tweaking it a little bit to work with the development and the layout of the lots on that subdivisions and also the park way so Centeno says the other changes are relatively it's just kind of shifting those a little bit to small, with one dealing with the existing where they will be placed when the developHiddenbrooke subdivision on Highway 46 and ment occurs," said Centeno. two other proposed subdivisions that are scheduled to be part of the Greenspoint devel- The Master Thoroughfare Plan is designed to opment project. show roads for new and proposed developments that occur along State Highway 46. Schertz-Cibolo-Universal City ISD names new superintendent of Schools excellence.”

Council approves changes to junk car ordinance JUNK, continued from page 1

Dr. Ealy has served as Superintendent of Schools for the College Station Independent School District (CSISD) since June of 2014. Ealy came to CSISD in 2000, having previously worked as a campus administrator and teacher/coach in districts in the Houston and Dallas areas. In his 20 years in CSISD, Ealy served in various capacities including Deputy Superintendent of Administrative Services.

Dr. Clark C. Ealy (Schertz) -- The Schertz-CiboloUniversal City ISD (SCUC ISD) Board of Trustees has hired Dr. Clark C. Ealy, by unanimous vote, to become superintendent of schools. The action was taken on Tuesday.

“I am honored that the board of trustees of Schertz-Cibolo-Universal City ISD has granted me this opportunity to join the leadership team of this remarkable district,” said Ealy. “The culture and direction that this school board and Dr. Gibson have set have not only led to student success, but also SCUC becoming a destination district for teachers and school leaders. I am looking forward to working with our tremendous district and campus leaders to build upon these successes.”

Dr. Ealy was selected as lone finalist for the position in December after an exhaustive search that included community and staff input. He will replace Dr. Greg Gibson, who is retiring after ten fruitful years of service to SCUC ISD. Dr. Ealy has a Bachelor of Science in Kinesiology from Texas A&M “We as a board are confident that Dr. University, a Master of Education Ealy is the best fit to be the next from Texas A&M-Commerce, and a leader of SCUC,” said Amy Ph.D. in Educational Administration Driesbach, president of the SCUC from Texas A&M University. He says the new rules allow a 30-day window for vehicles that are parked on private property. Quittner says the additional rules try to provide a way to take care of the most serious problems, while also allowing staff to continue to work with people who are actually trying to get their vehicles fixed. "There are two issues kind of. We have the issue that the junk vehicles on property where people are fixing them up. There are some and then we have, people around who have four or five or six that have been around including some who I'm not going to name who just pay their citations and keep going and we want to be able to go back and actually start taking vehicles that are not going to be rebuilt and that are just sitting there falling apart," said Quittner. The new rules will likely mean the city will start having more of these vehicles removed. Fred Shanafelt, of Shanafelt Auto Company, says the city used to pick up a number of these kinds of vehicles

years ago as part of its abatement effort. Shanafelt says they can do the work, but question how the process would work. He says it's important that the city have a plan in place before they start trying to have some of these vehicles removed. "What I wanted to address is whenever you get to the point where the cars have done all the paperwork and the car is ready to be removed, how are ya'll going to do that, who is going to do it, what kind of form are you going to use, what are you going to do to remove that vehicle?" said Shanafelt. The council approved the changes to the ordinance, which not only help to remove vehicles from private and public property, but it also addresses junked vehicles that are in the floodway. Those vehicles parked in those areas that are prone to significant flooding can often ended as a projectile carried by flood waters. That will be one of the areas where the city will be looking to enforcement these tougher rules.

Seguin girls run away from Memorial in first district win (Seguin) - Seguin girls basketball found the District 26-5A win column for the first time Tuesday with a 64-38 triumph over San Antonio-Memorial at Goldie Harris Gym. Tresalyn Roberts and Taylor Bode led the Matadors' balanced scoring attack with 13 points apiece. Cyan Clack added 10, while Kaitlyn Ranft and Reese Brittain chipped in with nine apiece. The win was desperately needed after an 0-6 start in district play, including a pair of tightly contested losses to Harlandale and McCollum. "It's nice to finally get a district win, so that's good to get that pressure off of us now," Seguin head coach Angela Brittain said. "The girls move the ball well. We got a lot of

rebounds. We've been working real hard on those fundamentals lately, and overall, it just feels good to get that win." Liv Hernandez finished with four points. Sarah Luna, Francis Salazar, and Nevaeh Quiroga added two each. Seguin led 16-7 at the end of the first quarter and stretched the margin to 29-16 by halftime. The Mats won the third quarter 14-4 on the strength of seven points by Bode and an 8-0 run to finish the period. The contest was out of reach at 43-20 heading into the fourth quarter, and the lead swelled to 30 points on three occasions in the final frame. Seguin's penetration, transition game, and

offensive rebounding ultimately proved more than Memorial could handle. "It was nice to push the ball down the court and not be scared to drive in and take those shots, and know that their team had their back if they did miss them, and that we were going to get the rebound and put up second chance shots," Brittain noted. The Matadors are 1-6 in district play, 11-15 overall. Seguin wraps up the first half of the 26-5A schedule Friday with a 6:30 p.m. visit to San Antonio-Kennedy. "Hopefully with what we saw tonight, we can continue the momentum into our last game for the first round, and carry it on to round two," Brittain said. "Hopefully they liked the way that felt."

Marion girls drop non-district game to Billies (Marion) - Marion girls basketball heads into District 26-3A play on the heels of a 59-23 home loss to Class 4A power Fredericksburg on Tuesday.

Lizzie Abrameit added six points, Molly Rooke five points and seven rebounds, Alicia Durbin three points, and Anessa Madrid three rebounds and three steals.

Sarah Cooke barely missed a double-double for the Bulldogs, totaling nine points and nine rebounds on the night.

Marion (8-15) opens the District 26-3A schedule Friday in Universal City with a 6:30 p.m. tip against Randolph.

Matadors cruise past Minutemen in district road rout (San Antonio) - Seguin boys basketball owns a two-game winning streak in District 26-5A after blowing out Memorial 80-51 Tuesday night in San Antonio. Gerrit Twitero led all scorers with 21 points. Christopher James finished with 18, and Joseph Vela added 12. The Matadors led 15-12 at the end of the first quarter and 33-

24 at halftime. Seguin broke the game open with a 25-11 run in the third quarter to carry a 58-35 cushion into the fourth period. Other Seguin players who found the scoring column include Tre Battles with eight points, Matthew Doege with six, R.J. Acuna

with five, Kaleb McCann with four, Tyson Coleman, Louis Flores, and Cole Taylor with two apiece. The win moves Seguin to 2-3 in district play, 11-11 overall. The Matadors host San Antonio-Kennedy on Friday at 6:30 in a district game that will air live on KWED 1580-AM and Seguintoday.com. Pre-game coverage from Goldie Harris Gym starts at 6:15.

OSHA Investigates Kansas Plant Explosion

Florida Tallies 32 New Hep A Cases

(Wichita, KS) -- The Occupational Safety and Health Administration is investigating last month's explosion at a Kansas aviation company. Fifteen employees were injured in the December 27th incident at Textron Aviation in Wichita. Company officials have linked the explosion to a three-inch liquid nitrogen line that ruptured. OSHA has six months to investigate the explosion and issue citations or fines if it discovers violations of Health and safety regulations at the plant.

(Tallahassee, FL) -- Florida continues to add to its growing hepatitis A count. State health officials say 32 cases were confirmed last week, with the majority in Central Florida. The state recorded 33hundred-96 cases of the infection in 2019. That's a 500-percent increase from 2018.

Hospital Implements Visitor Restrictions

AI Can Diagnose Brain Cancer In 2 Minutes During Surgery

(Detroit, MI) -- An increase in flu cases around Michigan has prompted Ascension Michigan Hospitals to begin visitor restrictions at their hospitals. Children under the age of 14 will not be permitted to visit and only two visitors per room will be allowed to visit at any one time until further notice. Hospital officials are telling people to wash their hands or use hand sanitizer before, during and after visiting and issuing a reminder that visitors should be in good health which means no fever, cough or cold.

(New York, NY) -- Researchers at NYU School of Medicine say artificial intelligence can diagnose brain tumors during surgery in less than two and-a-half minutes. The research published in Nature Medicine on Monday leverages the power of A.I. with an advanced optical imaging system to accurately diagnose tumors while the patient is still on the operating table. Tests found the A.I. made slightly more accurate diagnoses than human pathologists in just minutes, rather than the halfhour a pathologist needs. More than a million brain samples are biopsied in the U.S. each year.
