Guadalupe County unleashes new crime fighting tool Sheriff 's office Top 12 Most Wanted List now available Cindy Aguirre-Herrera
(Seguin) -- The Guadalupe County Sheriff ’s Office is again turning to social media for help in putting fugitives back behind bars. Many might have noticed the new online collage of fugitives dubbed the Guadalupe County Sheriff ’s Office Top 12 Most Wanted. The list is the sheriff ’s new way of serving out its warrants. Guadalupe County Chief Deputy Joshua Ray says while the list of mugshots has always been publicly available, circulating the fugitives via social media has now made them more publicly visible. “The sheriff ’s office is responsible for housing all of the warrants and that has to do with our dispatch 911 center and the requirements that the
DPS puts on us. We have to actually have the original warrants on house at the sheriff ’s office. We also have a warrant’s section that that is what their job is to go out and find these fugitives and execute the warrants that have been authorized by the courts. Probably what is bringing a little more attention to it is here recently, we put the Sheriff ’s 12 Most Wanted on social media, Facebook, and we had not done that previously. It’s always been on website. It’s been on our website for some time but for the first time, we put it on social media and clearly it got more of a response from the public and it’s something that we are going to continue doing. It’s something that the sheriff ’s office has been doing since

long before I was here and it’s our job to go out and find fugitives and bring them back and we are going to continue to do that,” said Ray. Ray says the sheriff ’s office is responsible for the selection of fugitives who make the list. He says the subjects are all wanted on a variety of crimes. “We concentrate on the felony
offenses. If is not a felony offense, it is not on there and then we start off with the more violent offenses at the top, usually and it works its way downward,” said Ray. Ray says the sheriff ’s office is already appreciative to the community for its help in identifying some of the individuals listed. Crime, pg. 3

Applications now being accepted for utility assistance
CCSCT shares eligibility requirements for funding Cindy Aguirre-Herrera
(Seguin) -- Help with your utilities is now available thanks to the Community Council of South Central Texas. The available funding for the Comprehensive Energy Assistance Program (C.E.A.P.) is being provided by the Texas Department of Housing and Community Affairs. Now although the CCSCT has launched its light bill assistance program for the 2024 funding cycle, there are a few things that people should be aware of when applying. Carol Delgado, community services program director for the CCSCT, says applicants should know that assistance will not be immediate and that it will take some time for the funding to be granted if approved. “The turnaround time at the first of the year is usually anywhere from three months maybe possibly four months to complete the application process in our system because there is just so much volume coming in. So the clients that submit an application in January may not find out until March if they were qualified,” said Delgado. Delgado says the total amount of funding has also been cut dramatically. Nonetheless, she says the program will run as usual. However, she says the CCSCT is optimistic that additional dollars will be allocated to the program later on in the year. “This year, we received a reduction in funding. Last year, we received $10 million. This year, we received only $3 million so we are only assisting Priority One households at this time with limited amount of funding but we do
still encourage anyone to apply because we may receive additional funding later in the year and we will continue to take applications and then once the funding comes in, we will have those on hand and go ahead and process them as we receive additional funds,” said Delgado. On top of distributing funds, the program works to combine education and financial assistance to help lowincome consumers reduce their utility bills. . Delgado says the CCSCT assigns priority to households with the least amount of income and the greatest energy costs. Services include utility payment assistance for electric, natural gas, and propane. “Anyone that is a U.S. Citizen or here legally can apply and you have to meet the income guidelines. We do go based on the federal poverty guidelines so a one person household would have to make less than $22,590 a year. A four person household would have to make under$46,800 a year in order to qualify for the program. Just provide the proof of income, your citizenship documentation and your electric bill and complete an application,” said Delgado. Priority is also given to vulnerable individuals 60 years and over, persons with disabilities and families with children five years of age or under. Eligible families may qualify for assistance up to $1,600. Non-vulnerable population households will receive up to 6 monthly payments; while vulnerable population households may receive up to 12 monthly payments over a program year. Assistance, pg. 3

Façade Grants Continue Progress in Downtown Seguin Special by Kyle Kramm, Main Street and CVB Director
(Seguin) -- Recently, the Seguin Main Street Advisory Board recommended to City Council the funding of four FIXIT Façade grants in downtown Seguin. The façade grants continue to be the most effective tool in downtown Seguin's revitalization. These small grants make a big difference in a building owner or downtown business' ability to invest in Seguin. The grant can go to any exterior improvements in the downtown district, including ADA compliance, painting, roof repairs, awning construction, and lighting. The four projects recommended for funding included the following: • • • •
301 North Austin - The Aumont Replace rotted wood in a wood window frame in the Rose Room on the Mountain Street elevation. 315 North Austin - Moss & Willow New canvas awnings, lighting, signage, and relocation of their mural. 420 North Austin - Weyel West Mall Repair cracks in stucco, paint, and install new wood windows to replace ones that were removed. 107 North River - Mary Gold Art Café Replace storefront windows, install a wider door to accommodate wheelchairs, and signage.
All these projects were recommended to be funded at 50% of the project cost. These projects represent an investment of over $40,000 in downtown Seguin. Since the façade grant program began, there has been a reinvestment of $4.00 by the private sector for every $1.00 invested by the public sector. "Seguin Main Street has been awarding façade grants since 1998 and have been a driving force in rehabbing downtown properties," said Kyle Kramm, Main Street & CVB Director, "We are pleased to announce these grant awards and can not wait to see the impact the projects have in all of downtown." The Seguin Main Street Program will be holding a second call for façade grant projects in 2024 and encourages downtown businesses and property owners to get to thinking about projects that would benefit their business.
“I’ve heard the sheriff say on multiple occasions, we can’t do this without the public’s help. Law enforcement cant’ be everywhere all the time and it’s important that we have a relationship with the community where the community feels comfortable reporting suspicious behavior or just someone they see that they may have seen on this list to either us or another law enforcement agency so the best thing to do is if they spot somebody that is on this list, they can contact the sheriff ’s office here or they contact any law enforcement agency and let them know that they have seen this person, that they know they have an active warrant, that they are on the Sheriff ’s 12 Most Wanted and usually, the dispatcher or whoever takes the call will take down the pertinent information and get an officer on location,” said Ray. The Top 12 Most Wanted subjects in Guadalupe County can be found on the sheriff ’s office Facebook page. Officials say anyone with information on their location is asked to contact the Guadalupe County Crime Stoppers at 1-877403-8477 or guadalupecountycrimestoppers. org. They also warn that these subjects may be armed and dangerous. Assistance, continued. The CCSCT will also assist with water bills through its Low Income Water Assistance Program. Applicants may qualify for payment of their current water bill balance, as well as an additional $85 per month through September 2024. Applicants must also attach their current water bill and billing history to their Utility Assistance application to apply for water bill assistance. In addition, households may qualify for HVAC appliance heating and cooling repairs for up to $7,500. Applications for utilities assistance may be picked up at the Seguin CCSCT office located at 205 N. King St. A copy of the application can also be downloaded at ccsct.org/utility-assistanceapply-for-services/ . Only complete applications with all necessary documents will be processed. Submitting an application is not a guarantee of assistance. Plus, the CCSCT advises applicants to continue to pay their bills on time. They say assistance will not be provided to households whose services have been turned off. The CCSCT is a non-profit community action agency that empowers vulnerable families and individuals in the greater South Central Texas area to achieve self-sufficiency by eliminating barriers through innovative programs and strong community partnerships.

Seguin and Navarro student-athletes to play in San Antonio all-star basketball games (San Antonio) -- Three area senior high school basketball stars have been selected to participate in the Inaugural San Antonio Sports All-Star Basketball Games in March. Seguin boys player John Jackson, Lady Matador Desiree Zuniga and Navarro Lady Panther Sienna Kramer will represent their schools at the allstar games. Jackson, a McDonald’s All-American nominee, is averaging a double-double in 23 games played this season. He leads the Mats in scoring and rebounding at 28 points and 10 rebounds per game. On January 16th, the senior
guard/forward passed 2000 points in his career. Jackson currently leads the state in scoring in Class 5A and is third in all classifications. Zuniga leads the Lady Mats in scoring at 10.3 points per game. She has been on fire from beyond the arc all season. Zuniga has made 93 three-point baskets in 32 games played. Her total is good for 13th in the state of Texas and 21st in the nation. Kramer is averaging 9.8 points and 6.9 rebounds per game for Navarro this season through 28 games. She leads the Lady Panthers in shooting percentage at 53 percent. Kramer
also leads Navarro in total rebounds with 193 boards on the season. Jackson, Zuniga and Kramer will compete at the San Antonio Sports All-Star Basketball Games. The games are scheduled to take place on March 24th at the Northside ISD Sports Gymnasium. The games will feature 120 top local high school seniors who will play on either Team Black or Team Gold in two different divisions, 1A –4A schools along with private schools and 5A/6A schools. There will be four games total. Each division will have a girls’ and boys’ game.

Jeanne Reavis, age 89 of Seguin, formerly of McAllen and Kerrville, passed away peacefully at home on January 11, 2024. Jeanne was born on August 28, 1934 in McCook, Texas to Magdalena (Labus) and Izydor Gawlik. Jeanne will be remembered working at McAllen State Bank from 1967 to 1988. She loved collecting birds, painting, sewing and baking. Jeanne is preceded in death by her husbands, Rufus Maness and J. D. Reavis, her siblings, Ed, Sam and Jan Gawlik, and Tracy Martin, Trudy Powell, Sallie Keck, Lottie Wolfe, and
Bernice Jeffreys. Survivors include her children, Rhonda Mercer and husband Mike, Annette Welker, Mark Curry and wife Cindy, and Shari Shepard; sister, Alice Perry; thirteen grandchildren; nineteen great-grandchildren; numerous nieces, nephews, other loving family members and friends. Earl Graham Bishop, 88, left this world for eternal glory on Friday, January 26, 2024. He was born April 23, 1935 to Soloman Pierce Bishop and Ina Mae Mobley Bishop in Smiley, TX. His family and friends from his childhood lovingly call him “E.G.” In 1960, he married the love of his life, Linda Carol Streety Bishop, and they had three daughters that they adored, Carol, Lisa, and LeeAnn. Earl is best known for his faithfulness to his Heavenly Father; his love and devotion to his wife, daughters, and grandchildren; and his kindness, generosity and service to his church and community. Earl attended school in Smiley, TX, and graduated in 1952. He loved his country, and joined the US Air Force in 1955. While in the Air Force he was assigned to England and Germany, and enjoyed meeting up with his brother, Virgil, who was serving in the US Army. After leaving the Air Force, he attended Durham Technical School in San Antonio, TX and was employed at Medina AFB as an aircraft mechanic. Earl and Linda resided in San Antonio until Earl went to work for Brown & Root at the National Aeronautics and Space Administration (NASA) in Houston where he worked in the testing and simulation lab, including SpaceCraft and the Lunar Rover. Later, he worked with instrumentation at Amoco Chemical and Oil Company and EPIC in the Houston and Galveston areas. They made their home in League City, TX and were active members of the First Baptist Church (now Bay Area Church). Earl was ordained as a deacon and had a combined service of more than 50 years at churches in League City and Smiley. In League City, he also served as a Sunday School Teacher and with the bus ministry, which was committed to bringing unchurched children to church on Sundays. He loved helping people in the community, especially children and the elderly, and did so quietly and often anonymously. He was actively involved with the Bay Area Christian School where his daughters attended. He also enjoyed going on mission trips; his favorite was to Costa Rica.
In 1997, Earl retired and he and Linda moved back to Smiley, TX. He and his brothers renovated Linda’s family home where they settled into life in the country. They were busier than ever and spent their time seeing their grandchildren, caring for their aging mothers, serving at the First Baptist Church in Smiley, and volunteering with the Texas Baptist Men with Disaster Relief. Earl and Linda also traveled across the United States in their RV and enjoyed seeing the country and camping with friends, family, and their grandchildren. More than anything, they loved being near to their six grandchildren, their pride and joy, and attended many athletic events, dances performances, recitals, church programs, baptisms, and graduations. Earl leaves a legacy of devotion to his family and service to God and his community. He was preceded in death by his wife of 60 years, Linda Carol Streety Bishop; his parents, Solomon and Ina Bishop; his infant son, Earl Graham Bishop, Jr.; son-in-law, Dr. David Jimenez; sister-in-law, Betty Bishop; brother and sister-in-law, Elder and Gracie Bishop; and his brothers-inlaw, William Duncan and Philip Streety. He is survived by his daughters, Carol Pierce and husband, Billy, of San Antonio; Lisa Jimenez, of El Paso; LeeAnn Dunn and husband, Darren, of Seguin; grandchildren Everett Pierce, Ellis Pierce, Ethan Pierce and wife, Sarah, Julia Beebe, Carter Dunn, and Addison Dunn; siblings Howard Bishop (Francis), Viola Duncan, Virgil Bishop, Irene Gaylord (Tommy); brother-in-law, Jim Streety ( Janie); sister in law, Jackie Streety; and numerous nieces and nephews. Terrill Allen Lewis Jr. died January 20, 2024 at the age of 31. Funeral services, for Terrill Allen Lewis Jr., will be held Saturday, February 3, 2024 at the Greater Second Baptist Church in Seguin. McFarland
Renee McFarland, age 77 of Kingsbury, went to be with her Lord and Savior peacefully on January 28, 2024, at home surrounded by her family and friends after a long battle with Parkinson’s disease. She was born in Rocksprings, Texas on January 26, 1947, where she spent her early years living on a ranch managed by her father. The family then moved to Del Rio, Texas where she attended elementary school, and junior high school, and graduated from Del Rio High School class of 1964. She then attended San Angelo Junior College for a year before transferring to Sam Houston State University, earning a Bachelor of Business Administration degree in 1968. She married Jim McFarland in the summer of 1968 and worked in College Station while Jim was finishing his degree from Texas A&M University. They moved numerous times as Jim was in the oil and natural gas business living in Fritch, Texas, Lovington, New Mexico, Midland, Texas, Houston Texas and finally Kingsbury, Texas. Later in life, Renee attended Prairie View A&M and received her teaching certificate. She enjoyed teaching at Vogel and Mary B. Erskine Elementary Schools in the Seguin

Katherine Lynn “Kathy” Fealy Matalik, age 74 of Seguin, passed away on January 11, 2024. Kathy was born on December 20, 1949 in Corpus Christi, Texas to Doris Jane (Manak) and Michael Joseph Fealy. She was raised in Kingsville and attended Texas A & I in Kingsville (now A & M) receiving her Bachelor’s Degree in Biology. After living in Key West with her former husband while he served in the military, they returned to Texas and settled in Seguin in 1978. Kathy was a beloved middle school science teacher and librarian at St. James Catholic School for many years. She loved her St. James Catholic Church, her Church Family and teaching. Music was a favorite of hers and it shined through as she served as the church organist, taught piano and served as an active choir member. Kathy also was a member of the St. Ann’s Circle at St. James. After retirement from St. James Catholic School, Kathy pursued an
Independent School District, where she made many lifelong friendships with the teachers, administrators, and staff of each school. Along the way, she gave birth to two sons Jason and Jeremy. She was preceded in death by her parents Russel Reams and Lucille Cowsert Reams of Belmont, Texas, and brother Rusty Reams of Belmont, Texas. She is survived by her husband Jim of Kingsbury, Texas, son Jason and wife Michelle and two granddaughters Ainslee and Maddie of Tomball, Texas, son Jeremy and wife Amy, grandsons Jonah and Wyatt, and granddaughters Chloe and Molly of Houston, Texas, brother-in-law Jack McFarland and wife Dana of Houston, Texas, sister-in-law Marcy White McFarland of San Antonio, Texas, sister-in-law Charlene Reams Manning of Georgetown, Texas and numerous nieces, nephews and dear friends. Marena Johanna Schubert Evola, age 84 of Geronimo, Texas passed away on January 25, 2024. Marena was born on October 2, 1939 in New Braunfels, Texas to Selda B. (Dietert) and Martin B. Schubert. Marena, or as she was affectionately known to all in the Geronimo area, “Miss Renie” graduated high school and joined the Army where she served as a nurse. While stationed at Ft. Dix, New Jersey, she met the love of her life, Nick P. Evola, Jr. They married, moved back to Louisiana, and then to Texas where they settled in Geronimo in 1972. Miss Renie was Geronimo’s best at-home day care and she sure loved the babies. She retired after 20 years of loving and nurturing the babies and toddlers to continue her love of sewing, arts and crafts, as well as baking

her delicious home-made bread. Miss Renie was a beautiful and loving wife, mother, aunt, and grandmother (Nana). She will be tremendously missed by her family and friends. Yale Doctor Concerned Over Measles Outbreaks (New Haven, CT) -- A doctor with the Yale School of Medicine says he’s concerned about recent cases of measles in Pennsylvania, Virginia and now Georgia. Dr. Thomas Murray focuses on infectious diseases and global health. He says about 90-percent of susceptible people who are exposed to measles will come down with the highly contagious virus. It was eliminated from the U.S. in 2000, but has been making a comeback as childhood vaccination rates fall below the threshold in some areas. Murray says measles spreads when unvaccinated people travel abroad, become infected and return to the United States. Trans Veterans Sue VA For Gender-Affirming Surgery (Washington, DC) -- Transgender veterans are suing the Department of Veterans Affairs to get gender-affirming surgery. The VA currently excludes those procedures from veteran health benefits, despite medical groups saying it could be lifesaving. But it does cover other transitionrelated care, including hormone therapy, voice training, fertility preservation and hair removal. But surgery requires either private health insurance or paying out of pocket. New York City Woman Dies After Eating Mislabeled Cookie (Danbury, CT) -- A New York City woman is dead after eating mislabeled cookies from a Connecticut grocery store chain. The 25-year-old went into anaphylactic shock resulting from a severe allergic reaction to a cookie manufactured by “Cookies United” and sold by the supermarket chain “Stew Leonard’s.” The supermarket blames “United” for the labeling, but the company says it has emails to Stew Leonard’s employees notifying them about the peanuts. It adds its florentine cookies are sold under the Stew Leonard’s brand and the supermarket repackages them at their facilities. New Study Shows How To Spot A Migraine Coming (Washington, DC) -- A new study claims an oncoming migraine can be predicted. The study published in the journal “Neurology,” claimed a change in sleep quality and energy the day before the migraine were clear indicators. A 2018 study showed that chronic migraines are the leading cause of disability in people under the age of 50. The study authors used electronic diaries to track over 470 people’s behavior and symptoms over two weeks.

Guadalupe County Veteran Services Office is in great need of volunteer van drivers. Even those who can only commit to one day per month.
