(Seguin) -- It’s the start of a brand new year and another year of the CCSCT helping local families with their light, gas, and now water bills.

The Community Council of South Central Texas is announcing another round of funding for these services through the Comprehensive Energy Assistance Program (C.E.A.P.). The program is provided to low-income families thanks to the Texas Department of Housing and Community Affairs.

This year, two applications are available, one for new clients, and another for returning clients

looking to reapply for 2023 assistance. The renewal application will not require returning clients to submit identifying documents unless there was a change or addition to the previous application cycle.

CCSCT Program Director Carol Delgado says the program combines education and financial assistance to help lowincome consumers reduce their utility bills.

Seguin to soon begin formulating a PLAN for SAFER roadways

City awarded Safe Streets and Roads federal grant

(Seguin) -- The city of Seguin is one of only 510 communities across the nation that will soon benefit from a grant aimed at keeping our local roadways safe.

U.S. Transportation Secretary Pete Buttigieg recently announced the recipients of the Safe Streets and Roads for All (SS4A) federal grant program. As a recipient, the city of Seguin will receive $265,200 to create the required Action Plan.

City officials say The Safe Streets and Roads for All awards funding works to assist communities that do not have a roadway safety plan -- offering them an opportunity to develop an Action Plan that prevents roadway fatalities and serious injury.

In fact, the number of fatalities in a community plays an important factor in being awarded the grant. That’s according to Kathy Wood, the grants administrator for the city of Seguin.

“We also had to report our fatality information in order to get this grant and the city of Seguin I believe because of the I10 and the other interstates that cross

it, we have 12.2 deaths per 100,000 which are also rather high so Seguin was a great candidate to get the funding,” said Wood.

Wood says securing this grant only provides the community with the tools and resources to better keep drivers safe and ensures the increased safety of all those who utilize the local roadways.

“We are really excited about it because it’s a federal grant that is highly competitive and the city of Seguin is just perfect as far as the intersection of our growth and our roads and how we do need some major planning and guidance and it’s just a really good time to bring into the community and all the users of our roads and highways that run through Seguin as to what they would like to see,” said Wood.

With the award in hand, the city’s capital projects and engineering department will now be responsible for creating a task force that combines expert analysis and community input toward building a framework for future roadway development. Roads, pg. 3

“We’re looking at getting an analysis of our existing city codes and development codes and finding out from the community how we can work together to build this master thoroughfare plan that will not only help vehicles but also pedestrians, bicyclists -- this could be around schools, this could just be on the trailways next to the highways and roads. What do our residents envision our city looking like and how can the city today take actions to plan for that future growth and what our residents would like to see our city look like?” said Wood.

City officials say Seguin’s Action Plan will align with the U.S Department of Transportation’s values of equity,

climate and sustainability, quality job creation, economic strength and global competitiveness.

They say the department plans to engage with the community to build a low-cost, high-impact structure that is specific to the needs and safety of the Seguin community.

Wood says the project has an estimated timeline of 12 to 24 months. The initial steps, however, in getting started are slated to begin in the next three to six months. City officials say the public is encouraged to be on the lookout for future input opportunities. They say all suggestions will be considered in hopes of better accommodating and protecting the users of all of the city’s transportation system.

“...those guidelines, we can provide assistance with either one of those utility types. We also have the water program that is new and ends September 30th. If there is a priority household member which is an elderly person, a senior 60 or older, someone with a disability or anyone with children five and under, they receive assistance for the full 12 months or up to 12 months from whenever they apply. If they don’t have one of those priority members, then they only receive up to six months of assistance,” said Delgado.

Delgado says the CCSCT has also added a new utility service to the list. She says this year, the program will assist with water bills through LIHWAP (Low Income Water Assistance Program).

Delgado explains how important this message is for local families.

“It’s extremely important. We can pay past due bills. So, if they have $5,000 in past due and they have a disconnection notice, we can pay all of that $5,000 and get them caught up as long as it is for water and sewer. If they get disconnected, then we can help them get reconnected and then with the new program, they made changes this year so we can pay $85 a month towards their future bills at one time so they will have a large credit on their water bill that will hopefully last them through

September,” said Delgado.

Applicants are also reminded that they must attach their current water bill and billing history to their Utility Assistance application to apply for water bill assistance.

In addition, all eligible applicants or households may qualify for HVAC appliance heating and cooling repairs for up to $7,500.

At this moment, CCSCT officials say the application processing volume is high and turnaround is taking a little longer than normal. They say due to this high demand, they humbly request their client’s patience but ask that they hurry into their office or jump online to begin the application process.

Delgado says these types of resources are vital for local families and encourages folks to take advantage of them if they can.

“Tell a friend. We have a lot of money to spend especially on the

water program by September,” said Delgado.

Applications can be picked up at the local CCSCT located at 205 N. King St. Clients are asked to call in advance for designated pick-up days. That office number is 830379-3022. They may also download a copy of the application at www. ccsct.org under utility assistance. Only complete applications with all necessary documents will be processed.

In 2022 alone, the CCSCT assisted over 14,200 families across its 22-county service area with an investment of $12 million in utility assistance.

CCSCT is a non-profit community action agency that empowers vulnerable families and individuals in the greater South Central Texas area to achieve selfsufficiency by eliminating barriers through innovative programs and strong community partnerships.

Three Seguin Football Players to Sign National Letters of Intent Thursday

(Seguin) -- Three Seguin High School seniors will officially announce their college football commitments at a National Letter of Intent signing day at the school on Thursday.

Devin Matthews will sign an NLI to attend Texas A&M Commerce.

Hayden Ross will sign his commitment to play at Southwestern University in Georgetown.

Jakob McLeod will sign a letter of intent to play football at the University of Mary Hardin Baylor in Belton.

The event will take place on Thursday, February 16th at 8:00 a.m. in the Seguin High School Student Activity Center.

Stanley Leroy Nelson, age 81 of Luling, Texas passed away on February 13, 2023. He was born in San Antonio, Texas on November 16, 1941 to Dorothy (Schmidt) and Richard Nelson.

Stanley graduated from Sacramento High School in California and then went on to graduate from Texas A & I in Kingsville, Texas. He then got his pharmacy degree from the University of Houston.

He owned Dismukes Pharmacy in Luling. He had many other jobs including working in Luling in the oil business. Stanley was also a licensed real estate broker. He and his wife raised cattle along with owning and breeding race horses. He served as president of the Luling Industrial Corporation for many years.

He is preceded in death by his parents and his older brother, Richard Nelson.

He is survived by his wife, Beverly Brewer; sons, Stephen Nelson and partner Myke Smith, Daniel Nelson and partner Samantha Diamond, J. R. Nelson and wife Katy Phillips; grandson Dylan Nelson; brothers, Tommy Nelson and wife Judy, and Dean Nelson; sister -in-law, Ernestine “Ernie” Nelson, numerous nieces, nephews, other loving family members and many friends.

Visitation will be held on Thursday, February 16, 2023 from 1:00 to 2:00 p.m. at Tres Hewell Mortuary Chapel. A funeral service will follow at 2:00 p.m. with the Rev. Tom Bruns officiating. Interment will follow in San Geronimo Cemetery.

Sharon Ann (Koepp) Atzger, age 73 of Seguin, Texas. Joined our Lord and Savior on Saturday, February 11, 2023. Sharon was born on September 11, 1949 in Seguin to Marvin A. and Erna (Erxleben) Koepp. Sharon graduated from San Marcos high school in 1967. She then attended Southwest Texas State University where she received her Bachelor of Science degree in Education in 1972. Sharon was a dedicated elementary teacher for 38 years where she was named Teacher of the Year numerous times. She was selected the teacher of the San Antonio Spurs game in 1995 as well as receiving the Norma Paschal Commitment to Children Award in 2006. She retired from Schertz Cibolo-Universal City Independent School District in 2011. Sharon was a mentor to many and loved by her students and fellow teachers even after retirement.

Sharon, also known as “Omie” loved the holidays and her pride and joy was to decorate the house for each of them. As soon as her friends and family walked in the door, you would feel the love, warmth and hard work she had put into making the house perfect. She would even find that special scented candle which fit each holiday. She loved her trips to Canton with her daughter Tammye and would always find those special yard pieces to add to her collection and brighten up her flower beds. Sharon enjoyed gardening, taking special care of her plants as well as feeding and watching the birds.

Sharon had many hobbies before and after she retired. She enjoyed playing bingo with her mom and friends, playing Bunco and enjoyed lunch with her fellow teachers and friends and she enjoyed canning pickles and vegetables from their garden. Sharon was always there to make that special food for the church to assist with funerals and other events. Sharon loved to watch sports with her family, but her pride and joy was to watch her grandkids play baseball, softball, Soccer and cross country and she would very seldom miss a game. She was so proud of her children and grandchildren. Sharon enjoyed special time during the holidays with each of the grandchildren playing games and just hanging out. She loved to create crafts for each holiday with her youngest granddaughter Chloe. Each of these moments meant a lot to her and were very special. Sharon was an avid Texas Tech fan and super proud of her grandson who graduated from Texas Tech and currently her granddaughter Carlie who attends Texas Tech and will graduate in May, 2023.

Sharon is preceded in death by her parents, her father and mother-in-law, George and Nora Atzger, sister-in-law Elizabeth (Betsy) and Mike Herry. Survivors include her loving husband of 54 years, George James (Jimmy) Atzger; her daughter Tammye Barnes of Ft. Worth; son, Brian Atzger and wife Audra of Seguin; grandchildren, Grant and Carlie Barnes of Ft. Worth, Caiden and Chloe Atzger and Lexy Lee of Seguin, great grandchildren Aubree and Colter, brother, Noble Koepp and wife Kay of Lubbock; brother-in-law, Jesse Atzger and wife Deloris of Seguin, sister-in-law Diann McCabe and husband Terry of San Marcos and many numerous nieces, nephews, cousins, and other loving family members and a host of dear friends.

Visitation will be held on Wednesday, February 15, 2023, from 5 to 7 p.m. at Tres Hewell Mortuary. Funeral services will be held on Thursday, February 16, 2023 at 10 a.m. at Friedens United Church of Christ with the Revs. Sonja and Dave Phillips officiating. Interment will follow at Guadalupe Valley Memorial Park with reception to follow at Friedens Church Fellowship Hall for family and friends.

Walter Gene Brown, age 75 of Luling, Texas, passed away on February 8, 2023. Gene was born on November 26, 1947 in Eagle Pass, Texas to Naomi Lee (Cox) and Robert Alley Brown. Gene married Christine Boemer Brown on April 14, 1978. They have three sons: Robert Aaron (Katy) of Austin, Adam (Amanda McArdle) of Dania Beach, FL, and Caleb of Austin. They have two grandchildren with their son Robert and his wife Katy: Van Law and Viara.

Gene grew up in Eagle Pass and graduated from Texas A&I University in Kingsville with a BS in Agriculture in 1969. He served as a FFA advisor while he taught Agriculture, Ag Mechanics, and Welding in Runge, San Antonio, Floresville, Seguin, Luling, and Stockdale from 1969-2006. Gene overcame several serious health issues throughout his life.

Gene dedicated his life to teaching his three sons and other youth. He filled his free time supporting his sons and students with their livestock projects, coaching youth soccer, basketball, and baseball, and teaching hunter safety courses. Gene was an active member of the Lutheran Church: serving as a Sunday School teacher, Church Council President, and member of various committees. He also served on the Luling ISD school board.

Gene is preceded in death by his parents and sister-inlaw Barbara Brown (Neil). He is survived by his wife, sons, grandchildren, brother Neil Brown, sister Bobbie Tate (Ben), sisters-in-law Kathy Pancoast (Elliot), Ruth Hanna, Valerie Doerfler, brother-in-law David Doerfler (Cindy), and many nieces and nephews.

Visitation will be held on Friday, February 17 at Tres Hewell Mortuary from 5 to 7 p.m. Graveside services and interment will be held on Saturday, February 18 at 10 a.m. at Guadalupe Valley Memorial Park. A memorial service celebrating Gene’s life will follow at Faith Lutheran Church in Seguin at 11 a.m. with the Rev. Michael Pancoast officiating. A reception will follow in the Life Enrichment Center (LEC).

Steve Watson, of Seguin, died recently at the age of 67. A memorial service, for Steve Watson, is set for 4 p.m. Saturday, February 25 at Clearview Baptist Church in Kingsbury. The services are under the direction of Crenshaw Funeral Home. Survivors include daughter, Kimberly McAlister; and brothers, Billy Watson and James Watson.

MSgt Sam Guytino DePalermo, USAF (Ret.), age 79 of Seguin, passed away on February 13, 2023. Sam was born on August 1, 1943 in Houston, Texas to Dale Joyce Fields and Sam DePalermo. Sam graduated from Dickinson High School in 1961 and after a brief time at Sam Houston State University he enlisted in the United States Air Force in 1964. While stationed at Randolph AFB, Sam met Karen through mutual friends. In October 1966 they were married and shortly thereafter deployed to Izmir, Turkey. While there, first son Troy was born. Upon moving back to the U.S., they were stationed at Barksdale AFB, LA where Brant was born. Other memorable places that Sam served during his military career were Colorado Springs where he earned his Bachelors of Behavioral Science from the University of Southern Colorado and Austin, Texas earning two Masters Degrees from Webster University in Business and Health Service Management.

He retired with 22 years of military service.

After retiring, Sam began his career as a Nursing Home Administrator managing several different nursing homes over the next 20ish years. He used his career progression to get jobs near the Texas coastline that he loved so much. Sam quickly reclaimed his hobbies of fishing and boating along the gulf coast after his retirement. He particularly enjoyed it when his kids and grandchildren came to visit the beach house. He passed on his love of the Texas coastline to each of them in their own special way.

Sam was a member of First Methodist Church Seguin, Kingsbury Masonic Lodge #887, Guadalupe Masonic Lodge #109, American Legion Post 245, and the Alzafar Shrine. He was also very proud of his Cherokee Indian heritage. The Cherokee Nation awarded him the Medal of Patriotism and the Warrior Award in appreciation for his military service.

Sam is preceded in death by his parents; brother, Michael DePalermo; nephew, Jeremy Larsen.

Survivors include his loving wife of 56 years, Karen DePalermo; sons, Troy DePalermo and wife Melissa, Brant DePalermo and wife Lissa; grandchildren, Colby DePalermo, Kacey Rodriguez and husband Jalen, Kaitlyn DePalermo, Cole DePalermo, and Cash Pooley; brother, Tom DePalermo and wife JoAnne; sistersin-law, Cyndi Cano and husband Cliff, Debbie Farmer and husband Rich, and Candice Ivory; brother-in-law, Bob Larsen; nephews, Derin DePalermo, Gregory Farmer, and Dan Larsen; nieces, Ashley DePalermo, Diane Summers, Alexi Stuart, Heather Herrera, and Desiree Glassinger; as well as numerous cousins, other loving family members and many friends.

Esther Hilda (Mache) Vecera 92, passed away Sunday, February 5, 2023 in a local hospital. She was born on April 17, 1930 to Julius Mache and Minnie Lorfing and raised in a family of ten siblings in Schulenburg, Texas.

Shortly after her marriage to Joseph Vecera, the couple moved to Seguin, Texas to live and raise their family. Esther enjoyed cooking, canning vegetables from her garden, quilting and spending time with her great-grandchildren.

She is preceded in death by her parents; all nine siblings; her loving husband, Joseph Vecera of over 55 years of marriage; daughter, Carolyn Vecera; sons, Carlton Vecera and David Vecera as well as grandson, Phillip Griffin.

Esther is survived by daughter, Shirley Markgraf (Arthur, Jr.); 6 grandchildren and numerous great-grandchildren as well as numerous nieces and nephews.

CDC: Teen Girls Experiencing Mental Health, Violence Crisis

(Atlanta, GA) -- Teenage girls are experiencing what’s being described as an “overwhelming wave of violence and trauma.” The CDC’s director of Adolescent and School Health says sexual attacks and other trauma are leading to the uptick. A CDC survey says about three in five teen girls say they feel “persistently sad or hopeless.” That’s the highest number in a decade.

Senate Judiciary Committee Holds Hearing On Child Internet Safety

(Washington, DC) -- A Senate panel is holding a hearing on the threats children face online. Senator Lindsey Graham of South Carolina said Americans are virtually unprotected from the adverse effects of social media. He said there’s a mental health crisis stemming from the use of social media, particularly among young girls, and he called for a regulatory body to empower parents and consumers. Senate Judiciary Committee Chairman Dick Durbin added the online exploitation of children is an “urgent and growing threat,” as nearly half of American teens report being harassed or bullying online.

Norovirus Spreading

(Atlanta, GA) -- Norovirus is spreading across the country at higher levels than normal for this time of year. The CDC reports at least 15 percent of weekly tests are coming back positive, the highest level since last March. Norovirus is the number one cause of foodborne illness in the U.S.

Jump In Babies Born With Syphilis

(Undated) -- There’s a rise in the number of babies born with congenital syphilis in Mississippi. New data shows the state saw 106 cases in 2021, more than nine times the rate in 2018. It’s one of six states that doesn’t require syphilis screening during pregnancy. The South sees most of the cases of congenital syphilis in the U.S. at 52-percent.

The City of Seguin will have a portion of Starcke Park East closed this week for the demolition of the Kids Kingdom Playscape. The park area surrounding the playscape including disc golf holes 1-4 and 18 will be closed during working hours only from 7 a.m. to 4 p.m. Following the playscape’s demolition and removal, the pea gravel surrounding the structure will also be removed and seeded for grass. Ask the Master GARDENERS

Q: When should I fertilize my lawn? I want it to look nice this year.

A: Do not fertilize your lawn until you have mown twice. This advice comes from Doug Welsh’s Texas Garden Almanac. By waiting, you know that the grass is actively growing and is ready to use the applied fertilizer.

Q: Is it safe to start my spring vegetable and flower plants? I would like early blooms and fruit.

A: Remember that the last freeze in Seguin in 2021 was February 22, and the last freeze in 2022 was March 13. If you really want to begin now, plant in containers that can be moved indoors if needed. In fact, I always buy my tomato transplants as soon as they are available and plant each one in a gallon container of good soil. Since I don’t need many plants, I put the six pots in my little red wagon so that it can be easily moved.

Speaking of spring flowers, there are many types that are perfect for Texas. We’ve been enjoying our cool season annuals which included dianthus, ornamental cabbage (look at the ones at the entrance to the library), pansies, snapdragons, stock and violets. It will soon be time to replace them with warm season annuals. And, of course, my favorite (because it is so easy to grow and is so colorful) is the periwinkle or annual vinca. Now is a good time to plan your color scheme and perhaps try different annuals than usual, such as amaranthus with its colorful

foliage, or a bed of cosmos which can be seeded or transplanted. Purslane and portulaca both have excellent heat tolerance. Or you might try a bed of tall zinnias, or a bed of even taller sunflowers.

Q: We’ve had a recent rain, but I am afraid of a dry summer. When can I do to help my plants?

A: Mulching is one of the most important things you can do for your garden. Research by Welsh showed that un-mulched shrubs could lose two-thirds of the water applied on the soil through evaporation and only one-third through transpiration. Mulching has other benefits. Personally I think that nothing looks nicer than cedar mulch around the plants by my front door. And the smell is a wonderful reminder of Christmas year round. As the mulch decomposes, it provides organic matter to the soil which is another benefit.

Q: When do I prune my roses?

A: That depends or whether you have spring-blooming climbing roses or other types of roses. I have heritage roses and a few hybrids so I prune mine in late winter. Traditionally this is done on Valentine’s Day. Don’t ask me why, but it does make it easy to remember. Summer blooming shrubs such as these roses generally bloom on shoots that grow from this spring’s growth. When I prune, I also strip off the old leaves, most of which are already dead and gone, and clean out dead leaves and twigs from under the bush.

FYI: Don’t forget to keep your birdbaths full. The birds and animals empty mine every evening.
