City to break ground on new playground

(Seguin) -- The City of Seguin’s new playground equipment at Max Starcke Park will soon be on its way up. The city is inviting the community to attend a groundbreaking ceremony to signify the beginning construction of the new playground on the park’s east side on Tuesday, March 5, 2024 at 4:30 pm.

Seguin Mayor Donna Dodgen, Seguin City Council Members and city leaders will break ground to build the inclusive playground.

The playground was funded in part by a Niagara “Perk Your Park” grant that community members helped the city secure. City officials say thanks to the community’s overwhelming support during a 6-week public outreach campaign, the city won the $75,000 grant to assist with rebuilding the Kids Kingdom Playscape that was removed from the park last spring due to safety issues.

Council adopts new noise ordinance

(Seguin) -- The Seguin City Council is making the city's noise ordinance clearer for everyone to understand. The council on Tuesday approved the updated noise ordinance. It sets new limits for noise violations, and it should make enforcement easier for the Seguin Police Department.

City Attorney Mark Kennedy says the previous noise ordinance was less clear, which made it more difficult to enforce.

"One of the objectives here was to add clarity and measurability to this thing because we had a mixed definition of zoning groups where officers were getting a little confused out on the field on exactly what they should be measuring and also it really allowed for a person to have an opinion about whether there is a noise nuisance and then question whether the officer should be enforcing that or not because it was not necessarily measurable. In two locations in the ordinance, it was really just a matter of a reasonable person's opinion that there was a nuisance and I'm not sure who is reasonable and who

is not in those situations -- so making it measurable, definitely gives us the ability to better enforce it and better prosecute the citations after they have happened.

To that point, one other thing is that enforcement escalates if you look at the punitive section on that, it actually escalates. It starts with something that is a lower finable amount and escalates from there. So, it gives someone to get educated about it," said Kennedy.

The new ordinance establishes a clear set of decibels that would trigger a violation. Sounds that go above 85 decibels from 8 a.m. 10 p.m. Sundays to Thursdays and from 8 a.m. to 11 p.m. on Fridays and Saturdays. Overnight, that level would drop to 75 decibels, which would run from 10 p.m. to 8 a.m. Sundays to Thursdays. The lower decibel level would start being enforced at 11 p.m. on Fridays and Saturdays.

Those decibel levels are consistent with the noise ordinance language adopted by a number of nearby cities, including New Braunfels, San Marcos

and Cibolo.

Councilman Paul Gaytan questioned if more data was needed to make a decision, and should the city consider creating zones that would trigger different enforcement requirements for areas that have more entertainment venues in them. But council members Jim Lievens and Chris Rangel both said that the new ordinance allows the city to have uniform enforcement and it makes it clearer for everyone to understand.

“I respect everything you are saying. Believe me, I do. I don’t think we need the different zones. That was something that was mentioned previously as one of the things that made it a little unclear or difficult for police, I guess, to figure out what zone they are in at the time. I have a comfort level though with the fact that we are going with decibel levels that have been adopted by neighboring cities. We can do maybe more analysis even contacting those cities to see what their results have been, what are they seeing.

Rangel adds, “I agree. I think we need a baseline somewhere and then go from there. Do we need zones downtown? But I think we need to start somewhere,” said Rangel.

As part of the new ordinance, the city also made sure that officers have the tools they need to get accurate measurements of the decibel levels.

Seguin Parks and Recreation Director Jack Jones said “If you like the new playground recently opened at Bauer Park, you will love the new playground planned for Max Starcke Park East. The new play features are different than the features at the playground nearby that was constructed in 2015. The goal is to have the playground opened to the public this summer.”

The park is located at 1123 S. Austin St.

for a first offense, up to $250 for a second offense, and up to $500 for each subsequent offense.

Council members questioned if there should be a requirement that officers give a warning on a first offense. Police Chief Jason Brady says officers, under most circumstances, would always choose to give a warning first.

He says typically their first step is to contact the violator. He says a large percent of the time, those folks do comply.

“So, we are getting the compliance. Our officers, they’re not necessarily wanting to issue a citation. I mean that’s paperwork on their part. That’s basically for people that are not complying. If we have to return, sometimes the folks will be quiet if they are having a party or something and the officers show

up and they’ll just wait and then the officers go around the corner and they crank it back up and that’s more the scenarios that we are going to issue citation but if a business owner or a resident is complying, and they are like all yeah, it is a little late. My neighbors are upset. They are going to tend to turn that down. There’s not instances where officers are going to be immediately going to that enforcement tool,” said Brady.

The council adopted the new ordinance on first reading. A second and final reading needs to be approved at the council's next meeting before the ordinance can officially take effect. Council members say they want to revisit the issue in six months. They say they want to review the data on calls and enforcement under the new rules to see if they are working effectively.

Women’s Basketball’s Troy Patterson Leads SCAC Staff of the Year; Five Bulldogs Earn All-SCAC Honors

SEGUIN, Texas -- Five Texas Lutheran players earned spots on the 2023-24 All-SCAC Women’s Basketball teams, the league office announced Saturday night. The official All-SCAC awards are selected by the league’s head coaches and sports information directors, neither are allowed to vote for their institution’s own players.

Kailee Mulkey (New Braunfels/New Braunfels) and Lauren Sansano (San Antonio/ FEAST) earned All-SCAC First Team honors and Kayla Presley (Kyle/San Marcos) earned an All-SCAC Third Team selection. Davi’Yanna Jones (San Antonio/ Stevens) and Tanyse Moehrig (Spring Branch/Smithson Valley), who was an All-SCAC player for volleyball in the fall, were named All-SCAC Honorable Mention. The TLU coaching staff, led by Head Coach Troy Patterson, was selected the conference staff of the year honoree.

Patterson earns his second Coach/Staff of the Year honor in his three seasons as head coach, also earning the honor in his first season (2021-22). Patterson becomes the second head coach in program history to win two SCAC Coach/Staff of the Year accolades, joining former head coach Mel Dixon. After replacing two starters from the 2022-23 team and facing numerous injuries throughout the season, Patterson has guided the

Bulldogs to one of the best seasons in program history and the fourth 20-win season in program history. In three seasons in Seguin, Patterson has led the Bulldogs to a 50-26 record and two SCAC regular season runner-up finishes.

Mulkey ranked fifth in the conference in steals and seventh in rebounds - leading all conference guards with 5.7 rebounds per game. Mulkey, who is now a threetime All-SCAC honoree, leads the Bulldogs in scoring averaging 11.4 points per game. The New Braunfels product matched her 2022-23 output by recording three double-doubles so far this season. Mulkey also ranks fifth in the SCAC in steals averaging 2.0 per game. Mulkey has scored in double-figures in 15 games this season.

Sansano, an All-SCAC Third Team honoree as a freshman, has improved her game across the board as a sophomore. Sansano maintained a 10.2 points per game

average while shooting 48.7 percent from the field, ranking second in the SCAC. Sansano was also one of the SCAC’s best shooters from beyond the arc, finishing fourth overall at 40.3 percent while leading the SCAC in three point percentage in conference play at 46.5 percent. Sansano has also increased her averages in rebounds, assists, steals, blocks, and assistto-turnover ratio. Sansano ranks seventh in the SCAC in assists (2.7) and tenth in steals (1.8). For her efforts, Sansano earned D3hoops.com National Team of the Week honors earlier this season following a 22 point effort against Colorado College.

Presley was one of the most improved players in the SCAC in her second season in Seguin. Presley stuffed the stat sheet throughout the 2023-24 season with a 7.8 points per game average, while shooting 37 percent from three-point range and 42.4 percent from beyond the arc in

conference. For the season, Presley ranks fifth in the SCAC in assists with 2.9 per game and sixth in the SCAC in free throw percentage (78.1). Presley also ranked second in the conference with a 2.3 assistto-turnover ratio. Presley more than doubled her scoring average from a year ago and has finished in double figures eight times this season.

Jones has played an important role in the success of the Bulldogs bench for the second consecutive season. Jones repeats as an AllSCAC Honorable Mention honoree averaging 6.5 points and 3.3 rebounds per game while being a versatile defender off the bench.

Moehrig, who missed the first six games of the season due to her volleyball commitments, was quickly thrust into a key role in the Bulldogs rotation. Moehrig ranks in the top 15 in the SCAC in rebounds (5.3) and blocks (0.7) while averaging 4.4 points per game and providing an inside presence on both ends for the Bulldogs.

Joyce Kelso Willis Lee, formerly of San Antonio, passed away on Tuesday, February 20, 2024, in Seguin. She was born in San Antonio to parents Winchester Kelso and Erna Wagner Kelso.

Joyce attended St. Mary’s Hall until her senior year, graduating from Mt. Vernon in Washington, D.C. She then attended Hockaday Jr. College, receiving an associate degree in Business. After Hockaday, she went to the University of Texas in Austin and was a Kappa Kappa Gamma pledge.

Returning to San Antonio, Joyce met the first love of her life, John Mitchell Willis, Jr., US Army, Medical Corps. They were married in 1947 and were blessed with two children, John Mitchell Willis, III, and Joyce Ann Willis. When her husband died in 1962, Joyce moved back to San Antonio. Here she raised her children and became active in many organizations: The Battle of Flowers, Monte Vista Garden Club (past president), The Forum (past president), Timely Topics (past president), Junior League, Christ Episcopal Church Altar Guild, St. Luke’s Knitting Guild, Harry Jersig Hearing Center, Boy’s Town, and Morningside Ministries just to mention a few.

In 1993, Joyce married the second love of her life, John Thomas Lee. With this marriage, Joyce was blessed with three adult sons: John Scott Lee, Douglas

Lee, and Timothy Lee. Joyce and John Lee had 25 years together and spent that time traveling, cruising, and enjoying each other’s company. John died in 2019, and shortly after, Joyce moved to Seguin to be near her daughter and son-in-law.

Joyce was preceded in death by her parents, her husbands John Willis and John Lee, her brother Winchester Kelso, her son John Mitchell Willis, III, and her grandson Daryl Richey.

Left behind to celebrate her legacy are her children Joyce Willis Richey (Don), John Scott Lee (Rob), Doug Lee (Nancy), and Timothy Lee; grandchildren (who knew her as GranLady) Molly Willis Lopez (Danilo), Leanne Richey Boddie (Bryce), Jennifer Willis McNeil (Mason), Amanda Lee Edwards (Matt), and Katherine Lee Mullins (Nathan); and great-grandchildren Endie Boddie, Makeda Boddie, Leigh Edwards, and Adam Edwards as well as her beloved nieces, nephew, their families, longtime friends, and her St. Andrew’s Family.

A memorial service celebrating Joyce’s life will be held on Saturday, March 2, 2024, at 10:00 a.m. at St. Andrew’s Episcopal Church with the Reverend Stephen Shortess and the Reverend Patricia Riggins officiating. A reception will follow in McKeogh Hall.

Doris Eileen Soefje Hewell, age 95 of Seguin, passed away on February 22, 2024. Doris was born on April 27, 1928, in Leesville, Texas to Hilda (Grimm) and Dono Soefje.

Doris joined the Methodist Church in Leesville, Texas at 13 and regularly attended church and Sunday School. She attended school in Leesville for eleven years graduating as the Class Salutatorian. After graduation, she went to work for Southwestern Bell Company as a telephone operator.

On June 6, 1948, she married Clarence Alvin Hewell at the Methodist Church in Leesville. They were blessed with four children, Catherine Eileen Hewell Vorpahl, Sharon Esther Hewell, Patricia Ann Hewell, and Clarence Alvin Hewell, Jr.

After her son Al started school, she worked as a bookkeeper at Hewell Brothers Chevrolet in Nixon. The family moved to Seguin in 1967 where Doris worked as a Martin L. Steger Supply Company bookkeeper. She served on the Board of Directors and was the Board Secretary. After twenty-two years of service, she retired in 1989.

Doris enjoyed quilting, gardening, and working in the yard. Her most special times were spent among family and friends, especially at Soefje/ Grimm, Hewell/Hensley gatherings, or Leesville Homecoming Celebrations.

Doris and Alvin were active members of the First Methodist Church of Seguin, where she held a life membership in the United Methodist Women organization.

Doris is preceded in death by her loving husband of 64 years, Alvin Hewell, daughter Patricia Ann Hewell, son-in-law, Earnest Vorpahl, parents and her mother-in-law and father-in-law, Ruby Esther (Hensley) and Thomas Coke Hewell, Sr., her brothers-in-law and sisters-in-law, Thomas and Frances Hewell and John Bird and Wildajean Hewell, and nieces Marian Sue Baenziger, Martha Jo Haas and husband Gary, and Peggy Hewell, and great-

Funeral services will be held on Tuesday, February 27, 2024, at 10:30 a.m. at Nixon Methodist Church with the Reverend Audrey Hewell officiating. Interment will follow in the Nixon Cemetery. A reception will follow at the Richardson Center.

It is with heavy hearts we announce the passing of Joseph “Joe” George Kanas, age 70, of New Braunfels, Texas, on February 18, 2024. He was preceded in death by his parents John and Mary Kanas. He is survived by his wife, Sharon Forester Kanas; son, Justin Joseph Kanas (wife Amy Kanas) of Bulverde, Texas; son, Derek Kyle Joseph Kanas (wife Taylor Kanas) of Tomball, Texas; and daughter, Brooke Nicole Kanas of Dallas, Texas. “Papa Joe” was blessed with four grandchildren: Avery, Brooks, Jackson and Peyton. He is also survived by his sister, Joanie Stoddard of Liberty, New York and brother, Jeffrey Kanas (wife Jean Kanas) of East Moriches, New York, and nephews and nieces.

Joe was born on February 17, 1954, in Port Jefferson, New York to John and Mary Kanas. He grew up in East Moriches, New York, where he attended Eastport High School. After graduating, he attended the University of South Hampton where he played basketball. He ended up leaving the University to play professional baseball for the Marion Mets Baseball Club which was an affiliate of the New York Mets. He played minor league baseball for several years with his final year being down south in Texas with the Seguin Toros. After playing one season with the Toros, he finished his professional baseball

career playing seven more years with the Seguin Steelers, a semi-professional baseball club, where he made lifelong friends.

In the summer of 1985, Joe met the love of his life, Sharon, at the Varsity Inn Diner in Seguin, Texas. They married on August 9, 1986. He spent most of his career in the car business and was blessed to finish with Bluebonnet Motors of nearly 20 years. Joe was always his family’s first call, as well as many others, when needing advice on life’s challenges. He always responded with optimism, kindness, and generosity. His great passions in life were coaching and attending his kids’ sporting events, playing golf with his buddies, boating on the lake with the family, going on beach and winter vacations, and most of all spending time with his grandchildren. He was known for his great cooking and enjoyed preparing the most delicious turkey and gravy for every Thanksgiving gathering with family and friends. Joe will forever be remembered for his strong work ethic, loyalty, positive attitude, and most of all, love for his family and friends.

A celebration of Joe’s life will be held at 11 am on February 27, 2024, at Oakwood Church in New Braunfels, Texas. In true Joe Kanas fashion and to honor his memory, feel free to wear your favorite tie. Health Care Costs Lead Financial Worries

(Undated) -- Health care costs rank high among U.S. adults’ financial concerns. That’s according to a recent KFF poll, which found that unexpected medical bills and the cost of health care services top the list of expenses that adults worry about affording. The poll also found that voters who struggle with monthly bills are more likely to say it’s “very important” for presidential candidates to talk about health care and economic-related issues. This includes issues like the affordability of health care, the future of Medicaid and prescription drug costs.

VP Harris Slams AL Embryo Ruling (Washington, DC) -- Vice President Kamala Harris says the Alabama Supreme Court ruling that frozen embryos are considered children is “outrageous.” Last week’s ruling said embryos created during in-vitro fertilization are “extra uterine children,” and in Alabama are legally protected like any other child. On X Wednesday, Harris said the ruling was outrageous and was already “robbing women of the freedom to decide when and how to build a family.” The White House on Tuesday called the ruling the type of chaos that they expected when the Supreme Court overturned Roe v. Wade.

University Of Alabama Pauses IVF Treatments After Embryo Ruling (Montgomery, AL) -- The University of Alabama is pausing its IVF services after a recent ruling by the state’s Supreme Court. Earlier this week, the Alabama Supreme Court ruled that frozen embryos are children. The decision comes from a 2022 case, where several couples filed a wrongful death lawsuit after frozen embryos were dropped on the floor by a hospital patient. The University of Alabama says they’re “saddened” to have to suspend IVF treatments, but they must do so while they evaluate the potential that patients or doctors “could be prosecuted criminally” for conducting IVF treatments.

Poll: More Than Half Of Adults Positively View The Affordable Care Act (Washington, DC) -- More than half of adults have a positive view of the Affordable Care Act. A new poll from the health policy research group KFF found that nearly six in ten U.S. adults have a favorable view of Obamacare. That includes more than three-quarters of Democratic voters and nearly half of Independent voters who want the law to be expanded. Meanwhile, 39-percent of Republicans would like the Affordable Care Act to be repealed and nearly a quarter of Republicans said they want it scaled back.

Business Improvement Grant (BIG) Program

The City of Seguin is now accepting applications for the Business Improvement Grant (BIG) Program. The City of Seguin and the Seguin Chapter of the Daughters of the Republic of Texas (DRT) will celebrate the 38th Annual Toast to Texas from 11 a.m. to 3 p.m. on Saturday, March 2 at Central Park in downtown Seguin.
