(Marion) – The desperate facility needs of the Marion ISD are apparently not going anywhere. That acknowledgement is why the area school district says it will again be asking voters to approve a $78.8 million bond package this May. This will be the district’s third attempt in less than a year to go out to voters.

Voters first said no to a $39 million bond issue in May 2022. They then said no later that year in November 2022 to a $50 million bond issue that was being promoted as historic to the district because it was not going to increase the district’s current tax rate at all.

Texas Coast murder investigation leads authorities to SEGUIN

(Seguin) – A murder investigation in Brazoria County this past January led authorities to Seguin where they say that on Feb. 5, a search warrant obtained for a residence in the 800 Block of Boenig Street turned up evidence that is believed to be connected to the death investigation of 45-year-old Larry Ortiz along the Texas Coast.

Deputies learned that Ortiz and family were visiting the area celebrating a quincenera at a beach house near Freeport when Brazoria County Sheriff Investigators and Crime Scene Investigators were called to the scene.

Investigators learned that the son of the deceased, Larry Ortiz III had left the residence the evening of Jan. 27. He then returned to the residence in the early morning hours of January 28th with a friend, Lucas Hernandez and two unknown females.

As all four were upstairs in a bedroom for a short time, officers say that’s when two unknown males

and an unknown female forced their way into the home displaying firearms. The two male suspects confronted Ortiz III and Hernandez in the bedroom, demanded money and began assaulting them.

Investigators believe that Larry Ortiz Jr. woke up from the commotion and began to defend Ortiz III and Hernandez from the suspects. That’s when they say Larry Ortiz Jr. was shot by one of the suspects. After the shooting, the three suspects and the two females fled the scene.

The suspects were later identified as Alena Nicole Pena Murillo, 20, Anzley Tay Castillo, 20; Richard Horn Jr., 29, Keerston Wilkerson, 21, and Guadalupe Navarro, 23. It was Navarro who was located and arrested in Guadalupe County.

Horn is said to have also been found in the area and taken into custody in Comal County. All other suspects were arrested and charged on murder. Each remain behind bars on a $2 million bond.

The 2022 Bond will ask voters to consider the $78.8 million package in one proposition that includes:

• Safety and security upgrades on the campuses

• Career and technical education upgrades

• Renovations of the high school

• Competition gym with new weight and locker rooms

He says a committee of community members developed this latest proposal in conjunction with the staff and administration. He says the decision is based on carefully considering all areas of need around the district while also balancing the expectations of the Marion ISD community.

“Looking at the results in November, we were able to reassess things, (and the committee) wanted to look to relook at a proposition to come forward again before the community simply because of the potential growth headed this way. We actually see some growth out there on 1044 now currently with the addition of the Wine Creek Ranch piece out there. The four main points that we looked at – safety and security being number one. The renovation of the high school is a big portion of that too. We just really wanted to reassess and look at what we had out there before and after looking at that, we know the need was there still to move forward,” said Dr. Beck.

Dr. Beck says much of the urgency to see things through is the cost factor. He says the district can not afford to put things off any longer.

“The piece that constantly worked on us was when you are looking at each time there is a delay in the build, it adds more and more money to the project through inflation and we are hearing things like 15 percent inflation and people are feeling that nowadays just on their own too – same thing with buildings and so, the urgency was there to look at moving forward and doing this again. The needs haven’t changed from one time to the next. We just felt like we needed to do a better job of communicating. We feel like we have a good plan moving forward and that’s what we are trying to do is communicate the needs of the district,” said Dr. Beck.

Dr. Beck says there are key elements as to why voters are seeing this larger price tag.

“I will say $6 million of it was inflation. That’s a small portion of it. That brought it up to $55 million plus. The extra pieces there were the needs sitting out there that both the bond committee that spent time working on it this summer as well as school board members was the gym and trying to get a competition gym as well as weight room and locker rooms together. Those were also things that were needs for the district and based on those needs, looked to add those to the overall package as well. But the base package that we had in November is still intact and that one because of inflation caused another $6 million increase,” said Dr. Beck.

Dr. Beck says the cost of the gym alone is proposed at $20.6 million. He says that gym space is vital to the

athletic department and will continue to be a need as more kids come into the district.

“With our high school and junior high combined, we have two gyms. We use a portion of a gym at one of our elementary campuses too and it’s a competition gym that would primarily be high school, but we would have two other gyms available as well. Part of the need of a competition gym was to be able to separate the students but then also to provide extra space for students to be able to practice and to not have practice at all hours of the day and evening,” said Dr. Beck.

If the proposition is approved in May, Dr. Beck says the estimated impact would be a $14.08 per month increase for a home valued at $300,000 — the average market value for a home in the Marion ISD.

Dr. Beck says the tax increase this time around only shows that things will be pricey the more they have to wait. If voters had said yes in November, then the bond package would have had no impact to the tax rate.

Unfortunately, however, that’s not the case this time around. Should voters say yes in May, then he says it will be anywhere from a 6 to 6.5 cent increase on the I&S side of the total current tax rate of $1.3029. Although there is proposed tax increase, Dr. Beck is confident that the new growth will help offset some of that impact.

“This year, it doesn’t sound like much. We’ve added right about 70 kids this year alone without some of the major housing developments coming in so when you are looking at that compared to what we started with for the year, that right there alone is about 3 to 4 percent growth just from the start of the year to this point. So, if we were able to maintain that, of course it would grow exponentially because of the size but as you’ve seen both in Seguin and Navarro, when you get those neighborhoods that have multiple homes per acre, that’s when you see the growth growing more,” said Dr. Beck.

Homeowners age 65 and older are reminded that they will not be impacted by the passage of the bond propositions if they have filed for and received the Over 65 Homestead Exemption with the Guadalupe County Central Appraisal District.

Texas Lutheran only traveled three competitors, Gerrit Twitero (McQueeney/Seguin), Bryce Powell-Chimene (Dayton/ Dayton), and Dalon Harris to the CNU Qualifier hosted by the Christopher Newport University at the Freeman Center on Sunday. It was a banner day for the Bulldogs winning all three of their primary events.

Twitero, who has captured headlines on a weekly basis for his performance in the high jump this season, continued to raise the bar for TLU setting a new TLU record in the high jump for the fourth time in six meets this seasonnailing three record jumps in one day for the Bulldogs. Twitero would win the high jump with a program record mark of 2.05m. Twitero jumps to eighth nationally and second in the West Region in the event and officially qualifies for the 2023 NCAA Division-III Indoor National Championships in Birmingham, Alabama, March 10-11.

Freshman Dalon Harris won the men’s shot put behind a TLU Freshman record mark of 15.03m - a mark that moves him into fifth place in the West Region.

Bryce Powell-Chimene won the 400m dash by nearly a full second difference - leading from beginning to finish - with a time of 50.82 seconds. The time moves Powell-Chimene into third place in the West Region.

Comments: “Great day as a whole. We brought three men and all three won their main event.

Gerrit had 3 school record jumps all in one day. First at 2.01, then 2.04 and again at 2.05. His 2.05 puts him into the top 10 in D3 for indoor and should earn him a spot to the NCAA Indoor Championships in a couple of weeks.

Dalon kept improving as the competition unfolded as well. He ended the shot put competition with a new PR, a TLU freshman record and a win.

Bryce ran a solid 400 race, but was in the lead from gunshot to finish - nobody to push him. He also ran the 60 earlier in the meet to warmup for the 400 and made semifinals but didn’t run since it was too close to the 400.

For indoor we have two men - Gerrit and Elijah in the 200who should make it in for the championships, so they’ll keep preparing for that. We also will have an outdoor meet in the mix before the championships, so they may actually perform well enough to qualify for the outdoor championships before the indoor championships are contested.”

Oneita Jo Owens Parsons Fraser, 99, passed away peacefully at home Saturday, February 11, 2023, in Seguin, Texas. A memorial service will be held at Tres Hewell Mortuary in Seguin, Texas, on Saturday, March 4, 2023 at 11 a.m. with the Rev. Jeremy Roy officiating. A private interment in the Crestview Memorial Park Cemetery in Wichita Falls, Texas will be held at a later date.

Oneita was the youngest of three children born to Randolph Lee and Callie Mae Owens in Vernon, Texas, March 18, 1923. She graduated from Vernon High School in 1940 and married John V. Parsons in 1941 in Electra, Texas and lived there until 1947 when John, Oneita and their three boys moved to Alice, Texas. Their daughter was born in 1952 in Alice, Texas. Oneita was a stayat-home mom raising their four children as most women did at that time. John passed away with cancer in 1961 which required Oneita to go to work to support her four children until they finished school. She then married Milton D. Fraser in 1978 and they lived in Sunrise Beach, Texas until his death in 1994. Oneita then moved to Seguin, Texas in 1997 to be close to her daughter, Debbie and became a member of First Baptist Church Seguin. While raising her family in Alice, she was a devoted member of the First Baptist Church of Alice and spent many years teaching children Sunday School classes and working in the church nursery during Sunday services.

Allen Louis Harborth, a 14-year Veteran of The United States Marine Corps and resident of McQueeney, Texas went into the loving arms of Jesus on Tuesday, February 14th 2023 at the age of 82.

He was loved by all who knew him.

Allen was born on November 5th 1940 to Clara and Gilbert Harborth in Beeville, Texas. Allen was a loving, loyal, husband, father, grandfather, friend and devoted servant to Jesus.

Allen is proceeded in death by his father Gilbert Harborth, his mother Clara Harborth, baby sister Alice Harborth and his older sister, Gladiola Harborth.

He is survived by his loving wife of 61 years Inna Harborth, 4 children, Gary Harborth, Rodney Harborth, Tammy Stanford, Craig Harborth and his daughter in-law Michelle Harborth; his grandchildren Daniel Stanford, Brandi Wilt and her husband Johnathan Wilt, Madelyn Harborth and Bryce Harborth; his great grandchildren: Jase Wilt, Everett Wilt, Chloe Wilt, Zane Wilt and Ivy Wilt.

The memorial service with military honors will take place on Sunday, March 5th at 10:00 am at The American Legion Post 245 located at 618 E. Kingsbury St. Seguin, Texas, 78155.

She and Milton were also devoted members of the Sunrise Beach Baptist Church while living there. She and Milton traveled extensively during their life at Sunrise Beach, traveling all over the United States in their RV motor home visiting as many of the different states as they could. They also enjoyed their garden and raised many different fruits and vegetables that they shared with family and neighbors. And they enjoyed spending time boating and fishing on Lake LBJ.

She is preceded in death by her parents Randolph Lee and Callie Mae Owens of Vernon, Texas, a sister Vernalee Oliver of San Bernadino, California, a sister Audrey (Homer) Haseloff of Lockett, Texas, husband John V. (Lois) Parsons of Round Rock, Texas, son Loren J. (Betty) Parsons of Bryan-College Station, Texas, daughter Debbie A. “Tom” R. Stout, age 82 of Seguin, passed away on February 20, 2023. Tom was born on September 24, 1940 in Wichita Falls, Texas to Myrtle Estelle (Cox) and William R. Stout.

As a child, he grew up in Wichita Falls. Tom and his wife Annette married on September 20, 1981 at Faith Lutheran Church. For several years he worked for the Carrolton Police Department. Tom then moved to Seguin where he met Annette and owned and operated Tom’s Automotive. After retiring from the automotive repair business, he worked for Texas Lutheran University.

Tom is preceded in death by his son, James Stout, his parents and his brother William “Billy” Stout.

Survivors include his loving wife of 41 years, Annette Stout; children, Quinn Stout and his wife Sandra (Seguin, TX), Yvonne Myers and her husband Matt (Omaha, NE); Michelle Murr and her husband Drew (College Station, TX); Mary Flippin and her husband Brad (Seguin, TX); grandchildren, Paul and Claire Myers, Harper and Stout Murr, and Rylee, Lyndee and Kambree Flippin; sisters, Norma Helmer, and Karen Dailey and her husband Clarence; numerous nieces, nephews, other loving family members and many friends.

Our loving mother, Marceille (Marci) Vaughn, age 97, passed from this Earth to her heavenly home on February 24, 2023. She was born December 1, 1925 to Ben and Emma Meyer in Westhoff, Texas. Marceille is preceded in death by her devoted husband, Walter Vaughn, Jr. and her grandson, Gregory Thomas.

She is survived by her children, Sandra Thomas, Brenda Vaughn, and Trey Vaughn, her grandchildren, Andy Thomas and wife Michelle, Jason Roberts and wife Suzann, Marci Russell and husband Richard, and Lelon Vaughn, as well as 6 great grandchildren, Callum, Nathaniel, and Alexander Roberts, Tristen Thomas (Justin Stark), Kadence Vaughn, and Gabe Thomas. She also had 2 great-great grandchildren, Imery and Lexi Stark. She is also survived by her sister, June Nell Schwab and her nephew, Joey Schwab (Norma Jean Higgins)

Marci was a homemaker, wife, and loving mom during her life. She made her daughters’ clothes, maintained a garden, canned, and enjoyed being with her family. She was a fantastic cook, hosting countless meals at their home in McQueeney. When her kids grew up and dad retired, they moved to Rockport where they spent their time fishing, playing cards, travelling, and just enjoying each other’s company.

They eventually moved back to Seguin to be closer to family. After Dad passed, Mom remained in their home and finally moved to Seguin Assisted Living where she enjoyed playing Bunco, Bingo, and going to the church services. In 2021, she moved to Remarkable Healthcare where she resided until her passing.

As often as we could, we would go visit her sister, June Nell Schwab, for some “sister time”. They were always great days!

Mom was such a kind and generous woman; she will be missed so much.

Visitation will begin on Thursday, March 2, 2023 at 9:30 a.m. at Tres Hewell Mortuary Chapel followed by funeral services at 10:30 a.m. with the Rev. Jim Price officiating. Interment will follow in Guadalupe Valley Memorial Park.

Janecka

Lora Mae Wesch Janecka, age 87 of Seguin, passed away on February 25, 2023. Lora Mae was born on January 11, 1936 n Guadalupe County, Texas to Laura (Hartwick) and Martin Wesch. She was a member of Emanuel’s Lutheran Church.

She is preceded in death by her loving husband of 51 years, Tommie Janecka, her parents and her brother, Marvin Frank Wesch.

Survivors include several cousins, including Irene Soecting of New Braunfels. Harold James Bogisch passed through death to eternal life on February 25, 2023 at the age of 91. Harold was born on November 15, 1931 to Pastor Siegfried A. Bogisch and Leona Hill Bogisch in Temple, Texas.

He is survived by his five children, Laurie Bogisch Perryman, Tim (and Jo Ann) Bogisch, Tammy Bogisch, Steven Bogisch and Karen Bogisch, grandchildren Thomas Jefferson Perryman IV (and Jenna), Angela Perryman, Tiffany (and Alex) Mireault, Ashley (and Thomas) Goins, and Brandon Bogisch, and two great grandchildren, Madelyn Mireault and Josephine Mireault.

Harold was a 1949 graduate of Seguin High School, received a Bachelor’s degree from Texas Lutheran College (now University) in 1953, and a Master of Education degree from Southwest Texas University (now Texas State). He served as a teacher and administrator in North East Independent School District in San Antonio and Vice President for Development and Public Relations at Texas Lutheran College from 1969 to 1984. Harold was Co-Founder and Co-Owner of Charity Funds Unlimited, a professional fund-raising consulting firm, which served over 75 clients in seven states and five causes in Seguin over a 20-year period. After retirement he became an active community volunteer. He was co-founder of the Seguin Unit of the Salvation Army, including serving 12 years as its president. He was also active in the Guadalupe County Detention Ministry serving on the board and leading Bible studies community in the Guadalupe County Detention Center. He was involved with other local organizations including 15 years in the Seguin Noon Rotary Club and as a board member of the Silver Center. Harold’s faith was an important part of his life and something he shared with others. He was an active member of Faith Lutheran Church in Seguin, serving as church council president and on various church committees.

He was preceded in death by his wife of 63 years, Sherline Marquardt Bogisch, whom he married on August 25, 1956, his parents Siegfried and Leona Bogisch, sister Evelyn Ruth Bogisch, and son-in-law Mike Perryman. After their children left home, Harold and Sherline enjoyed traveling throughout the United States, including visiting each of the 254 county courthouses in Texas and 45 of the state capitols, including two trips to Alaska. The family would like to thank the Visiting Angels and their wonderful caregivers who provided compassionate care for Harold for the last two years, especially Kyleen, Crystal, Bernice, Sarah and Charlene, as well as Guadalupe Regional Hospice and his hospice nurse Cindi.

Visitation will be held on Friday, March 3, 2023 from 5 to 7 p.m. at Tres Hewell Mortuary. Funeral services will be held on Saturday, March 4, 2023 at Faith Lutheran Church in Seguin at 2 p.m. with the Rev. Stan Meyer and the Rev. Daniel Cave officiating. Texas Ruling Could Halt U.S. Access To Abortion Pill

(Amarillo, TX) -- A ruling that’s expected any day now by a federal judge in Texas could block access to an abortion pill across the U.S. A group of anti-abortion doctors is asking a judge in Amarillo to vacate the FDA approval of the abortion pill mifepristone [[ miff-uh Pris-tone ]]. The group claims the FDA “improperly approved” the drug back in 2000. Depending on how it goes, the ruling could temporarily halt access to the drug, even in states where abortion is legal.

Study: People With Insomnia Are More Likely To Have A Heart Attack

(Boston, MA) -- People who struggle with sleep are more likely to have a heart attack. A new study published in the journal Clinical Cardiology found a link between insomnia and heart attack risk. Researchers analyzed eleven-years worth of data from more than one-million adults across the globe. Those with insomnia were one-point-69 times more likely to suffer a heart attack. The sleep disorder affects ten to 15-percent of people.

2M Air Fryers Recalled Due To Fire, Burn Hazards

(Anaheim, CA) -- Roughly two million Cosori Air Fryers are being recalled over fire and burn hazards. Thursday’s announcement came from the U.S. Consumer Product Safety and Commission. Thousands of air fryers in Canada and Mexico were also recalled. It has to do with a wire connection that can overheat. The company says it’s received more than 200 reports of its products “catching fire, burning, melting, overheating and smoking.”

Scientists Study Ancient Preserved Bear In Siberia

(Siberia) -- Scientists have found a preserved brown bear almost 35-hundred years old in the frozen wilderness of eastern Siberia. Reindeer herders first found the ancient female bear in 2020 sticking out of the permafrost. A laboratory chief in eastern Siberia called it an “absolutely unique” find. He said the fact that the carcass has soft tissue means scientists can study its organs and examine its brain. Genetic analysis shows the bear has the same mitochondrial DNA from the modern bears in northeastern Russia.

The SEGUIN DAILY NEWS was begun as a single page flier in 1972 by the radio station and was distributed to local restaurants and coffee shops at the request of local businessmen who wanted something to read while they had their morning coffee.
