Law enforcement officials plus a mixture of other children advocates recently joined together for special MOU and MDT signings. The memorandum of understanding (MOU) and

Multidisciplinary Team (MDT) were spearheaded and hosted by the Guadalupe County Children's Advocacy Center. The MOU expresses the will of all parties or intended common line of action when a child is hurt in this county. Among those on hand for the signing ceremony was Cibolo Police Chief Bryan Hugghins. Hugghins, says as the city of Cibolo grows, so

He says that why it's important to have the agreement -- an agreement that can provide the necessary services to those children and their families. He says the agreement allows the advocacy center and all parties involved to get the services to kids when they need it and not have to worry about things being postponed or put off.

Things like today, it give us a blueprint on how we need to operate to make sure we are all on the same page because ultimately, we want justice for victims and make them whole again and things like this make that happen, " said Nichols. Seguin ISD gets update on potential loss in property value due to lake dewatering issue By Cindy Aguirre-Herrera (Seguin) -- The "sky is not necessarily falling." Those were the words used by Seguin ISD School Board President Cinde Thomas-Jimenez, as she helped to sum up a presentation by the district's Chief Financial Officer, Tony Hillberg, who recently discussed the potential impact that a drop in lakefront property values could have the district's funding. That potential impact is based on the level of threat that the Seguin ISD faces in regards to the possible dewatering of area lakes. Texas school districts rely heavily on local property tax collections and state funding to remain in operation. Hillberg's presentation to the school board this week came in response to the recent release of a study by the Guadalupe Appraisal District, which discloses a potential decline in lake-front property values. The study concluded that "reduced lake levels associated with potentially failing damns could result in a 28 percent decrease in the value of certain lakefront properties. But Hillberg says recent legislative changes, such as House Bill 3, have been put into place to help stabilize the financial impact that this kind of drop in values could have on Texas school districts.

In this example, the state would contribute $37.7 million to achieve the calculated needed revenue of $61.7 million for the General Operating Fund.

Hillberg says it is not likely that valuations will be much different than what is currently being reported, because the valuation snapshot is taken on the first of January. "So any impact with lake dewatering valuation decline is likely not going to happen until or if it happens at all -- obviously that's going to be if there is any dewatering but if it happens at all, it would be potentially by next January which would impact the 21-22 school year so where we are right now in the budgetary process -- the snapshot has already been taken and like I said, we will know those preliminary values in April of this year," said Hillberg. Hillberg also reminded the school board of the district's conservative approach toward finances, which has allowed the district to build a healthy fund balance. This week's presentation by Hillberg to the school board is just the first of many as he says he hopes to keep the district on top of all the latest in the lake litigation battle between lake property owners and the Guadalupe-Blanco River Authority. The court process is still underway with an anticipated trial date set for October.

"One of the things that we have come to really realize over the last few months is the beneficial impact of HB 3, House Bill 3 on school funding when it comes to fluctuations in local property values regardless whether the values go up or down. The state has changed the formulas and is putting forth virtually dollar per dollar to get to a certain part of revenue per student for any given school district," said Hillberg.

That, again of course, is only if an agreement isn't reached before that date by all the parties involved. Part of potentially rectifying the issue and helping to dissolve the level of threat against the Seguin ISD and those lakefront property owners has been the possible creation of other water control and improvement districts along the Guadalupe River and those hydro electric lakes (WCID). The WCID would allow the lake residents to tax themselves in order to raise the necessary money for the replacement and repair of the dams.

Seguin ISD Superintendent updates families on the potential threat of coronavirus in local schools By Cindy Aguirre-Herrera (Seguin) --- Although the risk is low at this time, the Seguin ISD is reminding parents that the school district is keeping its own eye on any potential threat of the coronavirus. In a letter to the public, Seguin ISD Superintendent Dr. Matthew Gutierrez states, "Recent media reports on the coronavirus in the United States have raised questions and caused concern. I want to assure you

that Seguin ISD is actively monitoring this situation through proven and trustworthy sources: the Region 8 health departments, the Texas Department of State Health Services (DSHS), and the Centers for Disease Control and Prevention (CDC). These health officials believe the risk to our school community is low at this time."

TLU men advance to SCAC semifinal for sixth consecutive year with win over Southwestern (Kerrville) The Texas Lutheran Bulldogs advanced to the Southern Collegiate Athletic Conference Men's Basketball Tournament semifinal round for the sixth consecutive year with an 81-63 win Friday afternoon against Southwestern University.

TLU women advance to SCAC semifinal round, gives Dixon record-setting victory

(Kerrville) - The Texas Lutheran women's basketball team, season matchups against the Bulldogs. Letter to the Editor Dear Guadalupe County Residents,

In just a couple of days you will be given the opportunity to truly make a difference. On March 3, 2020, the voting polls in Guadalupe County will open and once again. The American people will be allowed a privilege that few others in this world are granted….the opportunity to vote. As a people, we choose who serves us! On this day and on this ballot, you will find two candidates who are asking for the opportunity to serve as your Sheriff. However, before you go to the polls to cast your vote for Sheriff, I felt it necessary to write this letter to you to tell you what I’ve come to know about your current Sheriff, Arnold S. Zwicke. My name is Dawn Caddell. I have lived in Guadalupe County all of my life. I love living here and I love the people here. I have had the privilege to be employed at the Guadalupe County Sheriff’s Office for the past 30+ years. I serve in the position of Administrative Assistant to the Sheriff. While working in this position under the administration of Sheriff Zwicke for the past 19+ years, I felt the need to tell you about the man himself. Working alongside of him on a daily basis, I have come to know Sheriff Zwicke and what he stands for. Let me begin by saying that Sheriff Zwicke’s opponent says that 20 years is long enough for a Sheriff to be in office. I must tell you that the rapport that Sheriff Zwicke has with other Texas Sheriffs is phenomenal. I have witnessed him communicate, correspond, and work alongside many other Sheriffs, Chiefs, and other law enforcement officials. If you stop and think about it, the amount of time a Sheriff serves his county speaks volume as to the status of the office he holds. The Guadalupe County Sheriff’s Office rates exemplary in the mission they’ve sworn to uphold. I personally worked with Jimmy Harless when he was employed at the Guadalupe County Sheriff’s Office. I was there when he was hired and I was there when he left. Since the beginning of my career at the Sheriff’s Office, I have been witness to eight re-elections for an incumbent of this office. I want you to know that in all of those re-elections there was never this type of campaigning to where an opponent used the untruthful tactics that are currently being used to smear our Sheriff. Not to mention the negative statements made about the employees of the Sheriff’s Office. I must say that I am very disappointed in Mr. Harless for having

In addition, he is a steadfast and loving family man who understands the morals, values, and challenges it takes to support and guide a family and others through difficult times. He readily transfers his supportive view of family and individuals to those that work for him. Having brought the Guadalupe County Sheriff’s Office into the twenty-first century, Arnold Zwicke has modernized his office with much needed updated equipment and training and continues to do so by working closely with the Commissioner’s Court. He is responsible for budgets in excess of $24,000,000 and he presents to Commissioner’s Court conservative budgets, only asking for what he truly needs to provide you, the citizens of Guadalupe County, fair and effective law enforcement. He is a Sheriff who sits on many boards and committees to help make Guadalupe County a great place to live. He is a Sheriff who has reached out to partner with many different agencies; local, state, and federal law enforcement, to reduce crime. He is one who works with Commissioner's Court

But in my opinion, it is his passion for building strong, positive relationships between the Office of the Sheriff and our broad and diverse community that demonstrates his greatest strength. His drive to partner with our communities, schools, churches, and other very important programs prove of his abilities to work alongside you and me to make Guadalupe County a safer place to live and raise our children. Arnold Zwicke is a Sheriff that stands behind and supports the men and women of this Office. He has 27 years of public service, with 19+ years of those as your Sheriff of Guadalupe County. He is a lifelong citizen of Guadalupe County, and forever a civil servant. He stays true to his roots. He is a Christian man and his service as Sheriff has been exemplary. So when you go to the polls, I ask you to take a moment and think about what it really is you want in a Sheriff. Do you want to not only feel safe but also be safe? Do you want a huge effort placed on eliminating drugs in Guadalupe County? Do you want our children and senior citizens to matter in Guadalupe County? Do you want a Sheriff who is fiscally responsible with your tax dollars? Do you want a Sheriff who is accessible to the people he serves? Do you want a Sheriff who is honest? Do you want a Sheriff who will protect your family as if it were his own? Do you want a Sheriff who is the most qualified to serve you? The Office of Sheriff is an increasingly challenging position in our modern world. Arnold Zwicke has the energy and genuine interest in the people he serves. His honesty, his wonderful wife and family, his dedication to the law, his openness to all ideas, and his outstanding credentials in law enforcement make him a candidate that all of us, Republicans, Democrats, Libertarians, and Independents, can support. EXAMPLE: What I find amazing is that he claims to sit on the local mental health board and never knew the current Sheriff sits on the Mental Health Executive Board and has partnered with Bluebonnet Mental Health in starting a Mental Health Unit in 2014 with funding from BBMH. He has NO experience operating a County Jail, and has never mentioned the Jail in his campaign. He has run down our Animal Control Unit until he

Ships In Pacific To Self-Quarantine Sailors Amid Coronavirus

(Sacramento, CA) -- Another California county is under a health emergency. It's where a woman may be the first in the nation to have gotten coronavirus locally. She wasn't exposed to anyone sick and didn't travel overseas. Solano County is also where hundreds have been quarantined at a military base. They were either flown out of China or rescued from a cruise ship in Japan. Health officials say the woman didn't have any connection to the base and they're now tracing who she came into contact with. At this point, California has 33 cases.

(Washington, DC) -- Some Navy ships are being ordered to stay at sea and self-quarantine its sailors. All ships that have made stops in Pacific nations will have to wait 14 days before returning to confirm no one has coronavirus. This comes as the deadly disease continues to spread globally. The fleet is headquartered in Japan, where about 50-thousand troops are stationed.

Coronavirus Cases Continue Rising In China, South Korea

(Washington, DC) -- Health Secretary Alex Azar [[ AAY-zar ]] says most Americans shouldn't worry about the coronavirus outbreak. At a White House event, Azar cheered President Trump's "historically aggressive" containment efforts. He noted that the situation can change and that Americans should be prepared for that. Azar went on to say that the President took quick action to restrict travel to the U.S. and was criticized for it. However, he said his actions have kept Americans safe and at the very least bought officials time to respond.

(Undated) -- More and more people are being impacted by the coronavirus around the world. Both China and South Korea reported hundreds of new confirmed cases on Friday, bringing South Korea's total over two-thousand. There are nearly 79-thousand cases in China alone. Around the globe, the death toll has surpassed 28-hundred. Each continent with the exception of Antarctica has confirmed a case of the illness.

Genevieve graduated from Marion High school then attended Texas Lutheran College. She graduated in 1976 with honors- Cum Laude with a Bachelor of Arts in Education, specialization in History. She was a member of Kappa Pi Gamma sorority. In August 1988 she received her Master of Elementary Education with a secondary concentration – Interdisciplinary Studies, Curriculum & Instruction from Southwest Texas State University in San Marcos, Texas. Genevieve dedicated her life as an educator and mentor for young people. Through her infinite amount of patience, she molded minds as a kindergarten teacher at Norma Krueger Elementary School in Marion for 41 years, with numerous Teacher of the Year awards. Genevieve wanted to make a difference in education and life skills as a leader in Guadalupe County 4-H clubs. Her love for the 4-H program began at the age of nine joining the Marion 4-H club and was a member for 10 years. She accomplished numerous projects and received many awards culminating with the 4-H Gold Star in 1971. As an adult Genevieve remained actively involved in club work for over 30 years, serving as manager in the Marion 4-H club; leader for the county food show, county clothing show, 4-H banquet, Clover Kids; member of

Guadalupe County Youth Livestock Show poultry division, and numerous other events. Most recently Genevieve stepped up as leader coaching children for the Food Show, Food Challenge, Quiz Bowl and Duds to Dazzle contests. Even while maintaining a full teacher schedule, Genevieve enjoyed being a parent and nurturing her son Kyle in his 4-H career. As Kyle graduated from Texas A&M and started his own life, Genevieve took pride in coaching her great-nephews in their 4H endeavors. Since 2014, she has trained well over 100 4-H members in Guadalupe County in varying project areas, not to mention training other adult leaders to assist her with coaching so many teams. In 2019 Genevieve and Mark attended the state awards banquet at Texas A&M University where Genevieve received the coveted Texas 4-H Salute to Excellence Award for her numerous contributions to 4-H and 4-H youth.
