Seguin Area Community Foundation shows you how to make it happen
(Seguin) – Did you know there is a vision in Seguin to giveaway millions of dollars each year to local charities and/or other important causes? That milestone is well on its way to being reached in the next few years and that’s all thanks to the ongoing efforts of The Seguin Area Community Foundation. The foundation is in the midst of creating more public awareness about what it does and how everyone in the end benefits.
Its board of directors recently invited community members to learn more during its latest round of grant presentations held at the Burnt Bean. The grants this round totaled $30,000.
Leading the event was President Wayne Windle. Windle says creating awareness and a complete understanding of how the organization operates is vital to the group’s ultimate success.
“We are funders. We raise money. We invest the money and then when the proceeds make money, we give it away to organizations that are here
tonight and similar. So, you can start off and you say ‘well, how did you get this money?’ We got some of the money through wills and bequests. We’ve gotten money through simple donations. We’ve gotten money through fundraisers. We need this group and people in this organization to help spread the world, to help us continue to raise money the same way that we have. This is not rocket science. This is the way foundations across the country do it and so we are hopeful that you can spread the awareness and spread our cause,” said Windle.
Windle says over the past decade, a number of groups have benefited from the local organization. He says the best part of a community foundation is that the group can support any cause – non-profit or not.
“We have these goals and an event like this is proof that we are successful. This is an event where we raise money. We invested money and we are now giving it away. That is what community... Foundation pg. 2

foundations are all about because a lot of times people wonder, ‘how is it different from another charity?’
It’s different because we give to charities. We help support them. We help them in difficult times so you say, ‘can you give an example?’ Well, we can probably give you over 30 examples,” said Windle.
Narrowing that list of examples, however, was the support shown to area fire departments. Windle says coming to their rescue is a perfect example of how a community foundation should serve.
“Specifically in recent history, the fire departments across the county were struggling with COVID and couldn’t raise money to help their volunteer fire departments continue to survive. We gave grants to all eight of those fire departments across the county. I’m not going to tell you about all the 30 recipients, but I can tell you this event is reflective that we are now successful, and we plan to really keep the momentum going,” said Windle.
Even to this day, the Seguin Area Community Foundation remains one of the city’s best kept secrets. That’s why Windle believes it’s important to uncover
that secret and bring everyone on board.
“In the last few years, I think the number is $168,000 that we have given away. We are projected to give away about $220,000 by the end of the year. And you say, ‘well, okay, with 30,000 to 35,000 people, where should we be?’ It would be really realistic to get to $10 million. Can we get to $15 million? Yes, I think so. We are going to have growth, the population, the demographics but imagine, if we were five times bigger and we all of sudden are giving away a million dollars a year. Could you imagine the impact that we could make on the community? said Windle.
Not only does Windle believe in Seguin’s potential of reaching the $10 million milestone, but he is known for inheriting the family ambition of spearheading a community foundation.
“I grew up in a family that is dedicated to community service. My mother is currently in her 80s and is still working with the El Paso Community Foundation. She was their first president. It grew from the $10,000 grant to over $250 million. I’m not saying we are going to do that, but you know, the idea is there. If you looked at us and said, ‘well what is realistic for Seguin? What is a realistic size of a foundation based on our population, based on our demographics?’ We should be able to get to $10 million in a reasonable amount of time,” said Windle.
During this latest round of grants, four groups were each presented with a $7,500 check. Those groups included the Guadalupe Valley Family Violence Shelter, Habitat for Humanity, NAMI Guadalupe County and the South Texas Pregnancy Care Center.
During the recent awards dinner, special recognition was also extended to an individual who helped lay the framework for Seguin’s Community Foundation. Helping to explain this honor was Board Secretary Kathy Nossaman.
“We wouldn’t be here today and would not have this community foundation if it weren’t for the vision of a true visionary of Guadalupe County, not just for the Seguin Area Community Foundation but for a lot of other organization and so Wilfred Bartoskewitz is our founder. He and Betty put these ideas together. Actually, our founding date is 2014. But I met with Wilfred and Robert Raetzsch and Janice Woods Windle, Wayne’s mother,
10 years prior to that to talk about how we could have a community foundation of our own and it took about 10 years to get it going and now, we are nine years into what we are doing and are now at a point to where we feel we have reached a good level of success and Wilfred decided it was time for him to step back. So, our board at our last meeting in June had voted for Wilfred to be a Board Member Emeritus of our board and we’d like to bring him up and give him a little certificate,” said Nossaman.
Despite having the award in his hands, Bartoskewitz quickly gave credit to others. Bartoskewitz publicly recognized the work and leadership left behind by late board member Phil Seidenberger.
Also helping to cap off the presentation was Jack Baker who presented a check to the endowment account for the late Gene Vivroux. Baker presented a $90,000 check to the foundation. The money is said to have been in addition to the $1 million that Vivroux had already presented to the foundation last year.

Smithson Valley Grad Luis Green Named SCAC Man of the Year Finalist for TLU
SUWANEE, GA -- Texas Lutheran men’s soccer and men’s track and field’s Luis Green (Monterrey, Mexico/Smithson Valley) has been named one of six finalists for the Southern Collegiate Athletic Conference (SCAC) Man of the Year award.
The award recognizes the conference’s senior male student-athlete who has best distinguished himself throughout his collegiate career in the areas of academic achievement, athletic excellence and service and leadership.
Member schools were permitted to submit two nominations if at least one of the nominees was a man of color or international student-athlete.
To be nominated, student-athletes must have completed intercollegiate eligibility in his primary sport by the end of the 2023 spring season, received his undergraduate degree prior to the conclusion of the summer 2023 term and had a minimum cumulative grade-point average of 2.500 (4.000 scale) with the noted exception due to COVID-19 pandemic. A student-athlete who received an extension waiver or a season of competition/participation waiver in his primary sport due to cancellation of a 2020 and/or 2021 athletics season or championship may be nominated for the 2023 Man of the Year, provided he otherwise satisfies nomination criteria.
Luis Green graduated this spring with a Master’s degree in Data Analytics - adding to his bachelor’s degree in Finance - and 3.55 GPA. Green finished his athletic career as one of the most decorated athletes in Texas Lutheran history. Green closed out his career in style, rewriting the conference record books en route to claiming his league record fifth-straight SCAC Offensive Player-of-the-Year honor. Green finished second in the SCAC in both goals (19) and points (44) and third in game-winning goals
(3), shots (71) and shots on goal (39). He capped off his historic career with a five-goal performance against Austin College in a win to bring his career total to an SCAC record 81 goals in just 78 games played. With that effort, he became just the fourth player in conference history, and the first since 2010, to score five or more goals in one contest. Green stands alone with his career marks, leaving Seguin first in SCAC history in goals scored (81), points (182), goals per game (1.04) and points per game (2.33). A ninetime SCAC Offensive Player-of-the-Week honoree during his TLU career, including three times this season, Green finishes his career tied for 10th all-time in NCAA history for career goals. Following the conclusion of his soccer career, Green would transition to track and field where he would set the indoor 600m record and win the 800m run in his first appearance in the SCAC Track & Field Championships in April.
Green is a three-time United Soccer Coaches All-American, the only multi-time All-American in TLU men’s soccer history, owning three of the four all-time All-American honors in program history.
Off the field, Green is a two-time CoSIDA/CSC Academic AllAmerican including CSC First-Team Academic All-American honors in 2022. He also served as the Texas Lutheran Bulldog Investment Company Captain and Leadership Team Member (2018-23) and Big Dog Endowment Student Board Member (2018-23). In his spare time, Green served as a tutor at Rodriguez Elementary while also participating in community service projects at My Father’s Farm and Habitat for Humanity.
The 2023 Southern Collegiate Athletic Man of the Year will be announced on July 13th.

James Arthur Hood, age 77, of Seguin, Texas passed away on July 3, 2023. He was born on August 7, 1945, in Minden, Louisiana to Cortez (Pearson) and Elmer Hood.
James is preceded in death by his parents, his brother Larry Hood, and his mother-in-law and father-in-law, Dorothy “Dot” (Pape) and Marvin “Ted” Henderson.
He is survived by his loving wife of 57 years, Shari Hood; daughters, Dana Kincaid and husband Carlton, and Kelli Hutka and husband Michael; grandchildren, C.J. Robert “Tine” Leal of Seguin, Texas passed away peacefully at the age of 64 on July 4, 2023. He was born on January 22, 1959, to Eliseo and Santos Leal. Robert was preceded in death by his parents, and two brothers, Jose Ramon Leal and Benito Leal Sr.
Left to cherish his memory is his sister Diana Gil (Alfred); brother Ruben Leal Sr. (Pam); sister Laura Ramirez (Juan); and sisters-in-law Mona Leal and Leticia Garcia Leal. He is also survived by his aunts, uncles, nieces, nephews, cousins, other loving family members, and friends.
Robert loved life and always had a smile on his face. In his younger years, prior to becoming fully disabled, he enjoyed riding his bike around the neighborhood, visiting with all the neighbors. He never met a stranger. He enjoyed being outdoors. When he wasn’t outside, you could find him
watching sports. He loved all sports, especially football and basketball. His favorite teams were the Dallas Cowboys and the San Antonio Spurs. Robert loved wearing one of the many baseball caps that he had collected through the years. And you can bet that one of the caps he wore regularly was either a Dallas Cowboy or Spurs cap.
Visitation will be held on Monday, July 10, 2023 at Palmer Mortuary beginning at 8:00 a.m. followed by a rosary at Our Lady of Guadalupe Catholic Church at 10:00 a.m. with a mass of Christian burial at 10:30 a.m. Interment will follow at San Geronimo Cemetery.

Being Overweight According To BMI May Not Be Linked To Increased Mortality Risk
(New Brunswick, NJ) -- Early death may not be linked to being overweight as defined by body mass index. A new study published in the journal PLOS ONE analyzed data from over 554-thousand American adults. The study’s first author says the “real message” of the study is that BMI is “a poor indicator of mortality risk, and that BMI in general is a poor indicator of health risk and should be supplemented with information” including waist circumference, fat and weight trajectory. But other researchers have pointed out the study has limitations, making it difficult to tell whether the findings are caused by BMI or other factors.
Newsom Worried About Rising Tranq Threat In California
(Sacramento, CA) -- The Golden State is updating its opioid plan to include the growing threat of the street drug tranq. Just months after California released a comprehensive plan to combat the overdose crisis, Governor Gavin Newsom says he’s worried about the dangers of fentanyl mixed with the veterinary tranquilizer xylazine. Newsom and legislators are trying to make naloxone more widely available to reverse fentanyl overdoses, but the treatment doesn’t always work if the person has also taken tranq. California health officials say the state is adapting its response to treat tranq and other drug overdoses.

(Portland, OR) -- Hot temperatures and light winds are allowing pollution to build up over the Willamette Valley. The Oregon Department of Environmental Quality has issued an Air Quality Advisory from Southwest Washington to the Eugene-Springfield areas. Ozone pollution is reaching levels that could be unhealthy for sensitive groups. That includes children, pregnant women, older adults and people with heart disease or respiratory conditions. You can help reduce pollution by limiting driving, waiting to use gas-powered yard equipment, and postponing painting and aerosol spray projects.
Missouri Records Largest Increase In Maternal Deaths Among Whites, API
(Jefferson City, MO) -- A study shows Missouri recorded the largest increase in maternal deaths among white and Asian Pacific Islanders of all states over the last 20 years. The study comes from Mass General Brigham and the Institute for Health Metrics and Evaluation. The study also shows maternal mortality in the United States more than doubled over the last two decades. The study says maternal mortality among white women in Missouri increased by 135-percent and among Asian Pacific Islanders by more than 83-percent. Missouri spends less on public health per person -- five-dollars-86-cents -- tha n any other state.

Library Summer Reading Experience Enrollment Open Enrollment for the Seguin Public Library’s “All Together Now!,” Summer Reading Experience is open for young children (ages 0 to 4), kids/preteens (ages 5-11), teens (ages 12-17) and adults (ages 18+). Register in person or online. A library card is not required to enroll in the program. All age groups have until Thursday, July 20 to complete their gameboards for a chance at fabulous raffle prizes. The library will draw the lucky winners at 11 a.m. Friday, July 21.

Seguin PD Backpack Drive
The Seguin Police Department is seeking donations for its Backpack Drive. School supplies that are needed include: clear backpacks, notebooks, writing utensils, and folders. Monetary donations are also being accepted in the form of cash or cashapp to $seguinpd. Donations can be dropped off from 8 a.m. to 5 p.m. Monday through Friday at the Seguin Police Department, located at 350 N. Guadalupe St. in Seguin. CCSCT Releases Utility Assistance Application for 2023
Applications are available for the Comprehensive Energy Assistance Program (C.E.A.P.) provided by the Texas Department of Housing and Community Affairs through the CCSCT.
