Council puts final touches on city long range plan

(Seguin) -- The plans for Seguin’s future are now officially in place. The Seguin City Council on Tuesday approved the final reading of an ordinance that adopted the city’s new comprehensive plan. The plan looks at every aspect of living, working, and playing in Seguin. It provides a vision for the future, and a plan for the steps that need to be taken to get there.

Seguin Mayor Donna Dodgen says she’s thankful for all the citizen input that went into this plan. She says this plan will serve Seguin well for generations to come.

“You know, we haven’t redone this since 2008 and we’re in a totally different spot. We’re in a totally different place about growth, and where we want to go. This helps create a pathway that we can utilize. We can look at setting budget dollars, setting priorities and move in that manner. We can look at it and renegotiate it and move it where we need it to be. It is a plan. It is a road map,” said Dodgen.

City Manager Steve Parker says the comprehensive plan sets some clear guidelines for Seguin, but he says the plan

is also flexible enough to allow the city to be both proactive about the things that people want to see in the future and reactive to situations that might require a little more nuance for some projects or strategies.

“And I think the key thing there is us getting the community’s input of what they wanted and what they wanted to see as far as development goes in our community. So, we looked at everything, and this is a document that will guide us through. We’re such a fast-growing city -- one of the fastest growing cities in all of Texas. We really needed to have that input from our community about what they want to see. What do they want our subdivisions to look like? How do they feel about affordable housing? How do they feel about walkability, (and) how they want the boulevards and their streets to look? All these types of things are very, very important when you’re changing this fast. City develops plan to create a more vibr ant downtown Seguin

(Seguin) -- The city of Seguin not only is planning for the overall future of the city, but it’s also coming up with ways to completely transform the downtown historic district. In addition to the comprehensive plan that was approved by the city council on Tuesday, the city is also wrapping up a master plan for the downtown area. Much like the larger comprehensive plan, the downtown master plan has been a year and a half in the making. The city worked with the firm Freese and Nichols to develop both plans.

Chance Sparks, a project manager at Freese and Nichols, presented a draft of the downtown master plan during Tuesday’s meeting. Sparks says based on the community input, there was a clear vision developed for downtown Seguin.

“What you see within the vision is what you’ve probably been hearing for a while. (People) want this to be an exciting and working place for locals and visitors. You’ve heard me say it before -- if the locals like (your downtown), your visitors will love it,” said Sparks.

That vision statement was used to help create some of the goals that were included in the downtown plan. Sparks says the goals all are designed to help make downtown Seguin a destination location for both local residents and guests.

“We set several goals with this -- becoming a

regional destination, working the relationship between local communities and downtown, making sure it’s a place where everybody feels like they’re supposed to be there and that they belong, telling the story (of downtown), getting a variety of businesses, and of course the physical improvements aspect (or) the pretty part of this,” said Sparks.

Sparks says they identified several projects that should be prioritized in downtown Seguin. Enhancing Central Park is at the top of the list. He says they want to keep all those things that people love about Central Park, while also making it a more usable and inviting space for the community.

“The perspective on this has changed throughout this process. I want to emphasize this is actually something that’s very unique about your downtown. You have had the best collections of WPA era architecture in Texas and to my knowledge, you all are the proud owners of the only surviving (WPA) fountain. And so, what we try to emphasize with this is celebrate those different pieces that are great, but add to them. We initially kind of talked about additional water features (in Central Park). We’re saying that needs to go somewhere in your downtown. It’s 105 (degrees) today. It needs to go somewhere. We also do things like public seating and lots of things that can be done incrementally. Area grass fires keep firefighters busy

(Seguin) – A total of 100 plus hay bales went up in flames Wednesday. Guadalupe County Fire Marshal Patrick Pinder says a grass fire that ignited in the 11000 block of FM 621 quickly made its way into the hay field. Area fire fighters throughout the county have been steadily working around the clock.

to assist. Over the weekend, the Kingsbury Volunteer Fire Department also worked to extinguish a grass fire that claimed 30 acres.

Officials say continued heat and dry vegetation are keeping things pretty dangerous in the area. A burn ban was ordered just last week for the unincorporated areas of Guadalupe County.

The key to this also, is when you decide to take on this project -- take on an additional public engagement process with it. That is probably the heart and soul of your city, and that means a few extra conversations are worth the effort,” said Sparks.

One of the other priorities calls for a public restroom in the downtown area, and also converting Donegan Street into a flexible space that could be used in a variety of ways.

“It’s kind of naturally set up for festivals and for different types of configurations. It’s kind of already used that way, and it is your primary way to the (Memorial) Rose Garden and into the trail system there (in Walnut Springs Park). So, we see it as a great opportunity, with lots of art opportunities there, and lighting and things like that. It could be a festival configuration, complete with dancing because there is a dance studio (nearby). It’s expected, right? With all the lighting and things like that to go with it, we’re trying to convey that this is what the type of energy you should have in your downtown,” said Sparks.

Sparks says one of the things the city needs to create for its downtown is gateways and way finding signage that helps people recognize that they are driving or walking into a special place in Seguin.

“There’s multiple approaches to this and these involve private sector investments and making sure that the buildings can clearly be (seen by the public, so they) can know what’s happening. But also support from the public sector side of establishing -- ‘you are here’ and this is a different space. It means not just an aesthetic aspect, but

(projects) come with that growth. They’re tired of driving to San Marcos and New Braunfels for date night. They want to do that here. But they want to grow smart. They don’t want to have all those other negative aspects that other communities faced when they grew. That’s really what the goal of this whole project was, and I think we’ll maybe accomplish that in a lot of ways with staff and with the leadership we have with our city council. I’m very excited about how we can take that plan and use it for the benefit of our citizens and give them the Seguin that they deserve,” said Parker.

The comprehensive plan will help to shape the city’s future for the next 20 to 30 years. It looks at several quality-of-life issues, including parks and economic development. It also calls for the city to develop some smaller area plans that can specifically address some unique areas in the city, like the West Side neighborhood and an area along North Austin Street between the railroad tracks and Kingsbury Street. Another unique item, in the downtown master plan, calls for the city to create sub-districts within the downtown historic district. Sparks says there are some opportunities there to further highlight some existing areas in downtown Seguin.

“This is something that we can’t do in every downtown. But yours fits it really well, because you do have these assets. You have these historic theaters that are these kind of great opportunities for action. You have what we labeled as the Los Nogales District. This is the...most historic piece in the south portion. Your Rose District, going towards the parks and the green spaces and things like that -- and kind of the Central Austin Street District, which is kind of the main commercial center and where most of the activity is now,” said Sparks.

Sparks says the city has to look at how cars and pedestrians utilize the downtown. He says much of the downtown street layout caters to vehicular traffic. He says there are some areas, particularly Court and Austin streets, that present a big challenge for pedestrians. He says the city needs to look at that, and also consider making changes to its one-way streets downtown. He says he routinely drove the wrong way on River Street, and the city may want to revisit the need for all its one-way streets. He also says there are parts of the

downtown that are pretty dark at night, and that’s something that will also need to be addressed.

“We did a lighting audit as part of this. This is where we actually walked every aspect of your downtown to see where those gaps existed and what was needed. Cities instinctively say; ‘hey, let’s go put in more streetlights.’ We say yes, that’s appropriate in some cases, but also think about how those buildings can participate. A really effective and well-lit storefront, with a good display, can be more effective than a streetlight could ever hope to be. So, I think you might have to create programs that would encourage that. It has the added benefit of creating awareness of the businesses too,” said Sparks.

Seguin Mayor Donna Dodgen says this downtown master plan is a perfect complement to the overall comprehensive plan that was also adopted by the city. She says both plans will help to lead to a bright future for the city of Seguin.

“So, I think it’s just so exciting that we’re doing this along with the... downtown plan, which it really is an exclamation point to that comprehensive master plan. But we need these to help us know (where we are going), and to create how we want to go and flow,” said Dodgen.

The council on Tuesday unanimously approved the downtown master plan on first reading. A second and final reading will be required before the plan is officially adopted.

James Arthur Hood, age 77, of Seguin, Texas passed away on July 3, 2023. He was born on August 7, 1945, in Minden, Louisiana to Cortez (Pearson) and Elmer Hood.

James is preceded in death by his parents, his brother Larry Hood, and his mother-in-law and father-in-law, Dorothy “Dot” (Pape) and Marvin “Ted” Henderson.

He is survived by his loving wife of 57 years, Shari Hood; daughters, Dana Kincaid and husband Carlton, and Kelli Hutka and husband Michael; grandchildren, C.J. Kincaid, Cassidy Kincaid, Evan Hutka, and Krista Hutka; brother, Dan Hood and wife Patsy; brother-in-law, Galen Ted Henderson and wife Latricia; numerous nieces, nephews, other loving family members and many friends.

A memorial service celebrating James’ life will be held on Saturday, July 22, 2023 at Hillcrest Church at 11 a.m. with the Rev. Michael Moak officiating. A reception will follow in the fellowship hall. Private interment will be held in San Geronimo Cemetery.

Jeanette Emma Matheaus, age 82 of Seguin, passed away on July 13, 2023. Jeanette was born in Guadalupe County, Texas on December 17, 1940, to Hilda (Borchers) and Gustaf Haberle.

She is preceded in death by her husband, Frank Matheaus, her parents, her 2 sisters, Elmira and Hilda and her brother Gussie. She is survived by her sons, Richard Matheaus (Juliane), and Mike Matheaus (Monica); grandchildren, Kayla Jarzombek (Edward), Kacie Anoil (Frank), Karlie Stidham (Haeden), Gabrielle Alanis, Felipe Alanis; great-granddaughters, Charlotte June Jarzombek and Kollyns Jayne Jarzombek; and sister-in-law, Dorothy Gentry (Johnny); numerous nieces, nephews, other loving family members and many friends.

Adolfo Trevino III was born on Dec 28, 1957 in Seguin, Texas.  Adolfo went home to be with the lord on June 24, 2023.

Adolfo is preceded in death by his mother Oralia Rios, father Adolfo Trevino II, and grandfather Ricardo Rios.

Adolfo is survived by his wife, Ann M. Amstead-Trevino; mother of his children, Julia Valdez; children,  Judy Sanchez (Abel Reyes), Adolfo Trevino (Kim), Jeffery Trevino, Yvette Trevino (Daniel), and Shelby McClure (Kevin); siblings, Darlene Arriaga (Joe), Lupe Castaneda (Ray), and Michael Rios; and half siblings, Alfredo Trevino, Patricia TrevinoTrinidad (Abel), Andrew Trevino and Connie Trevino. He is also survived by 12 grandchildren and 20 great grandchildren, plus numerous extended family members and friends.

Adolfo was a diehard Dallas Cowboy fan. He spent time as a truck driver and city employee. He loved his many fur babies, riding motorcycles, was a musician by heart , and loved BBQing with his family.

Annie Lee Blumberg, 95, of Schertz passed away peacefully on July 11, 2023. She was born September 8, 1927 in Guadalupe County and lived there the majority of her life. Annie married her sweetheart Donald Blumberg on April 6, 1946. Together they reared a family of three sons. Annie enjoyed the simple things in life and was devoted to her family. She loved to dance, play bingo, garden, cook and bake. Her potato salad was her signature dish. She is preceded in death by Don her husband of 60 years, her son Lonnie, her parents Charles Schmoekel, and Lillie and Arno Reiley. She is survived by her sons Rodney and wife Cora Nell, and Tracy and wife Sandra. In accordance with her wishes, a private graveside service will be held at St. John Lutheran Cemetery in Marion under the direction of Schertz Funeral Home.

Extreme Heat, Air Quality Alerts Impacting Millions Across U.S.

(Undated) -- Millions in the U.S. are dealing with extreme heat and smoke pollution from Canada. The National Weather Service says triple-digit temperatures could last through mid-week from Texas to the lower Mississippi Valley as a high pressure dome moves westward. Air quality alerts have been issued for parts of Midwest, the Great Lakes, Tennessee, North Carolina, and the Northeast this week. Health officials are urging precautions as smoke from Canadian wildfires drifts south across the U.S.

White House Defends Pentagon Abortion Policy

(Washington, DC) -- The Biden administration is defending the Pentagon’s policy to reimburse travel expenses for service members who travel out of state for abortions. National Security Council spokesman John Kirby said the policy is critical as one-in-five members of the military are women. He said it’s the right thing to do for Americans who voluntarily decide to serve. Alabama Senator Tommy Tuberville has held up military promotions in protest of the policy. The White House said the holds are impacting military readiness.

Democratic Senator: GOP Will Pass National Abortion Ban If They Take Congress

(Washington, DC) -- Democratic Senator Chris Murphy is warning about what he believes is at stake if Republicans take control of Congress in the 2024 election. Murphy in a tweet claimed Republicans will pass a national abortion ban if they win control of the House and Senate next year. The Connecticut Democrat added that it’s “100-percent certain.” Murphy was commenting on a Republican amendment to the House’s version of the annual defense bill that would limit abortion access. The amendment would reverse the Pentagon’s policy to reimburse travel expenses for service members who travel across state lines to get abortions.

Miami Has Highest Rate of Alzheimer’s Patients in Nation

(Miami, FL) -- A new study shows Miami-Dade County has the nation’s highest rate of Alzheimer’s and dementia patients. Alzheimer’s State Diversity Director Keith Gibson says the results are not surprising and could help researchers figure out how to lower that statistic. He believes the findings will help increase funding for Alzheimer’s public health programs in South Florida. Gibson also noted that Blacks and Hispanics have a higher risk of Alzheimer’s due to vascular and socioeconomic factors.

The Seguin Police Department is seeking donations for its Backpack Drive. School supplies that are needed include: clear backpacks, notebooks, writing utensils, and folders. The Allan Dreibrodt Memorial Fundraiser will be held Saturday, Aug. 5 at the Columbus Club Hall of Seguin.
