City pledges $5 million to help replace Meadow Lake/Nolte Dam
(Seguin) -- The Seguin City Council is showing its support for the replacement of the Meadow Lake/Nolte Dam on the Guadalupe River.
The council on Tuesday agreed to provide $5 million to help support the project. Most of the project would be funded by homeowners along this stretch of the river. The Meadow Lake Water Control Improvement District (WCID) is expected to call for an election that would ask property owners on the lake to pay a tax that would cover the
lion’s share of those expenses.
City Manager Steve Parker says unlike the repairs being done to the aging dams at lakes Dunlap, McQueeney and Placid upstream, there are far fewer houses on this portion of the river. That means those expenses would have to be spread among a smaller group of taxpayers on that lake. Parker says this is an important part of the city of Seguin, and it makes sense for the city to consider making this investment in the project.

BBQ fundraiser to be held for Seguin City Council Member
Family of Sonia Mendez District 2 seeks the public's support

(Seguin) -- Seguin’s District 2 City Council Member Sonia Mendez will find herself in the middle of plenty of love and support as the community and city volunteers gather this weekend for a fundraising effort to help her as she battles a debilitating illness.
The fundraiser is scheduled from 11:30 a.m. to 2 p.m. Saturday at the Seguin Coliseum. The event will include a BBQ brisket and sausage plate meal, a silent auction, a raffle, and live entertainment.
Catching folks up with details behind her mother’s illness is Mendez’s daughter Raquel Aguilar. Aguilar says losing basic motor skills began in 2021 as a teacher’s aide at Seguin ISD’s Rodriguez Elementary School. She says following a series of different diagnoses and treatments, her mother was finally confirmed as having ALS or Lou Gehrig’s Disease.
Ever since those initial moments of no longer being able to open milk cartons for her students, Aguilar says her mom’s illness has progressed rapidly leaving her unable to care for herself.
“So as of right now, she has no upper body control. She can’t move her arms. They kind of just sit in front of her. It has also affected her speech and her swallowing. It has also affected her balance because it has affected her neck. They pretty much said she has a motor neuron disease which her nerves are dying,” said Aguilar.
Despite her mother’s battle, Aguilar says Mendez’s strong will continues as she remains active on the Seguin City Council.
“She left just this past school year. I believe in April or March is when she decided that she could no longer physically do her job and as far as the city council, she still attends the meetings. I help her check her emails and assist her with any issues that pertain to her District 2 and her community there but I take her. I take her every Tuesday to the city meetings and she is there and she participates,” said Aguilar.
Aguilar says the timing for this weekend’s fundraiser is critical to Mendez’s ability to help defray medical expenses and hopes that the community comes out to show their support.
“Because she has to let go of her position with the school district, she actually loses all of her benefits, her health insurance everything like that on Aug. 31. So, in a couple of weeks, she will lose everything and everything that happens from there will be out of pocket. We are trying to get some assistance with it but so far, it’s probably been going on for about a year and we still haven’t heard anything back right now. Especially with her insurance expiring at the end of August, everything helps right now,” said Aguilar.
Aguilar, who was also forced to make changes in her own
life to ensure her mother’s care, says being on this journey with her mother has been difficult and painful.
“It was really hard. I’m used to her working three or four jobs ever since middle school. She had two or three jobs. She was always working and she was a single parent for the better part of our childhood. So, it’s hard to see this disease knock her to her knees the way it has. I think that’s probably the biggest hit for her is she can no longer physically do things she was used to doing. She played volleyball for so many years. We practically grew up at the Seguin Volleyball Complex and we played. We played together since I was in middle school and up until about a few months. So, it’s really rough to see her and to know that she is no longer physically capable,” said Aguilar.
Helping to lift some of the weight of this journey has no doubt been the support shown by the city of Seguin and its leaders. Since the initial announcement of this fundraiser by the family, city volunteers across all departments have participated in the planning process. Among those taking that lead are Seguin City Manager Steve Parker and Mayor Donna Dodgen. Aguilar says there will never be any words to show her family’s appreciation.
“When I first brought the idea up to the city and it was just really to have their support -- really to just be like ‘oh, that’s awesome. We will show up for it.’ And, for them to take that and put a hand in (it) -- to advertise and help -- they have just been amazing. They truly have been amazing,” said Aguilar.
Plates are $15 each and will be served starting at 11:30 am for dine-in or to-go. There will also be a bake sale. A silent auction and a series of raffles will also be conducted. Items being raffled include a guided fishing trip, guns, a 50-inch Smart TV, 4 tickets to a San Antonio Spurs home game, a Charcoal Grill & Smoker, a $500 Visa gift card and more.

Woman dies in weekend crash
(Seguin) -- A Seguin woman was killed following a weekend crash at the intersection of FM 466 and FM 477 near Schneider Road.
Sgt. Kenny Mata of the Texas Department of Public Safety says the accident occurred at 9:35 pm. Saturday.
He says reports indicate that the driver of a 2017 Chevy Silverado failed to stop at a stop sign while traveling south on FM 466 striking a Chevy Equinox heading east on FM 477. The victim of the crash has been identified as 21 year old Mayra Noemi Guevara.

Each of them are in a different stage of project (development). Dunlap is almost near completion. Placid and McQueeney are just getting to the point of starting construction. Lake Wood and the other one near Gonzales -- do not yet have a solution. But there’s been a group with the Meadow Lake neighborhood association that has

Parker says the city has been trying to be a part of a solution for the dam replacement project. He says it’s in the best interest of the community to see the lake protected and restored.
“We’ve been working very closely
with GBRA, because they are the owner of that dam and they have a lot of say as to what happens and what the replacement is. But I think we’ve developed a very good relationship with them and have really mended a lot of fences in trying to find a solution. I think everybody understands that this is very important for the economy, for safety as well, and just the overall aesthetics of our community,” said Parker.
The city agreed to put up $5 million to help with the project. That money would be borrowed and not given out all at one time.

Parker says it’s a smart investment for the city to make when you consider what the city loses while the lake is drained. Parker says even with the pledged contribution from the city, it’s the homeowners on Meadow Lake that will pay for the bulk of this project.
“The majority of these costs should be borne by the people who live on Meadow Lake. So they’ve really tried to find a way to find an economic solution that works for everybody, and that’s safe and gets all the things (done) and makes the GBRA happy. This is something that would work for everybody. They actually created a water control Improvement district, which would give them the ability...to issue debt, go out for bids and actually assess the tax to their homeowners to pay for this solution. And that study is now complete as of late last week. It studied two real scenarios and the ultimate solution that’s being recommended to GBRA is an Obermeyer (spillway) gate (system), and that cost is ranging anywhere from $16 million to a high of $19.89 million. So we’re trying to find a way that that could be funded by a combination of different funds, (including) grant funds, city funds as well as WC ID funds,” said Parker.
Parker says the city’s investment in this project will pay some long-term dividends back to this community. The city of Seguin is also a major property owner on Meadowlake, with parts of it running through the city’s Max Starcke Park. He says this is being done with the community’s best interest in mind.
“If we’re going to lose property values because the lakes are down and the water is low, then what would be the economic impact related to that? And if you were to take that lost revenue and invest it into a solution, then that payment of the lost revenue would be used to then put into the dam solution. Once that payment is done, then the city is back to the same economic state it was to begin with, and there’s no true impact to the rest of the community to pay for this solution,” said Parker.
Several Meadow Lake residents spoke during Tuesday’s council meeting. Among them was Tess Coody-Anders. She is one of the Meadow Lake WCID directors. She is also the owner of Pecan Town Books and Brews in downtown Seguin. Coody-Anders spoke to the council about the importance of Meadow Lake. She says that it is not just important to the people that live on the lake, but it also impacts the entire community and it is a big part of Seguin’s future.
“Meadow Lake, as we’ve discussed, is a valuable economic asset and has the potential to help us further differentiate Seguin and attract new investment in our community from new homeowners and new businesses. The contributions of current and future residents to the city, to city, county and school tax revenues can’t be underestimated, and that goes away if the lake stays (drained). We can’t afford to lose a vital arrow in our quiver, particularly as we’re on the cusp of enacting a new comprehensive master plan, a strategic plan for economic development, and our master plan for downtown. Meadow Lake is an important component and asset in all of those plans, and again threads through all of them. Second,
Meadow Lake is unique as a cultural and recreational asset that benefits not only our local residents, but it attracts visitors as well that are looking to stay and play on a lake at Starcke Park and on Nolte Island. And I can tell you that the money that these visitors spend with local businesses, like mine is, really vital,” said Coody-Anders.
The council unanimously agreed to pledge $5 million that would be used to help with the project once the work gets started.
Councilman Jason Biesenbach says not only does this help recover the lost tax revenue caused by the draining of the lake, but it represents an overall investment in what’s best for the city. Biesenbach says he doesn’t believe in big government, but he thinks this makes sense for Seguin.
“As a community, I feel that it’s our responsibility to invest in our own community and that’s exactly what they’re doing. They’re saying, we’re going to take the brunt of this -- so could you help us in any way,” said Biesenbach.
The council considered offering more than the $5 million, but Parker says that might have required an increase in the tax rate, and he didn’t think that would be fair to ask the rest of the citizens to take on a tax increase to help cover this project.
The dam is part of the hydroelectric lakes that exist along the river in the Seguin, McQueeney, New Braunfels and Gonzales areas. The dams at Lakes Wood and Dunlap had already failed and the fear was the 90-plus year old dams were unsafe. That led GBRA to drain the lakes and began the process of lake residents working together to try to find a longterm solution to replacing the dams.

Marion and Seguin win on volleyball court Tuesday while Navarro sees seven-match win streak snapped
(Marion) -- It was a straight sets victory for the Marion Lady Bulldog volleyball team at their 2023 season home opener on Tuesday as they took down Uvalde 25-15, 25-4, 25-11.
Senior hitters Kamryn Garza and Kylie Balderas lead the way with a combined 20 kills on the night. Marion head coach Melissa Mitchell-Schuetz talked about how the pair worked in the off-season to improve their games.
“I’m super-excited for them. They’ve worked so hard over the summer in the weight room and on the track, and it shows,” Mitchell-Schuetz said. “They got in some club work and so they got in a lot of reps over the summer. I get goosebumps thinking about them and how far they’ve come and how
far they’re gonna go. The key is just keeping them healthy.”

Dr. Norman Ricketts Hall, age 100, of McQueeney, Texas, passed away on August 15, 2023. A memorial service will be held at the First Methodist Church in Seguin at 10:30 on Friday, August 25, with the Reverend Ray Perales officiating. A reception will follow in Hierholzer Hall. Interment will be held at a later date at the Old Killeen City Cemetery.
Norman was born October 2, 1922, to Dock and Lola Hall in their home in Bell County. He attended schools in Killeen, graduating from Killeen High School. He attended college and graduate school at Texas A&M. He earned his Doctorate at Colorado State Teachers College. He married Billye Murlyne Barr, and they moved to Atascadero, California. Norman served in the United States Army and retired from the reserve years later as a Major. Norman and Billye traveled extensively, visiting over 100 countries and numerous islands. He served as superintendent of schools in Lampasas, Andrews, Huffman, Round Rock, and Richard Milburn Academy finally retiring from education in his nineties. His professional memberships included Texas State Teachers Associations and Texas Association of School Administrators. He served as national president of the American Association of School Administrators.
Norman is survived by his two sons: Norman (Skip) Hall, Jr. and wife Beth, Charlie and wife Vicky; grandsons: Randy and girlfriend Jennifer, Caleb and wife Sara, Nathan and fiancé Dre; and great-grandchildren: Remi, Rowe, and Ripp. He was preceded in death by his parents, Dock and Lola, his brothers Bob Smith and Buddy Smith, and his beloved wife of 73 years, Billye. Milroy E. Schneider died at his home in Seguin on Wednesday, August 9, 2023. He was born on November 26, 1933, to Edgar and Ulla (Bielke) Schneider in the Zuehl Community. He was baptized and confirmed in the Redeemer Church in Zuehl. He was an active 4-H member in Guadalupe County.
Milroy graduated from Marion High School in 1951. He joined the Air Force and served in Korea during the Korean Conflict.
Milroy married Yvonne Raske in November 1955. After completing his military service, he began work in the meat department at Hild Bros in Marion. He then began working for Handy Andy in San Antonio and Austin.
Because of his meat-cutting skills, family members often invited Milroy to help when the butchering time arrived.
Patterson
After he retired, Milroy and Yvonne returned to Seguin in 1999. He enjoyed working in their yard and loved gardening, completing woodwork projects, and grocery shopping. He enjoyed 9-pin bowling and was a member of the Marion Bowling Club.
Milroy is preceded in death by his wife Yvonne, his parents, his mother and father-in-law, Henry and Anona Rake, his sister Frances Hall and her husband James, sister in laws Claudia Schneider and Jenalyn Schneider and brother-in-law Rodney Kelso and sister-in-law Marilyn Rake.
Survivors include brother Harry Lee Schneider of La Vernia and Ray Joy Schneider of Illinois, sisters Gloria Schwarzlose and husband Raymond of Uvalde and Sylvia Kelso of Seguin, many nieces and nephews, and family members.

Roxanne Patterson, 89, passed peacefully on July 28, 2023. She was born on January 31, 1934, in Brownfield, Texas. She moved to Seguin in 1962 and began a career at Texas Lutheran College. She gathered many friends at TLC, The Guadalupe County Board of Realtors, and Cascades.
Roxanne married her sweetheart, Jerald “Pat” Patterson, on November 18, 1952. This union led to the births of Craig, Kim (Schmitt), and Lori (Hood). Roxanne is survived by seven grandchildren and seven great-grandchildren. Pat Patterson passed away in 2010.
A memorial service will be held Saturday, August 19, 2023, at 10:00 a.m. under the direction of Tres Hewell Mortuary at the Tres Hewell Mortuary Chapel.

Maria Resendez Carrion died July 29th at the age of 98. We are deeply saddened to announce the passing of JoAnn (Josephine) V. Casarez, a loving wife, mother, grandmother, and cherished friend. She was born on March 19, 1954, in Seguin, Texas, where she spent her childhood and formed lifelong bonds with her family and community. On August 9, 2023, surrounded by her loved ones at home, JoAnn peacefully left this world to join the eternal embrace of her heavenly Father. Throughout her life, JoAnn had a zest for life that was truly contagious. She approached every day with a beautiful smile and a heart full of compassion. Her warm and caring nature touched the lives of all who were fortunate enough to know her.
JoAnn had an array of interests that brought joy to her life. She loved immersing herself in the beauty of nature through camping trips with her family. One could often find her playing bingo, eagerly anticipating each call of the numbers. But perhaps nothing brought her more delight than gazing through the window at home, marveling at the graceful presence of the birds. JoAnn found solace and inspiration in these simple pleasures.
JoAnn’s love for family knew no bounds. She leaves behind a legacy that will forever be etched in the hearts of those she held dear. Her dearly beloved husband Julian Casarez stood by her side throughout their journey together. Their unwavering love was an inspiration to all who witnessed it. In addition
to Julian, JoAnn’s memory will continue to live on through their children: Jennifer Castillo (Michael), Julian Casarez (Monica), and Jessica Montes (Erick).
Being a grandmother brought immeasurable happiness to JoAnn’s life. She adored her grandchildren and cherished every moment spent with them. Tiffanie, Jeremiah, Sierra, Julian, Jillian, Isla, Timothy, and Emery brought boundless laughter and joy into her life, and their memories together will forever hold a special place in their hearts.
JoAnn’s strength and resilience were nurtured by the love and support of her family.
She is further survived by her siblings Rosa Sepulveda (Irineo), Oscar Villarreal (Diane), Gloria Macias (Luis), Sylvuia Mc Phail (Mike), Cynthia Rojas (Guillermo Sr.), Norma Camarillo (Joel), Abel Villarreal (Maria), Stephen Villarreal (Margie), Elizabeth Gomez (Mario), and Ruben Villarreal (Alma) were her pillars of strength throughout her life’s journey.

Ouida Quita Gravett, age 89 of Round Rock, formerly of New Braunfels and Orange passed away on August 2, 2023. Quita was born on August 17, 1933, in Edom, Texas to parents Murphy & Ruthie King.
She moved to Orange TX and lived there for 68 years graduating from Stark High School in 1951. She was a member of Park Avenue United Methodist Church for over 50 years and was an active member of United Methodist Women’s Ministries. She worked for Don Dunaway Insurance Agency for 30 years.
After moving to the Austin area, she joined First Baptist Church of Round Rock and was a member of WOW. She then moved to the Ranch Senior Community in Cedar Park. She loved living there and made lots of
new friends and enjoyed church services and Bible study. Her children and family were the light of her life. She was a huge San Antonio Spurs fan and she always loved to dance. She was also an avid reader. Quita is preceded in death by her parents, her husbands, Donald L. Gravett and Horace Strange, son Keith Gravett, brother, Lindley King; sister, Carolyn Kerrigan, and husband Bob, and granddaughter, Kasondra Pipkin. Survivors include her son, Terrell Gravett, and wife Kendy; daughter, Shanon Robnett, and husband Nathan; daughter-in-law, Rayma Gravett; grandchildren, Brendan Gravett and Justin Gant, Britney Gravett and Marcel Garrett, Kevin Robnett and wife Leslie, Brandy Robnett, Carla Jankowski and husband Andy, and Andrew Tingstrom, J.T. Tingstrom and wife Maisie, and Jeff Pipkin; sister-in-law, Linda King; eight great-grandchildren; seven great-great-grandchildren; numerous nieces, nephews, and cousins.
A memorial service celebrating Quita’s life will be held on Thursday, August 17, 2023, at 10:00 a.m. at First Baptist Church Round Rock with the Rev. Austin Young officiating. Private interment will be held at a later date.
John Allen Lange, age 78, of Seguin, Texas, passed away on August 15, 2023. John was born on May 11, 1945, to Lola Mae (Mix) and Rudolph John Frank William Lange.
John is preceded in death by his parents and his granddaughter Tiffany Doerr.

American Drinking Habits Stay Steady At 62 Percent
(Washington, DC) -- Americans are consuming alcohol at a steady rate. Gallup’s latest Consumption Habits poll shows that 62-percent of Americans said they had “occasion to use alcoholic beverages such as liquor, wine or beer.” That’s in line with its findings for more than eight decades that the company has been tracking the number. It peaked in the late 70s at 71-percent. Meanwhile, this year 38-percent said they do not drink at all and 24-percent of them saying they don’t care for alcohol at all. For those who do drink, 69-percent said they drank in the past week and 32-percent in the past day.
Montana Judge Sides With Youth Plaintiffs In Climate Trial
(Helena, MO) -- A Montana judge is siding with young plaintiffs in a landmark climate trial. The judge ruled that the state’s development of fossil fuels violates a clause that promises residents the right to a “clean and healthful environment.” This is the country’s first constitutional climate trial. It’s also a big win for young climate activists. The ruling doesn’t stop mining or burning fossil fuels in the state. The state’s attorney general said “This ruling is absurd.”

(Jackson, MS) -- A recent study ranks the state of Mississippi at the very bottom of a list of worst places in the country to have a baby. The survey by WalletHub, looked at a number of factors including total cost, health care quality, baby friendliness, family friendliness, infant mortality and low birth rates. Mississippi ranked 50th in all categories. .

Jr. Squirrels Youth Disc Golf Clinic & Tournament
The City of Seguin will have its Jr. Squirrels Youth Disc Golf Clinic & Tournament beginning with check-in at 9 a.m. Saturday, Nov. 4 at the Starcke Park East Disc Golf Course/Patricia K. Ivine-King Pavilion. The Clinic starts at 9:30 a.m. followed by a shotgun start Par 2 – 9 Hole tournament. Parent/guardian is required as Caddie. Co-ed ages 8-10, 11-12, 13-15, and 16-17. The Seguin Art League will offer an Illustrated Letters Class from 1 to 3 p.m. Monday, Dec. 18 at 104 S. Austin St. in Seguin. Receive an introduction to linear design through carving a block. Includes drawing the image, composing the design, and transferring it to the block. Students will also receive an introduction to color inks and print presentations. CCSCT Releases Utility Assistance Application for 2023
Applications are available for the Comprehensive Energy Assistance Program (C.E.A.P.) provided by the Texas Department of Housing and Community Affairs through the CCSCT. The program will help low-income consumers reduce their utility bills. There is also assistance available through the Low Income Water Assistance Program (LIHWAP). The Life Changing Church is now offering a Free Accredited Homeschool Program for adults wanting to earn their high school diploma. It is a self-paced, no classes to attend program. You work around your schedule and at the end of the program you will receive an accredited diploma that is acceptable for college. Tutors are available at no charge.
