Seguin wants to know what you think about the city

(Seguin) -- The city of Seguin wants to know how you feel about the city overall.
The city is working with the firm ZenCity to develop a survey that will help to measure residents’ feelings about the city.
Public Information Officer Jennifer Sourdellia says the data collected will be used to better inform the city about the wants and needs of the citizens of Seguin. Sourdellia says the survey will be relatively short, and they hope that will encourage more people to make their feelings known about Seguin.
“The city is now partnering with ZenCity to launch a community survey that will help obtain meaningful feedback from residents to better understand community concerns and priorities and under five minutes, residents can help our city leaders know how they feel on a wide range of topics about our city. We will launch the Seguin community survey at the end of August to gauge residents’ satisfaction with city
services and quality of life in the community. We will also identify key concerns residents want the city to address. The 20-25 question survey will be available through early December and the survey will be available in both English and Spanish to make it accessible for as many residents as possible. After the survey closes, ZenCity will compile a detailed report based on the feedback received. We will be able to analyze and use this information to make improvements or enhancements. The survey findings and a detailed report will be shared at a future Seguin City Council meeting,” said Sourdellia.
The survey questions will largely focus on quality-of-life issues in Seguin, but Sourdellia says there will also be open-ended questions that will allow people to discuss the topic of their choice. Sourdellia says they will also try to gather some additional information about the survey takers to try to gain a clearer picture about the demographics of the folks that take the survey. City, pg. 3

Budget process underway in the city of Seguin
(Seguin) -- The city of Seguin is investing heavily in its employees in a newly proposed budget for the 2023-24 fiscal year. The proposed budget was presented during Tuesday's meeting of the Seguin City Council.
The proposed general fund budget calls for expenditures of $49.6 million. That's approximately $6.6 million more than the budget adopted last year. Salaries and employee costs typically make up the bulk of the general fund, and that's also true for next year's budget.
City Manager Steve Parker says they recently conducted a study that looked at salaries across the various city departments. He says they are trying to address some positions that might be below where they should be for this market. Parker says hiring the best and brightest is what they try to do, and it's important that the city invests in these employees.
“We are very lean here at the city. We focus on hiring good employees. We are willing to and this council has been very generous of making sure that we are able to compensate our good employees. That helps us stay very lean because we don’t hire crappy employees to be very frank. We hire very good ones, and we get a lot done with those good ones,” said Parker.
Parker says in looking at the salaries that didn't just focus on new hires, they looked at the salary level of all employees across the board, and tried to make sure they adopted a budget that was responsible to both the employees and the taxpayers.
“We’ve recently completed a compensation study that looked at our overall levels. I think we are fairly
competitive. I think one of the things that stood out from that study though was over the years, when the city of Seguin wasn’t giving raises, we end up developing a lot of compression issues with our pay plan where people who have been there 15-20 years maybe didn’t get raises a lot of those years and now, we have brought in new employees that are doing similar jobs and have only been there two or three years and are almost making or in some cases making more than those employees that have been there for years so we are addressing some of those compression issues with this budget,” said Parker.
City staff proposed a tax rate of 50.25 cents per $100 of property valuation, which was a two-cent decrease under the current rate of 52.25 cents. The city council, in looking at some of the expenditures facing the city next year, opted to propose a tax rate of 51.25 cents. That would be a penny less than last year, but it would give the city an additional $386,000 for next year's budget.
The city of Seguin also operates water, wastewater, storm water and electric utilities. Those items are fund by rate payers in the city, and property taxes are not used to pay for those expenditures. The proposed utility fund budget for next year is $66 million, which is about $6 million more than the budget adopted last year.
The budget and tax rate were formally presented to the city council on Tuesday night, but no action was taken. Additional discussions and public hearings on the budget and tax rate will be held before any formal adoption. The city's new fiscal year begins on October 1.

Seguin encouraging folks to keep voting in $75,000 park contest

Seguin Parks and Recreation Director Jack Jones says the Niagara Bottling Perk Your Park contest is currently underway. Jones says Seguin's Starcke Park was chosen as one of the parks that was eligible to participate in the national contest, which will result in a $75,000 grant for the city and it plans to build a large
all-inclusive playground in the park.

Seguin Matadors play final scrimmage before start of regular season
(Seguin) -- The Seguin Matadors scored a pair of touchdowns and surrendered only one to the Pflugerville Panthers in a final pre-season tune-up scrimmage at Matador Stadium on Friday night.
Seguin’s first team defense played strong up front and in the secondary. Last year, the Matadors were a young unit but they have eight starters returning on the defensive side of the ball this year.
Seguin head coach Craig Dailey put his defensive depth to the test in Friday night’s scrimmage and said he was excited with how they responded.
“Defense did good. We were moving guys around. We had two starters out on defense. They could’ve played on a regular game night, but we’re just trying to get them ready for week one,” Dailey said. “So, it gave us a chance to see our depth and those guys prepared well. The ones didn’t give up any big plays. So, I’m very excited about the (first team) defense.”
Seguin’s offense scored a pair of rushing touchdowns during the timed portions of the scrimmage as the Matadors built a 14-0 lead before the Panthers scored late to make the final tally, 14-7. Dailey said offensively, his receivers
struggled and that they’ll need to play better next week and that they’ll need to keep improving on on defense as well.
“We saw man coverage tonight and we won against man coverage, but we just didn’t complete the catch,” Dailey said. “Defensively, we were better this week. I don’t think we missed as many tackles as in the first scrimmage. (Alamo Heights) has a good player next week in number two who lines up everywhere. So, we’re gonna have to know where he is and run to the ball and gang tackle him, and make somebody else beat us.”
Seguin will start the regular season next Friday on the road at Alamo Heights. The Mules rolled off 11 straight wins last year after a 42-39 loss in the first game of the season on the road to the Matadors. Alamo Heights went unbeaten in District 14-5A and advanced three rounds into the UIL playoffs in 2022.

Dr. Norman Ricketts Hall, age 100, of McQueeney, Texas, passed away on August 15, 2023. A memorial service will be held at the First Methodist Church in Seguin at 10:30 on Friday, August 25, with the Reverend Ray Perales officiating. A reception will follow in Hierholzer Hall. Interment will be held at a later date at the Old Killeen City Cemetery.
Norman was born October 2, 1922, to Dock and Lola Hall in their home in Bell County. He attended schools in Killeen, graduating from Killeen High School. He attended college and graduate school at Texas A&M. He earned his Doctorate at Colorado State Teachers College. He married Billye Murlyne Barr, and they moved to Atascadero, California. Norman served in the United States Army and retired from the reserve years later as a Major. Norman and

Billye traveled extensively, visiting over 100 countries and numerous islands. He served as superintendent of schools in Lampasas, Andrews, Huffman, Round Rock, and Richard Milburn Academy finally retiring from education in his nineties. His professional memberships included Texas State Teachers Associations and Texas Association of School Administrators. He served as national president of the American Association of School Administrators.
Norman is survived by his two sons: Norman (Skip) Hall, Jr. and wife Beth, Charlie and wife Vicky; grandsons: Randy and girlfriend Jennifer, Caleb and wife Sara, Nathan and fiancé Dre; and great-grandchildren: Remi, Rowe, and Ripp. He was preceded in death by his parents, Dock and Lola, his brothers Bob Smith and Buddy Smith, and his beloved wife of 73 years, Billye.

Milroy E. Schneider died at his home in Seguin on Wednesday, August 9, 2023. He was born on November 26, 1933, to Edgar and Ulla (Bielke) Schneider in the Zuehl Community. He was baptized and confirmed in the Redeemer Church in Zuehl. He was an active 4-H member in Guadalupe County.
Milroy graduated from Marion High School in 1951. He joined the Air Force and served in Korea during the Korean Conflict.
Milroy married Yvonne Raske in November 1955. After completing his military service, he began work in the meat department at Hild Bros in Marion. He then began working for Handy Andy in San Antonio and Austin.
Because of his meat-cutting skills, family members often invited Milroy to help when the butchering time arrived.
After he retired, Milroy and Yvonne returned to Seguin in 1999. He enjoyed working in their yard and loved gardening, completing woodwork projects, and grocery shopping. He enjoyed 9-pin bowling and was a member of the Marion Bowling Club.
Milroy is preceded in death by his wife Yvonne, his parents, his mother and father-in-law, Henry and Anona Rake, his sister Frances Hall and her husband James, sister in laws Claudia Schneider and Jenalyn Schneider and brother-in-law Rodney Kelso and sister-in-law Marilyn Rake.
Survivors include brother Harry Lee Schneider of La Vernia and Ray Joy Schneider of Illinois, sisters Gloria Schwarzlose and husband Raymond of Uvalde and Sylvia Kelso of Seguin, many nieces and nephews, and family members.

It is with heavy hearts that we announce Albino J. Herrera III’s passing on August 11, 2023, in Seguin, Texas at the age of 72. Born on May 3, 1951, in Seguin, Albino was a hardworking and dedicated individual who made a lasting impact on those around him.
Throughout his life, Albino pursued various careers and became an integral part of the workforce. He spent over 20 years working at Marble Master’s and an additional decade at Ashley Furniture Warehouse. In addition to his achievements in the professional world, Albino was also known for his mechanical skills, proving himself as a talented and resourceful mechanic.
Albino’s warm personality and great sense of humor endeared him to many. He was always willing to lend a helping hand to anyone in need and brought joy to others through his infectious laughter and light-hearted spirit. Albino’s presence brightened any room he entered, spreading warmth to those fortunate enough to know him.
Albino served his country as a veteran in the Army Reserve. We express our deepest gratitude for his service to our nation and recognize his commitment to protecting the freedom we hold dear.
Beyond his professional and military endeavors, Albino found immense joy in playing and competing in horseshoes. His skill and passion for the game were a testament to his competitive spirit. Additionally, Albino had a
profound love for music and found solace in both listening to and singing along to songs from various genres. He also found great joy in gathering with family for bbq’s as well as going out on the water to cast a fishing line.
Albino is preceded in death by his father, Albino Herrera Jr., daughter Debbie Ann Herrera Enriquez, and grandsons Jorge Poncho Enriquez and Nicholas Albino Enriquez. Although they are no longer with us, their memories will forever live on in our hearts.
Albino leaves behind a legacy of love, kindness, and cherished memories. He is survived by his mother Paulita J. Herrera and the mother of his children Maria E. Campos. He will be dearly missed by his children: Oneida Guerrero (Mike), Albino Guy Herrera (Rita), Denise Herrera Vigil (Freddy). Albino also leaves behind his grandchildren: Mike Guerrero Jr., Mikayla Guerrero, Tristen Castilleja, Abigail Gonzales, Raylen Ramon, Alaysia Ramon, Serena Enriquez Mijangos (Erick). His great-grandchildren include Nicholas Mateo Mijangos, Giovanni Marcelo Mijangos, Santiago Mijangos, and Camila Jayde Ramon. He is further survived by numerous nieces, nephews, extended family members, and friends who were all touched by his presence.
Albino J. Herrera III will be remembered as a shining light whose smile could brighten the darkest of days. His kindness, sense of humor, and willingness to help others will continue to inspire us. Though he may no longer be physically present, his spirit will forever remain in our hearts.

First Successful Transplant Of A Genetically Modified Pig Kidney
(Birmingham, AL) -- Researchers are reporting the first-ever successful transplant of a genetically modified pig kidney into a human. Doctors at the University of Alabama - Birmingham say the procedure, detailed in a report released Wednesday, was recently performed on a brain dead recipient. One UAB transplant surgeon said the pre clinical operation demonstrated that appropriately modified pig kidneys can provide normal, life sustaining kidney function in a human safely. The University is also hoping it can address the critical worldwide shortage of kidneys. Researchers from New York University Langone Health were able to confirm the longer-term success of such a transplant.
Judges Rule On Abortion Pill
(New Orleans, LA) -- A federal appeals court is upholding parts of a decision limiting access to a widely used abortion pill. Judges on the Fifth Circuit Court of Appeals sided with a Texas judge, and agreed the FDA did not properly follow procedures when it loosened access to the pill. The pill will not be available through the mail, but will remain on the market. The Justice Department is expected to appeal the ruling and the Supreme Court has issued a stay while the case goes through the lower courts.
Cancer Rates In Younger People On The Rise
(Washington, DC) -- Younger people are being diagnosed with cancer more often than before. A study published in the journal JAMA Network Open shows that between 2010 and 2019 there’s been a “substantial” increase in the rates of early-onset cancers. Gastrointestinal cancers had the fastest-growing rates. The study’s authors write that it’s important to inform health care professionals of the discovery and urged experts to look into possible tumors when clinically appropriate, even in those under 50 years old.
More Americans Say Moderate Drinking Is Bad For Your Health
(Washington, DC) -- More Americans are saying moderate drinking is bad for your health. A new Gallup poll shows 39-percent of respondents said one or two drinks a day is bad for your body, a record high with an 11-percentage-point increase since the question was last asked in 2018. It also comes after periods of stagnant levels of Americans having this opinion, hovering around 25 to 28-percent since 2001. It’s mostly a rise in young adults up to age 34 saying moderate drinking is bad..
