City of Seguin's BUDGET grows in size
(Seguin) -- Growth in the city of Seguin is also causing the city’s budget to grow.
The proposed 2024-25 fiscal year general fund budget calls for the city to spend just over $54 million dollars next year. That compares to the
$50.3 million that was adopted for general fund expenditures at this time last year. The general fund includes those things that are normally funded by property taxes, like parks and public safety services.

A SHINY
NEW FIRE TRUCK
The bay doors at Central Fire Station will open for a nostalgic tradition of welcoming a new fire truck into operation. The public is invited to the ladder truck's push-in ceremony this Saturday. See story on page 2.
Seguin Fire Department invites the public as it welcomes new ladder truck
(Seguin) --- The Seguin Fire Department is inviting the public to this weekend's special "push-in" ceremony celebrating the arrival of its new aerial ladder truck. This event will take place at 10:30 am on Saturday at Central Fire Station.
According to city officials, the "push-in" ceremony is a cherished fire service tradition of pushing a new engine backward into the fire station bay for its first time in service. The tradition began in the late 1800s when fire departments used hand-drawn pumpers and horse-drawn equipment. In those days, they say fire apparatuses couldn't easily be backed into the station with horses alone. After a call, firefighters would then disconnect the equipment from the horses and collectively push the fire apparatus back into the bays.
Seguin Fire Chief Dale Skinner says this latest piece of equipment will help in continuing to keep the community safe.
"We are excited to add this new ladder truck to our fleet and continue providing the highest level of service to our community," said Skinner. "We look forward to having citizens come out for the push-in ceremony and learn more about the new engine."
Truck 1, a 2023 Pierce equipped with a heavy-duty low profile steel aerial ladder, boasts what fire leaders say is a remarkable 100-foot vertical reach. Plus, it has a capacity
of holding 450 gallons of water and is capable of pumping 2,000-gallons of water per minute. The truck also has an innovative rear steer feature (the rear tires turn with the front) for easier navigation throughout the downtown district and can be maneuvered in the tightest of spaces. Following the ceremony, the public is invited to stick around for refreshments and a tour of the fire station. They will also receive an opportunity to visit with firefighters and capture memorable moments with the new apparatus. The Central Fire Station is located at 110 Elm St.
SHS Alumni Theatre Show set for this Saturday
Tickets now on sale for single production
(Seguin) -- Once you're bitten by the theater bug, you'll likely never give it up.
Matador Theatre program this weekend will welcome former Seguin High School Theatre students back on stage for the first ever Alumni Theatre Show.
Theatre Teacher Lydia Robles says the idea of bringing together alumni has always been just that - an idea. Now, students from throughout the decades will come together for a special production this Saturday night in the SHS Performing Arts Center.
"Just this summer, it came about where it was like yes, let's make it happen! Let's do it! This is the perfect time for us to do it. Let's do it at the start of school and we also have incredible middle school directors who have said yes, let's all be a part of this incredible celebration and so, we partnered with community
members. We've got choreography from Second Story Dance with Ms. Amanda and Ms. Maddison. We've got choreography coming from our middle school director Paul Ayala. We've got Mr. Luna and his students on tech. We've got our students performing in it and middle school students and we will have projections and pictures of shows past. As it all comes together, it will be as visually interesting and as much of a story as it is to see the performances on stage. It will be amazing," said Robles. Robles says getting the word out on social media was quite easy. In fact, she says it didn't take long for folks to sign-up. Alumni, pg. 3
Budget, continued.
City Manager Steve Parker says staff looked at the city’s growing needs for service, and has worked to come up with a budget that will meet those demands while also being responsible to local taxpayers.
“I think this team works really well together to make recommendations knowing that they might have to give up something this year in order to get something next year but I’m very proud of the way that we have addressed as many needs as we could with this budget especially when we have such a fast growing community with a lot of aging infrastructure and so these are just things that we need to keep up with public safety, fire stations, police force, public works. We keeping adding more and more citizens -- 3,000-5,000 people a year come to Seguin and so we are just trying to make sure that we do our best to analyze and come up with recommendations,” said Parker.
Parker says this budget tries to also look for ways to provide more services that improve the lives of the people who live, work and play here.
“I notice there is a lot of things in this budget that are related to quality of life and parks improvements that the city has never really had a chance to do before --improvements at Manuel Castillo, lighting at the new pachanga basketball court -- those types of things. A public improvement district north of I-H 10 which would be a new regional wide park. We are working on this agreement with a developer for a master planned community that would be part of that which we would be able to do a lot of those things and add a major park to our community with very little tax impact so a lot of stuff going on in our community and this is just our way of keeping up with that,” said Parker.
The vast majority of the budget is devoted to covering the city’s personnel costs. Parker says they are investing in their employees by making sure that they are offering a competitive wage for each job.
“When we are looking at all of the other communities in the region, they are very very similar to what we are recommending. Some even going more but I think some of those are really on the side of trying to play catch up with some of these other communities because it is difficult to hire people to go out and shovel asphalt when you can go to Buc-ee’s and make $19 an hour and so those are all the challenges that we face but we think we’ve done a good job of addressing these issues but we are definitely open for any communications or questions that you might have,” said Parker.
The council held its first budget workshop during a special meeting last week, and again briefly discussed the budget during this week’s regular council meeting held on Tuesday night.
The budget would be funded using a proposed tax rate 51.25 cents per $100 of property valuation. That’s identical to the current tax rate for the city of Seguin. While the actual tax rate would remain the same, it is still technically a tax increase. That’s because the proposed rate is 1.8 cents more than the no new revenue tax rate, previously known as the effective tax rate. That’s the rate the city would need to set to generate the same amount of tax revenue as the previous year. But the growth and increasing demands for service is one of the reasons why the city is seeking the additional revenue to cover expenses in next year’s budget.
A public hearing on the budget and tax rate is set for Tuesday, September 3.
Alumni, continued.
"My comment section exploded with people from so many graduating classes, tagging their friends 'hey, we should do it. Let's do it.' Me tagging past students. Me tagging people I went to school with. Everybody just started tagging everyone. Everyone was able to pick what they wanted to do especially for this first try at this alumni show. We thought, let's just let everybody pick what they really wanted to do and we have an opening number that will feature the entire ensemble so all of our alumni, all of our students and middle school students and then we will have a closing of Act One ensemble and we will have a closing of the show ensemble number. So, we picked three songs that all of these people have been learning via videos and different platforms like Google Drive and all of kinds of things and so everyone has been rehearsing on their own and we are putting everything together these last three days of this week," said Robles.
Robles says what has been most incredible is seeing the show come together these last three days. Before that, she says folks, who are coming in from all over, were finding their own innovative ways to rehearse and lock down their part.
"We've got people flying in, people who are booked and couldn't come -- they've sent in some videos and stuff like that. We've got people locally. We've got people from Austin and surrounding areas so literally there are people that are flying in to be a part of this show and to be a part of our community and our family once again. So, it's going to be amazing. We are going to have a blast and we are going to enjoy getting to hug each other and meet each other and share a night of theatre," said Robles.
While Robles is always excited for all theatre productions at the high school, she says this one is extra special.
"I graduated in 2003 and my technical director also graduated from Seguin High School. I don't exactly remember his year of graduation but I think it was early 2010-2011. When I say theatre is family, this is where I met my husband. I married my high school sweetheart and we met in theatre so he's going to be on stage. I'm going to be on stage. Our kids are going to be a part of it and we are having all of these wonderful people that we knew from our past who will be with us on stage. We will meet new people. It's just been awesome to be around so many people who have enjoyed theatre and have made themselves a part of our community. It's amazing to learn from each other and to talk to each other and share experiences. It's just been cool. It's been really fun," said Robles.
The show is set for 7 p.m. Saturday.
Doors open at 6:30 p.m. Tickets are $10 each.
Tickets can be purchased in advance at Gift & Gourmet; Keepers and at the Seguin Area Chamber of Commerce Office.
Tickets will also be available at the door.

An avid outdoorsman, Mike said he “loved” to hunt, but he “lived” to fish and cherished his time with his family fishing at Big Shells on Padre Island and fished Costa Rica in 2022. Many people know Jeane for being the creator of Shelby & Suzy’s cheerleading and Dance team’s beautiful bows. Jeane loved watering her garden, swimming with her dogs in the pool, feeding all her birds, and watching all the bugs and creatures from the creek. During the next 19 years, the family moved many times with her Father’s Air Force Career. In 1986 the family settled in San Antonio, Texas. Jeane attended and graduated from Southwest Texas State University in San Marcos (now Texas State) with a Bachelor of Science Degree in Education. There she enjoyed fencing and playing volleyball. Mike developed his lessons to teach “real life” math and practical applications of the study of mathematics. He held high expectations for all of his students and was in the classroom routinely twelve hours each day to help them achieve those expectations. He was so proud of them. He was published in Mathematics Teacher, a professional journal for math educators and taught a precalculus course for the University of Texas at Austin at Randolph High School, though he hid his burnt orange faculty ID card in the back of his wallet!

Garrison
Henry “Hank” Worth Garrison, age 87 of Seguin, passed away peacefully on August 12, 2024. He was born November 14, 1936, in Boxelder, Texas to Onvie Leo (Coats) and Henry Otto (Ottie) Garrison.
His family had very hard times when Hank was a child after the depression, and they struggled as farmers. He picked cotton by his mother’s side as a very young child and learned patience, discipline, and tenacity. He learned these qualities from his beloved mother, kindness, fairness, humility and honesty.
After high school he received his license as an X-Ray Technician from Parkland Hospital School of Radiology. He joined the Army National Guard in 1958 and was called to active duty in 1961 to assist after the impact of Hurricane Carla along the Texas coast at Port Mansfield.
During high school he met his friend, Don Powell’s youngest sister, Helen Marie Powell. Many years later their paths crossed, and she was all grown up. Then the magic began. They married June 4, 1960, at First Baptist Church in Texarkana, TX. They had two children, Janyce Marie (Kester) and Sean Patrick Coats Garrison and resided in San Antonio, TX for 37 years. He adored his family and worked diligently to provide the very best for them.
Hank retired in 2002 after a 37-year career in medical sales. He enjoyed interacting with the staff in doctors’ offices and developed many friends from San Antonio to the Rio Grande Valley, Corpus Christi to El Paso. He also was a highly motivated businessman, flipping houses during the 70’s and 80’s. After that, he began investing in multiple rental properties. His tenants loved him as he was kind, compassionate and more than once would overlook a missed rental payment. He was quick to take care of repairs and always showed respect for them and for their needs.
In 1997, Hank and Helen moved from San Antonio to Seguin, TX to embark on their next adventure. Hank loved the outdoors and discovered his dream property along the Guadalupe River. He worked tirelessly to make it special for his family. He hunted and fished often, teaching his daughter,
son and four grandsons to love the same. He taught them to clean a deer or the fish they caught, then enjoy eating their bounty. He was an avid gardener growing a multitude of produce on his beloved land. He enjoyed playing in the lake with his family all day while he had something smoking on the grill for dinner in the evening. Kids, dogs, whoever, were always welcome. Of course, they fished.
He volunteered at his beloved church, First Methodist Church, Seguin, helping with grounds upkeep for many years until age 80. He worked in the Pumpkin Patch and served on the Trustees Committee along with other committees. He attended Sunday School, the 8:00 sanctuary service, the 10:30 Seasons Service and Wednesday Bible Study.
He is preceded in death by his parents and sisters, Cornelia Sipes and husband Johnnie, and Lenora White and husband, Tommy, and his niece Sheri Thompson.
Survivors include his loving wife of 64 years, Helen M. Garrison; daughter, Marie Kester and husband Kent; son, Sean Garrison and wife Tammy; grandchildren, Kyle Kester and wife Andrea, Grey Kester and wife Kaleigh, Logan Garrison and Jacob Garrison; great grandchildren, Valory Kester and Ryker Kester; other loving family members and many friends.
The family would like to thank the staff, Preston and Jenna at Mercy House in New Braunfels, TX. and especially the caregivers Monica, Julie, Ashley, BiBi, Linda, Veronica, Desiree, Rosalie, Charlene and many others for their loving care during his final weeks. We also are grateful for Tiffany, Gilbert, Brandi and chaplain, Alvie from Heart of Texas Hospice for their guidance during this difficult time. You all are so very appreciated.

Study: Eating Red Or Processed Meat Increases Diabetes Risk (Cambridge, UK) -- Eating red or processed meat can raise the risk of Type 2 diabetes. That’s according to a global study of two-million people led by researchers at Cambridge University. They found, for instance, that eating as little as two slices of ham a day can increase the risk by 15-percent. The American Diabetes Association says 38-million U.S. adults ages 18 and up are living with diabetes. It’s a leading cause of kidney failure, heart attacks, strokes and amputations. The Cambridge study is published in the British medical journal Lancet.

Plasencia is accused of selling ketamine to Perry, who died at his home in Pacific Palisades last October.
Argentina Quarantines Cargo Ship Over Suspected Mpox Case
(San Lorenzo) -- Authorities in Argentina have quarantined a cargo ship after a crew member showed symptoms of mpox. Officials say the ship alerted authorities that a crew member had “cyst-like skin lesions” and had been separated from the rest of the crew. The vessel, which was sailing from Brazil, dropped anchor in a river off its destination in San Lorenzo. The entire crew will have to quarantine pending test results. It’s unclear how many people are on the ship. This comes after the World Health Organization declared mpox a global public health emergency last week.
Study: Smoking Before Pregnancy Increases Fetal Health Risks
(Undated) -- Smoking one or two cigarettes a day before pregnancy can cause health problems for the newborn. Researchers in China studied data from the U.S. and found that light cigarette smoking before pregnancy increased the newborn’s risk of preterm delivery, low birth weight, restricted fetal growth and other health issues by 16 percent. That risk increased by more than 30 percent if the mother smoked during pregnancy. The findings were published this week in the Journal of Epidemiology and Community Health.
