Some utility bills hitting mailboxes later than normal City working with customers to reassure service

(Seguin) -- You weren’t alone if you were a little late in getting that city of Seguin light bill in the mail. Issues with an aging metering system and the inability to streamline that data to the billing office quickly have reportedly caused some folks to receive their bills late – sometimes even days after the past-due notice. That’s according to Assistant City Manager Rick Cortes.

“We’ve had a delay in the bills going out and the delay has been caused by staff having to go out there and read a lot more of the meters than we had to in the past because if you know, we have an AMR (Automatic Meter Reading) system that typically sends the information directly from the meter to DCU (Data Concentrator Unit) to the billing office. Our meters have reached a certain age where the batteries are starting to go bad on them, so we have to replace the batteries and then we’ve had an upgrade to the system which requires programming of the meters (and other maintenance). Fire officials say grass fires impact ALL

(Guadalupe County) – A grass fire is never just a grass fire and as the area continues to battle through dangerously dry vegetation and hotter than normal temperatures, area firefighters say the importance of protecting the people and property of Guadalupe County only becomes greater.

Proving that there is lots to lose during a grass fire is York Creek Assistant Chief Scott Robinson. Robinson says there’s a trickle-down effect when these rural portions of the county are destroyed.

“People think a grass is not a big deal because a grass fire is just a grass fire and the grass grows back but in a community like ours, a grass fire can become a very catastrophic

event especially with the amount of agriculture that we have in this area and when a lot of the farmers are in this area lose a crop to a wildfire, that is also their livelihood or when a pasture burns off because of a wildfire, that’s their grazing grasses for their cattle and other livestock so it has a very detrimental effect beyond just what some people may think as just a grass fire. It can actually impact the economy. It can impact an individual’s livelihood and in a world of shortages and product delays and everything else that we have been dealing with for the last several years, the food supply of course is one of them and anytime that any aspect of that gets affected anywhere on a global scale all the

way down to a local level, it can have a triple down effect,” said Robinson. With the pattern of drought and excessive fire behavior and wildfire outbreaks in the foreseeable future, Robinson says area fire fighters have no choice but to stay vigilant. He says while all summers are tough, this one is proving to be among the most challenging in recent years.

An outdoor burn ban remains in effect for the unincorporated areas of the county.

According to the Guadalupe County Fire Marshal’s Office, since the beginning of the summer, there have been 79 brush and grass fires and a total of 14 structure fires in the county.

The same people that we’ve had for meter readings have been trying to do both tasks. We’ve come to the realization that that is just not going to work. They just don’t have enough time, so we are going to outsource the reprogramming of the meters and the changing of the batteries and just dedicate guys to just go out there and read the meters that need to be read. Hopefully, we will be back on schedule pretty soon,” said Cortes.

Despite these issues, Cortes says utility customers shouldn’t worry about being assessed late fees.

“As an example, if somebody got their bill three days before the bill was due and they paid it on the fourth day, we are not going to charge them a penalty. We are just charging them with the bill without any kind of penalty or interest, so no one is going to pay more,” said Cortes.

However, issues with utility bills aren’t limited to paper billing. Cortes says customers utilizing the electronic portal for payments have also run into some problems.

“When the bill goes out late, then the system itself doesn’t adjust to that, so even if the person pays it, it will tell the person that you are delayed, or you are not paying full. Even though you are paying full, it shows zero balance. That doesn’t impact the bill, either. That’s just a statement on the portal and we’ve actually put a statement on the portal saying that we are having issues with the portal. Now, hopefully, with our September billing, that issue won’t happen anymore,” said Cortes.

Meanwhile, the delay in receiving their billing statement wasn’t the only thing that worried some customers. Some have been shocked by what they say is a larger than normal bill.

Cortes says these higher amounts are normally expected during this time of year and do not equate them

to any meter collection issues.

“The fees, it’s all based on consumption. Now, in October, we are not going to have an increase in our electric rates. I don’t think we’ve had an increase in the last couple of years but we do have a proposed increase for water and wastewater but that won’t hit until October and that’s a small increase that has been improved but overall, for the summer, what they are getting billed for is just basically for consumption,” said Cortes.

He says that the increase in consumption is especially evident this time of year as unseasonably hotter than average temperatures have taken over.

“People have a tendency in the summer to think that their bills have gone up or that their rates have gone up and they haven’t. It’s basically the consumption, especially with the kind of weather we’ve had. I think we’ve hit a record 54 days in this year of over 100 degrees in temperature. We’ve also had no rain, so people have been watering a lot more, so your bill is going to go up. My bill for water was $174 where I am and that is just water. So, bills are going up because of the conditions that we are under right now so and so we are cognizant of that, and we have also made an effort not to disconnect people right now because of the heat. We are trying to work with people to not have to disconnect them so it’s just a tough time right now,” said Cortes.

Above all else, Cortes says the city is reassuring its utility customers that it is there to help.

“And if some consumptions have been really high, we can work with them. We can set up plans and we will work with people as much as we can to make sure that we can mitigate or minimize the impact on them financially so we will work with them,” said Cortes.

Special teams miscues doom Matadors in season opening loss at Alamo Heights

(Alamo Heights) -- The special teams bounces didn’t go the way the Seguin Matadors needed them to go in a season opening 51-48 loss at Alamo Heights on Friday night.

Three plays on special teams after the midway point in the third quarter turned a tie game into a 16-point deficit for the Matadors that they were unable to over come. With just over five minutes to go in the third quarter, Matador running back John Jackson sliced through the Alamo Heights defense for a 45-yard touchdown run to tie the game at 28. Seguin’s defense would force the Mules to punt on the ensuing drive and that’s when special teams would turn the tide on the Matadors.

Alamo Heights punter Michael Terry would launch a 74-yard wind aided punt that would sail over the head of a Matador return man and roll all the way down to the Seguin one-yard line. On

the next series, running back Devin Hall would slip on the turf in the endzone and fall down for a safety, making the score 30-28.

On the free kick following the safety, Alamo Heights return man Parks Zunker would take the kick back the other way for a 65-yard score to increase the Mules’ lead to 37-28. The Mats would go three-and-out on their next drive and Seguin punter Landon Trost would bobble the snap on the subsequent punt and lose a yard trying to run the ball for a first down. Alamo Heights would then score on a one-yard run by Terry following the turnover-on-downs to make the score, 44-28. Seguin would rally in the fourth quarter. The scoring started with a 45-yard touchdown pass from quarterback Corey Dailey to receiver Creed Weaver. Dailey hit his wide-out in stride as he streaked down the right sideline and into the endzone.

John Jackson would run to paydirt with his fourth touchdown of the night on a nine-yard scamper later in the quarter and Nik Henry bobbed and weaved through the defense on a 32yard pitch and catch TD from Dailey later in the quarter to end the scoring on the night. A threeyard TD run by Michael Terry put the Mules over the half-century mark early in the fourth stanza.

The Matadors will look to rebound when they host the New Braunfels Unicorns for the Guadalupe River Bowl next week. New Braunfels fell on Thursday night to Denton Ryan 27-24 in Belton. Next week’s game will be held on Saturday at 7 p.m. at Matador Stadium in Seguin and we’ll have the game on AM 1580 KWED and streaming at SeguinToday.com.

In other action on Friday night, the Navarro Panthers took out Navasota 34-8 in Geronimo and the Marion Bulldogs fell 41-31 at Hondo.

Kenneth Harold “Ken” Richter, age 74 of Seguin, went to be with his Lord and Savior on August 24, 2023. Ken was born on February 6, 1949, in Stockdale, Texas to Albina (Pruski) and Fabian Harold Richter.

Martha and Ken Richter were married on December 11, 1976, and were married for 41 years. Ken will be remembered as the assistant manager at Carquest in Seguin.

Ken is preceded in death by his loving wife Mary “Martha” Richter, his parents, and his brother Mark Richter.

Survivors include her daughters, Melanie Richter and husband Juan Muniz, and Christina Smith and husband Kurt Smith; four grandchildren Cora, Alejandro, Fernando, and Logan; sisters, Lynda Krueger and husband Harry, Connie Svoboda,

Veronica Schmid and husband Gary, and Patty Citraro and husband Rick; brother, Ronald Richter and wife Gwen; numerous nieces, nephews, other loving family members and friends.

Visitation will begin on Thursday, August 31, 2023, at 9:30 a.m. at Our Lady of Guadalupe Catholic Church with the recitation of the Holy Rosary at 10 a.m. with Deacon Nick Carrillo officiating followed by the Mass of Christian Burial at 10:30 a.m. Interment will follow in the Richter Cemetery in Wilson County near Stockdale. Serving as pallbearers will be Kurt Smith, Juan Muniz, Nolan Garcia, Wesley Freise, Ronald Richter, and Chris Svoboda.

Dr. Norman Ricketts Hall, age 100, of McQueeney, Texas, passed away on August 15, 2023. A memorial service will be held at the First Methodist Church in Seguin at 10:30 on Friday, August 25, with the Reverend Ray Perales officiating. A reception will follow in Hierholzer Hall. Interment will be held at a later date at the Old Killeen City Cemetery.

Norman was born October 2, 1922, to Dock and Lola Hall in their home in Bell County. He attended schools in Killeen, graduating from Killeen High School. He attended college and graduate school at Texas A&M. He earned his Doctorate at Colorado State Teachers College. He married Billye Murlyne Barr, and they moved to Atascadero, California. Norman served in the United States Army and retired from the reserve years later as a Major. Norman and

Billye traveled extensively, visiting over 100 countries and numerous islands. He served as superintendent of schools in Lampasas, Andrews, Huffman, Round Rock, and Richard Milburn Academy finally retiring from education in his nineties. His professional memberships included Texas State Teachers Associations and Texas Association of School Administrators. He served as national president of the American Association of School Administrators.

Norman is survived by his two sons: Norman (Skip) Hall, Jr. and wife Beth, Charlie and wife Vicky; grandsons: Randy and girlfriend Jennifer, Caleb and wife Sara, Nathan and fiancé Dre; and great-grandchildren: Remi, Rowe, and Ripp. He was preceded in death by his parents, Dock and Lola, his brothers Bob Smith and Buddy Smith, and his beloved wife of 73 years, Billye.

Eliazardo “Lalo” V. Samaniego, a beloved husband, father, grandfather, brother, and friend, passed away on August 20, 2023, surrounded by the love of his family at the age of 76. He was born on May 28, 1947, in San Marcos, Texas.

James Lewis McKee, age 67 of Seguin, Texas passed away on August 18, 2023. James was born on born October 6, 1955, in Guadalupe County to Lois Mae (Sanders) and John Lawrence McKee. He was a graduate of Seguin High School Class of 1974. James worked as a welder.

He is preceded in death by his parents, stepmother Alice McKee, and sisters Marion Nesbitt and Connie Lewis. Survivors include brother Larry Mckee and wife Becky, numerous nieces and nephews, cousins, other loving family members and many friends.

It is with heavy hearts that we announce Albino J. Herrera III’s passing on August 11, 2023, in Seguin, Texas at the age of 72. Born on May 3, 1951, in Seguin, Albino was a hardworking and dedicated individual who made a lasting impact on those around him. Throughout his life, Albino pursued various careers and became an integral part of the workforce. He spent over 20 years working at Marble Master’s and an additional decade at Ashley Furniture Warehouse. In addition to his achievements in the professional world, Albino was also known for his mechanical skills, proving himself as a talented and resourceful mechanic.

Albino’s warm personality and great sense of humor endeared him to many. He was always willing to lend a helping hand to anyone in need and brought joy to others through his infectious laughter and light-hearted spirit. Albino’s presence brightened any room he entered, spreading warmth to those fortunate enough to know him.

Albino served his country as a veteran in the Army Reserve. We express our deepest gratitude for his service to our nation and recognize his commitment to protecting the freedom we hold dear.

Beyond his professional and military endeavors, Albino found immense joy in playing and competing in horseshoes. His skill and passion for the game were a testament to his competitive spirit. Additionally, Albino had a

profound love for music and found solace in both listening to and singing along to songs from various genres. He also found great joy in gathering with family for bbq’s as well as going out on the water to cast a fishing line.

Albino is preceded in death by his father, Albino Herrera Jr., daughter Debbie Ann Herrera Enriquez, and grandsons Jorge Poncho Enriquez and Nicholas Albino Enriquez. Although they are no longer with us, their memories will forever live on in our hearts.

Albino leaves behind a legacy of love, kindness, and cherished memories. He is survived by his mother Paulita J. Herrera and the mother of his children Maria E. Campos. He will be dearly missed by his children: Oneida Guerrero (Mike), Albino Guy Herrera (Rita), Denise Herrera Vigil (Freddy). Albino also leaves behind his grandchildren: Mike Guerrero Jr., Mikayla Guerrero, Tristen Castilleja, Abigail Gonzales, Raylen Ramon, Alaysia Ramon, Serena Enriquez Mijangos (Erick). His great-grandchildren include Nicholas Mateo Mijangos, Giovanni Marcelo Mijangos, Santiago Mijangos, and Camila Jayde Ramon. Albino is also survived by his siblings Martin Herrera (Maria), Felis Mandieta, Mary Morales (Eddie), Dalia Medina (Rudy), Lupe Santos (Louie), Jesse Herrera (Mary Helen), Beatrice Farias (Tony), Francis Gonzalez (Tevo), Esther Herrera, David Herrera (Christina), Raymond Herrera (Roseann). He is further survived by numerous nieces, nephews, extended family members, and friends who were all touched by his presence.

Albino J. Herrera III will be remembered as a shining light whose smile could brighten the darkest of days. His kindness, sense of humor, and willingness to help others will continue to inspire us. Though he may no longer be physically present, his spirit will forever remain in our hearts.

Wastewater Testing Detects New Covid-19 Variant

(Atlanta, GA) -- Early wastewater testing in the US detected a new highly mutated coronavirus variant. That’s according to a risk assessment from the CDC. It didn’t give details on where the sample was collected, but said it was part of routine monitoring through the National Wastewater Surveillance System. That makes nine sequences of the new variant reported across the world from human COVID-19 infections, in Denmark, South Africa, the UK and Israel. It was also detected at low levels in wastewater in Switzerland.

Biden To Spend 1B$ On Midstage COVID Vaccine Trials

(Washington, DC) -- The Biden administration says it’s allocating one-billion dollars for midstage COVID vaccine trials. A White House official said in a news conference Tuesday that the billion dollars will be split among four biotech companies and that trials are set to begin this winter. The administration is also allocating 300-million dollars for the development of a new monoclonal antibody to protect people who are immunocompromised. Those trials are expected to begin this fall.

Wash U. 2 Year COVID Study Shows Virus Resilience

(St. Louis, MO) -- COVID is affecting the health of patients even two years after getting the virus. That’s the bottom line of a two-year study conducted by researchers at Washington University. The study compared the health outcomes of over 138--thousand patients who had the virus with six million who hadn’t. They monitored the development of over 80 health conditions and found those who had COVID have a greater risk of developing issues like heart failure, lung conditions, blood clots and diabetes.

Three West Nile Virus Cases Confirmed In NYC

(New York, NY) -- For the first time this year, West Nile virus has been detected in people and mosquito pools in New York City. Health officials have confirmed three cases, one in Manhattan and two in Queens, and are investigating a possible fourth case. Meantime, 569 mosquito pools have come up positive for West Nile virus compared to more than a thousand last year. Nationally, there’ve been 247 confirmed cases and 13 deaths this year. The CDC says you can protect yourself by emptying standing water outside and by using insect repellent especially at dawn and dusk.

The Seguin Main Street Program and the Guadalupe County Fair Association will have its Downtown Scarecrow & Skeleton Display Contest Tuesday, Oct. 3 in downtown Seguin. The window displays go up the week of the fair parade which goes through downtown Seguin and the displays remain up until Pecan Fest at the end of October. Any local business
