Seguin, Navarro ISD to take stand against draining of area lakes during pair of special school board meetings By Cindy Aguirre-Herrera (Seguin) -- Next week's plans by GBRA to begin the draining of area lakes has at least two school districts taking some action. Both the Seguin and Navarro Independent School districts will consider approving a resolution in opposition to the Guadalupe-Blanco River Authority's decision to dry out the lakes on Monday, Sept. 16. The Navarro ISD Board of Trustees will meet tonight to decide on a resolution in "regard to the GBRA decision to drain Lake McQueeney." The Seguin ISD Board of Trustees will follow on Wednesday with its own efforts and resolution "urging the Guadalupe-Blanco River Authority to reconsider its decision to lower all lakes at this time."

as well as their own thoughts about the financial impact that the dewatering of the lakes could potentially have on their respective school districts. In that video, Superintendent Gutierrez says he believes there's going to be a huge economic impact with the potential for a significant decline in property values. "You could see fewer kids coming into our school buildings which means less funding coming in but the big impact on kids is the programming that we have worked so hard to put in place for the last, at least since I've been here -- for the last two years, and programming that has been in place prior to me coming possibly being eliminated which directly impacts kids in the classroom," said Gutierrez. Carter says the uncertainty of the future affects its long-range planning and says any dip in property values will no doubt have an impact on the district's five year projections. We had come from being a district that was in debt a little over a decade ago to a district that is on very solid financial footing now. We worked very hard to preserve that and maintain that and plan long-term our programs. So, the long term planning aspect brings anxiety because of so many unknowns at this time," said Carter. Gutierrez says although appraisal value projections won't be available to the district until November, the worry over state funding is very much a reality.

TLU named among Top Colleges on U.S. News & World Report's 2020 "Best Value" List
(Seguin) -- TLU not only has again earned top honors nationally for being one of the best colleges in the West but it has also picked up two new additional rankings. According to U.S. News & World Report's "Best Colleges" rankings among regional colleges in the West, Texas Lutheran University ranked second on the list for "Best Value," and fourth overall. This is the fifth consecutive year TLU has been featured on the "Best
Value" rankings. Other notable recognitions include TLU's ranking as No. 19 in Ethnic Diversity and No. 5 for Top Performers on Social Mobility-a new category added for 2020. TLU President Dr. Debbie Cottrell says this kind of external recognition underscores the important work that TLU does. "It is especially good to see our strong showing in value, diversity, and social mobility, linking
to our ongoing attention to access and affordability," said Dr. Cottrell. Rankings are based on data collected from several categories, including academic reputation, admissions selectivity, faculty resources, retention, graduation rates and alumni support. U.S. News & World Report then ranks colleges and universities based upon region and classification. Regional schools focus almost entirely on the undergraduate experience and offer a broad range of programs in the liberal arts and in fields such as business, nursing, and education. TLU earns the No. 2 spot in the West for "Best Value" based on its high overall ranking combined with modest net cost of attendance for a student who receives the average level of need-based financial aid. According to U.S. News & World Report, these are schools that are above average academically and cost considerably less than many other schools when the financial aid that
they dispense, in the form of needbased grants and scholarships, is considered. Only schools ranked in or near the top half of their categories are included, because the publication considers the most significant values to be among colleges that are above average academically. Social mobility measures how well schools graduated students who received federal Pell Grants (those typically coming from households whose family incomes are less than $50,000 annually, though most Pell Grant money goes to students with a total family income below $20,000). New for the 2020 edition, data sourced from the federal government was used for non-responders. In addition to these accolades, TLU was recently named a 2019 Great Colleges to Work For® by The Chronicle of Higher Education.
Guadalupe County to approve resolution against draining of the lakes By Cindy Aguirre-Herrera (Seguin) -- The fight against the draining of area lakes continues today at the Guadalupe County Courthouse. The Guadalupe County Commissioners Court is expected to officially voice its protest against the draining of area hydroelectric lakes by the Guadalupe-Blanco River Authority. That drain is set to begin on Monday, Sept. 16. County officials are expected to approve a resolution opposing the decision by GBRA to

dewater the lakes in Guadalupe County until dam repairs/replacements are to commence. Up until now, the county has continued to sit down with GBRA and all other parties in trying to come up with a solution or alternative to drying up the lakes. Those failed efforts and negotiations, according to County Judge Kyle Kutscher, have led to this latest step in adopting a resolution. The court today will also look at posting the job description for the county's Veterans Service Officer/Director position. That position was being served by Marisela
Gonzales. Gonzales has served in that position since December 2017. Guadalupe County today is also set to officially recognize a group of national champions. Now that players have returned to campus, the Texas Lutheran University Softball Team has been invited for even more honors during this morning's meeting. The county is expected to approve a proclamation recognizing the 2019 NCAA Division III National Champions. The meeting begins at 10 a.m. today in the Guadalupe County Courthouse.

The Panthers out-gained the Bulldogs 517 total yards to 151. Navarro churned out 434 rushing yards on 41 attempts and had a dozen players carry the ball at least once. Euler Deleon led the ground barrage with 143 yards and four touchdowns on just nine carries. Kyle Dietert added 79 yards and a score on two carries. Jean "MoMo" Sims, Nick Billings, and Matthew Gilliam each found the end zone once as well. Sam Muniga completed two of his three passing attempts for 76 yards. Seguin, Navarro cross country teams complete FEAST meet (San Antonio) - The Seguin and Navarro cross country teams competed in the FEAST Patriot Invitational in San Antonio on Saturday. The Seguin boys finished 19th among 41 teams. Jerry Garcia ran a 5K team in 17:14 to take 38th place in a field of 378 runners. The Seguin girls finished 23rd.
Marion quarterback Zach Goodwin completed 13-22 passes for 132 yards and a touchdown to Samuel Montoya. Montoya totaled 53 receiving yards on two catches. Jayden Williams added 47 yards on three receptions, and Jacob Devora coralled five grabs for 32 yards. The Bulldogs struggled to run the ball against Navarro's defense, netting just 14 yards on 26 carries. FDA Warns About Yellowfin Tuna (Washington, DC) -- The FDA is warning people not to eat yellowfin tuna from Kroger stores across the country. Health officials say yellowfin from Kroger stores with a sell-by date between August 29th and September 14th could put people at risk of scombroid poisoning. Scombroid poisoning is caused by consuming high levels of histamine from fish that isn't properly refrigerated. Symptoms resemble an allergic reaction such as flushing of the face, headaches, itching and diarrhea, and can be treated with an antihistimine. The FDA is working with Kroger to get the fish off store shelves.
USDA Proposes Change To SNAP Eligibility (Undated) -- Some Americans are at risk of losing their food insecurity benefits under a new USDA proposal. Giridhar Mallya [[ Gee-ree-der Mall-ee-ah ]] from the Robert Wood Johnson Foundation says over three-million-people could be kicked out of the Supplemental Nutrition Assistance Program. The new rule would end broad-based categorical eligibility. That's a policy
that enables households to qualify for SNAP by meeting the financial criteria for the Temporary Assistance for Needy Families program, rather than federal SNAP criteria. The USDA says they are trying to crack down on SNAP fraud and rolling back eligibility could save states millions of dollars to use for the truly needy. The USDA is taking public comment on the proposal until September 23rd.
AGs: Purdue To File Bankruptcy (Undated) -- Purdue Pharma is expected to file for bankruptcy. Two state attorneys general on Saturday said the big drug company is expected to file for bankruptcy protection now that settlement talks over its role in the nation's opioid crisis have hit a snag. Purdue and its owners have offered to settle about two-thousand lawsuits against the company for ten-to-12-billion dollars. The attorneys general of Tennessee and North Carolina, however, say talks have stalled on how to distribute the money. The AGs said Purdue's owners have rejected two proposals and are refusing to offer any additional solutions. In an email to 17 other states who are also suing, the AGs said negotiations are at an impasse and Purdue is expected to file for bankruptcy "imminently."

Vital Statistics Deaths Joe Raymond Tocquigny Proprietor of Green Gate Garden Center in Seguin. Joe Raymond Tocquigny, 90, passed away on September 5, 2019 at his home. A memorial service will be held at Tres Hewell Mortuary in Seguin, Texas on Saturday, September 14, 2019 at 5 p.m. with dear friends Harry and Linda Dietz officiating. The son of Alexander and Balbina Tocquigny, Joe was born and raised in Carrizo Springs, Texas, where he and his four older siblings, Rosalie, George, Alex and Bobby, worked on the family farm. He met his future wife, Beverly Stone, while a student at Carrizo Springs High School, but they were acquaintances as early as first grade. Joe worked his way through the Texas College of Arts & Industries (now Texas A&M Kingsville), where he earned a BA degree in Education and taught High School Agriculture. Beverly received her Master's in Education from Texas A&M. Joe and Beverly were married for 62 years until her death in 2015. They had three daughters. In his early career, Joe held a number of jobs in agriculture and education in various Texas communities including Weslaco, College Station, where he was a swine specialist for Texas A&M. After living in Canton and Beaumont, the family moved to Seguin in 1968. Joe taught Agriculture, and became the Vocational Administrator at Seguin High School. He enjoyed training many of the community's farmers and tradespeople. Joe had an intense appreciation for natural beauty, a love of nature and a passion for gardening that lasted a lifetime. This was a source of inspiration for many people and provided the foundation for much of the meaning in his life.

Joe, Beverly and daughter Elise worked hard and developed the business into a thriving wholesale and retail facility that served customers throughout Central Texas. Joe had a talent for growing and propagating almost any type of plant, and his expertise was passed on to Elise, and Ronnie Mertz who was as close as a son. Through 50 years of work, a rich network of friends across the state shared his passion and appreciated his talents and wry sense of humor. Appreciative to all who have contributed to making the Green Gate a success, the Tocquigny family plans to continue operating the business, serving Seguin and surrounding areas.Joe is survived by his sister, Rosalie Oelkers, his three children, Yvonne Tocquigny, Elise Tocquigny and Sheryll Reynolds. He has four grandchildren, Travis Pantin, Laurel Pantin, Isaac Babb and Leslie Reynolds. One great-grandson, Ellis Schwartz.Thank you to Patsy Tucker, Janie Parada, and Christy Wellman for their service as tireless and loving caregivers. OBITS, continued from page 13 Ora Nell Kiel Schmidt Ora Nell Kiel Schmidt, 96 of Seguin, passed away on Wednesday, September 4, 2019 at Guadalupe Valley Nursing Facility in Seguin. She was born on September 26, 1922 to Annie (Eichler) and Paul Kiel in Round Top. Nell was a proud graduate of Texas Lutheran College, and she was a teacher for many years before working as an Activity Director at a local nursing home. She enjoyed sewing and quilting, as well as dancing with her husband, and she loved listening to George Strait. She was known for her German Sweet Rice and her immaculate yard. Nell will be remembered mostly for her selflessness and her generous spirit. Her door was always open to anyone in need of help. She is survived by her son, Brian Schmidt and his wife, Trea; daughter, Becky Geary; grandchildren, Chris Schmidt, Cheryl Hicks and her husband, Mike, and Chance and Megan Geary; great-grandchildren, Hunter Schmidt, and Matthew and Ryan Hicks; sister, Gloria “Jackie” Simpson; special friend, Carolyn Zipp, as well as numerous nieces and nephews.

Randy was an avid fisherman and hunter, he enjoyed watching NASCAR and was a member of the Geronimo VFW post #9231, and the Luling American Legion post #177. Randy is preceded in death by his parents, his mother-in-law, Irene Henze, and his brother-in-law, Michael Downing. He is survived by his loving wife, Teresa Evans Schneider Kramer; children, Mistee Tucker and Ashlee Swartz, Brett Schneider and wife Caroline, Dawn Vincent and husband Shawn, Donna Davis and husband Alan, and Glenda Wall and husband Rob; grandchildren, Sara E. Tucker and Claire A. Tucker, Taylor Young and husband Jordan, Chase Vincent, Grayson Schneider, Rob Davis and wife Tara, Kristen Davis, Alyssa Bullard, Anthony Wall and wife Jillian and Austin Wall; great-grandchildren, Emersyn, Adalee, Ryder, and Cooper; sisters, Debbie Downing and Donna Hill and husband Larry; several nieces, nephews, cousins, other loving family members and many friends.
