Guadalupe County signs-off on resolution opposing the draining of area lakes By Cindy Aguirre-Herrera (Seguin) -- Guadalupe County continues its fight against the draining of area lakes by GBRA. The Guadalupe County Commissioners Court on Tuesday unanimously approved a resolution opposing the decision by Guadalupe-Blanco River Authority to dewater the lakes in Guadalupe County until dam repairs or replacements are to commence. This week's resolution is only the latest official action taken by county officials. Since learning that Monday, Sept. 9 was the scheduled day for draining, county leaders say they have been trying to work with GBRA in coming up with a solution. Commissioner Pct. 1 Greg Seidenberger says the county a few weeks ago even rewrote an ordinance providing what he says was an interim solution to GBRA's safety concerns. See RESOLUTION, page 2

Guadalupe County searching for new Veterans Service Officer By Cindy Aguirre-Herrera (Seguin) -- Guadalupe County is on the search for a new Veterans Service Officer. The Guadalupe County Commissioners Court has officially approved the job posting for the countywide position. Commissioner Pct. 1 Greg Seidenberger says of all the positions in the county, the veterans service officer is no doubt one of the most important on
the list. As the only veteran on the court, it's near and dear to my heart. A veterans service officer is one that is going to have to serve all the veterans of this community. We have about 22,000 veterans in Guadalupe County. They have questions about benefits. They have questions about disabilities. They have questions about how to especially some of the older ones.
their questions answered or haven't had their cases heard and so we need a veterans service officer who is going to assist them, going to assist the widows, going to help them establish their claims and then follow-up -- a veterans service officer who is going to answer the questions that they don't know the answers to.
We still have Vietnam Era Veterans that haven't had

"I read the ordinance and said 'hey, this is great. It's enforceable. It's reasonable. It's prudent. Why don't we adopt it? It's a great way to save our water except there were people that didn't agree with that so where a lot of us thought 'man, this a great solution in the interim. It would work.' The game wardens, the law enforcement, they said 'we can make it work and the lake associations said we can help. We can enforce this. We can make sure it works. Save our water and that's where we are right now. We want to save the water. We don't want those lakes to be dewatered until we have that solution in hand," said Seidenberger. Seidenberger says county officials have been vigilant in its actions to stop the draining of the lakes. He, however, does not know why it's been so difficult for GBRA to meet half way. "I personally never have gotten a hold of the governor but I have talked to his staff members. I don't want to say deaf ears because I'd like to think that people are listening but I don't think we are making any progress. I think the governor supports the position of

But we want him to listen to another voice, our voice -- the voice of reason, a voice of compromise, a voice that says we can do this together. We are just asking for a little bit of help," said Seidenberger. GBRA has announced that on Monday, it will open dam spill gates at Lake Gonzales. The dewatering will then follow at Meadow Lake, Lake Placid and finally Lake McQueeney. Seidenberger, whose precinct happens to include each of these lakes, says he might just not have the words should all attempts in stopping this drain fail. "I'm going to be so sad. It's going to make me cry. You know I had a house on Lake Placid for a longtime. I skied. I fished. You sat in the evenings and you watched the water. You watched other people. It was a way of life. It's relaxing. It's part of this community. It's the soul, the backbone. All people around this community are impacted one way or the other, economically, recreationally, a quality of life means. we call home and if you start dewatering those lakes, you start taking away our home," said Seidenberger. Until then, Seidenberger says he'll remain optimistic in finding a solution and will stand behind this resolution. He says he also believes in all the people who have mobilized to do their part. "I want folks to know that this commissioners court or judge -- every commissioner supports the efforts to retain the water in the lakes. We think we have a viable, reasonable solution to keep the lakes from boating traffic in the interest of safety and we think that the water should stay up until we find a solution that can be put into place, the dams can be repaired, replaced or whatever it's going to take but don't dewater them until we have that solution in hand. That's basically the line we are going to live by," said Seidenberger. In the meantime, Visiting Judge Steve Ables, of Kerrville, is set to oversee a temporary injunction hearing this morning at the Guadalupe County Justice Center. Several residents on Lake McQueeney and Lake Placid have reportedly authorized Attorney Ricardo Cedillo to oversee the case. Cedillo file the petition last week against the GBRA to stop the drain. That court hearing is expected at 9 a.m. today.

Man injured after leading sheriff's deputies on a vehicle chase
(Guadalupe County) -- A man is in serious condition at Seton Hospital in Kyle following a high speed chase in northern Guadalupe County. Guadalupe County Sheriff Arnold Zwicke says the man, identified as Aaron Flores, of Redwood, reportedly fled from deputies following a traffic stop Monday at the intersection of Ridge Drive and State Highway 123 North.
remains in the Intensive Care Unit (ICU).
Flores, who was driving a gray Acura, was apparently being stopped for failing to signal "within required distance at the intersection."
But now Zwicke says he "faces a felony for evading with a motor vehicle and possession of a controlled substance which is a first degree felony, not to mention endangering his life, the deputies and citizens traveling in the area."
Zwicke says upon Cpl. Dustin Crawford activating the emergency lights to stop the vehicle, Flores fled going north on Highway 123 and then turning east on FM 1979. He says Crawford then reportedly lost sight of the vehicle due to the traffic on the roadway. Upon topping a hill in the 2800 block of Highway 1979, Crawford observed that the vehicle had lost control and had flipped several times -- ejecting Flores onto the roadway. Crawford along with others administered first aid until EMS arrived.

Zwicke says as deputies searched through the items that fell from the vehicle, they located approximately two ounces of cocaine, a reason he says they believed he fled. Zwicke says "had the driver stopped for the traffic violation, he would have probably received a warning or at the most, a citation."

OBITS, continued from page 15 Joe Raymond Tocquigny Proprietor of Green Gate Garden Center in Seguin. Joe Raymond Tocquigny, 90, passed away on September 5, 2019 at his home. A memorial service will be held at Tres Hewell Mortuary in Seguin, Texas on Saturday, September 14, 2019 at 5 p.m. with dear friends Harry and Linda Dietz officiating. The son of Alexander and Balbina Tocquigny, Joe was born and raised in Carrizo Springs, Texas, where he and his four older siblings, Rosalie, George, Alex and Bobby, worked on the family farm. He met his future wife, Beverly Stone, while a student at Carrizo Springs High School, but they were acquaintances as early as first grade. Joe worked his way through the Texas College of Arts & Industries (now Texas A&M Kingsville), where he earned a BA degree in Education and taught High School Agriculture.
Beverly received her Master's in Education from Texas A&M. Joe and Beverly were married for 62 years until her death in 2015. They had three daughters. In his early career, Joe held a number of jobs in agriculture and education in various Texas communities including Weslaco, College Station, where he was a swine specialist for Texas A&M. After living in Canton and Beaumont, the family moved to Seguin in 1968. Joe taught Agriculture, and became the Vocational Administrator at Seguin High School. He enjoyed training many of the community's farmers and tradespeople. Joe had an intense appreciation for natural beauty, a love of nature and a passion for gardening that lasted a lifetime. This was a source of inspiration for many people and provided the foundation for much of the meaning in his life. Joe loved a good barbeque, a cold beer, and being with his family. He appreciated an occasional joke. And, as a born teacher, he had a gift for storytelling. Throughout all the moves Joe made with his family, he always had a home garden with a bed of fresh vegetables, and often a small pond. Soon after moving to Seguin, Joe's back yard garden grew into a small business. Founding the Green Gate Garden Center in 1974, Joe found his calling as a commercial nursery operator. Joe, Beverly and daughter Elise worked hard and developed the business into a thriving wholesale and retail
facility that served customers throughout Central Texas. Joe had a talent for growing and propagating almost any type of plant, and his expertise was passed on to Elise, and Ronnie Mertz who was as close as a son. Through 50 years of work, a rich network of friends across the state shared his passion and appreciated his talents and wry sense of humor. Appreciative to all who have contributed to making the Green Gate a success, the Tocquigny family plans to continue operating the business, serving Seguin and surrounding areas.Joe is survived by his sister, Rosalie Oelkers, his three children, Yvonne Tocquigny, Elise Tocquigny and Sheryll Reynolds. He has four grandchildren, Travis Pantin, Laurel Pantin, Isaac Babb and Leslie Reynolds. One great-grandson, Ellis Schwartz.Thank you to Patsy Tucker, Janie Parada, and Christy Wellman for their service as tireless and loving caregivers. Thank you also to the GRMC Hospice Team who cared for him in his last few weeks. In lieu of flowers, please consider a contribution to The Guadalupe County Humane Society, P. O. Box 1593, Seguin, Texas, 78155-1593. You are invited to sign the guest book at www.treshewell.com. NY Health Department Warns Against Vaping
(Geneva, Switzerland) -- Today is World Suicide Prevention Day. One person commits suicide somewhere in the world every 40 seconds. The WHO says the only region that's recorded an increase is the Americas and says globally, suicide rates are nearly twice as high among men.

A few days ago, the health department released findings showing the cases of pulmonary illnesses tied to vaping are rising across New York State and the country. The Centers For Disease Control and Prevention is investigating hundreds of respiratory illnesses and several deaths linked to vaping. Over the weekend, Governor Cuomo echoed the health department's warning, saying no one should use vaping products.
CDC Investigates Five Deaths, 450+ Severe Lung Illnesses Linked To Vaping (Atlanta, Georgia) -- The CDC is investigating five deaths and more than 450 cases of severe lung disease in 33 states that are blamed on vaping. Deaths linked to the lung illness have been confirmed in Illinois, Indiana, Minnesota, Oregon and California. The CDC believes those cases are associated with chemical exposure.
