Legal battle over future of area lakes gets underway judge set to resume proceedings on Monday in Seguin By Cindy Aguirre-Herrera (Seguin) -- The lawyers from both sides made their arguments before visiting Judge Stephen Ables. Judge Ables was conducting a temporary injunction hearing. The plaintiffs, consisting of

several residents from area lakes, are seeking to stop GBRA from draining area hydroelectric lakes. The hearing ran for nine hours, because a recess was taken around 6 p.m. Wednesday. The hearing is expected to resume at 10 a.m. on Monday, which means that GBRA will delay the draining of the lakes until Judge Ables

can make a ruling. That delay could be as little as one day, depending on the outcome of Monday’s continuation of the hearing.

“We’ll get those little devils!”

MIRACULOUS PRAYER Dear Heart of Jesus, in the past I have asked for favors. This time I ask you this very special one (mention favor). Take it dear Jesus and place it within your own broken heart where your father sees it, then in your merciful eyes it will become your favor, not mine. Amen. Say this prayer for 3 days, promise publication and favor will be granted. Never known to fail A.T.M

so that the rest of our community and the people in our department, never forget," said Skinner.

(Seguin) -- The Seguin Fire/EMS Department is helping the community remember that sacrifices and tragedies that occurred on September 11, 2001. The department held its annual 9-11 ceremony on Wednesday morning outside of the Central Fire Station in downtown Seguin.

Americans, who were alive during the terrorists attacks, remember vividly where they were when the attack started. Chief Skinner admits that he too remembers.

Fire Chief Dale Skinner says he thinks its important that they pause, sound a bell and remember those who lost their lives during the terrorists attacks that killed nearly 3,000 people that day . "We want to memorialize those that were lost on September 11, 2001. It is a very personal thing, and we intentially keep our (memorial) service small and short for that fact -- that it is a personal thing. We can all remember where we were that day and what we were doing when we heard that the first plane hit the towers. I'm no different. So to me, this is really a sacred day. I've made it my lifelong mission to never forget. We continue to do this service

It said a lot change for us on that day. He says it also became a major reminder the dangers that go along with his chosen profession. The men and women of the Seguin Fire/EMS Department run into dangerous situations all the time, just like their brothers and sisters who died during the terrorist attacks on September 11. "September 11 was just an eye-opening experience for me in that tomorrow is never promised. The men and women that lost their lives that day -when they woke up that morning, they had no clue that, that was the last day of their lives. They gave it up selflessly, serving the people of their community. Your a firemen in New York City and your firemen in Seguin, Texas -- they are serving their

community and doing what they love. They willingly sacrafice their lives to serve their fellow man. It's just a very humbling and great thing. So for me personally, September 11th is just a reminder that tomorrow is not promised, and that you have to live in the moment," said Skinner. On September 11, 2001, nearly 3,000 people were killed in the worst terror attack on U.S. soil. Nineteen men hijacked four planes in a coordinated attack. Two planes were slammed into the World Trade Center, causing the massive Twin Towers to collapse and change the New York City skyline forever. Another plane crashed into the Pentagon, while the fourth went down in Pennsylvania after the passengers on board revolted while the fourth went down in Pennsylvania after the passengers on board revolted against their hijackers. The attack was traced to the terrorist group al-Qaeda, which led to the war in Afghanistan, and eventually to the death of alQaeda leader Osama bin Laden in Pakistan in 2011.

OBITS, continued from page 10 Joe Raymond Tocquigny Proprietor of Green Gate Garden Center in Seguin. Joe Raymond Tocquigny, 90, passed away on September 5, 2019 at his home. A memorial service will be held at Tres Hewell Mortuary in Seguin, Texas on Saturday, September 14, 2019 at 5 p.m. with dear friends Harry and Linda Dietz officiating. The son of Alexander and Balbina Tocquigny, Joe was born and raised in Carrizo Springs, Texas, where he and his four older siblings, Rosalie, George, Alex and Bobby, worked on the family farm. He met his future wife, Beverly Stone, while a student at Carrizo Springs High School, but they were acquaintances as early as first grade. Joe worked his way through the Texas College of Arts & Industries (now Texas A&M Kingsville), where he earned a BA degree in Education and taught High School Agriculture.

Beverly received her Master's in Education from Texas A&M. Joe and Beverly were married for 62 years until her death in 2015. They had three daughters. In his early career, Joe held a number of jobs in agriculture and education in various Texas communities including Weslaco, College Station, where he was a swine specialist for Texas A&M. After living in Canton and Beaumont, the family moved to Seguin in 1968. Joe taught Agriculture, and became the Vocational Administrator at Seguin High School. He enjoyed training many of the community's farmers and tradespeople. Joe had an intense appreciation for natural beauty, a love of nature and a passion for gardening that lasted a lifetime. This was a source of inspiration for many people and provided the foundation for much of the meaning in his life. Joe loved a good barbeque, a cold beer, and being with his family. He appreciated an occasional joke. And, as a born teacher, he had a gift for storytelling. Throughout all the moves Joe made with his family, he always had a home garden with a bed of fresh vegetables, and often a small pond. Soon after moving to Seguin, Joe's back yard garden grew into a small business. Founding the Green Gate Garden Center in 1974, Joe found his calling as a commercial nursery operator. Joe, Beverly and daughter Elise worked hard and developed the business into a thriving wholesale and retail

facility that served customers throughout Central Texas. Joe had a talent for growing and propagating almost any type of plant, and his expertise was passed on to Elise, and Ronnie Mertz who was as close as a son. Through 50 years of work, a rich network of friends across the state shared his passion and appreciated his talents and wry sense of humor. Appreciative to all who have contributed to making the Green Gate a success, the Tocquigny family plans to continue operating the business, serving Seguin and surrounding areas.Joe is survived by his sister, Rosalie Oelkers, his three children, Yvonne Tocquigny, Elise Tocquigny and Sheryll Reynolds. He has four grandchildren, Travis Pantin, Laurel Pantin, Isaac Babb and Leslie Reynolds. One great-grandson, Ellis Schwartz.Thank you to Patsy Tucker, Janie Parada, and Christy Wellman for their service as tireless and loving caregivers. Thank you also to the GRMC Hospice Team who cared for him in his last few weeks. In lieu of flowers, please consider a contribution to The Guadalupe County Humane Society, P. O. Box 1593, Seguin, Texas, 78155-1593. You are invited to sign the guest book at www.treshewell.com. Arrangements are under the direction of Tres Hewell Mortuary, 165 Tor Dr., Seguin, Texas, 78155, 830-549-5912. See OBITS, page 15

American Lung Association: Don't Use E-Cigarettes

Nationally-Known Depression Expert Calls NYPD Suicides An Epidemic

(Chicago, IL) -- The American Lung Association says no one should use e-cigarettes. In a statement, the nation's leading lung health organization's National President and CEO Harold Wimmer says the device is not safe and "can cause irreversible" lung damage and disease. The message comes after a sixth person died from lung disease linked to vaping in Kansas. The other deaths were reported in California, Illinois, Indiana, Minnesota and Oregon. The CDC is looking into more than 450 cases of vaping-related illnesses across more than 30 states.

(Seattle, WA) -- A nationally-known West Coast depression expert is calling the rash of suicides among New York City police officers "an epidemic." Dr. Gregory Jantz, who runs A Place For Hope in Seattle, says suicides often run in clusters and that when chronic stress is unresolved and you see no other options, you're at increased risk. Dr. Jantz also says when you see others close to you make a suicide decision, others often follow. He says it's important to remember that suicide is preventable if you talk to those at risk in a way that encourages them to seek help. The National Suicide Prevention Lifeline number is 1-800-273-8255.

>>NYC Community Leaders Hold Vigil In Wake Of NYPD Suicides

NYC-Based Effort to End Vaping Epidemic Among Teens

(New York, NY) -- During this National Suicide Prevention Week, "Blue Lives Matter NYC" is remembering the New York City police officers whose lives have been lost to suicides this year. Nine active duty officers and a retired police sergeant have taken their lives so far this year, twice as many NYPD suicides as in all of 2018. Staten Island Assemblyman Michael Reilly was among the dozens of people who rallied outside City Hall Monday night to remind men and women in blue that help is available and that suicide is a drastic decision that can't be reversed.

(New York, NY) -- A new 160-million-dollar initiative has been launched in New York City to end the youth e-cigarette and vaping epidemic. The Campaign for Tobacco-Free Kids says more than three-point-six million U.S. kids, including one in five high school students, use e-cigarettes. Teens tell researchers they like the fruity taste. So, the Bloomberg Philanthropies' "Protect Kids: Fight Flavored E-Cigarettes" initiative is moving to ban all flavored e-cigarettes and to stop Juul and other e-cigarette companies from marketing their products to children.
