Seguin PD announces possible end of the DARE program Police, school officials to begin search for future replacement, efforts to continue kids on the right path By Cindy Aguirre-Herrera (Seguin) -- Finding a new way of reaching kids in local classrooms and keeping them away from negative influences is currently in the works for the Seguin Police Department. Over the last several years, the police department has hosted the D.A.R.E. Program at local elementary schools. The Drug Abuse Resistance Education, is "an education program that seeks to prevent use of controlled drugs, membership in gangs and violent behavior." During that time, the program has served local fifth grade students right in the classrooms of each of their respective campuses. Seguin Police Chief Terry Nichols says the DARE program is currently underway this fall thanks to longtime instructor Hope Vasquez. However, he says Vasquez's recent decision to retire from the department has prompted the department's decision to perhaps consider other programming or options for local students. "Hope Vasquez has done a wonderful job with the DARE program for many years and she announced in July that she wanted to retire from law enforcement. So, what we had to do was do some quick juggling and what we did was we
created a position, an elementary school coordinator position in the budget, to transition her of a law enforcement role with the city and into a civilian role so we could continue the DARE Program for a year. We just didn't want to go cold turkey and drop it immediately. We don't have anybody trained to do it. We wanted to take a pause and look at this. So yes, she is delivering the curriculum as she has the past 15 years -- I believe that she has been with the city doing the program and we will see after this year, the elementary school coordinator position that we put in the budget -- will cease to exist. Again, we'll look over the next year what we will have there. It maybe something entirely different. It might be a school resource officer or two. It may be someone assigned to teach in the schools at the seventh grade level or the eighth grade level or ninth grade level. Again, we just don't know yet. We're looking,' said Nichols. Nichols says he understands the value that the DARE Program has had in the Seguin community and ensures that the PD and local schools

"DARE has been a very integral part of the Seguin community for a longtime, 25 years and I think successful and obviously very, very popular in our community but the science out there about it is mixed but that really doesn't matter for our community. It's very popular here. I think something you have going on for

I think there are some rumors floating around out there that that is not happening but no, DARE is being taught this year and it's giving us a good 12 months to work with the school district, police department -- working in conjunction with the supertindent a n d the

"We are going to be engaged with our school district. Not doing anything with our school district is not an option. We are in this together. The world is changing and the safety and security of our kids is just the top of the list for us whether it be talk about school bus safety or anything else. We will have some type of partnership with the school district. They've been very clear on that as well, the superintendent and everybody has been very wonderful as we're working through this and we'll keep the conversation going. Again, DARE has been incredibly popular here and has worked for Seguin but I think we owe to the community. We owe it to the kids coming up, is there something better? Is there something different that addresses today's society. Things have changed a lot. Is there something that may be better. So, we'll take the next 10 to 12 months and look at it and come up with something next fall. We'll see what rolls out," said Nichols.
"Some districts create their own police departments. I don't think that that is something that Seguin is even entertaining because one, it's very expensive but if you look at larger cities, they have their own police departments and they have officers engaged with the students in all of those. Other model programs out there are school based law enforcement officers so you have a school resource officer assigned to a specific campus or campuses and that's their full-time job. They interact with the kids everyday whether it be at the middle school, the high school or bouncing them over all the different schools. That's a model that is out there. Actually, we had that in Brownwood and they have a very robust program in San Marcos and many communities have school resource officers so that is something I think is something we can look at and again, we also need to look at the sciences out there. Maybe the science tells us we need to target seventh graders and there's some model program out there that I'm not aware of but that's what this next year gives us. Let's keep doing what we've been doing for the past 25 years and keep going with it but during this next 12 months, look at what is fresh and what will make better sense now moving forward," said Nichols.
Sean Hoffmann, Seguin ISD executive director of communications, says the district is excited about turning the page to a new chapter in its partnership with the Seguin PD.
Nichols says the community is lucky to have had the DARE Program. He says it has helped to bridge relationships between students and law enforcement. Nichols also wants the community to know that the underlying effort will not go away.
"The Seguin ISD has enjoyed a long and healthy relationship with the Seguin Police Department and that's really been evident throughout the many years in which the DARE program has been in our elementary schools. It's been a fixture for our fifth

The DARE Program over the years has provided the law enforcement curriculum to 10 area schools. They include the seven Seguin ISD elementary schools, St. James Catholic School, Southwest Prepatory School and Navarro Intermediate School. Again, this year's DARE program will continue at each of the schools for this current year commencing with graduation in the spring.

The Seguin ISD Board of Trustees takes a stand against the draining of area lakes Similar resolutions being recognized during lake property owners' courtroom fight against GBRA By Cindy Aguirre-Herrera (Seguin) -- The voice in opposing GBRA’s draining of area lakes is getting louder. The Seguin ISD Board of Trustees is the latest entity to approve a resolution against the river authority’s plan to dewater the area bodies of water. Five of the trustees voted for the resolution while two of the trustees abstained. Those trustees included Board President Cinde Thomas-Jimenez representing District 3 and District 5 Trustee Denise Crettenden.

Jimenez stated that she abstained from the vote because she works for GBRA while Crettenden stated that "my husband is an employee of GBRA and I really didn't feel like it was proper for me to be voting on this. It took me a long time to come to that decision but in my mind, what I was thinking of was if we were going into a contract with GBRA or doing something like that, I would definitely abstain because of that connection so even though I do have an opinion on this matter and I really care about this matter, I didn't feel like it was proper for me to vote on it because my husband is an employee." The Seguin ISD resolution states that the district "recognizes the value the lakes bring to the community" and to the tax base for the local school district. It further states, "According to the Guadalupe Appraisal District, there are 1,984 waterfront properties with a taxable value of $694 million within the Seguin ISD and these properties represent approximately 18 percent of the Seguin Independent

As already reported, a decision regarding the pair of lawsuits filed against GBRA's draining of area hydro electric lakes will now have to wait until Monday. The temporary injunction and restraining order hearing on Wednesday was recessed until 10 a.m. Monday in the Guadalupe County Justice Center. Until he can make a ruling, Judge Ables stated that the previously scheduled draining of the lakes this coming Monday will be delayed.

(Seguin) - Seguin concludes the non-district portion of its 2019 football schedule in search of a home win over Central Catholic on Friday after an 0-2 start to the season. The Matadors fell to Antonian Prep 42-21 in San Antonio two weeks ago and dropped the 107th Guadalupe River Bowl to New Baunfels 45-26 in last Friday's home opener. Central Catholic is 1-1 in its third season under former Stephen F. Austin and Incarnate Word head coach Mike Santiago. The Buttons opened with a 42-19 win over San Antonio Christian, but came up short to Holy Cross 23-17 in last week's Holy Bowl at Alamo Stadium. Santiago's bunch returns four offensive starters and seven on defense from the 2018 team Seguin pulled away from late to defeat 42-21 at Bob Benson '66' Stadium. The most prominent offensive returnee is running-back Gibby Garza, who enters Friday with 234 rushing yards and three touchdowns on 30 carries (7.8 avg.) The Buttons have received a boost from senior quarterback Christian Allen, who transferred from San Antonio-Warren in the off-season. Allen produced 255 yards of total offense and four touchdowns (three rushing) in the Central Catholic's first two games. "Christian Allen adding to the equation there, with his run threat, that poses two dimensions back there in the backfield," Seguin head coach Travis Bush said. "So we've got to make sure we're gap

Navarro looks to avenge 2018 loss in road battle with new-look Marble Falls Texas Lutheran football opens season with high expectations vs. Hendrix College (Seguin) - The Texas Lutheran Bulldogs hope to ride a powerful rushing attack and a speedy, experienced defense to an NCAA Division III playoff berth in 2019, and that journey begins Saturday when the Hendrix College Warriors visit Bulldog Stadium for TLU's only non-conference game. TLU opens Carl Gustafson's third season as head coach with abundant returning talent from the 2018 team that went 7-3 and finished tied for third in the American Southwest Conference.
(Marble Falls) - The Marble Falls Mustangs will sport a completely different look than the bunch that handed Navarro a 42-32 home loss in 2018 when the teams square off Friday at Mustang Stadium. In addition to losing strongarmed quarterback Andrew Stripling to graduation in the off-season, Marble Falls hired Brian Herman to take over the head coaching reigns and install his signature Slot-T offense. Herman built playoff programs at Eustace and Lockhart after serving as an offensive coordinator under Jerry Vance on two state championship teams. The 2019 Mustangs have stumbled to an 0-2 start and struggled to finish drives in losses to Canyon Lake (7-0) and Burnet (41-6). That trend doesn't bode well for a Week 3 matchup against Rod Blount's Navarro squad, which has continued to roll out one of the most prolific Slot-T attacks in the state since Blount took the reigns from Les Goad before the 2018 season. Navarro is 2-0 after edging Gonzales 17-16 and crushing Marion 55-15. The Panthers average 408 rushing yards per
game and 8.9 per carry. Senior fullback Euler DeLeon enters Week 3 with 278 yards and five touchdowns, and at least six different Panthers have scored at least once. Blount hopes this isn't the week the light goes on for Herman's first-year Slot-T pupils in Marble Falls. "They're getting a little bit better each week," Blount said. "That was a huge difference between game two and game one. They moved the ball up and down the field against Burnett, but had six turnovers. It seemed like every time they got something going right, they had an interception or a fumble. It's a system that takes a little bit of time. He's working them good, and they're getting a little better each week." Betty was born on March the 10th 1935 in Seguin, TX., to Eugene and Allie (Buerger) Blumberg. She married her love Allen (Buster) Schriewer in 1953. Her most important job in life was a wife and loving mother to her five children. Through the years she took on many jobs. She was a seamstress and a cake baker for the public, making anything from wedding dresses and wedding cakes to simple alterations and family dinners. Buster and Betty also had a hobby of dealing antiques. In Betty’s later years she helped cater with the John Nash family and taught stained glass classes. Betty was preceded in death by her parents, two precious aunts, Julia Blumberg and Bobbie Buerger that helped raise her, her husband of 38 years Buster, her daughter Amy Boyer and great-grandson Jax Kopecky. Betty is survived by her children Susie Reneau and husband Butch, Tommy Schriewer and wife Jennifer, Daniel Schriewer and wife Heidi, Greg Schriewer and wife Catherine; her grandchildren, Cody Haas, Kimberly Haas and fiancé Bradley Spahn, Julia Kopecky and husband Nathan, Chris Bruce and wife Jennifer, Jeramie Sanchez and husband Lee, Kyle Schriewer and wife Stacy, Leah Fulgium and husband Spencer, Jessika Cherry and husband Patrick, Kaley Schriewer and Lleyton Schriewer; great-grandchildren, Isaac Torres, Paige Cherry, Evan Von der Gruen, Laynie Spahn, Bentley Spahn and Chloe Kopecky. Proprietor of Green Gate Garden Center in Seguin. Joe Raymond Tocquigny, 90, passed away on September 5, 2019 at his home. A memorial service will be held at Tres Hewell Mortuary in Seguin, Texas on Saturday, September 14, 2019 at 5 p.m. with dear friends Harry and Linda Dietz officiating. The son of Alexander and Balbina Tocquigny, Joe was born and raised in Carrizo Springs, Texas, where he and his four older siblings, Rosalie, George, Alex and Bobby, worked on the family farm. He met his future wife, Beverly Stone, while a student at Carrizo Springs High School, but they were acquaintances as early as first grade. Joe worked his way through the Texas College of Arts & Industries (now Texas A&M Kingsville), where he earned a BA degree in Education and taught High School Agriculture. Beverly received her Master's in Education from Texas A&M. Joe and Beverly were married for 62 years until her death in 2015. They had three daughters. In his early career, Joe held a number of jobs in agriculture and education in various Texas communities including Weslaco, College Station, where he was a swine specialist for Texas A&M. After living in Canton and Beaumont, the family moved to Seguin in 1968. Joe taught Agriculture, and became the Vocational Administrator at Seguin High School. He enjoyed training many of the community's farmers and trades-

Throughout all the moves Joe made with his family, he always had a home garden with a bed of fresh vegetables, and often a small pond. Soon after moving to Seguin, Joe's back yard garden grew into a small business. Founding the Green Gate Garden Center in 1974, Joe found his calling as a commercial nursery operator. Joe, Beverly and daughter Elise worked hard and developed the business into a thriving wholesale and retail facility that served customers throughout Central Texas. Joe had a talent for growing and propagating almost any type of plant, and his expertise was passed on to Elise, and Ronnie Mertz who was as close as a son. Through 50 years of work, a rich network of friends across the state shared his passion and appreciated his talents and wry sense of humor. Appreciative to all who have contributed to making the Green Gate a success, the Tocquigny family plans to continue operating the business, serving Seguin and surrounding areas.Joe is survived by his sister, Rosalie Oelkers, his three children, Yvonne Tocquigny, Elise Tocquigny and Sheryll Reynolds. He has four grandchildren, Travis Pantin, Laurel Pantin, Isaac Babb and Leslie Reynolds. One great-grandson, Ellis Schwartz.Thank you to Patsy Tucker, Janie Parada, and Christy Wellman for their service as tireless and loving caregivers. Trump Wants To Crack Down On E-Cigs
Sixth Person Dies from Vaping-Related Illness
(Washington, DC) -- President Trump wants to crack down on e-cigarettes. Talking with reporters at the White House, Trump expressed concerns about flavored e-cigs that are marketed to kids. He also said the government is investigating deaths from vaping.
(Topeka, KS) -- A Kansas resident has become the sixth American to die from a vaping-related respiratory illness that's sweeping the nation. Five other deaths were reported in Illinois, Indiana, Oregon, Minnesota and California. The CDC is investigating more than 470 cases of vaping-related illnesses and severe lung injury in 33 states. Health officials in Kansas say the death there involved a 50-year-old who had a history of health problems.
Six people have died from lung disease linked to vaping. The CDC is looking into more than 450 cases of vaping-related illnesses across more than 30 states. Meantime, the American Lung Association has put out a statement saying e-cigarettes are definitely not safe.
Uninsured Rate Rises (Washington, DC) -- The number of uninsured Americans is rising for the first time in nearly a decade. The Census Bureau says the rate increased to eight-point-five-percent in 2018, up half a percentage point from the previous year. It was led by a decline in the number of people covered by Medicaid. Overall, about 27-and-a-half million people were uninsured last year, an increase of nearly two million people.
California Woman Poisoned From Skin Cream From Mexico Containing Mercury (Sacramento, CA) -- A California woman is semi-comatose after contracting mercury poisoning from a skin cream she bought in Mexico. The 47-year-old woman had trouble walking, speaking and her hands and face were numb when she arrived at a Sacramento emergency room in July. Authorities say the woman bought the Ponds-labeled skin cream, which claims to be a skin lightener, at a pharmacy in Jalisco, Mexico. Officials say mercury was added after the cream was bought and not by the manufacturer.

Ora Nell Kiel Schmidt Ora Nell Kiel Schmidt, 96 of Seguin, passed away on Wednesday, September 4, 2019 at Guadalupe Valley Nursing Facility in Seguin. She was born on September 26, 1922 to Annie (Eichler) and Paul Kiel in Round Top. Nell was a proud graduate of Texas Lutheran College, and she was a teacher for many years before working as an Activity Director at a local nursing home. She enjoyed sewing and quilting, as well as dancing with her husband, and she loved listening to George Strait. She was known for her German Sweet Rice and her immaculate yard. Nell will be remembered mostly for her selflessness and her generous spirit. Her door was always open to anyone in need of help. She is survived by her son, Brian Schmidt and his wife, Trea; daughter, Becky Geary; grandchildren, Chris Schmidt, Cheryl Hicks and her husband, Mike, and Chance and Megan Geary; great-grandchildren, Hunter Schmidt, and Matthew and Ryan Hicks; sister, Gloria “Jackie” Simpson; special friend, Carolyn Zipp, as well as numerous nieces and nephews. She is preceded in death by her parents; her husband of 59 years, Butch Schmidt; brothers, Monroe, Wilfred, Leroy and Garfield Kiel; sisters, Leola Tiedt, Margaret Fritsch and Helen Sutherland. A gathering of Nell’s family and friends will begin at 10:00 a.m.

ing Vietnam. He retired as a maintenance department supervisor after a long career at Dupont. Randy was an avid fisherman and hunter, he enjoyed watching NASCAR and was a member of the Geronimo VFW post #9231, and the Luling American Legion post #177. Randy is preceded in death by his parents, his mother-inlaw, Irene Henze, and his brother-in-law, Michael Downing. He is survived by his loving wife, Teresa Evans Schneider Kramer; children, Mistee Tucker and Ashlee Swartz, Brett Schneider and wife Caroline, Dawn Vincent and husband Shawn, Donna Davis and husband Alan, and Glenda Wall and husband Rob; grandchildren, Sara E.
