The business woman, who asked that her full name and her business' name not be included in the story, says she runs successful operations, including a location in the city of Cibolo. The woman, who we will identify as Ms. Hernandez, says Josh and Linda Balk were family and they were someone she trusted. She says she now understands that her trust was misplaced, because she took out a $125,000 loan and hired Josh Balk to complete construction work on her new location in Cibolo. Hernandez spoke to us about the situation earlier this summer, before the indictment was issued.
"I'm letting him know, literally, almost daily, 'Hey look (Josh). I have equipment here. It's sitting here. I have bills to pay. I'm a single mom of four. I cannot afford this. You said (the work would be done by) this time, and it's past that time,'" Hernandez says she told Josh Balk. She said he would always come back with a story.
Hernandez says he promised that he would be able to complete the work in a couple months and said she would be able to order the equipment that was needed to get the place opened on schedule, so she could begin doing business. She says that never happened.
"He's like, 'don't worry. You're not the only one I'm working on.' And he would get kind of aggressive." As weeks went by, Hernandez says she started to realize that not only wasn't Josh Balk doing any work, but he also wasn't apparently paying the subcontractors that he had hired early on in the process. Hernandez says she had no idea that they money she had paid to Josh Balk was not being used to pay his sub-contractors on the job. She says she also didn't realize how little he had actually done overall on the project, until she asked another contractor to take a look.
"I was introduced to him through my cousin, Linda Balk. We are firstcousins, and because of that, I trusted him and her. I will say I didn't do any homework (on him) only because...I believed in him and her, and I never thought that they would do any harm," said Hernandez. Hernandez says the work started slowly and tapered off from there. Meanwhile, she says Balk kept asking for draws from her loan. She says she trusted him to get the job done, but she says he never used that money on her building. She says she starting trying to track him down once the work stopped.
"I had another contractor, that was a client of mine, come in...and I said look, how much labor and material is put into this building. And he was like, 'honestly...there's maybe $15,000 (here), if not less,’" Hernandez said in relaying the story. Hernandez says that she went on to tell this other contractor that she had already paid Josh Balk $106,000. She says that she was surprised by his response to her answer. "He goes, 'Josh Balk owes me money from two different jobs. I have two hot checks in my pocket that cannot go through,'" Hernandez claims that he told her. Hernandez says she tried

time and time again to get Josh Balk to complete the work, or to return the money. She says she got nothing but lies and excuses. She says she finally had enough and decided to see if her cousin, Linda Balk, could help get to the bottom of the situation. "I said 'Linda, you are my cousin. I want you to come to my clinic and stand in here and tell me if there's $106,000 put into this building, that I've paid your husband. What is he doing with my money?’ Hernandez said she asked. According to Hernandez, her cousin became defensive of her husband. She says that Linda Balk said "look, he's my husband and I'm to believe him until proven otherwise." Hernandez says Linda Balk's reaction made her more angry because she said that she had no reason to lie to her cousin, and she had documentation to back up her claims. Hernandez says she thinks that Linda Balk knew what was going on, that she knew he was funneling money into her campaign, and that Linda Balk was directly or indirectly benefitting from the Josh's clients. Hernandez, by this time, says knew there were several other people who had similar experiences with Josh Balk. Hernandez tells KWED and the Seguin Daily news that she was hurt and angry by this situation, especially after she saw the couple making posts on Facebook about their lifestyle and all while she was struggling to figure out how she could recover from the money she says she lost to him, while also borrowing more money, and hiring a new contractor to finish the work that he

Linda Balk promised. "While all of this was happening...him and Linda take a trip to I think it was Mexico or something. They were gone for about a week or two. He told us that 'I'm going to be gone out of town. We are going to be on a vacation, that we planned over a year ago' -- is what he said. He (also) got a nice grill on his truck...I said this is completely unfair. I went to her and even though she's a public official, she's (also) my family and I can't even trust her. How is our county supposed to rely and trust her," said Hernandez. The indictment indicates that there are up to 15 clients who lost money by hiring Josh Balk. Hernandez says sadly, he was still getting work after the story broke earlier this year. She says she came forward with her story, because she wanted to stop him from taking advantage of other people. "They took away from my livelihood. They took away from my kids. Lake draining hearing set for today DRAINING, continued from page 1 Soon after the notice was provided by GBRA, two sets of plaintiffs mobilized to file these particular lawsuits. The first lawsuit brought in Attorney Ricardo Cedillo, of San Antonio, to file a temporary injunction on behalf of 10 residents representing Lake McQueeney and Lake Placid. The suit, as reported earlier, simply states that GBRA leave the water and keep things as they are. The second lawsuit seeks a temporary restraining order and is being represented by Douglas Sutter, of Houston. Sutter is representing a group of 295 plaintiffs. This particular group is not only wanting to stop the dewatering of the lakes but they want the Guadalupe-Blanco River Authority to be held accountable for their actions and possibly even compensate the plaintiff's should the water be drained. The suit is also asking that GBRA halt other spending such as the construction of its new headquarters building in New Braunfels.

According to the GBRA, thirdparty engineering assessments have determined that a drawdown is the only available option for minimizing the risks associated with the aging dams. This is after the failure of two of its spillgates, one in May on Lake Dunlap and the other four years ago at Lake Wood. GBRA General Manager and CEO Kevin Patteson stated, "safety is our top priority. We understand this is an unpopular decision, but one that we feel is unavoidable given the dangers associated with these dams. GBRA is committed to working closely with the lake associations and the community to mitigate the impact of this difficult, but necessary decision. The dewatering will begin at the southern-most lake, Lake Gonzales and continue upstream to Meadow Lake, Lake Placid and Lake McQueeney." Although the court is inching toward a ruling, support opposing the draining of the lakes continues to pour in. Late last week, a letter was sent to Texas Governor Greg Abbott from State Representative John Kuempel who represents Seguin and Guadalupe County. Kuempel says why he understands making public safety a priority, he is not convinced that
GBRA has a logical, good faith reason to believe dewatering is necessary to prevent a grave and immediate threat to life or property. He states,"in an inspection report dated Aug. 2019, where an inspection of one hinge assembly from one gate at Lake Dunlap was visually inspected, the nationally recognized engineering firm Black & Veach concludes that 'If the (one) inspected hinge is representative of the condition of the hinges on the gates, then the hinge assemblies are no longer adequate for continued service and thus the remaining gates at all other dams in the system are no longer adequate for continued service.” Kuempel says this opinion comes from a visual inspection of a single dam and not an inspection of all the dams. He says "nowhere in this inspection or any of the inspection reports issued by the other GBRA retained expert, Freese and Nichols, Inc. does it state that the failure of any of the remaining spill gates is imminent, nor do they conclude, determine or opine that a drawdown of the lakes is the only available option." Today's hearing gets underway at 10 a.m. in the Guadalupe County Justice Center, Courtroom 201.

She says it's pretty clear that Linda Balk's campaign was, at least partially, funded by money that was supposed to go towards jobs like hers. "I feel she should -- and I shouldn't even say this -- she should resign, or she can admit, apologize and somehow take care of those victims in any kind of way," said Hernandez. Linda Balk is not resigning and she's not apologizing. When asked to respond to the indictment and some of her cousin's claims, she sent the following statement: "The charges filed against my husband are frivolous, without merit, and politically motivated. There are those in Guadalupe County who believe

that if you can’t win at the ballot box you should have free reign to misuse the criminal system and court system to achieve their political aims and that is the case here. While my husband’s business and my role as the District Clerk of Guadalupe County are totally separate, I stand by my husband and have no doubt that he will be exonerated. I appreciate so much the hundreds of people who see this for exactly what it is and who have told me they are standing firmly at my side as my family fights back against this grave injustice." When asked if she had any intention to resign Linda Balk replied: "Of course not!" It should be noted that not all of the claims against Josh Balk were made by Guadalupe County residents, and it's not clear what the political motivation would have been for those who live outside of the county. That's something that wasn't addressed by Linda Balk's statement.

Missed opportunities plague Matadors in gut-wrenching loss to Central Catholic (Seguin) - Seguin is 0-3 to start a football season for the first time since 2015 after dropping a 5143 nail-biter to Central Catholic Friday evening at Matador Stadium. Dravan McKnight snatched a 28-yard Micah Rodriguez pass in traffic to give the Matadors first and goal at the Buttons' two-yard line with less than a minute to play, but a run by Marques Washington lost two yards, Rodriguez spiked the ball to kill the clock on second down, and a pair of Rodriguez passes fell incomplete on third and fourth down to secure the win for Central Catholic. Seguin's final drive came after the Matadors allowed Buttons running-back Gibby Garza to walk into the end zone from 39 yards out with 2:40 to play in an effort to keep Central Catholic from running out the clock with a 4443 lead. "We called that last timeout there after they got that first down on the fourth down, and we chose to let them score," Seguin head coach Travis Bush said. "If you notice, the defense didn't move. We let them score there, because that was the only chance we would have to get the ball back, being down by eight. Credit our guys. We drove the field. We just didn't punch it in down there." Central Catholic ran more than six minutes off the clock on the game's opening drive and capped the 17-play, 82-yard march with the first of Garza's five touchdowns on the night. Seguin
answered with a three-yard run on a jet sweep by McKnight to punctuate a 75-yard drive and cashed in on a Tanner Schuele fumble recovery with a six-yard rushing touchdown by Washington go in front 14-7 early in the second quarter. Garza returned the ensuing kickoff to the Seguin 29 and found the end zone from a yard out six plays later to tie up the contest at 14all with 8:13 left in the half. The Matadors took a 16-14 lead with 5:47 to play in the second period when John Michael Mata and Josiah Luna hit Central Catholic quarterback Christian Allen in the end zone for a safety. The Buttons used Garza's third touchdown of the half, a three-yard run at the end of a 77-yard drive, to take a 21-16 cushion into the intermission. Allen hit Aidan O'Connel with a 25-yard scoring strike on Central Catholic's first possession of the third quarter to put the Matadors in a 28-16 hole. Seguin came storming back with consecutive touchdowns to claim a 30-28 lead. Washington finished an 11-play, 70-yard drive with a nineyard run at the 5:15 mark of the third quarter, the Matadors recovered the ensuing onside kick, and Rodriguez delivered a perfect pass to tight end Jonathan Patterson behind the Central Catholic secondary for a 21-yard touchdown seven plays later. The Buttons answered with 2:09 left in the third when Garza broke loose over the middle, hauled in a deep pass from Allen, and raced away from the Mats for a 91-yard touchdown to
Blanco rallies to upend Marion in overtime (Marion) - A 21-7 halftime lead slipped away from the Marion on Friday as Blanco rallied in the second half to force overtime and hand the Bulldogs a 36-35 loss in the 2019 home opener at Veterans Stadium. The visiting Panthers scored 14 points in the third quarter to tie up the contest, and the teams each produced a touchdown in the fourth period to remain knotted at the end of regulation. Marion followed its overtime touchdown with a successful PAT kick, but Blanco used a two-point conversion to leave Guadalupe County with the win. Zach Goodwin led the Bulldogs offensively with 18 completions in 25 attempts for 311 yards and three touchdowns, and he also ran for 29 yards and a score on 11 carries. Liam Christenson

Seguin fumbled it right back to the Buttons to squander a promising drive, and Allen fired a deep pass to Zachary Yount for a 73-yard touchdown just two plays later to pull within 43-41. Central Catholic tried to tie the contest with a two-point conversion, but Allen's pass hit an official just in front of an open receiver in the end zone and dropped incomplete to preserve the Matadors' slim two-point lead with 6:08 to play. The Buttons recovered an onside kick after the touchdown, Seguin's defense tightened up and allowed just one first down and 16 yards on the ensuing possession, and Alejandro Chavarria's 34-yard field goal put Central Catholic in front 44-43 with 4:22 to play. The Matadors turned the ball over on downs after crossing midfield on the next possession, and the Buttons ran six plays before Seguin allowed

Jhalen Mickles returned to the starting lineup at quarterback after missing the New Braunfels game with an injury, but he only played in the first half before Rodriguez took the reigns. Central Catholic churned out 529 yards of total offense, 279 rushing and 250 through the air. Though Seguin's final non-distict game ultimately ended in heartbreaking fashion, Bush sees positives among the teaching points as his team forges ahead into the District 12-5ADivision I play. "We're growing up, and in games like this, it's a handful of plays that can make or break the game," the coach said. "So we've got to keep looking at those and keep getting better every week, but I think we got better from last week to this week. We've got to find some answers on defense. It's hard to win when you're giving up 45 points a game, so we've got to find some answers there and just shore up a couple of things, execution in crunch time, on offense." Seguin opens the District 12-5A-Division I schedule on the road Friday with a 5 p.m. kickoff against Austin-Northeast at Nelson Field. New Jersey May Try And Ban Vaping Following Health Concerns (Trenton, NJ) -- New Jersey is on the verge of becoming the first state in the nation to ban vaping.
Senate President Stephen Sweeney says he plans to propose legislation that would phase out all vaping products, not just flavored ones. This comes after news that the CDC is investigating six deaths and more than 470 cases of severe lung illnesses linked to vaping. Sweeney says the safety of young people are at risk and flavored e-Cigarettes are targeted for teens and young adults with the intent to get them addicted.

Betty Joyce “Lala” Schriewer, age 84 of Seguin, passed away on September 10, 2019. Betty was born on March the 10th 1935 in Seguin, TX., to Eugene and Allie (Buerger) Blumberg. She married her love Allen (Buster) Schriewer in 1953. Her most important job in life was a wife and loving mother to her five children. Through the years she took on many jobs. She was a seamstress and a cake baker for the public, making anything from wedding dresses and wedding cakes to simple alterations and family dinners. Buster and Betty also had a hobby of dealing antiques. In Betty’s later years she helped cater with the John Nash family and taught stained glass classes. Betty was preceded in

Betty is survived by her children Susie Reneau and husband Butch, Tommy Schriewer and wife Jennifer, Daniel Schriewer and wife Heidi, Greg Schriewer and wife Catherine; her grandchildren, Cody Haas, Kimberly Haas and fiancé Bradley Spahn, Julia Kopecky and husband Nathan, Chris Bruce and wife Jennifer, Jeramie Sanchez and husband Lee, Kyle Schriewer and wife Stacy, Leah Fulgium and husband Spencer, Jessika Cherry and husband Patrick, Kaley Schriewer and Lleyton Schriewer; great-grandchildren, Isaac Torres, Paige Cherry, Evan Von der Gruen, Laynie Spahn, Bentley Spahn and Chloe Kopecky. Betty was a lifelong member of the First United Methodist Church in Seguin. A memorial service celebrating Betty’s life will be held on Tuesday, September 17, 2019 at 10:30 a.m. at First United Methodist Church with Rev. Cathe Evins officiating. A reception will follow in Hierholzer Hall. Private interment will be held at a later date at San Geronimo Cemetery. Memorial contributions may be made to First United Methodist Church, 710 N.
