Navarro ISD says entering the legal battle is always an option, school to keep watchful eye on the water

It’s happening

By Cindy Aguirre-Herrera (Geronimo) -- Navarro ISD officials says it will not only be watching but will be standing in the wings this next year as lakefront property owners and the GBRA work toward finding an alternative to draining area lakes. Navarro Superintendent Dee Carter says even before knowing the outcome of Monday’s temporary injunction hearing between a pair of plaintiffs and the river authority, district officials during its regular school board meeting were set to further discuss the legal action that was being taken against the GBRA. The Navarro ISD specifically was zoned in on Lake McQueeney. Carter says if Lake McQueeney is drained, it will have a significant impact on the school district's taxable value.

District officials say removal of the visitor side aluminum bleacher seating, perimeter safety fencing and other site prep projects started on Monday. "The item was on the agenda as a discussion because the week before when the board of trustees passed a resolution asking GBRA to stand down for at least a while to allow for the possibility of discovering a means of solving the problem. One of our board members had inquired and others chimed in when he inquired as to whether it might be beneficial for the school district to join one or both of the pending lawsuits at that time and so I had spent

As Carter mentioned, the board on Sept. 10 unanimously approved a resolution asking that the GBRA reconsider "its decision and not drain Lake McQueeney until or unless it is determined that there are no other reasonable alternatives." The resolution reported that 183 waterfront parcels lie within the Navarro ISD and account for a combined taxable value of $91 million. This amount represents nearly 10 percent of the current total taxable value of the district. See NAVARRO, page 2

a little bit of time emailing with Mr. (Douglas) Sutter and also with our school district attorneys in regard to whether that might be a good idea or not and so that was the point of having the item on the board meeting agenda for Monday night. However, that discussion is not of concern right now because there appears to be a path forward," said Carter.

Lake draining settlement sparks questions on hesitation to work toward solution By Cindy Aguirre-Herrera (Seguin) -- Not only were there sighs of relief that a settlement agreement had been reached between lakefront property owners and the GuadalupeBlanco River Authority, but it also raised questions as to why a consensus wasn't reached before entering the courtroom.

MIRACULOUS PRAYER Dear Heart of Jesus, in the past I have asked for favors. This time I ask you this very special one (mention favor). Guadalupe County Judge Kyle Kutscher has been among those who have publically worked with GBRA in hopes of finding a solution. He along with County Attorney Dave Willborn and Guadalupe County Sheriff Arnold Zwicke even sat down with GBRA to propose a way to enforce rules of the water so that any concerns on safety were addressed. Kutscher says prior to the start of any court proceedings, he and many others throughout the community put their own efforts into reaching a compromise. "We could have done this a couple of months ago at the same time and been that much further on validating and finding out if the safety measures that

are going to put into place would have worked so I'm glad that cooler heads prevailed and everybody came to the table and was willing to say let's not let all of these bad things happen to these landowners, property owners, the economy and the community but now the work has to take place to find a path forward, working together for longtime solutions and also keeping the river and the waterway safe while these dams are really inspected by experts," said Kutscher. Lake McQueeney resident Mark Machaud says he too was witness to several efforts that were attempted prior to coming to court. Nonetheless, he says he is still thrilled that a consensus was reached and now everyone can relax while moving forward. "We are happy about it. Before this, GBRA didn't seem willing to cooperate with the homeowners association but today everything changed so we feel good about it and we are just happy and it's not just the property owners. The lakes are open to the public so all residents can use the lakes," said Machaud. The details of the agreement which halts the drain-

ing of the lakes at least for one year again includes restricting all lake activity beginning this Thursday. Also the plaintiffs and GBRA will each be responsible for selecting its own independent expert or engineer to help determine the safety on the various lakes. Each of those experts will then select a third company who will also assess the lakes and come up with its own conclusion on what areas are safe and which ones should be zoned off to the public. That restriction will continue for 30 days but no more than 60 days while the three-person panel of experts develops a safety plan for the lakes. Again, details of this settlement prevents the lakes from being dewatered for 12 months. If a consensus has not been reached by both parties prior to 12 months, then a trial date for Oct. 5, 2020 will go on as scheduled. The court also announced that after the lakes open back up for activity, a constitutionally valid ordinance drawn up by the county attorney will be required to help enforce any rules moving forward.

Navarro ISD keeping all legal options on the table despite temporary settlement in lake battle NAVARRO continued from page 1 Carter says Monday's agreement to hold off on the draining of the lakes until at least another year or until another resolution can be reached is no doubt a sigh of relief for the school district. "It was definitely a win, win hopefully for everyone in this discussion -- for the people who live on the lake, for the school districts and the county and the city government that rely on property taxes to provide services (and) us in regard to providing services in particularly facilities for the children as we grow," said Carter. Now although the draining of the lakes has come to a halt, Carter says the dis-

trict's interest in the final outcome is only growing stronger. Until this entire issue is resolved, Carter says the potential of the school district also entering the ring as a plaintiff will continue to remain as a possibility. "That is certainly accurate. Our board will keep a close eye on the development and be very interested in seeing what the proposed outcomes might be," said Carter. Like the Navarro ISD, the Seguin ISD Board of Trustees also approved a similar resolution against the draining of the hydro electric lakes. It says the loss of taxable value will be too great for the funding and operation of the school district.

Guadalupe County Youth Show Gala set for this weekend By Cindy Aguirre-Herrera (Seguin) -- Before you can get the money to award a student's success at the Guadalupe County Youth Show, you first need the money to host the show. That, of course is the underlying effort behind the annual Guadalupe County Youth Show Gala. The gala is scheduled for this Saturday at the McQueeney Lions Hall. Youth Show Co-Secretary Debra Reiley encourages individuals to get their tickets as soon as possible. She says the gala is the first step in hosting a successful youth show. "There are a lot of fundraisers in our community to help support the Guadalupe County Youth Show but this particular fundraiser is what helps raise funds to actually put the whole show on. This is what goes in our general fund balance to just pay for judges, the rental of all of the things down at the coliseum area because that is all owned by the city and so we have a rental fee there. These funds also go into our scholarships. We were able to give nine scholarships this last season which was really good just to honor (students). Any senior in Guadalupe County can apply for a scholarship so this fundraiser is what helps put on the show in January and without this fundraiser and without the support of the community at this fundraiser, this show wouldn't happen in January," said Reiley. Reiley says tickets are $50 each and includes a fun filled evening. "The doors open at 6 p.m. There will be appetizers. Usually, Debbie Wolter handles all of that and she puts together this big shrimp bar and

vegetables and cheese and stuff so we'll start off with appetizers and then we have dinner with that ticket and it's a two meat dinner and it's catered by Goerke's. We will have a silent auction and live auction. Each 4-H club has also been designated a theme for a basket. You get five tickets for $20 and you put your ticket in the bucket. It's like a bucket raffle and you can win these themed baskets and those have all been donated by our 4H clubs throughout the county and then Paul Sanchez and Wrangler Country will kick off our dance around 8 o'clock. Your ticket also gets you beverages for the night. We have an open bar until 10 o'clock. It's a fun time and it helps raise money for the Guadalupe

County Youth Show," said Reiley. Those unable to make it to the event or who want to give even more are encouraged to show their support by donating an auction prize. Reiley says the auction really helps generate most of the funds needed to put on the annual show. "Our live auction is full at this time but we will take things for the silent auction. So, we will be at the McQueeney Hall on Friday from 9 a.m. to 5 p.m. so if anybody wants to drop off an auction item, they are more than welcome to meet us at McQueeney Hall or if not, they can call any of the committee members and we would be glad to meet up with you and get the auction item from you," said Reiley. Reiley says the group is especially excited about the continued support from many of its sponsors. They include but are not limited to Texas Farm Bureau Insurance, 5 P Farm/The Purdum's, Alamo Group, Quarter Moon and the GVTC Foundation. The Guadalupe County Youth Show has been held annually since 1942 as a way to "showcase the area's leaders through exhibiting livestock projects, homemade crafts, baked goods and industrial arts.

Tickets are $50 each and can be purchased by contacting Debra Reiley at 830-305-0456. Again, What-A-Gala How about enjoying a Whataburger each week for an entire year? This $300 value doors open at 6 p.m. Saturday at gift basket from Whataburger not includes one free Whataburger each week but the McQueeney Lions Hall folalso other fun Whataburger swag. This and other prizes will be up for bid during lowed by a social hour at 6:30 this year’s annual Guadalupe County Youth Show Gala. Courtesy photo. p.m.

Biden To Release Medical Records Before Primary (Houston, TX) -- Former Vice President Joe Biden will release his medical records before the Democratic presidential primary. He made that pledge Friday while talking to reporters in Texas. That's where he took the stage last night with nine other Democrats for their third debate. The 76year-old is one of the oldest candidates running for election next year. Some Republicans have gone after his age and mental state with President Trump saying last month "Joe is not playing with a full deck."

Texas Girl Dies From Brain-Eating Amoeba (Waco, TX) -- A ten-year-old Texas girl is dead after contracting a brain-eating amoeba. Lily Mae Avant's family announced her death this morning. Lily was infected with the amoeba when she

went swimming in the Brazos River near Waco over the Labor Day weekend. She began getting a fever about a week later, but her condition quickly deteriorated. The CDC says the type of braineating amoeba she contracted is fairly common in warm fresh water, but an infection from it is extremely rare.

Jon Stewart Helps Launch Effort For More 9-11 Fund Enrollment (New York, NY) -- Jon Stewart is helping to launch a campaign to encourage more people to apply for 9-11 victims' compensation benefits. It's estimated almost a half million people are eligible for free lifetime medical care under the program but fewer than 25-percent are enrolled. The former Daily Show host and New York Senator Kirsten Gillibrand are reminding people that the fund is not just for first responders but for anyone who got sick with a 9-11 related illness while living, working or going to school in Lower Manhattan after the September 11th attacks.

Vital Statistics Deaths

Jose (Joe) Carrizales Medina Jr. Jose (Joe) Carrizales Medina Jr. entered through the gates of heaven on Friday, September 13, 2019. Although Joe's battle with pancreatic cancer was short, it was one with great optimism and no pain. Joe passed away peacefully in his sleep at home, with his beloved dog, Noel Rene, by his side. Joe was born and raised in Seguin, Texas on December 19, 1947 to Jose and Josefa (Chepa) Medina. He attended Seguin High School and Southwest Texas University. Joe was in the United States Air Force from 1969-1972. Joe became squad leader during basic training and went on to serve in Thailand. He was one of the youngest men to reach staff sergeant. After military life, Joe found a successful career with Southwestern Bell and was the Director of Operations and Public Communications until his retirement in 2004. Joe followed in his fathers’ footsteps and had a deep love for the game of golf. He and his wife Sandy were able to create a beautiful life in a golfing community where Joe actively golfed with close friends. This love of golf lead him to his retirement career starting with the city of Houston in 2012, managing a golf course, and upon the closure of the course, he went on to work for Sharpstown golf course until the time of passing. He often stated he would work until he no longer could. He truly loved his job and he did just that. Joe was a recovering alcoholic, celebrating 8 years of sobriety in February 2019. He loved to golf, joke around and make those around him smile and laugh. He enjoyed spending time with his wife thrifting, enjoying a favorite restaurant, having a spontaneous trip to a casino or simply just lounging in his favorite chair with his dogs and family. He was a wonderful “Popo/Pawpaw” to his
