FY 2023-24 budget, tax rate approved for city of Seguin

(Seguin) -- The city of Seguin wrapped up its budget process during Tuesday night's meeting of the Seguin City Council. The council approved the budget and tax rate for the new fiscal year, which begins on October 1.

City Manager Steve Parker says the budget calls for a tax rate of 51.25 cents per $100 of property valuation, which will cover general fund expenditures just shy of $50 million.

Parker says the budget addresses some needs in the city, while also reducing the overall tax rate, when compared to the current rate.

“The city is working really hard to be good stewards of our taxpayer’s money. We are excited that we are able to reduce the tax rate by a penny this year and hopefully that trend can continue as long as we start seeing the strong growth in sales tax

that will happen. We never make any promises, but it is definitely a possibility or to add more services on with our existing taxes but this budget that is going to be before you and that will be funded by this $51.25 – it really focuses, I believe personally, the things cities should be focusing on – public

safety, streets – we set a record this year for street maintenance – 13,200 tons of asphalt laid, some really great quality of life projects that we’ve put in the parks over the last couple of years – funding for staffing for a new fire station, new public safety officers, police officers, detectives to try to make some of those things happen that just should be the thing a city focuses on,” said Parker.

The council also approved the city’s utility fund budget. The proposed utility fund budget includes expenditures of $66 million, which is also about $6 million more than the previous year’s budget.

Parker says there are a number of improvements also included in the utility fund budget for next year.

City awaits news on Niagara Cares park grant

Bauer Park to see new amenities soon

(Seguin) -- It’s all over, except for the waiting when it comes to the city’s participation in the Niagara Cares Perk You Parks contest.

Seguin’s Max Starcke Park was one of several parks nationwide that were nominated for three grant awards of $75,000.

For more than a month, residents were asked to cast a vote each day for the Starcke Park improvements, which call for the money -- if awarded -- to be used to help enhance the playground in Starcke Park East.

Parks and Recreation Director Jack Jones says Niagara will not announce the winners until late next month, but he says he thinks that folks in Seguin helped to get them into the running. He says he remains hopeful that the city will be one of the three winners of the contest.

“As we all know the Niagara Perk Your Park contest wrapped up and I can’t say anything because we don’t know the results officially. We won’t know the results later on this week, maybe next week. We feel good about our chances but when we do find out unofficially, we can’t make it official for anybody until Oct. 23 so officially, we

will not know anything – we can’t announce anything until Oct. 23. We feel good about how our odds have been – being one of the top three of getting the $75,000 grant through Niagara and hopefully, we will get that,” said Jones.

While the city waits to hear from Niagara Cares, it’s also announcing its plans to open new park amenities in Bauer Park. The neighborhood park is located on East College Street, on the site of what was once the Seguin Public Library.

Jones says they will officially unveil the Bauer Park improvements during a ceremony next week.

“We are going to have the official ribbon cutting. We are opening up Bauer Park not this Thursday but next Thursday, Sept. 28 –a ribbon cutting at 10 o’clock. The park is almost done. It may even be done by this weekend, but the official opening of the park will be next Thursday, Sept. 28 at 10 o’clock,” said Jones.

The park will include all-inclusive play equipment and several other special features. A walking trail was already in place at the park, which covers a full city block in a largely residential area.

Art & Wine Walk returning to Downtown Seguin

(Seguin) -- Join us in Downtown Seguin on Saturday, November 11, as the Seguin Commission on the Arts hosts its second annual Art & Wine Walk from 4:30 to 7:30 p.m. Back by popular demand, this event will feature local artists displaying and performing their art and area wineries serving their wines all inside downtown stores.

Walk participants will check in to the event in Central Park where they will be given their tote bag, wine glass, map, tasting tickets, and more. From there, attendees will make their way around downtown to shop inside the stores, taste delicious wines, and view the artwork from our talented artists.

“We had such a good response to this event last year,” said Blaire Friar, Main Street & CVB Assistant Director, “The Commission on the Arts has been working hard to grow the event this year to support local artists and our downtown merchants.”

The utility fund budget is funded by electric, water and sewer customers in the city. The city was not recommending electric increase next year, but an increase in water and wastewater rates has been included in next year’s budget.

Bulldogs Fall on the Road at Hardin-Simmons, 2-0

ABILENE, Texas -- The Texas Lutheran women’s soccer team traveled to Abilene on Tuesday and dropped a 2-0 decision to Hardin-Simmons, a team receiving votes in Tuesday’s United Soccer Coaches Top 25 Poll, at HSU Soccer Complex Tuesday night. The Bulldogs fell to 3-1-2 on the season, while the Cowgirls improved to 5-0-1.

For the night, Hardin-Simmons outshot TLU by a 28-8 margin, including a 10-5 advantage in shots on goal. Freshman goalkeeper Alysa Marquez (Miami, FL/Dr. Michael Krop) made a career-high seven saves, while Callie Brame (San Antonio/Churchill), Elaina Barrientes (Lubbock/Coronado), Ana Parra (San Antonio/Brennan), and Klarissa Martinez (Houston/ Incarnate Word Academy) all tallied shots.

Despite being outshot 16-1, the Bulldogs would enter halftime with a 0-0 tie - thanks in part to five saves in goal from the freshman Marquez.

Hardin-Simmons struck first, breaking the scoreless tie in the 67th

minute. The Cowgirls would seal the match with a 72nd minute goal. The Bulldogs narrowed the shot advantage in the second half - only being outshot 12-7 with a 5-4 deficit in shots on goal but they were never able to break through to score Tuesday night.

Annabelle Alice Koehler, age 94 of McQueeney, passed away on September 19, 2023. Annabelle was born in Guadalupe County, Texas on September 22, 1928, to Annie Louise (Vogel) and Erhardt Wischkaemper. Annabelle was a lifelong active member of Emanuel’s Lutheran Church. She and her husband Bill owned and operated Simplex Manufacturing Company in McQueeney.

Annabelle is preceded in death by her loving husband of 64 years, William H. (Bill) Koehler, her daughter, Christy Koehler Trammel, daughterin-law, Lois Ann (Pixie) Koehler, grandsons, Will Koehler and Ryan Koehler, her parents, her mother-in-law and father-in-law, Pearl Matilda

(Blumberg) and Willie Gus Koehler, sister, Virginia Bormann and her husband Arno, sister-in-law, Dorine Koehler Ryan Caughey, and nephew Burton Bormann.

Survivors include her son, Terry Koehler; son-in-law, Kenneth Trammel; nephew, Brian Bormann, and wife Linda; nieces, Jody Stevenson and Jan Graetzel; other loving family members and many friends.

Visitation will begin on Monday, September 25, 2023, at 9 a.m. followed by funeral services at 10 a.m. at Tres Hewell Mortuary Chapel with the Rev. Marcus Bigott officiating. Interment will follow in Guadalupe Valley Memorial Park.

Theodore “Ted” Cunningham, a devoted husband, father, grandfather, and great-grandfather was born on February 14, 1940, in Guadalupe County, Texas to Louis Cunningham

Sr. and Willie Maude WebsterCunningham. He was the youngest of twelve siblings. He was joined in matrimony in 1960 to Sarah Williams.

To them was born 3 children: Ola Cunningham-McKinney, Theodore Bland Cunningham, and Barry Cunningham.

Mr. Cunningham attended San Antonio ISD and La Vernia High School. He was employed with Alamo Iron Works in San Antonio, Texas for 42 years, working his way from Foundryman to Brass Foundry Department Supervisor. He enjoyed sports and made time to be a part of

the community softball leagues, playing as a member of several winning teams. He was well known for hitting amazing homeruns, batting balls straight out of the park.

Theodore Cunningham moved swiftly from labor to reward on September 16th, 2023. In the arms of eternity, he is reunited with his parents, his siblings, and his beloved son, Theodore Bland Cunningham, who preceded him in death.

He leaves behind a family who will forever cherish his memories: his loving wife, Sarah Cunningham; his devoted children, daughter, Ola Cunningham McKinney and son and daughter in-law, Barry and Dei Cunningham; his cherished grandchildren, Alexandria McKinney, Derric McKinney, and Danica McKinney; and great-grandson, Joaquin Gants, as well as a host of extended family and friends.

Services to celebrate Theodore Cunningham’s life will be held on September 29, 2023, at Clearview Baptist Church in Kingsbury, Texas. Services will begin at 11:30 AM. Burial will be at the Garden of Memories Cemetery with repast to be held at The Silver Center in Seguin, Texas.

Koehler Cunningham

Eddie (Louise) Lutz was born to Volcient Smith on October 11, 1924, in Fort Worth, TX, and passed away on August 23, 2023, at the age of 98. She was sent to an orphanage at age 4. She graduated in 1945 and worked for various companies before meeting her first husband, Herbert Odom. They moved to San Antonio, where she worked as a weapons manager for the Air Force.

She was widowed at age 33 and married husband number two, Vivian Vaillancourt two years later. His daughters, Candy and Susan, became part of her family.

She fulfilled her dream of becoming a nurse by studying to become an LVN while volunteering as a Gray Lady at Wilford Hall in San Antonio. She and her daughter both graduated from nursing school together. She later worked in private duty nursing and cared for her husband and mother until they passed away.

Her family was everything to her, beyond just biology. She embraced her church community, mission trips, and close friends who became like siblings.

After marrying Tildon Lutz, her third husband, she relocated to Seguin, TX. Together, they purchased six acres along the Guadalupe River.

With this marriage, her family grew as Tildon had four children who brought along their own children and grandchildren.

Since Tildon was a Mason, Louise became a member of the Order of

the Eastern Star, Seguin Lodge 555. She once again expanded her family to include all the brothers and sisters of the organization. She cherished her time as a member and, later, as a Worthy Matron.

Survived by sons Roy Odom, and Delton Lutz, daughters, June Barnhouse, Candy Egbert, Shirley Grobe, and Janet Waer, grandchildren Kristin Scheffer, Robert Barnhouse, and Erin Barnhouse, and multiple other step-grandchildren, nieces Louise Jewett, Ann Foxworth, and nephew Kenneth Britton, great-grandsons Cole Scheffer, Cade Scheffer and multiple step-great-grandchildren.

Louise is preceded in death by Volcient Smith-Britton, Beth Nalson, Dorothy Stovall, Mary McMullen, Bill Britton, Susan Vaillancourt, Ricky Lutz and her husbands Herbert Odom, Vivian Vaillancourt, and Tildon Lutz.

A memorial service will be held on Tuesday, September 26, 2023, at 10 a.m. at La Trinidad United Methodist Church in Seguin with the Rev. Ron Welborn officiating. A reception will follow in the fellowship hall.

Another memorial service is being planned in Maryland, later in the fall.

Darlene Estelle Machemehl, age 78, of Seguin, Texas passed away on September 14, 2023. Darlene was born on April 16, 1945, in Seguin, Texas to Sophie (Davis) and John Collins.

She was a loving wife, mother, grandmom, and great-grandmom.

Darlene is preceded in death by her parents, her son Darrell Machemehl, and her sisters Estelle Cassell and Jody Collins.

Study Shows You Can Reduce Depression Risk Through Health Habits

(Undated) -- A new British study shows you can cut your risk of depression by more than half simply through adopting a healthy lifestyle. Researchers at the University of Cambridge studied more than 300-thousand people in the UK Biobank database and identified seven habits that make a real difference. They are a good night’s sleep, regular exercise, good nutrition, avoiding tobacco, limiting alcohol consumption, limiting sedentary time and cultivating social connections through hobbies. The study found that people who maintained five or more healthy habits reduced their risk of depression by 57-percent.

AL Health Officials; Say New COVID Booster Should Not Cost

(Birmingham, AL) -- State health officials say the new COVID-19 booster shot should not cost Alabama residents anything. The new shot is being made available beginning this week. The CDC recommends taking the shot, especially for those 65 and older. State health officials say most insurance companies should cover its cost but that Alabama has a new bridge program to help those without insurance. They recommend contacting county health departments for more information.

NYC Council Committee Considers Access To Feminine Hygiene Products

(New York, NY) -- The New York City Council’s Committee on Women and Gender Equity is working to expand access to feminine hygiene products. They held a hearing Monday to discuss measures proposed in the Menstrual Equity bill package, which include changing the term feminine hygiene products to menstrual products so it’s more gender inclusive. Proposed legislation would also require the Departments of Education and Corrections to provide annual reports on feminine product distribution. However, the Adams Administration says it has concerns about tracking the use of menstrual products on an individualized basis.

Women Veterans Town Hall To Be Held September 21st

(Helena, MT) -- Montana Veterans Affairs is preparing to discuss care for its female service members later this week. The department announced it will be holding a virtual town hall on Thursday where women veterans will be introduced to their care team and get information about services offered to them. This includes ultrasounds, mental health care, and lifestyle wellness services. While the first part will provide information to women veterans, those former service members will also get a chance to ask questions during the second part of the event.

SHS Class of 1983 40-Year Reunion

The Seguin High School Class of 1983 will have its 40-Year Reunion Friday, Sept. 22 and Saturday, Sept. 23. The SEGUIN DAILY NEWS was begun as a single page flier in 1972 by the radio station and was distributed to local restaurants and coffee shops at the request of local businessmen who wanted something to read while they had their morning coffee.

It grew in size over the years, up to 4 pages, until 2002, when it was expanded to a 32 page small tabloid size news magazine.

The SEGUIN DAILY NEWS is now a free digital newspaper published every business day.
