Texas Governor announces latest business deal in Seguin during trip to Japan
Groundbreaking for new manufacturing plant set for Tuesday on Interstate 10 By Cindy Aguirre-Herrera (Seguin) -- Groundbreaking plans are already in place tomorrow for the construction of a new composites manufacturing facility in Seguin. The announcement of the Continental Structural Plastics or CSP plant was made on Friday in Japan. On hand to do the honors in Tokyo was Texas Governor Greg Abbott. Abbott says CSP, a Teijin Group Company, is a world leader in lightweight composite technologies, including glass and carbon fibers, thermoplastics, and thermosets. Abbott says the project will create 200 new jobs and more than $65 million in capital investment. "I am proud to welcome Continental Structural Plastics to the Lone Star State, and look forward to the important role they will play in the Texas success story," said Governor Abbott. "Thanks to their investment, Texas will continue to lead the way in job creation, innovation, and economic prosperity." Helping shed more details behind this business deal for the city is Josh Schneuker, executive director of the Seguin Economic Development Corporation. Schneuker says first off, Continental Structural Plastics should not be
mistaken as being part of Continental Automotive already here in Seguin. Instead, it's the first Texas facility for the company which largely operates facilities in the Midwest/Mid Atlantic area. "CSP is actually headquartered in Auburn Hills, Michigan and they are going to be building about 200,000 square feet of manufacturing space on the SEDC's property directly in front of Niagara Bottling so if you have driven by there in recent days, you've probably seen a substantial amount of construction underway already. They were very eager to get started but they actually are going to be manufacturing pick up boxes at that facility primarily supplying some of their customers in the San Antonio area like Toyota and they also have other customers throughout Texas that are in the automotive industry and throughout the southeast as well," said Schneuker. Schneuker says the CSP deal with Seguin was announced at the end of last week's visit in Japan by the governor. He says the visit was dubbed as a mission trip in which the Governor brought an array of Texas business leaders to the table for possible future negotiations with Japanese companies. Schneuker says he too was honored to be among the cast of Texas leaders. See PLANT, page 3

Jones says having a goal of 1,500 completed surveys is not much to ask for especially when the city includes a population of 30,006 people. He says this effort is all about making sure everyone's opinion counts.
As today's deadline nears, Jack Jones, the director of the Seguin Parks and Recreation Department, says the city has increased its overall goal for completed surveys in hopes of collecting as many ideas as possible. "Today is the deadline at midnight and so we are currently at around 1,279 or so surveys returned and we are hoping for one more push for a possible 1,500 surveys returned to us," said Jones. In June 2019, the Seguin City Council unanimously approved the selection of Stantec Consulting Services, Inc. to develop the Parks, Recreation, Trails and Open Spaces Master Plan Update for the City of Seguin. Jones says since then, Stantec staff has worked closely with the parks and recreation department in rolling out this survey. He says the overall idea behind the survey is to pull together the needs and wishes of the public.

It is just seems like it's taken off, this survey and the excitement is building. So now, after this is done tonight at midnight, then we get to see the results and that is really going to be exciting of what people have told us," said Jones. Also the Texas Economic development Corporation was there and then the rest of the group was made up of local economic development organizations. We had representation from Dallas, San Antonio, San Marcos, pretty much all over the state. With us having the announcement at the tail end of the trip, we were invited to come along and be a part of that. It was a great opportunity for us in Seguin because we were able to meet with corporate folks actually at the Toyota World Headquarters, different Toyota suppliers and we are going to get right back to work and try to keep new investment, new job creation growing in Seguin," said Schneuker. According to Schneuker, the company was also the recipient of a Texas Enterprise Fund (TEF) grant totaling $783,750. He says a TEF helps define the proposed salaries for the various jobs. In this case, Schneuker says CSP has estimated its average salary at $45,000. Schneuker reports that CSP is also known for "over delivering" when it comes to its proposed wages. "One thing that really kind of excites us about this project is that it is a Texas Enterprise Fund Project and really what that means is the wages for this project have to meet or exceed the county average annual wage in order to even be considered for Texas Enterprise Fund designa-
tion by the state. So, we are very excited. We want to create jobs in Seguin but we also want to create well paying jobs in Seguin and I think this is going to be a company that is going to really go above and beyond what they've promise. They have manufacturing facilities in other communities and we are very excited just the involvement that they have in other communities. What they give back, that is really the grand slam for us if we can create new jobs, new investments, well paying jobs and then also that company that gives back to the community and makes it a better place, it really makes this all worthwhile at the end of the day," said Schneuker. Schneuker says this is an exciting time for Seguin. He says this is the second Japanese business deal to be struck up in recent months for Guadalupe County. "There are so many Japanese businesses that have started making substantial investments in Texas and recently with the Toyota expansion announcement in San Antonio and then very close to us off Interstate 10 within the city of Cibolo is another Japanese company called Aisin AW that will be building a manufacturing facility there so we've just seen a pretty significant influx of investments by Japanese companies and Seguin is really blessed to be a beneficiary of this project working with a Japanese based company and gaining new investments in our community," said Schneuker.

Seguin Mayor Don Keil says he welcomes this latest manufacturing partner for Seguin. "Seguin's strategic location, skilled workforce and pro-business government make us an attractive option for businesses looking to expand. We are extremely excited to announce this project and look forward to a long and mutually-beneficial relationship with Continental Structural Plastics," says Keil. Guadalupe County Judge Kyle Kutscher is also thrilled about this added economic boost along Interstate 10. "We are delighted that Continental Structural Plastics has selected the City of Seguin and Guadalupe
County to build their new manufacturing facility. This project will help create excellent employment opportunities for our residents and help grow our economic base. We are proud that they have chosen to do business in Guadalupe County," said Kutscher. Schneuker says not only will the new company create more jobs, but it will help with the city's efforts in retail recruitment. "It's been something that we've already been having discussion with retail brokers. I know it's news that a developer in San Antonio is going to be doing a project over at 46 and C.H. Matthies that we anticipate breaking some of the first portions of that project - breaking ground before the end of the year and we are using this and some of the other developments that are taking place in the area to really sell Seguin. All the activity that is happening here is that this is a really solid place to really make an investment and if you are in business, Seguin will get you a really good return on that investment and we are just excited to continue working and continuing to grow Seguin," said Schneuker. Schneuker says the SEDC has worked for nearly a year on securing this project. The building is expected to be completed in 10 months. The actual operation for the facility, however, won't be until December 2020. The groundbreaking ceremony is scheduled for 10 a.m. Tuesday at 2050 8th Street near the corner of Rio Nogales Dr.

Panthers survive tough test from Giddings, head into bye week undefeated (Geronim) - Navarro takes a perfect 5-0 recoxrd into the open weeek of its 2019 football schedule after staving off a scrappy Giddings bunch 46-32 in the the final non-district game of the season Friday at Erwin-Lee Field. The Panthers trailed in a game for the first time this year when Giddings running-back Chad Adams scampered into the end zone from 10 yards out with a little more than four minutes left in the fourth quarter to put the Buffaloes in front 32-29. Jean "MoMo" Sims came up with his third blocked extra point of the game after the touchdown, and Myles McCord returned it the length of the field to the opposite end zone for two Navarro points to leave the deficit at 32-31. Navarro reclaimed the lead, 39-32, on the ensuing possession when Euler Deleon broke multiple tackles for a 20-yard touchdown run, his fourth of the night, and followed it with a two-point conversion run. Giddings still had three minutes to work with and moved the ball to its own 45 yard line on the next drive, but Navarro linebacker Brody Whitson knocked Buffaloes quarterback Alex DeLaTorre out of bounds on a fourth down play to give possession back to the Panthers.
Sophomore quarterback Nick Billings broke loose up the middle for a 35-yard touchdown a few plays later to put the game on ice. "It was what we needed," Blount said of the tightly contested game. "We knew it was going to be a tough game coming in. They matched up well with us. They did an awesome job of stepping up right when we needed it. We got a stop when we needed it there at the end, and were able to punch it in." The game didn't start with the look or feel of a close contest. Navarro held Giddings without a first down and forced punts on the Buffaloes first two possessions and jumped out to a 14-0 lead with touchdown runs of 41 and 46 yards by Deleon in the first quarter. Giddings came storming back to tie the game at 14-all with a quarterback sneak from a yard out by DeLaTorre and a 46-yard touchdown from DeLaTorre to Gage Jahne, followed by a twopoint conversion hook-up by the same two players, but the deadlock only lasted a few seconds. McCord sprinted pass 11 Buffaloes with the ensuing kick return for an 83-yard touchdown, Whitson tacked on a two-point conversion run, and Navarro was back on top 22-14 midway through the second period.
Adams found a crease and raced away from the Navarro defense for a 45 yard touchdown on the next Giddings possession. Panthers nose tackle David Reyna stuffed the two-point conversion attempt at the one-yard line to preserve a 22-20 lead that held through halftime. Navarro engineered its longest drive of the night to start the third quarter, chewing up nearly seven minutes of clock to march 75 yards and build a 2920 lead with a six-yard Deleon scamper and Sebastian Sneed PAT kick. Giddings responded with its own methodical drive, marching 65 yards and pulling within three, 29-26, on an Adams run in the waning seconds of the third period. Sims blocked the PAT kick to keep the Panthers in front by three heading into the final stanza. The blocked kicks by Sims kept three points off the board for Giddings, while the long returns for a touchdown and safety by McCord produced eight Navarro points for net swing of 11 points on special teams. "It was big, and it was something we worked on
all week," Blount said. "I knew it was going to be a tight ballgame, and we told them all week special teams was going to be the difference. We were able to get a kickoff return, got a two-point off them blocked, and it was awesome." Deleon finished with 156 rushing yards and four touchdowns on 14 carries, lifting his season totals to 801 yards and 13 scores through five games. Billings ended up with 71 yards and the one late score on just six carries. Navarro survived a Giddings offensive effort that produced 379 total yards (177 rushing, 202 passing) on the night. The loss dropped the Buffaloes' season record to 1-4. The Panthers have two weeks to prepare for the District 13-4A-Division II opener against Llano, slated for Oct. 11 at Erwin-Lee Field, and hope to field a healthy team against the improved Yellow Jackets (4-1). "We've got a couple of guys we're hoping to get back this week and get them back into the flow, get back working next week," Blount said. "This is the test that we needed. We got pushed to the limit. This is the best we've been pushed so far, and we get better from games like this."

Marion football outlasts Randolph in district opener (Universal City) - The Marion Bulldogs took Randolph's best shots early and late and managed to leave Universal City with a 31-28 win over the Ro-Hawks in the District 15-3ADivision I opener for both programs. Zach Goodwin's late five-yard touchdown run proved the difference at the end of a game Marion trailed by as many as 14 and led by as many as 10. Randolph put the Bulldogs in an early 14-0 hole with a three-yard touchdown run by Jaden Arthur and a 37-yard scoring strike from Jack Morrison to Maximus Hill in the first quarter. Marion responded with 24 straight points from
late in the first quarter to early in the third to build a double-digit lead. Goodwin hit Jacob Devora with touchdown passes of 16, 17, and one yard, and Juan Ortiz drilled a 36-yard field goal during that span. The Ro-Hawks awakened to reclaim the lead with a short run by Morrison and a 34-yard fumble return by Arthur. The Bulldogs trailed 2824 entering the fourth quarter before rallying to win the game. Goodwin finished 12-20 for 169 yards, three touchdowns, and one interception. He also led Marion in rushing with 51 yards and the late score on 10 carries.
Ray Rayos chipped in with 44 rushing yards on 18 attempts, and Jayden Williams carried it eight times for 34 yards. Devora coralled three receptions, all touchdowns, for a total of 60 yards. Hutch Rabenaldt totaled 54 receiving yards on four catches. Samuel Montoya pulled in a 27-yard grab, and Dillon Blakely caught two passes for 17 yards. Marion is 3-2 overall, 1-0 in district play, and rides a two-game winning streak into this Friday's 153A-Division I showdown with San Antonio-Cole at Veterans Stadium this Friday.

Oregon Announces Vape-Related Death (Salem, OR) -- Oregon health officials are reporting another vaping-related death in the state, bringing the nationwide total to 13. Governor Kate Brown said she's directed the state's health department to come up with recommendations to protect public health. This is the second person to die in Oregon from e-cigarette use. The CDC has reported that hundreds of people have been affected by lung illnesses related to vaping.
Ten Deaths From Eastern Equine Encephalitis Reported Nationally (Boston, MA) -- Deaths across the nation from eastern equine encephalitis have risen to ten. Four people have died in Massachusetts after contracting Triple-E which is transmitted by mosquitoes.
There've been three deaths in Michigan, two in Connecticut and one in Rhode Island. The disease will continue to be a threat, especially at sunset, until the first frost. People are advised to limit outdoor activities, to use insect repellent with DEET and to wear long pants, socks and long sleeves the reduce the amount of skin exposed.
Generic Zantac Recalled Over Cancer Concerns (Deerfield, IL) -- A popular heartburn drug is being pulled from shelves. Some generic versions of Zantac could be linked to cancer. Drugmaker Apotex announced a recall after carcinogens were found in the pills. The boxes were sold over-the-counter at Walgreens, Walmart and Rite Aid. Other drug makers have also announced recalls or stopped distribution. U.S. health officials are still determining how the pills became contaminated.

Two experts debated the merits of the hackberry. The tree is very tolerant of growing conditions and has a large native range. It is important for wildlife because the berries are eaten by birds and its leaves are the larval food of butterflies and moths. On the other hand, they have heavy infestations of mistletoe, every seed sprouts and you will find them in all your beds, and falling limbs and trees cause constant clean up. (I can agree with this. I have spent much money the last couple of years having broken trees cut down and removed.)

A: The monthly e-newsletter from Texasinvasives.org had a nice article on the chinaberry tree in August. It gave a way to tell the difference between the two trees when they both have fruit. Chinaberry fruit remains opaque during the winter. Soapberry fruit are translucent. During the growing season, chinaberry leaves have a lacy look and a musky odor with lavender flowers in the spring. Soapberry flowers are cream colored. Chinaberry are certainly invasive and are found in many of our Seguin parks. The tree was introduced in the middle 1800s from Asia. The Texas Department of Agriculture will not let the tree be sold, distributed or imported.

A: My very favorite grass, particularly this time of year, is Gulf or coastal muhly (Muhlenbergia capillaris) which is a Texas native plant. It is a short grass, one and a half to two feet tall, and has pink fuzzy seed heads in the fall. It is absolutely gorgeous when the sun shines through it. I check my plants and the ones in the Park West pollinator garden frequently to see if they are in bloom yet. Another favorite grass, also a Texas native, is inland sea oats (Chasmanthium latifolium). This grows to two feet and has ornamental seed heads during the summer and fall. The foliage sort of looks like very small bamboo, but doesn’t have that nasty bamboo-like habit of taking over the world. FYI: It is time for falling leaves again. Rather than throwing them away, mow them with your mulching mower. If you just have a few on your lawn, leave them in place. If you have a lot, gather the mowed leaves and use for mulch in your flower or vegetable beds or put in your mulch pile. Bags of leaves can also be taken to the nearest community garden.

Diabetes 101: Guadalupe Regional Medical Center an accredited Diabetes DATES offers Education Program, and the goal is to educate participants in the care and management of their health concerns. This four-week series is taught by licensed nurses. One guest per participant is encouraged to attend the classes. The class is offered Tuesday mornings. The program includes access to a diabetes educator for a year after completion of the program. A provider referral is required to attend the program.
