SISD looks to improve student behavior

Fair brings new Royal Court

School district receives grant to help tackle issue By Cindy Aguirre-Herrera (Seguin) -- When it comes to classroom behavior and discipline, no single campus, or school district can be immuned to those challenges. However, having better control over these issues will hopefully be easier for Seguin ISD -- thanks to a new multi-million dollar grant that will help the district be more proactive when it comes to addressing negative behavior in local classrooms. The Seguin ISD has been awarded the School Climate Transformation Grant, which is administered by the U.S. Department of Education. The grant funds are designed for schools to enhance the learning, climate and behavioral outcomes for all students. The Seguin ISD will receive $750,000 a year for five years, totaling $3.75 million. School district officials say this grant will allow the district to take better control of discipline issues across the district, while also helping the individual student. Kirsten Legore, Seguin ISD executive director of student services, says the grant will allow the district to actually invest in those students, who find it difficult to stay focused, stay on task, and who let outside pressures

get the best of them during the school day. "It was the perfect opportunity given that it was October, and we just learned about these grants last week that we are now in a position to really think through ways to change student behavior and like I said, there's not a magic wand because if we could buy the magic wand, we wouldn't need a grant. We are really looking for solutions that work for Seguin because every community has got discipline and behavior issues and figuring out how that is going to be address really takes a team and so discipline and behavior is not just one person within a district. It's a team effort with administrators, with counselors, with Communities in Schools, with parents, with students and like I said, there's just not really one answer. It is multi faceted and that's why the grants like this from the government exist to help schools go above and beyond education to have funds in order to address students and the behavior that they come to school with because we can't control a lot of things with students that happen outsideof the school doors," said Legore.

Although, there has been an increase in behavior issues and discipline for students, it has not stopped the Seguin ISD from incorporating what it can to help tackle the problem. They say because it’s only October, there is still plenty of school year left to put more plans into action.

She says the data for the Seguin ISD shows that discipline is not always the answer for getting down to the root of a student's behavior. "We take into account data. That comes from looking at the referrals -- what's being written and what are the consequences. It also comes in the form of climate surveys so listening to the staff. It also comes in the form, of course, talking to the parents and hearing what those concerns are which are a variety of things related to behavior and discipline, the consequence of behavior so what we found is that there has been an increasing number over the past few

years of in school, out of school DAEP placements but despite those numbers and consequences, there's not a decrease in behavior. That's not solving it. It's not stopping the behavior. In fact, we are seeing an increase in those numbers so just having those answers and dealing with discipline is just not enough. It's not changing behavior," said Legore. Legore says each infraction comes with its own set of consequences — consequences that again, are not always the answer in redirecting a student’s behavior. "It's a community issue. It's a family issue. It's a society issue and then all of that comes through the school house doors into a sociological experiment of students all being put together and if behavior doesn't work, then we've got discipline issues. District officials say not only have Communities in Schools staff, been invited into their campuses, but the district has also launched the LiiNK Program. Studies for LiiNK show that the extra recess time allowed for elementary school age students, provides for better focus in the classroom and accounts for fewer behavior problems. Legore says the School Climate Transformation Grant is just the beginning of hopefully learning even more ways of addressing a student’s before discipline is required. "In looking at research of how to do that, we have done training into things such as restorative practices which doesn't change the discipline consequences but it changes how do we work on behavior in the front of it and that has to do with building relationships with students and having students know that we genuinely care about them as human beings because kids who know that they are cared about, learn more and tend to behave better so that is one component but there are a lot of different components. Behavior has a lot of layers. If there was one answer to it, then we would all buy that one answer and solve it but no school district has figured that out," said Legore. Legore

Legore says with this grant, it not only allows the district to establish expectations but it also provides the opportunity to help students with the coping skills or the ability to work through some of their issues before they escalate into the classroom environment. "Working students through issues because life is hard and complicated and students really need to understand how to endure issues and keep moving forward and we find that with more coping strategies, kids make better decisions but we have to take the time to help students learn what those are and how to do that," said Legore. More importantly, Legore says the district believes the grant funding will also help meet the mental needs of students. She says mental health issues have also helped increase the behavior and discipline numbers for the district. She says by addressing the needs of those students, then the district can also better serve them in the classroom. Additionally, the district was also awarded two years of federal funding for the COPS Office School Violence Prevention Program through the U.S. Department of Justice. District officials say this will allow the district to improve schools and school grounds through evidence-based school safety programs. This particular grant is for $238,114 over a two-year award period. District officials say gratitude is also extended to U.S. Congressman Vicente Gonzalez who wrote a letter of support during the district’s grant application process.

By Darren Dunn (Seguin) -- The Seguin City Council will continue its efforts tonight to work towards finding a replacement for City Manager Doug Faseler, who is leaving at the beginning of next year. Faseler announced earlier this year that he would be retiring on January 31, 2020. The council is conducting a search for his replacement and will again meet in closed session tonight to discuss personnel matters related to the position. It's unlikely that any action will be taken during tonight's meeting, but the agenda item is evidence that the process continues to move forward. In other business, the council is slated to consider approval of an interlocal agreement between the city of Seguin and Guadalupe County. The agreement will allow county residents to utilize the

Seguin Public Library, just like residents of the city of Seguin. Library Director Jackie Gross says the Guadalupe County Commissioners Court agreed to provide funding of almost $174,000 to the Seguin Public Library, with some additional money also distributed to public libraries in Schertz and Marion. There was a rumor this summer that the county was going to cut library funding for the new fiscal year, which started on October 1, but Gross says several county residents spoke out against that possibility. Gross says this year's funding level is the same as the previous year, but she says county officials have already suggested that funding for libraries may be reduced in the county's budget for fiscal year 2021. Some Texas counties provide little or no financial support for public libraries, and Gross says they are thankful for the county's support through the years. Staff is recommending that the council approve the current interlocal agreement.

The council is also set to consider approval of the SEDC's plan to spend $70,000 to helpf fund the SPARK Small Business Center (SBC). The University of Texas at San Antonio (UTSA) runs the SBC in Seguin and New Braunfels. It provides a number of services and trainings for small businesses in the community. Those services are provided to the public at no cost. Larry New is the SBC business advisor and he provides in-person service in Seguin each Tuesday at the Seguin City Hall Annex Building on North River Street. The Seguin Economic Development Corporation Board of Directors has already approved the expenditure, but because it exceeds $50,000, it must also be approved by the Seguin City Council. The council meeting begins at 5:30 p.m. today in the Council Chambers at Seguin City Hall.

(Seguin) - The Texas Lutheran Bulldogs forced five more turnovers, showed no letdown after last week's road win over then-No. 6 Hardin-Simmons, and cruised Saturday to a 59-21 Alumni & Family Weekend victory over Louisiana College at Bulldog Stadium (Frank L. Dunne Field). In the first half alone, sophomore quarterback Wade Freeman completed all 13 of his passing attempts for 173 yards and three touchdowns while running for 72 yards and a score on six carries. Freeman was named the American Southwest Conference Offensive Player of the Week for the second time this season. TLU won its fourth straight game and moved to 4-0 in the ASC. The Bulldogs are 4-1 overall. LC dropped to 2-4 overall and to 2-3 in the ASC. "I'd like to tell you that I didn't worry at all this week, but I would be fibbing," said Carl Gustafson, TLU's third-year head coach. "But these guys they came out and were really focused all week, not just today." "We haven't achieved goals yet. We are taking these conference games one week at a time. This was another big win. We are going to enjoy this for a day, and then we got to get back to work." The Bulldogs jumped out to a 21-0 lead just 12 seconds into the second quarter. Freeman threw three touchdown passes to CJ Romero to start the Bulldog scoring attack. The first Freeman-to-Romero connection covered five yards and completed a 12-play, 80yard drive. The second TD pass went for 28 yards and capped a six-play, 61-yard drive. The third TD pass went for 26 yards

and ended a 1-play drive that followed an LC fumble on a kickoff. TLU collected another five turnovers from its opponent. The Bulldogs have now registered 16 take-aways in the last three games. The Bulldogs picked up six turnovers against Southwestern, five versus HardinSimmons, and now five more against the Wildcats. Two of the Bulldogs' five takeaways came on Kedrick Ward interceptions. Ward made an over-the-shoulder interception in the endzone on the first LC drive of the game. "Ked, we might have to put him at receiver," said Gustafson. "That one was really impressive. Navarro volleyball handles Pleasanton in four sets (Pleasanton) - Navarro won its third consecutive District 30-4A match Friday night in a 3-1 final over Pleasanton on the Eagles' home floor.

Kelly Helms paced Navarro's attack with 16 kills, and Madison McCaig added 11. Sara Benner distributed 38 assists, and Sam Smith finished with 19.

The Panthers claimed the first set 25-17, came up short 25-23 in the second, and bounced back to win the next two 25-19, 25-18.

LA County Health Officials Warn Of Air Quality Over Saddleridge Fire (Los Angeles, CA) -- Health officials in Los Angeles are warning about the air quality as smoke from the Saddleridge Fire lingers in the air. The L.A. County Department of Public Health issued a smoke advisory, saying the air quality will remain at unhealthy level through Monday. Portions of the San Fernando and Santa Clarita Valleys, as well as the San Gabriel Mountains are affected by the advisory. Health officials say people should avoid unnecessary outdoor activities and limit exercise. People with conditions like asthma or heart disease should be especially careful. The Saddleridge Fire has burned about eight-thousand acres near the San Fernando Valley and is only 42-percent contained.

Newsom Signs State Universities Abortion Bill (Sacramento, CA) -- California Governor Gavin Newsom is increasing access to reproductive health care at the state's public university campuses. Newsom signed a bill Friday that requires student health centers to offer abortion by medication techniques on site, starting in 2023. It affects the University of California and California State University campuses. In a statement, Newsom says California is "reaffirming a woman's right to choose."

Obesity Will Cut Life Expectancy (Undated) -- A new report shows that obesity will cut life expectancy in the United States by nearly four years over the next three decades. According to the Organisation for Economic Co-operation and Development, almost 70 percent of Americans are overweight or obese, putting them at risk of type-2 diabetes, heart disease and cancer. The OECD ranks 36 developed countries and how they are tackling their citizens weight problems. Two Dead In North Carolina Legionnaires' Outbreak (Fletcher, NC) -- Officials are confirming that two people are dead and more than one hundred are sick from a Legionella bacteria after attending the Mountain State Fair in Fletcher, North Carolina. The North Carolina Department of Health and Human Services confirmed 134 cases of Legionnaires' disease or Pontiac Fever among people who attended the fair between September 6th and September 15th. At least 88-people have been hospitalized. While authorities have not yet confirmed a source for the deadly bacteria, preliminary findings point to a hot tub display as the most likely culprit. Hot tubs are a well-established source of aerosolized water exposure and have been associated with previous Legionnaires? disease outbreaks nationally and internationally.

John David Zunker John David Zunker was born on September 8, 1964 to John Bernard and Sylvia Lavern Zunker. He started most childhood days with his Big Daddy, eating molasses-covered pancakes prepared by his MeeMaw. He grew up in Seguin with his younger brother, Todd Alan Zunker, and was a spectacular center fielder, sprinter, golfer, safety, and barefoot kicker for the Matadors. John David graduated from Seguin High School in 1983 and went to Southwest Texas State, where he met his wife of 32 years, Cheryl Lynn Zvanja, just one month after he arrived. During his time at Southwest, he served as the Treasurer for the Kappa Alpha fraternity and obtained his bachelor’s degree in finance. John David and Cheryl married in 1987 and started their family in 1990 with the birth of their first son, Kyle Anthony Zunker. Four years later, in 1994, they celebrated the birth of their second son, Cory Austin Zunker. John David took pride in providing for his family and giving his sons every possible opportunity to succeed. As part of his mission for success, he and his family lived in Houston; DFW; Columbus, Ohio; Denver, Colorado; Augusta, Georgia; and Atlanta, Georgia. Everywhere he went, John David earned the respect and deep friendship of others who admired his work ethic and outstanding generosity. John David was diagnosed with esophageal cancer in late July of 2019. He spent the last months of his life fighting with tremendous courage, spending long weekends with his family, speaking words of encouragement to his sons, and praying to God. John David passed on October 8, 2019 in Atlanta, Georgia. John David is at rest with his Big Daddy and MeeMaw, Louis Nelson and Lilian O’Donnell Zunker; Grandpa and Grandma, Troy Donald and Edith Mabel Blankenship; and mother-in-law, Judy Gail Broughton. John David will be remembered by his wife, Cheryl Zunker; son and daughter-in-law Kyle and Hannah Zunker; son, Cory Zunker; father and step-mother, John Bernand and Lydia Zunker; mother and step-father, Lavern and Jim Box;

brother and sister-in-law, Todd and Susan Zunker; father-in law, Dennis Broughton; father-in law, Anthony Zvanja; siblings-in-law Chris and Debbie Hopkins and Bill and DeeDee Little; and numerous cousins, aunts, and uncles, including his great-uncle, Vernon Zunker. John David did not live to have grandchildren, but will be remembered by his numerous nephews and nieces, whom he adored: Lyndsey, Allen, Brooke, Addison, Benjamin, Katie, Luke, Harrison, Annajane, and Sophie.

Eddie N. Brown Eddie N. Brown of Seguin, Texas, passed away Sunday, October 6, 2019. A memorial service celebrating Eddie’s life will be held on Sunday, October 20th, 2019 at 2 p.m. at First Baptist Church of Seguin with Pastor Brice Mandaville officiating. Eddie was born in Atwood, Oklahoma, July 22, 1939, son of the late Mary and Stanley Brown. He married the love of his life, Yvonne Brown, on October 15th, 1960. Eddie was a salesman in the oil and gas industry for over forty years. He was an avid basketball fan, and had also worked for the San Antonio Spurs for a time. Eddie was a deacon of First Baptist Church of Seguin, and taught Sunday School classes there. He was an active member of the Gideons organization as well. In addition to his parents, Eddie was preceded in death by his two sisters, Billie Stevenson and Jackie Lee Davis; his brother James Brown, and one niece and two nephews. Narda Navarro Narda Navarro of Seguin, Texas was welcomed into our Fathers Heavenly Kingdom on Thursday, October 10, 2019 at the age of 64. She was born to Refugio Navarro Sr. and Juanita Acevedo Navarro on December 31, 1954 in Seguin, Texas. Narda is preceded in death by both of her parents and her sister, Janie Navarro. She is survived by her siblings, Diana Martinez and husband Sam†, Rogelio Navarro Sr., Refugio Navarro Jr. and wife Elvia, Alicia Navarro, Monica Zawatski and husband Emil; her loving furry companions, Nina, Nardie, Mia and Cinnamon as well as a host of extended family and friends. Narda was a dog lover at heart and was extremely head over heels for her four furry friends. She was an independent and strong woman who did not let her circumstance define who she was. Aside from all of that she was a beautiful soul inside and out. She was loved by her family and she will be deeply missed by all that knew her. A Memorial Service and Holy Rosary will be held on Friday, October 18, 2019. The family will receive condolences starting at 6:30 p.m. and the rosary will be recited at 7:00 p.m. at Palmer Mortuary. Jenalyn Augusta Schneider Jenalyn Augusta Schneider, born February 4, 1932 to Walter and Lucina (Schultze) Zwicke in Guadalupe County passed away peacefully surrounded by her family on Saturday, October 12, 2019 at the age of 87. She is preceded in death by her parents; brother, Delmore Zwicke; and son-in-law, Glenn Gembler. She is survived by her husband, Harry Lee Schneider; daughter, Candyce Gembler; son, Darryl Schneider and wife Barbara; daughter, Darvi Mayo and husband Gregory; son, Randall Schneider and wife, Nancy; brother, Elmer Zwicke and wife, Peggy; sister-in-law, Thelma Zwicke; grandchildren, Joshua, Michele, Krista, Kerri, Stephanie, Lindsey, Kasey, Jenna, Courtney, and Stephanie Mayo; great-grandchildren, Angelique, Cambri, Charlie, Levi, Logan, Jake, Alexis, Mackenzie, Whitney, Luke Ross, Jesus Jr., Adam, Noah, Addyson, and Luke Weston; and many dearly loved family and friends. Jenalyn was baptized at Redeemer Church and later confirmed there where she met Harry. They were married on June 4, 1950. She was an excellent cook and seamstress. Her first job was at Duke and Ayers in Seguin at the age of 14, making $3 a week. Her next job was in a clothing manufacturing shop in Seguin at the age of 16, cutting out patterns and making display dresses. Later, she got a job at a dry cleaners and Pages Sewing Center in San Antonio. In 1969, Jenalyn and Harry purchased their own automotive shop, Schneider Tire and Automotive where you could find her working everyday behind her desk, greeting customers and answering the phone. Visitation will be held at Finch Funeral Chapel in La Vernia, Texas on Friday, October 18, 2019, 5:00pm8:00pm. Diabetes 101: Guadalupe Regional Medical Center an accredited Diabetes DATES offers Education Program, and the goal is to educate participants in the care and management of their health concerns. This four-week series is taught by licensed nurses. One guest per participant is encouraged to attend the classes. The class is offered Tuesday mornings. The program includes access to a diabetes educator for a year after completion of the program. A provider referral is required to attend the program.
