The service had to be discontinued after county officials reported that previously discussed numbers with Republic had later changed and were much higher when the two sides were ready to sign an agreement back in July. Kutscher says unfortunately, it took this
"So, we did go through the process request for proposal to solicit bids from other vendors. We had pre-bid meetings with six different vendors but only had two vendors submit proposals to the county for operating collection stations. Those two vendors were Republic Services, the previous vendor and Apache (Disposal) but after reviewing those services, the prices and everything -- it was considered by commissioners court that Republic Services was the best vendor to provide the service to operate the collection stations and to also haul off the material," said Kutscher. This contract, however, only resurrects two of the three previous collections sites for the county. Commissioners say they are one step closer to officially reopening the county's collection stations which have been closed since the summer. An amended contract which was approved Tuesday morning by commissioners now awaits the signatures of both County Judge Kyle Kutscher and Republic Services.

By Cindy Aguirre-Herrera (Seguin) -- Guadalupe County is applauding not only its partnership but the overall efforts of the state's only city, county owned hospital in the state of Texas. Guadalupe Regional Medical Center officials this week visited with members of the commissioners court announcing new business ventures and it's own financial health. Robert Haynes, chief executive officer for GRMC, says the oper-
ation continues to grow strong. He says this allows the hospital to not only remain competitive but allows it to move forward with its vision. "Right now, we are financially stable but we are in healthcare and healthcare is a changing world. Next year's economics can be different from this year. We've been fortunate over the past five, six, seven years to do really well -- well enough to take our enterprise from what it was a small red brick hospital to a regional facility. We have plans now -- we are expanding in the Clear Springs area with an Urgent Care and
adding a family practice in that direction. We also are planning to expand our medical office buildings to about 32,000 square foot of medical office building that we are going to put it on an undisclosed location at this time. But all in all, we are about 800 employees, a $110 million business with $52 million of that going back to salaries (of) people that live in this community. Our number one purpose though is provide healthcare and we do that with a culture of caring and we do that in a manner that that is our primary focus," said Haynes. See GRMC, page 3

"It's been an extremely lengthy process and involved and detailed. We want to apologize to any of the residents who were inconvenienced by this but previously, the request for proposal came back in a bid submitted from Republic and the vendor and it was just too expensive. We are trying to be good stewards of taxpayer money. I know it's kind of fustrustrating to
go through this entire process only to end up where we started but the benefit is now -- it's at a reasonable rate with a service that's not only needed but can now be verified in the contract on the number of transactions that occur at each one of those collection stations and also by the haul off loads. We are also going to restrict this to be Guadalupe County residents only. It doesn't matter if you are within the city or not but we don't want people coming from outside of our county causing an increase for our taxpayers at these collection stations," said Kutscher. The approved contract also eliminates all glass from its collection services. Republic officials say the cost to collect glass is just too much to take on. There will also be an increase in the cost for residential trash. The previous cost of $1.25 will now go up to $2. Kutscher says the increase was inevitable even before its first failed attempt to enter a deal with Republic. Following the judge's signature on the contract, Republic Services says it hopes to reopen the disposal stations by Nov. 1 if not sooner.

They go to different areas as far south as Cuero but it's our first step with the hospital actually putting a physical building somewhere other than it's primary 78155 (area). It will be an urgent care open seven days a week and to that extent next to it, will be a family practice and that's our first venture to the north, Clear Springs," said Haynes. Over the last several months, the hospital has received plenty of accolades for its operation. Haynes the foundation lies with all those who dedicate their lives to patients 24/7. "We recently were recognized as one of the Top 100 Places to work by Modern Healthcare, a national organi-
zation. We actually were ranked as the number 52 in the nation so we are very proud of that but that is an effort of working on the culture to create an environment (where) people who want to make a difference can make a difference," said Haynes. Haynes says the uniqueness behind GRMC's long history of being a city, county owned hospital is well worth the determination to hang onto something great. "This hospital was created by special legislation at the state but what it did is it created a seven member hospital board -- three by the city, three by the county and one at large and that hospital board became the buffer between city politics and county politics and as you know, politics are politics. That buffer had one mission -- provide healthcare. Those seven board members that are appointed, they hired the administrator and my predecessor Don Richey at a great job -- doing what he did for 26 years and to that fact that this hospital is 54 years in existence and has had a total of three administrators so there's been a lot of stability to get there and we are proud

TLU's Kelsi Menn named SCAC Volleyball Defensive Player of the Week (Seguin) - Kelsi Menn, Texas Lutheran's senior middle blocker from San Antonio, Texas, has been named Southern Collegiate Athletic Conference Volleyball Defensive Player of the Week for matches played from Monday, Oct. 7 through Sunday, Oct. 13. Menn led TLU to a 3-0 week while collecting 11 total blocks. In the four-set victory over Southwestern, which snapped a 24game losing skid to the Pirates, Menn registered seven block assists and contributed 11.5 total points. Menn also was productive on the offensive end with eight kills, hitting .316 in the victory. In the three-set victories over
Belhaven and LeTourneau, Menn had a combined four blocks for the Bulldogs. Menn's award is the third SCAC defensive honor for TLU this year. Lexi Morris, the Bulldogs' freshman libero, took the award in Week 1 and Week 5. TLU has won four straight and holds a 14-11 overall record with a 5-5 mark in the SCAC. TLU is a tie for fifth in the SCAC standings. The Bulldogs play four conference matches this weekend in the SCAC Crossover at Trinity University. The Bulldogs play Austin College and St. Thomas (Texas) on Friday and Johnson & Wales - Denver and Trinity on Saturday.

Brought to you exclusively by: First Commercial Bank Sports TLU Cross Country teams post TLU men drop first SCAC soccer match of 2019 season-best times at Disney Cross Country Classic (Orlando) - Texas Lutheran Women's and Men's Cross Country teams posted season-best results Saturday at the Disney World Cross Country Classic. TLU senior Kylee Garcia posted a top-20 finish with a 5K time of 19 minutes, 40.6 seconds. Mackenzie Payne and Jackie Garcia came home in 60th and 64th, respectively, with times of 21:35.70 and 21:49.90. Gabrielle Gonzales and Julia Maciel collected finishes of 74th and 86th, respectively, with times of 22:19.70 and 22:59.20. The Bulldogs placed 11th in the team standings out of the 16 teams competing. The field largely was made up of NCAA Division I and Division II schools. "Whenever you race in Florida for cross country, you have to expect some steamy temperatures, and that's what we were dealt," said Darlene Holland, TLU's head coach for women's and men's cross country. "It was a little more humid than we see in Seguin, but at least the races were run in the morning, so that definitely helped. It was a great weekend for us as a team." "The women ran well. They raced after the men, so the temperatures were a tad bit warmer, but the ladies
embraced it and ran very well. A few personal records on the women's side, and a lot of enthusiasm moving forward as a team. Kylee Garcia had a good race, finishing 19th in the largely Division 1 and Division 2-laden race, and Jackie Garcia ran a huge PR." The TLU Men competed with four runners and did not figure into the team standings since five runners are required to score as a team. Juan Moreno led the Bulldogs with a 70th-place finish and a time of 30:27.20 over the 8K course. Hector Hornedo crossed the line in 32:09.30 and placed 90th. Christopher Torres and Koby Green placed 99th and 100th, respectively, with times of 32:59.80 and 33:04.01. "The men have been coming off of injuries, so it was good to see them improve on their times so quickly," said Holland. "Not to mention that when you walk around a theme park the day before, you can't expect PRs. But we saw PRs and were happy with the race.
(Colorado Springs, Colo.) - The Texas Lutheran men's soccer team suffered their first Southern Collegiate Athletic Conference loss with a 5-1 setback Sunday against Colorado College. The defeat came after a 4-3 win over Johnson & Wales-Denver in double overtime on Friday. TLU fell to 9-4 overall and to 3-1 in the SCAC. CC improved to 8-5 overall and to 3-1 in the SCAC.
Roman started the match scoring in the 14th minute with an assist from Cameron Townes. The two goals Friday for Roman, a freshman, were the second and third of his collegiate career at TLU.
The Tigers rallied to score three firsthalf goals. Kiran Singh (20th minute), Griffin Meyer (23rd minute), and Samson Heyer (31st minute) gave CC a 3-1 lead at the half.

(Washington, DC) -- The Congressional Budget Office says House Democrats' plan to lower prescription drug prices would save hundreds-of-billions of dollars. An analysis by the nonpartisan office says the plan would save a total of 345-billion dollars over a decade starting in 2023. The CBO says the Lower Drug Costs Now Act would reduce federal Medicare spending by that amount. The plan would require drug manufacturers to negotiate prices with the health secretary. Insulin would be among the drugs for which prices would be negotiated in the first year, however, the bill needs to pass the House, Senate and receive a signature from President Trump.
(Undated) -- Officials are concerned that power shutdowns intended to prevent more California wildfires may further harm California's already poor air quality. Utilities temporarily suspended service to more than two-million people over the last week. That led many businesses, hospitals and others to fire up standby generators, including those fueled with diesel and gasoline that spew toxic emissions. Officials say it's too early to know how significant the effects could be.
Suicide Attempts By Black Teens On Rise (New York, NY) -- A new report out of NYU is warning that suicide attempts in the U.S. are on the rise among black teenagers. Researchers looked at data from 1991 through 2017 and found there was a 73percent rise in suicide attempts for black teens, especially among females. Meantime, it also showed the rate went down seven-percent with white teenagers. It also found that one-in-five teens of any race has thought about suicide.

John David Zunker John David Zunker was born on September 8, 1964 to John Bernard and Sylvia Lavern Zunker. He started most childhood days with his Big Daddy, eating molasses-covered pancakes prepared by his MeeMaw. He grew up in Seguin with his younger brother, Todd Alan Zunker, and was a spectacular center fielder, sprinter, golfer, safety, and barefoot kicker for the Matadors. John David graduated from Seguin High School in 1983 and went to Southwest Texas State, where he met his wife of 32 years, Cheryl Lynn Zvanja, just one month after he arrived. During his time at Southwest, he served as the Treasurer for the Kappa Alpha fraternity and obtained his bachelor’s degree in finance. John David and Cheryl married in 1987 and started their family in 1990 with the birth of their first son, Kyle Anthony Zunker. Four years later, in 1994, they celebrated the birth of their second son, Cory Austin Zunker. John David took pride in providing for his family and giving his sons every possible opportunity to succeed. As part of his mission for success, he and his family lived in Houston; DFW; Columbus, Ohio; Denver, Colorado; Augusta, Georgia; and Atlanta, Georgia. Everywhere he went, John David earned the respect and deep friendship of others who admired his work ethic and outstanding generosity. John David was diagnosed with esophageal cancer in late July of 2019. He spent the last months of his life fighting with tremendous courage, spending long weekends with his family, speaking words of encouragement to his sons, and praying to God. John David passed on October 8, 2019 in Atlanta, Georgia. John David is at rest with his Big Daddy and MeeMaw, Louis Nelson and Lilian O’Donnell Zunker; Grandpa and Grandma, Troy Donald and Edith Mabel Blankenship; and mother-in-law, Judy Gail Broughton. John David will be remembered by his wife, Cheryl Zunker; son and daughter-in-law Kyle and Hannah Zunker; son, Cory Zunker; father and step-mother, John Bernard and Lydia Zunker; mother and step-father, Lavern and Jim Box;
brother and sister-in-law, Todd and Susan Zunker; father-in law, Dennis Broughton; father-in law, Anthony Zvanja; siblings-in-law Chris and Debbie Hopkins and Bill and DeeDee Little; and numerous cousins, aunts, and uncles, including his great-uncle, Vernon Zunker. John David did not live to have grandchildren, but will be remembered by his numerous nephews and nieces, whom he adored: Lyndsey, Allen, Brooke, Addison, Benjamin, Katie, Luke, Harrison, Annajane, and Sophie.

Eddie N. Brown Eddie N. Brown of Seguin, Texas, passed away Sunday, October 6, 2019. A memorial service celebrating Eddie’s life will be held on Sunday, October 20th, 2019 at 2 p.m. at First Baptist Church of Seguin with Pastor Brice Mandaville officiating. Eddie was born in Atwood, Oklahoma, July 22, 1939, son of the late Mary and Stanley Brown. He married the love of his life, Yvonne Brown, on October 15th, 1960. Eddie was a salesman in the oil and gas industry for over forty years. He was an avid basketball fan, and had also worked for the San Antonio Spurs for a time. Eddie was a deacon of First Baptist Church of Seguin, and taught Sunday School classes there. He was an active member of the Gideons organization as well. In addition to his parents, Eddie was preceded in death by his two sisters, Billie Stevenson and Jackie Lee Davis; his brother James Brown, and one niece and two nephews. Narda Navarro Narda Navarro of Seguin, Texas was welcomed into our Fathers Heavenly Kingdom on Thursday, October 10, 2019 at the age of 64. She was born to Refugio Navarro Sr. and Juanita Acevedo Navarro on December 31, 1954 in Seguin, Texas. Narda is preceded in death by both of her parents and her sister, Janie Navarro. She is survived by her siblings, Diana Martinez and husband Sam†, Rogelio Navarro Sr., Refugio Navarro Jr. and wife Elvia, Alicia Navarro, Monica Zawatski and husband Emil; her loving furry companions, Nina, Nardie, Mia and Cinnamon as well as a host of extended family and friends. Narda was a dog lover at heart and was extremely head over heels for her four furry friends. She was an independent and strong woman who did not let her circumstance define who she was. Aside from all of that she was a beautiful soul inside and out. She was loved by her family and she will be deeply missed by all that knew her. Later, she got a job at a dry cleaners and Pages Sewing Center in San Antonio. In 1969, Jenalyn and Harry purchased their own automotive shop, Schneider Tire and Automotive where you could find her working everyday behind her desk, greeting customers and answering the phone. Jack D. Morgan Chief Warrant Officer 3 Jack D. Morgan, US Army Retired, age 83, passed away in his home in Seguin, TX on October12, 2019. CWO3 Morgan was born on September 14, 1936 in Waynoka, OK to Charlie and Cora Belle Morgan.
He is survived by his loving wife Nichol Morgan, children Jim and Nancy Morgan, Julie Foster, Erv and Shelly Nave, Janice Morgan, and Eric and Docia Nave, grandchildren Colleen and Al Bevacqua, Anthony and Lydia Martinez, Melissa and Thor Richins, Amanda and Mark Chadwick, Eric and Sarah Nave, Elizabeth and Shane Patrykus, Sarah and Kyle Dwyer, Justin and Kiesha Morgan, Amber Hale, Katie Richards, Kristen Nave, and Justin Nave, great grandchildren, Hayli, Sarah, Elizabeth, Gabe, Nate, Katie, Andrew, Levi, Alyssa, Landon, Josh, Tucker, Tavin, Xavier, Alex, Cadence, and Natalin, brother Gale Morgan, sister-in-law Ann Morgan, and numerous neices, nephews, and friends. He is preceded in death by his first wife Jackie Morgan and brothers, Charlie Morgan and Billy Morgan. CWO3 Morgan joined the Air Force as a young man
and served as a mechanic. This is where he met the first love of his life, Jackie. While raising their 3 kids, he left the Air Force and joined the Army to become a pilot. He was a veteran of both Korea and the Vietnam War. When he retired, they settled back in Texas where he began working in the private aircraft industry as an aircraft accident investigator. He lost his first love, Jackie, in 1988. He found the second love of his life in long time family friend, Nichol, and expanded his family to include 2 more sons. As the family grew and added many more grandchildren and great grandchildren, he retired and continued to travel the world as a consultant. He spent the last several years travelling with Nichol to visit family and friends, praising God, loving babies,
and enjoying life. A family man to the core, everyone saw him as " larger than life"! He bled red, white, and blue, and instilled love of family and country in all who knew and loved him. A memorial service will take place at Dewville United Methodist Church on Monday, October 21st at 10:00 am, with a reception immediately following in the fellowship hall. The service will be officiated by Pastor Rip Collins. In lieu of flowers, please send contributions to Dewville United Methodist Church, P.O. Box 404, Nixon, TX 78140.
