Elections administrator gives run Man identified in officer down on first week of early voting involved shooting in Seguin By Cindy Aguirre-Herrera

(Seguin) -- The first week of early voting for the November 3 General Election couldn’t have gone better. That’s according to Lisa Hayes, the Guadalupe County elections administrator. Hayes says

bars in the Hays County Law Enforcement Center in San Marcos in lieu of a $250,000 bond.

she has not only been impressed with the voter experience but the overall turnout of people coming out to exercise their civic duty.

“This past week has been an absolute whirlwind and the voter turnout has been tremendous. We have been busy non-stop. It’s been great. The voters have been really patient for the most part with standing in line. We always try to do enough staffing and putting machines out there and everything so voters don’t have to stand in line for very long but the voter response to this early voting opportunity has been epic and so there’s a line every morning when we open. The lines tend to come and go throughout the day. There’s been a couple of times where we really didn’t have a line but the voters have been turning out. They’ve been really patient overall and they seem very pleased with our sanitation and efforts and it’s been a great first week. It’s been incredibly busy but that’s good because that means the voters are coming out to vote and that’s what we are happy to see,” said Hayes. Hayes says while there have, of course, been reported lines at various polling locations, those lines have been moving fairly quickly. See VOTE EARLY page 2

Officials say Shelton was shot after pointing a handgun at the officers, who were called out to the home to investigate a disturbance involving multiple persons and shots fired. By Cindy Aguirre-Herrera (Seguin) -- Investigation continues into an officer involved shooting late Friday night. The shooting involving a pair of Seguin Police Officers was reported at approximately 11:40 p.m. Friday at a home in the 300 block of Nagel Street. The suspect, identified as 30-year-old Di Andre Jamall Shelton, of Seguin, has since been treated for his injuries and now remains behind

Upon arrival, two Seguin Police Officers reportedly encountered Shelton standing inside the doorway of a residence holding a handgun. Shelton was ordered multiple times to put the weapon down and eventually complied with the officers’ requests. However, moments later and before officers could secure the weapon, officials say Shelton allegedly picked the handgun back up and pointed it at the officers. That’s when the officers reportedly fired, striking the suspect at least once.

Shelton was transported by Seguin Fire/EMS to Ascension Seton Hays Hospital in Kyle for non-lifethreatening injuries. Both officers have been placed on administrative leave per standard procedure during the investigation. Shelton is charged with aggravated assault against a public servant, a firstdegree felony. Officials say one of the officers involved in the shooting incident has been with the Seguin Police Department for five years, while the other has served the city of Seguin for just over a year. Officials say this is an ongoing investigation being conducted by the Seguin Police Department in coordination with Texas Rangers.

City launching live-streaming council meetings beginning Oct. 20th WWW.SEGUINTODAY.COM

(Seguin) -- City of Seguin residents are invited to sit back, relax and take in a Seguin City Council meeting from the comfort of their own homes. City Council meetings are now being live streamed on the city’s website, making it easy for anyone to watch the discussion and decision making in progress. Or, if you’re on the go, meetings can also be streamed live from your smart phone or other mobile device. “The live-streaming service will replace the meetings that have been broadcast live via the City’s Facebook page since early spring, due to the COVID-19 pandemic,” said Jennifer Sourdellia, the city’s public information officer. “This new technology is giving the City the opportunity to be more open and transparent, allowing residents to watch gavel to gavel coverage of City Council discussions and legislative action,” said Sourdellia.

VOTE EARLY continued from page 1 “I know the voters may feel differently but when we ask periodically ‘how long has the line taken?’ And, we get anywhere from even minutes to on the first day, we had an hour and three quarters in some places. But, it’s not taken the voters as long to vote on the ballots as we were afraid it would. We were afraid without straight party that it would take a long time at the voting machines. So the voters are not taking very long. I think they are doing their research ahead of time. They are coming in with their voter guides and they are moving through fairly quickly,” said Hayes. At the end of Sunday, the total number of ballots cast in Guadalupe County were 30, 219. This includes the number of mail ballots received. Now while she can’t fairly compare the first week of early voting to that of the last presidential race, she does know it is running with the same momentum. “I looked at the numbers from 2016. I am not taking into account the mail ballots which have been astronomical but just the in person turnout, in 2016 for the first week -keeping in mind it was 12 hour days that week -- the first week, we finished 62 voters ahead of this week we just finished. That was largely eight hour days and one day short of a full week. It’s not really apples to apples but I think we are seeing a tremendous turnout and I think that’s just going to continue because we still have two more weeks of early voting. This next week will be easier to compare to last year because this week will be 12 hour days except for Sunday and that’s what the second week of early voting usually is so I think that will give us a better comparison because we are looking at the same number of hours and the same number of days. So, it will be interesting to see. But the voters are definitely coming out in droves. It’s fantastic,” said Hayes. Although things are running smoothly, Hayes this week is sending a reminder to those who still need to come in and cast their ballot.

TUESDAY OCTOBER 20, 2020

All meetings are live and on-demand. A link to view the live streamed City Council meetings is available on the meeting agendas posted on the City’s website: https://cityofseguintx.legistar.com

Seguin City Council meetings are held on the first and 3rd Tuesday of each month starting at 5:30 pm. Residents can view Seguin City Council meetings as they happen and on-demand via all platforms capable of video playback - including desktop computers, laptops, smart phones and tablets. An indexed agenda accompanies the on-demand videos, making it easy for viewers to jump to topics or agenda items that are most relevant to them. On-demand videos are posted to the city’s website the following business day. The city of Seguin is partnering with Granicus, which provides hands-free video streaming®, broadcast solutions to local, state and federal government agencies.

“We would like to remind the voters not to wear political clothing out to the poles. It’s illegal. It’s what’s considered electioneering which is wearing any campaign and political related items within 100 feet of the polling locations. We’ve had some voters that gave us a little bit of pushback about taking off their political party mask or their t-shirts and things like that and so, it’s really important for the voters to abide by the laws. There’s no recording devices within 100 feet of the polls so while I appreciate them wanting to take a selfie with our Vote Early sign, it’s illegal and we have to ask them to stop when we come out and see them doing it and they are not happy with us but it’s not because we don’t want them to have fun while they are at the polls. It’s the law and we need to be fair with everyone across the board and the only way we can do that is to enforce the laws. So, I would ask the voters to keep that in mind when they come to the polls. I know it’s exciting. You want to get dressed up for the candidate you are voting for but the law is the law and we have to abide by it so I would ask that they be mindful of that,” said Hayes.

be delivered by mail and received in the elections office by that day.

Although a majority of voters are showing up in person, Hayes says much of the planning for the elections office has been with the request and delivery of mail ballots.

Early voting locations include the Seguin Elections Office, Cibolo Fire Station Number 2, Central Texas Technology Center in New Braunfels, Grace Church in New Braunfels, New Berlin City Hall, the Schertz Elections Office, the county’s annex building in Schertz, the Seguin ISD Administration Building and at Selma City Hall.

“Main ballots can still be hand delivered in person to the main early voting locations which is the 215 S. Milam Elections Office. They can be hand delivered. The voter can bring back only their ballot and have that photo ID but those voters are still bringing those in. We are still getting them everyday and if that’s how the voters are comfortable deliver their mail ballot, then we want to encourage them to do that. If they are more comfortable putting it in the mail, they can do that as well. But, they can also exchange it for an in-person experience if they like at any one of our early voting locations. So, that’s one option, quite a few voters are taking advantage of,” said Hayes. This Friday is also an important date for those wanting to apply for a mail ballot. Hayes says those applications must

“If voters are looking to still request a ballot by mail, the application for ballot by mail must be in our office by Oct. 23 -- not postmarked but in our office by Oct. 23 and they can not be hand delivered. The applications must come through the mail at this point. They can be emailed and faxed also but then there’s additional requirements if voters choose to do that but they can not hand deliver an application for a ballot by mail any longer since early voting has started,” said Hayes. Guadalupe County voters are reminded that despite where they live, they can vote at any of the nine early voting locations in the county. Curbside voting is also available to any voter, who has difficulty walking or standing for long periods of time or who has signs or symptoms of COVID-19. Those needing an election judge to meet them outside to cast their ballot are asked to call 830-303-6363.

Early voting hours through this Saturday have been expanded to 7 a.m. to 7 p.m. Sunday’s hours will be from 1 to 6 p.m. Hours will be expanded next week from 7 a.m. to 7 p.m. on Monday, Oct. 19 through Saturday, Oct. 24; and from 1 to 6 p.m. on Sunday, Oct. 25. The last week of early voting runs Monday, October 26 through Friday, October 30th. Polls will be open that week from 7 a.m. to 7 p.m. The election day is Tuesday, Nov. 3.

(Seguin) - DeAnna Hernandez continues to bring Texas Lutheran University and Texas Lutheran Athletics into extraordinary company and national prominence.

Woman of the Year honorees, who represent 10 honorees from each division and 14 sports, including two emerging sports. In 2020, schools nominated 605 graduating female student-athletes for this prestigious award.

Last Thursday, the NCAA announced that Hernandez is one of nine national finalists for the NCAA Woman of the Year Award.

The finalists and Top 30 honorees will be celebrated and the 2020 NCAA Woman of the Year will be announced during a virtual awards show on Friday, Nov. 13. The show will be streamed on the NCAA Twitter account and ncaa.org/woty, and it will be streamed by ESPN.

“I am so blessed to be nominated for this award and to be in the running with some of the most outstanding female student-athletes in the NCAA,” said Hernandez. “I would like to thank my family and all of the amazing coaches and teammates who have been alongside me during this journey. I am beyond grateful to be nominated for this prestigious award.”

Hernandez entered the NCAA Woman of the Year Award program after being nominated by TLU and being named the SCAC’s Co-Woman of the Year.

Hernandez, an outfielder with TLU Softball and a member of the Bulldogs’ 2019 NCAA DIII National Championship, is a May 2020 graduate of TLU. She completed her bachelor’s degree in biochemistry with a perfect 4.0 grade point average. In September, Hernandez made the cut into the Top 30. Now, she is among the top nine NCAA female student-athletes in the country. She is one of three Top 9 finalists from the NCAA Division III.

Hernandez, a native of Sugar Land, Texas, is the third student-athlete from the Southern Collegiate Athletic Conference to advance to the Top 9 for NCAA Woman of the Year. Hernandez joins Trinity’s Christyn Schumann and Hayley Emerick as Top 9 finalists. Schumann advanced to the Top 9 in 2006, and Emerick was a Top 9 finalist in 2011.

Selected from a record 605 school nominees — a group that was then narrowed to 161 nominees by conference offices — the Top 30 honorees included Hernandez is the first Bulldog to reach the 10 from each of the three NCAA divisions. She also claimed TLU’s Junior-Year Female Scholar-Athlete of the Year award in 2019. In addition to her SCAC and TLU honors, Hernandez previously was named the 2019 Elite 90 Award Winner for NCAA Division III Softball at the national championship finals banquet. The Elite 90 award is presented to the student-athlete with the highest cumulative grade point average at each of the NCAA’s 90 national championships. In 2020, Hernandez was named the SCAC’s Elite 19 Award Winner for Softball.

In the Bulldogs’ national championship season, Hernandez hit .367, stole 17 bases, and scored 30 runs. She posted an on-base percentage of .451. “DeAnna Hernandez is a tremendous example of what TLU Athletics is all about,” said Texas Lutheran Director of Athletics Bill Miller. “She is an outstanding student and a great player. She is the epitome of a winner. TLU and the TLU Athletics Department are very proud of DeAnna and what she has accomplished. National championships are won with players like her on the team.”

Hernandez and the Bulldogs were 19-1 and ranked second in the DIII when the 2020 season was cancelled due to the COVID-19 pandemic.

Hernandez, an outfielder on three SCAC Championship squads and three regional-tournament qualifying teams, was a key player throughout her career for TLU Head Softball Coach Wade Wilson.

Governor Cuomo Announces Four Phase Distribution Plan

Study Suggests Flying Is Safe, As Long As Masks Are Worn

(Albany, NY) -- New York Governor Cuomo is laying out an extensive vaccination plan for COVID-19. The governor announced Sunday that once vaccines are available and vetted by an independent state panel, they will be distributed at sites across New York. He said hospitals, urgent care centers, and pharmacies are among places being considered for distribution. The first round would go to people of high risk and front -line health care workers in hot spots. The next would be those two group, statewide. The third would be everyone in areas with the highest infection rates, followed by everyone else.

(San Antonio, TX) -- After grinding to a halt, the airline industry is rebounding as a growing number of people are traveling again. A new Defense Department study shows that coronavirus exposure risk on airplanes is very low, as long as everybody is masked up. The study found that about 99-point-nine-nine-percent of the air particles were filtered out of the cabin within six minutes, due to the airplane’s filtration system. But there is one caveat. It assumed that there is only one infected person on the plane and the simulation did not take into account what would happen if passengers roamed around the cabin.

Anika Chebrolu from Texas won this year’s 3M Young Scientist Challenge for discovering a molecule that can bind to a protein within the coronavirus and make it unable to function. She told CNN she originally set out to use the in-silico methods to bind to proteins inside the influenza virus but changed directions because of the “immense severity” of the pandemic. She says excitement around her discovery reflects the “collective hope to end the coronavirus pandemic. Along with the title, Chebrolu is also taking home a 25-thousand-dollar prize.

(Minneapolis, MN) -- A top health official at the University of Minnesota says the nation is looking at a tough time ahead in the coronavirus pandemic. On NBC’s Meet The Press, Dr. Michael Osterholm claimed the roughest period of the pandemic will come in the next six to 12 weeks. That period takes us through the holidays and Osterholm pleaded with Americans to think about their families. He urged folks to think about protecting their families and to not expose them to the virus.
