GBRA officials encourage residents to use caution before entering area lakes working to stop the draining of the area lakes. The replacement of the ordinance was to conform to the findings released on Monday by an Independent Expert Panel that was tasked with studying the safety of the lakes. As per the court's temporary injunction, the areas not identified as unsafe "automatically opened."

By Cindy AguirreHerrera (Seguin) -- Now that "most" areas of the water in the Guadalupe Valley lakes system are officially open, GBRA officials are warning residents to still enter with caution. The Guadalupe-Blanco River Authority Board of Directors spent much of the afternoon on Wednesday repealing and replacing an ordinance that initially kept all people off the lakes. The action was enforced in September and was part of a temporary injunction agreement between the river authority and plaintiffs in a lawsuit who were

Patty Gonzales, the communications manager at GBRA, says this week's amended ordinance will help with the continued enforcement of those restricted and unsafe areas.

"GBRA will be conferring with the Guadalupe County Attorney and if he has no changes, we will publish the ordinance and it will take effect in approximately two weeks after that. The previous ordinance that was repealed (Wednesday) stated that there was absolutely no activity on any of the lakes so this ordinance makes the changes based on the Independent Expert Panel report," said Gonzales. Pumpkins on Pikes event slated to return to SOLC during Pecan Fest weekend By Cindy Aguirre-Herrera (Seguin) -- The pumpkin carving talents of locals will again help light up the fields and night sky over at the Irma Lewis Seguin Outdoor Learning Center. The SOLC is seeking carving skills of all levels during this year's Second Annual Pumpkins on Pikes Pecan Fest event. The event will be held Saturday from 4:30 to 9

p.m. Last year, the pumpkin lighting festival welcomed 160 pumpkins. The sea of creatively carved pumpkins stood high above the ground on pikes and platforms planted throughout the SOLC field. Milisia Bielstein, director of operation and development for the SOLC, says families are invited to pick their pumpkins at the SOLC for a $20 donation. She says the contest is open to both kids and adults. See PUMPKINS, page 6

Watoto Project using kickball to support orphans in Tanzania sis in the east African nation. Since that time, students, faculty members, churches and the community-at-large have all come together to support the project. Morgan Klaser, director of the Jon and Sandra Moline Center for Servant Leadership at TLU, says they preach civic engagement all the time to students at the university. She says the Watoto Project certainly falls right in line with that message.

“We’ll get those little devils!”

MIRACULOUS PRAYER Dear Heart of Jesus, in the past I have asked for favors. This time I ask you this very special one (mention favor). Take it dear Jesus and place it within your own broken heart where your father sees it, then in your merciful eyes it will become your favor, not mine. Amen. Say this prayer for 3 days, promise publication and favor will be granted. Never known to fail I.S.G.

(Seguin) -- Some students at Texas Lutheran University are looking to kick up some support for some orphans in need of your help. The Watoto Project at TLU is part of a learning module that helps students, faculty and community members to come together to organize and raise money to support orphans in Tanzania. The Watoto Project uses a kickball tournament here in Seguin, Texas to raise money that will then be used to buy goats for the children in that African nation. The goats serve multiple purposes for these children, and it's one of the reasons why it has become such a popular fundraiser in Seguin. Will Kennemer, a senior communications major, says serious cause, but they use a fun game, like kickball, to raise the money for these kids. "Watoto means children in Swahili. What this does is, we raise money, we do this project for a couple of months, and we form this kickball tournament. We get things together to host this kickball tournament. The money that we raise from that goes to these orphans in Tanzania. What they use the money for, is to get goats. So they use these goats for many different things. They use them for the milk that they get from the goats. They use them for the meat that they get from the goats, and they also take the skin and they use it for clothing. So they have multiple needs (that are met) from these goats, and they take them and they use them so that they can live and survive," said Kennemer. The students have been hard at work, raising money on campus and throughout the community. Cailey Young, a junior social entrepreneurship major at TLU, says most people have been eager to help them raise

funds for the goat project. She says there's still time for people to sign up for the tournament or just to find another way to give. (Recently), we as a group collected $100, at least, by just asking students to pitch in a dollar. I feel like that's what the community really needs to recognize, is that there's a direct impact. These kids are going to get what they need to live a happy normal life. You can do that by signing up for this kickball tournament, or you can create a donation jar at maybe an organization that you go to on the daily, or if you want to come by TLU's cafe for some coffee and maybe drop a few coins in there -anything helps," said Young. Julio Navarro is a sophomore dramatic media major, and he says he drawn to the project when he first heard details about it. He says these are the kinds of things that he likes to do, and he hopes that others will join in and help raise money for this worthwhile cause. "When I heard about this module, my first thought, my first instinct was -- 'I love serving and I love volunteering.' That's my calling. There's no other way to put it. Within the church, I always do that. I vol-

unteer any way possible. This project really is impactful, because you can know God's love for the children and everything. You can give your heart to the children there," said Navarro. Kennemer says he knows the privileges that he current enjoys, and it's one of the reasons why he felt compelled to give back in this way. "Seeing this project and seek this available, I really wanted to come here and help, because I know that I have been given (a lot). I've had a lot of good things happen for me. I know that those orphans over there, they don't have it so good. So knowing that we can do something to help them and make their lives better -- we don't know if we are ever going to see those orphans, but we know that we are making a big impact from whatever money we can raise. So knowing that I'm helping those kids survive and live good lives, it makes me feel really good," said Kennemer. The Watoto Project was started by Dr. Rodrick Shao, an associate professor at TLU. Dr. Shao grew up in Tanzania and he started this as a way to address the kids who were orphaned, due in large part to the AIDS cri-

"We want our students, while they’re here at TLU, to have opportunities to connect with the greater community and learn about how they can use either their personal call in life -- what they want to do with their careers -- to make a difference in the world. So projects, like the Watoto Project, are just a great opportunity for students to engage with the community, and learn more about people, other than themselves and see how they can give back. After they finish at TLU and graduate and go on and to be active citizens, they are really able to practice those same community building skills out in there in the world," said Klaser. Those who would like to support the Watoto Project can sign up for the kickball tournament, or they can go online and give via the group's gofundme.com page (https://www.gofundme.com/f/9zjrruwatoto-children). The group is also looking for volunteers who are willing to assist with the kickball tournament. Folks who would like to help can call the Center for Servant Leadership, or send an email to volunteer@tlu.edu. The Watoto Kickball Tournament is slated to run from noon to 4 p.m. on Sunday at the Seguin Softball 4-Plex on Nelda Street, next to the Guadalupe County Fairgrounds.

Seguin native to star in film to be featured at Austin Film Festival By Cindy AguirreHerrera

Heroes Rally hosted by the Duplass Brothers (HBO, Netflix) and Seed & Spark.

(Seguin) -- A Seguin native will hit the big screen at this year's 26th Annual Austin Film Festival. Now while she might find herself alone in the film, lead actress Ivy Koehler Meehan, will be looking to surround herself with plenty of support as she and the Indie drama's filmmakers Duncan Coe and Elena Weinberg, of TurtleDove Films, seek applause for their first full length feature film, A Room Full of Nothing. Meehan says the project which has been in the works for the last two years has been accepted as an official selection in the Texas Independents category.

In March of this year, the film had its world premier at the 13th Annual Method Fest Film Festival where it was the winner of the Maverick Award for Excellence in Independent Filmmaking.

The film is a "sardonic look at the life of artists when they're fed up with the world around them." It follows Meehan and Coe, also the leading male actor, as they "accidentally will away everyone in the world and must manage their sanity in a state of increasing isolation and fractured reality." Meehan says cutting down the script and having basically only two main characters was initially a way to save money. But in the end, she says the limited characters helped inspire the film mak-

ing it that much more intriguing. "Everybody else is gone so we don't have to put tons of people on this payroll for this tiny film. So, their idea was to have these two artists get some bad reviews of their work individually and kind of in a hazy moment after these no good, very bad days, they will away the rest of humanity. From that point, they wake up the next morning and everyone's gone and so they kind of have to navigate their relationship. They have to navigate what art meant to them, what art means to them now. What does it mean to you if you don't have an audience? Is it still a passion of yours so those are some of the themes of the movie and then it kind of takes you down this twisty, turning ride of some surprises that happen as they

navigate this new world that they are in," said Meehan. For the filming, TurtleDove utilized the urban and natural landscapes found in between Austin and the beaches of Port Aransas. Meehan says a majority of the filming, however, was kept in Austin. "So that's when we really wanted to try to get the film some traction in Austin or at least in Texas and Austin Film Festival is one of the top festivals in the country -definitely in Austin. You've got South by Southwest and Austin Film Festival which are the two big ones. So when it became obvious that the movie was going to get made, it was kind of in our mind of this is where we do want to have our Texas premiere and it's tricky with

movies because lots of people don't understand how and I didn't even really either until going through this whole process of how do movies get distributed, how do they end up in theaters, what's the purpose of the festival and so that's been a really fun although I would say laborious process of trying to navigate where our film fits best, who it would work with, who it doesn't resonate with and Austin Film Festival kind of just became that home that we were hoping to get into," said Meehan. According to the film company, previous accolades for its work include the Script Semi-finalist in Screencraft Fall Film Fund 2018 screenwriting competition and named as a finalist and grant recipient in the Hometown

Meehan says support from the Seguin community can also be shown by sharing the film on social media. She says there's no better way to support a film project than to create the buzz needed to catch the attention of those attending the festival or those in the business looking for this type of talent. TLU cross country teams race in large D1/D2 meet hosted by UC-Riverside (Riverside, Calif.) - The Texas Lutheran Bulldogs were among 23 women's cross country teams and 21 men's cross country teams competing at Saturday's University of CaliforniaRiverside Highlander Invite.

men's and women's races and having a large volume of people to race were what we were looking for, and the meet at UC Riverside didn't disappoint. I know that both genders were a

Senior Kylee Garcia finished in the top 80 in a field of 207. Garcia was 76th overall with a time of 23 minutes, 5.29 seconds. Fellow senior Ashley Rynard was 134th with a time of 24:32.11.

"Some of the women ran PRs last week in a 5K, and then turned around and ran that time or faster through the 5K mark en route to finishing a 6K this week. It shows that we are definitely sharpening up for the conference championship meet in two weeks."

Racing against mostly NCAA Division I and NCAA Division II squads, the TLU Women finished 21st out of 23 teams with a team score of 591. The TLU Men raced three student-athletes and did not qualify for the team standings. Five runners are needed to score in the event. "Fall Break was good to us," said Darlene Holland, TLU's head coach for women's and men's cross country. "The weather and competition in Southern California is great for cross country running. We came away with most of the team running PRs, even with hills in the course." "Perfect temperatures for both the

Mackenzie Payne, Jackie Garcia, Julia Maciel came home in 171st, 184th, and 193rd, respectively. "I know that there were a lot of smiles after the race, and that's the most important thing," said Holland. "Some of the PRs were huge drops in time,

TLU followed up Monday's 297 with a 311 on Tuesday. The Bulldogs placed behind LaGrange (589), Huntingdon College (594), Berry College (597), and Birmingham Southern (607). The Bulldogs ended with a team total of 608, a shot shy of Birmingham Southern. In the 19-team tournament, Walters State Community College, Oglethorpe, Berry College "B",

Emory "B", and Spring Hill College closed out the top 10. To get into the top 10 in the individual standings, Maus closed with a 75 on Tuesday after a 74 Monday. He posted a final total of 3over-par 149. TLU's Matthew McArthur also claimed a top-10 finish. McArthur finished at +6 after a 1-over 73 on Monday and a 5-over 77 on Tuesday. Cameron Carter tied for 14th after rounds of 73 and 78. Nathan Haley and Evan Skaar tied for 55th and 72nd, respectively. The Chick-fil-A Collegiate was the final tournament of the Bulldogs' fall season.

Seguin volleyball rally falls short in home loss to McCollum (Seguin) - Seguin dropped to fourth place in the District 26-5A volleybal standings Tuesday after a gut-wrenching five-set loss to San AntonioMcCollum at Goldie Harris Gym. The Matadors won the first set 25-23, but came up short in the third and fourth 25-20, 25-13. The Cowgirls had Seguin at match point in the fourth set, 24-23, but the Mats rallied with three straight points to win 26-24 and force a fifth and deciding set. The teams went back and forth in the fifth frame, with McCollum forging a 9-8 lead. The visitors closed it out with a 6-1 run to hand Seguin a 159 loss. The Cowgirls' defensive effort limited the Mats to a .156 attack percentage on the night. Seguin head coach Kristi Stanley credited

McCollum for playing with intensity and capitalizing on her team's inconsistency.

Reese Brittain added 17 assists, and Taylor Bode put away 10 kills.

"They handled that sense of urgency and the importance of this game," Stanley said. "They wanted that win, and it just seems like we played a little bit more complacent, and our offense was not near as balanced as it was in the past. I feel like we were very predictable with where the ball was going to go. Defensively, when we did get great touches, we were so out of system that we just had to get the ball over and weren't able to still do something with it, and get enough hitters involved to keep them guessing where we were going to go."

Amasti Canales came up with a team-high 31 digs and three aces. Brinley Beicker chipped in with 23 digs, Beth Martinez 21.

Julianna Harrington put away 23 kills to lead the Mats offensively. Riley Brittain set for 20 assists to go with 11 kills and 24 digs.

Reagan Schmidt had the team's only solo block and totaled two block assists. Seguin, 19-20 overall, is 9-5 in district play. McCollum sits a half-game ahead of the Matadors in third place with a 10-5 district record. Seguin has matches left against San AntonioMemorial and Kennedy, while McCollum's only remaining opponent is Memorial. The most likely scenario has the Matadors and

Cowgirls finishing tied for third place with a 11 head-to-head split, so the teams would have to play a tiebreak match or flip a coin for playoff seeding. Kerrville-Tivy stands in second place with an 11-3 district record and matches remaining against first-place Boerne-Champion and Harlandale. The Antlers would have to lose both to drop into a third-place tie with Seguin and McCollum. "These next two games, we've just got to take care of business, and try to find a way to help prepare us for the playoffs," Stanley said. Seguin heads to San Antonio to face Memorial on Friday at 6:15 p.m.

Restricted, unsafe areas still exist on area lakes, users encouraged to exercise caution River authority board approves new lake ordinance

GBRA, continued from page 1 Despite word that parts of the lakes are now open, Gonzales says residents and lake users should not be too fast to jump in. Instead, they are encouraging them to map out the safe zones as well as those areas clearly off limits. "The lakes are open except for the unsafe zones. So, the prohibited unsafe zone means absolutely no activity. The restricted unsafe zone, you could consider semiopened in that the only way you can access it is via watercraft wearing a Type I or Type III personal floatation device or life jacket. So in the restricted unsafe zone, there is no swimming, wading or tubing," said Gonzales. In a written statement released this week, GBRA officials say "understanding that nowhere in, on, or immediately adjacent to the water can be deemed 100 percent safe."

Gonzales says the prohibited unsafe zones that are still in place pretty much reflect the original areas of concern. "A great part of the report affirms what we laid out previously in terms of the prohibited areas surrounding the dams," said Gonzales. As outlined in the report, GBRA officials will begin implementing additional signage and buoys to clearly mark these areas. GBRA will also continue to monitor the prohibited areas surrounding each dam and will be working in coordination with local law enforcement to enforce these restrictions. Again, to help further assist lake users, maps clearly outlining the prohibited and restricted zones on each lake have been created. Those maps and all other additional information can be found online at gvlakes.com.

ADA Approves New Treatment For Cystic Fibrosis

NY State's Campaign To Help Stop Vaping

(Washington, DC) -- There is new hope for patients with cystic fibrosis. On Monday the Food and Drug Administration approved the first triple combination therapy that will be available to treat patients with the most common form of the disease. While there is still no cure for cystic fibrosis, it is estimated that Trikafta, a new combination of three drugs, could improve the quality of life of 90-percent of the cystic fibrosis population.

(New York, NY) -- New York State is going to help teenagers kick the vaping habit. The State Health Department is launching a new program that will offer nicotine gum, patches and lozenges to people trying to quit. There will be an ad campaign to educate parents and teens about the dangers of vaping. Some 600 New Yorkers have fallen ill with a mystery lung illness linked to vaping.

Blumenthal: Take Disguised Vape Pens Off The Market

CVS Teams With UPS For Drone Deliveries

(Hartford, CT) -- U.S. Senator Richard Blumenthal wants vaping products disguised as common items taken off the market. The Connecticut Democrat today called on the FDA to stop the sale of e-cigarettes shaped like smart watches, phone cases, backpacks and other items. Speaking from Hartford this morning, Blumenthal said the disguised vape devices are being marketed specifically to teens.

(Woonsocket, RI) -- Imagine getting CVS prescriptions delivered to your door, by drone. The pharmacy chain and UPS have struck a deal that will create a variety of deliveries beyond medication. No word on when it will begin. UPS recently became the first company to win FAA approval.
