Guadalupe County Judge brings An unexpected surprise under the hood lake associations together to talk about efforts to save the lakes By Cindy Aguirre-Herrera (Seguin) -- Guadalupe County took a step in helping to streamline or bring all lake associations to the same table during a special workshop held Tuesday morning. Discussion was relative to the requirements of establishing possible taxing district and/or funding solutions for the repairs/replacement of the dams. Guadalupe County Judge Kyle Kutscher says the idea for the workshop was to not only make sure that everyone knew what the other one was doing but to also make clear of the county's role in this effort to help save the lakes. "I had previous conversations with some of the lake associations and got different comments, different questions and I think there were different expectations of what the county's involvement needed to be so I wanted to try to pull all of those lake associations together today to put
everything out on the table -- manage expectations of the lake associations, understand what they expected of commissioners court and the county, what the plans and timeline were as the lake associations create these water controlled improvement districts. One big thing that we wanted to answer was is that going to be independent of each lake and have multiple districts which is what they told us today or was there ever a possibility of combining all of those lakes into a single district. I think they outlined in the workshop today some of the the challenges as to why they're focusing on multiple districts. But we wanted to just put everything out in the open so we knew if there were any concerns, any other challenges that needed to be overcome before the lake associations come to the county requesting the commissioners court to take action either on a position or calling an election or the creation of the district," said Kutscher.

Since the very beginning, Kutscher has talked about the county's involvement in trying to find a solution between lake residents and the Guadalupe-Blanco River Authority. Up until a temporary injunction hearing in September, the lakes were facing the threat of having the lakes fully drained after a dam failure on Lake Dunlap back in May and a original failure in Gonzales a few years prior. Kutscher says there were many hours put in behind the scenes trying to come up with a solution and all in an attempt to avoid an appearance in the courtroom. However, an agreement to temporary hold off on the draining was authorized by the courts. That agreement was in hopes that the plaintiffs and GBRA could come up with an alternative plan and avoid a trial in 2020. Kutscher says Tuesday's meeting, again, was just more of a collaborative effort to bring all the lake residents together in hopes of moving forward. He says it was impressive to hear all the latest efforts that are currently in the works. See LAKES, page 3

(Seguin) -- If you've got burning to do, then you will want to take advantage of getting rid of that trash and brush while you can. The Guadalupe County Commissioners Court on Tuesday opted to hold off on putting back the burn ban that was just lifted by County Judge Kyle Kutscher on Friday. The agenda item, if approved, would have restored the burn ban beginning on Nov. 5. Although the commissioners court did not take action, the burn ban will appear as an item on next Tuesday's agenda. Judge Kutscher says the court felt that waiting to see what happens next

"We understand that the burn ban impacts a lot of people out in the county. The county commissioners court has been responsive when things get dry and the index goes up to implement and to put on the burn ban but we want to be just as responsive when we do get rainfall to pull that burn ban off, to allow people to burn outdoors. But please be mindful. You've got a lot of temperature change, northerns coming in, higher winds than usual. We want to take the opportunity now to be able to burn some of that stuff and clean out some of these fields and properties
and brush piles prior to having hard freezes and everything dying but at the same time, the winds and some of these conditions could be very unsafe to burn even if there is no burn ban. So, please use common sense, please look at the weather, be safe because we don't want to have an unsafe situation where people are burning during windy or dry situations," said Kutscher. County fire officials say despite the rain in the area, it's the winds that are of concern. Fire officials say although the burn ban has been lifted, it's still against the rules to burn when there are high winds. He too warns citizens to use common sense when burning.
Those with specific questions about burning on their property are asked to contact the fire marshal/emergency management office at (830) 303-8856. During Tuesday's meeting, commissioners also approved to file the executed contract between Guadalupe County and Republic Services for the operation of a pair of collection stations, one in Marion and one in Kingsbury. County officials say following other steps to be taken by the vendor, the county is hoping that the sites will reopen on Wednesday, Nov. 6. The sites have been closed since the end of July.
Traffic stop lands two behind federal bars By Cindy Aguirre-Herrera (Guadalupe County) -- A traffic stop on Interstate 10 has resulted in the seizure of over 21 pounds of cocaine and heroin. Lt. Clint Garza, of the Guadalupe County Sheriff's Office, says on Friday, Cpl. Dustin Crawford stopped the Nissan SUV near the 600 milemarker. Upon obtaining consent to search the vehicle, Garza says Crawford noticed several signs that the engine compartment had been tampered with and that recent work had been done on the transmission.

During the inspection a false wall was observed built inside the transmission. "This year, we have a better plan. We have a building across from South Hall so basically what we are going to do is we are going to have a snow cone machine. We have cotton candy. We have a couple of Halloween movies playing. We have some games. We just have a lot of things for the kids and parents to do while they wait in a separate building and then we are going to take them and parents in groups with their student escort and then we are going to take them into the building. We have umbrellas, tents anything to keep them dry and then let them
come in and trick-or-treat," said Sims. Last year, two inches of rain fell in the area on the night of Boo Bash. This of course impacted those who waited in the line to go in. But this year, Sims says the group is better prepared should they encounter the same fate. "The resident assistants of the South Halls, we spend pretty much the entire month of October and we decorate the halls, the lobbies -- we basically transform a boring dorm into our theme. So for instance this year's theme for Baldus is Tarzan and the Jungle. Trinity Hall is the haunted corn maze and then Clifton Hall is Alice and Wonderland. It's just an opportunity for the community to come together. Trick or treat with their little kids and it's more of an addition to Halloween. We aren't trying to take over Halloween or replace trick or treating. We are just trying to add something extra for kids to do in Seguin," said Sims.
Boo Bash gets underway today at 6 p.m. Parking is available anywhere throughout campus. The South Hall Dorms are located immediately south of the TLU Chapel. The event is free. TLU, however, is not the only one offering a little preview to Halloween. In fact, right next door, Yaklin, Chrysler, Jeep and Dodge will also be inviting families over today for its Trunk or Treat from 5:30 to 7 p.m. The event will include a costume contest with prizes going to the top three costumes. Yaklin is located at 1550 W. Kingsbury St.
"I think we will have to follow up with additional workshops and discussions. Based on the information that was presented today, I believe Lake McQueeney, the attorney Steve Robinson commented that he thinks Lake McQueeney could be submitting a petition as soon as seven to 10 days from now to commissioners court. It has to be a public notice. It has to be at least 20 days, a couple different hearings. I would like to have an additional workshop or workshops needed to discuss what those requirements are, really layout in bullet form what the county has to do, what implications that has
on the landowners, give the media a chance to be involved but then also anybody else in the public that may be concerned have a chance to come forward to multiple public hearings to voice their concern or approval of that type of district," said Kutscher. After having been in the the middle of many conversations, Kutscher says he was glad that the county was able to bring all the talks to a single table. He says it also allows all the stakeholders in the community to follow along throughout the process. "Overall, it was a good use of time, good conversation. I

think it shed some light on the fact that everybody wants the same thing and by that I mean we all want the lakes to remain and want the dams repaired and replaced and fixed and maintained moving forward. The challenge though is with the different geographic makeup , the different financial structure of each of the lakes, how do you accomplish that goal and that's really the challenge we are going to be faced with as a community not just a commissioners court deciding on what district should be set up or not," said Kutscher. The workshop was held Tuesday before the Guadalupe County Commissioners Court's regular meeting.

Seguin boys, Navarro girls compete in Region IV cross country meet (Corpus Christi) - The Seguin boys cross country team finished 18th among 24 schools in the 5A Region IV cross country meet at Texas A&M- Corpus Christi on Monday, while the Navarro girls took 11th place in the 4A Region IV competition. Cheney Stephenson was Seguin's top individual finisher, claiming 35th place in a field of 183 runners with a 5K time of 17:24. Other Seguin team members include Jerry Garcia, Marshall Allenger, Garrett Machado, Louis Flores, Anthony Estrada, and Aidan Flores. Monday marked the Seguin boys' first appearance in a regional meet since 2006. Melonie Thomas led the Navarro girls in the 4A competition with an 18th-place finish, running the twomile course in 12:40. The other Panthers competing include Jaelyn Martinez, Zoe Carter, Vanessa Garcia, Sofia Salazar, Haley Blades, and Sabrina Sneed.

Texas Lutheran qualifies for 2019 SCAC Championship tournament after 2-2 weekend (Sherman) - After failing to qualify for the Southern Collegiate Athletic Conference Women's Volleyball Championship tournament a year ago, the Texas Lutheran Bulldogs are back in the SCAC post-season after completing conference regular-season play with a 9-9 mark.
TLU defeated Centenary in three sets: 25-19, 25-18, 25-19. In the loss to Dallas, Jaci Chambers and Paige Day each had 12 kills. Chambers and Kelly Jurden dished out 28 and 26 assists, respectively. Kelsi Menn registered six blocks, and Chambers recorded 28 digs.
With a few conference matches still to be played by other teams, TLU can do no worse than the No. 6 seed for the conference tournament, to be hosted by TLU Nov. 8-10 in Memorial Gymnasium (Jim Shuler Court).
In the win over Centenary, Day contributed 10 kills, and Chambers collected 19 assists. Menn added eight more blocks, and Lexi Morris notched 26 digs. Sunday against sixth-ranked Colorado College, TLU lost in four sets: 21-25, 25-13, 25-17, 25-18. Peyton Sulak led the Bulldogs with eight kills. Jaci Chambers and Kelly Jurden each had 13 assists, and Lexi Morris collected 14 digs.
The Bulldogs could be as high as a No. 5 seed depending on the outcome of the last few SCAC regular-season matches. The top six teams in the SCAC regular-season standings qualify for the conference championship tournament. Centenary (La.) currently sits in the seventh spot and already has 10 conference losses. This weekend, TLU went 2-2 at the SCAC Cross-Division Tournament in Sherman, Texas. The tournament, hosted by Austin College, saw TLU go 1-1 on Saturday with a loss to University of Dallas and a win over Centenary. On Sunday, TLU fell to Colorado College and defeated Schreiner. The Bulldogs now hold an overall record of 18-15. Friday, the Bulldogs fell in five sets to the University of Dallas, 19-25, 2523, 22-25, 25-17, 15-12.
Sulak and Cailey Young each tallied two blocks, and Jurden served three aces. The Bulldogs then defeated Schreiner in four sets: 25-16, 23-25, 25-20, 2515. Chambers and Kacie Hall each had 14 kills, and Jurden and Chambers registered 28 and 26 assists, respectively. Morris and Chambers had 30 and 24 digs, respectively, and Young, Bryten Mitchan, and Sulak each had three blocks. Jurden served two more aces. TLU plays three non-conference matches - against Hardin-Simmons, Mary Hardin-Baylor, and Concordia Texas - next Friday and Saturday in preparation for the SCAC tournament the following weekend in Seguin.

TLU women's soccer falls to Southwestern 2-0 (Seguin) - The Southwestern Pirates scored a 20 win Friday night against Texas Lutheran in Southern Collegiate Athletic Conference Women's Soccer action. The Pirates improved to 12-4 overall and to 4-2 in the SCAC. TLU fell to 7-7-1 overall and to 24 in the SCAC. Alexis Guajardo gave the Pirates a 1-0 lead in the 14th minute with an assist from Alexis Barrientez. Maya Fuller put Southwestern in front 2-0 with a goal in the 75th minute. The goal came off a
double-assist from Hallie Rutherford and Juliet Pridgen. Southwestern out-shot TLU 25-2 and had a 12-1 edge in shots on goal. Madison Stout made 10 saves in goal for TLU. Mary Cardone needed to make just one save for Southwestern. TLU plays its final two regular-season games of 2019 with road contest next Friday and Sunday against Centenary College (La.) and St. Thomas (Texas), respectively.

Green, a sophomore forward, gave TLU a 2-0 lead in the 46th minute when he converted a penalty kick. Green put the Bulldogs in front 3-0 with an unassisted goal in the 70th minute.
Cameron Townes notched the game-winner in the 37th minute off an assist from Marco Roman. For Townes, the senior midfielder/defender, the goal was his ninth of the season.

For Roman, the freshman forward/midfielder, the assist was his team-leading eighth. Caleb Weed made five saves in the goal for the Bulldogs. TLU out-shot Southwestern 14-11. Vital Statistics Douglas Wayne Bierstedt Douglas Wayne Bierstedt, age 63 of Seguin, Texas passed away peacefully after a lengthy battle with Glioblastoma brain cancer on October 21, 2019 while surrounded by his family. Doug was born on May 20, 1956 in Seguin, Texas. He graduated from Seguin High School and Texas A & I University in Kingsville, Texas with an Agri-Business Degree. He spent 20 years employed by USDA as a Statistician. He then went into the banking business working for First State Bank in Georgetown, Texas then moved to Seguin and began work for Surety Bank, First National Bank, Sterling Bank, Broadway Bank and finally as Sr. Vice President at Ozona Bank. Doug was preceded in death by his father, Herbert O. Bierstedt. Survivors include his wife, Vicki Bierstedt, son Denver and wife Ashley and grandson, Bowen of Cedar Park, Texas. Son, Kendall and wife Cierra of Austin, Texas. Also, survived by his mother, Ruby Bierstedt, brother, Blake Bierstedt (Sharon Bierstedt), sister, Linda Martin (Bubba Martin). Numerous nieces and nephews and great nieces and a great nephew. A Celebration of Life Service will be held on November 2, 2019 at 2:00 pm at Faith Lutheran Church, 1326 E. Marion Pollard Chandler On October 19, 2019, 89year-old Lake McQueeney resident Marion Pollard Chandler went home to Heaven and now rests in the arms of her Lord and Savior, Jesus Christ. She passed away peacefully at her beloved lakefront home, surrounded by her family. Marion Chandler and her husband Joe moved to Seguin, Texas in 1993 after living in San
East Texas State, she met and fell in love with Joe Chandler, the football star who would be her future husband. After graduation, she would go on to teach Elementary School for 37 years, the last thirty of which were at Fort Sam Houston. Before joining the teaching faculty at Fort Sam Houston Elementary, she taught in Pine Tree ISD in Gregg, Texas; in the Defense Department schools in the Panama Canal Zone; in Marshall, Texas ISD; and in San Antonio’s North East ISD. While at Fort Sam Houston ISD, she and her students seeded wildflowers throughout the base; she received Teacher of the Year honors from the District, from the City of San Antonio and from the State of Texas; she was chapter President of the Texas State Teachers Association; and she served on the textbook selection committee for the State of Texas. After retiring from classroom teaching, Marion continued practicing education as a volunteer docent at San Antonio’s Institute of Texas Cultures, where her most prominent visitor was then-President Bill Clinton. When Marion and Joe moved to Seguin, they immediately joined and became very active in St. Andrew’s Episcopal Church. Marion served the congregation as a member of the Altar Guild, assisting in weddings and funerals; as a member of the pastoral care committee; as a volunteer receptionist; and as a volunteer clerk at the church’s Cornerstone gift shop. She was preceded in death by her cherished husband, Joe Chandler; by her parents Sara and Pearson Pollard; and by her brother and sister-in-law Trulock and Nancy Pollard. She is survived by: her son Joe Chandler, Jr. and his wife Tricia; her son Robert Trulock Chandler and his wife Freddie Ann; and her daughter Sara Chandler Beal. Her six grandchildren are Jonathan, Megan and Rene’ Chandler; Jennifer Beal Hillman (husband Michael); David Beal, Jr. (wife Christine); and Kendall Chandler Aubert (husband John). Her great-grandchildren are Sawyer, Tucker and Chandler Hillman; Benjamin and Leah Beal; and James Pearson Aubert. Mrs. Chandler’s special nieces and nephews are: Jeff Pollard, his wife Leigh and their son Pearson; and Kelly Pollard Foster, her husband Joe and their daughters Taylor, Chandler and Hayden. In addition to her official family, she is survived by a host of very dear friends and hundreds of her former students whom she unofficially adopted into her life. It was her great joy to be considered the unofficial sister, mother, aunt and grandmother to so many people she loved. She enjoyed living on Lake McQueeney; being involved in her church; and being a part of the Seguin community. She loved deeply and was loved deeply – she will be sorely missed. A memorial service will be held on Saturday, November 2, 2019 at 2 p.m. at St. Andrew’s Episcopal Church, 201 E. Nolte St., Seguin, Texas, 78155, with Reverend Gordon Scheible officiating. A reception will follow in McKeogh Hall. As one of her final requests, she asked that all who wish to honor her do so by embracing her passion for education and reading a book to a child. Harry Charles Schmidt was born on February 20, 1947 in Seguin, Texas to Hilton “Bill” Schmidt and Mary Lee Bartels Schmidt. He attended schools here in Seguin and was a 1965 graduate of Seguin High School. He attended Texas A&M University with a degree in Aerospace Engineering and graduated in 1969. Harry proudly served his country in the United States Navy as a highly decorated pilot during the Vietnam War. Harry was a space flight simulator instructor; he was in charge of getting space shuttles to land! He worked for civil service for 20 years where he was last employed by the United States Air Force. He was also a devoted Christian. On Saturday, October 19, 2019, Harry entered into eternal peace. He is preceded in death by his father, Hilton “Bill” Schmidt, and his mother, Mary Lee Bartels Schmidt and his sister, Sharon Schmidt Koebig. He is survived by his brother, Ron Schmidt and wife, Janie; his nephews, Hilton Koebig and Trevor Koebig; He also leaves many loving relatives and friends. Harry was an intelligent, witty, and wonderful man who will be missed dearly by all who knew him.
