Prop A on ballot in Seguin ISD

Darren Dunn

(Seguin) -- The Seguin ISD is hoping that voters will consider lowering the tax rate, which will ultimately help the district emerge from a financial bind. During Tuesday’s election, the district will be hosting a Voter Approval Tax Ratification Election (VATRE). It appears on the ballot as approval of Proposition A.

Seguin ISD Chief Financial Officer Liz Oaks says approval of Proposition A will lower the tax rate, but more importantly, it will let the district receive more money from the state.

“I don’t think it’s any secret that school districts have been struggling financially for a long time, but there has been no increase to the basic allotment, which is the basis of the per pupil state funding that we received since 2019. So, we’re essentially operating on 2024 bills with 2019 revenue. Most districts in the state of Texas have adopted a deficit budget for several years now, and Seguin ISD falls into that category. For the 2024-2025 school year, the district adopted a $4 million budget deficit. So, the board of Trustees is tasked with finding a way to get out of that deficit, and we, as a school district, are doing three things to try to fix that problem with one of the solutions being the election,” said Oaks.

Building the Future: Skilled Trades, Tech Job Fair this week

(Seguin) -- The Seguin Economic Development Corporation (Seguin EDC), New Braunfels Chamber of Commerce, Schertz Economic Development Corporation (Schertz EDC), and Cibolo Economic Development Corporation (CEDC), are excited to announce the upcoming Building the Future: Skilled Trades and Tech Job Fair. This event will be held on Nov. 7, 2024, from 11 AM to 3 p.m. at the New Braunfels Food Bank located at 1620 S Seguin Ave, New Braunfels, TX 78130.

The Building the Future Job Fair aims to connect local job seekers with employers in the skilled trades and technology sectors. Attendees will have the opportunity to network with representatives from various companies, learn about available job openings, and gain valuable insights into career paths in these high- demand industries.

“The Building the Future Job Fair is a unique opportunity to connect local talent with businesses that are driving our region’s growth,” said Josh Schneuker, Executive Director of the Seguin EDC. “By bringing together skilled trades and tech employers with motivated job seekers, we’re not only helping individuals find fulfilling careers but also strengthening our community’s economic foundation. We’re excited to see how this event will foster long-term opportunities and create pathways for success in high-demand industries.”

Participating employers will include companies from a variety of industries, such as manufacturing, construction, engineering, information technology, and more. They will be showcasing a wide range of job opportunities, including entry-level positions, skilled trades, and professional roles.

Prop A, continued.

Some of the other things the district has done is try to tighten its belt. Oaks says they are reducing expenses to help reduce that deficit.

School Board Trustee Josh Bright says they also have limited salary expenses for this year, that includes not providing pay raises this school year. He says the steps they are taking now are just the beginning if the proposition fails. He says they need the additional revenue to help pay teachers and to help provide the best educational experiences for all students.

“We’re thrilled to be part of the Building the Future Job Fair, where our mission is to support local talent and help them connect with rewarding career paths,” said Isabella Ellis, Economic Development Specialist for the Cibolo Economic Development Corporation. “This event offers job seekers a chance to explore a wide range of opportunities in skilled trades and technology, fields that are essential to our community’s growth and resilience. We’re committed to fostering these connections and supporting both our workforce and local employers in building a strong economic future.”

Job seekers are encouraged to come prepared with resumes, dress professionally, and be ready to interview with potential employers.

“That’s one of the reasons why, when this came up before us, as the board, we’re like -- ‘yeah, let’s

do it!’ We’ve got to get this so that we can take care of our staff, and this will also take care of some programs. Unlike bond money that we’ve asked for in the past, this one doesn’t go to facilities. This one

goes to our people, and it goes to student programs,” said Bright. The district officials have been trying to explain why Proposition A needs to be approved, but they have also tried to explain how this will work. The approval of Proposition A would lower the current maintenance and operation tax rate. Bright says your appraisal might still go up, which is beyond the school district’s control. He says what they can control is the tax rate and that would be lowered by 1.38 cents to $1.1028. “We’re talking about lowering the tax rate.

Guadalupe County Tax Assessor-Collector

The Seguin Daily News continues its highlight of the candidates appearing on the November 5, 2024, General Election. Each candidate was asked to respond to the following three questions. Today’s featured contest is the race for Guadalupe County Tax Assessor-Collector. Not responding to questions was Incumbent Daryl John. Note only one of two candidates responded.

Candidate: Jesus Trinidad

What initially inspired you to run for elected office?

There are several reasons why I initially decided to run for office. The main reason is that not that many candidates had run for office in the last few years on the Democratic ticket. Another reason is that I wanted to make a difference in getting the vote out to help elect a Democrat as President of the United States. Thirdly, I have been involved in committees for the city and county and I feel I have an extensive background in governmental entities. I have been a member of the Seguin School Board for one year and I have been on the Seguin Planning Commission for close to 11 years.

What are the biggest challenges facing the winner of this seat, and how are you prepared to address these challenges?

The growth of Guadalupe County and the growth of the 33 political jurisdictions that are handled by the County Tax Assessor Collector Office is probably the biggest challenge. So, it is a matter of quantity. In neighboring Hays County, they had to consider making adjustments to the number of personnel due to their growth. When I

get into office, I will have to do an evaluation of how the office is functioning and whether additional personnel are required.

What do you believe makes you the best candidate for the job? In other words, what do you believe sets you apart from your opponent?

From a very early age, I learned from my parents how to save money and how to be thrifty. By the time I graduated from Texas A & M in May 1972, I only owed less than $600 on a loan.

I have always been good at math, and it will serve me well in this position.

Real estate has always been of interest to me, and I took a couple of real estate classes at San Antonio College.

While I was taking a few classes at San Antonio College, I decided to get an Associate Degree in Legal Assisting in 1984.

My engineering background as a licensed professional mechanical engineer in construction and design will help me immensely.

In my 36 years working for the Department of Defense, I worked with construction contracts and did contract modifications.

We’re not asking people to come out of pocket and pay us anymore. Because of legislation, we have to ask the voters to approve a lower tax rate, which will take in more money from the state. We’ll get more money from the state and less money from the local people,” said Bright.

It becomes more complicated when trying to explain how lowering the tax rate will lead to more revenue for the district. Oaks says it’s based on the state’s funding formula. She says school districts have been required to lower their tax rates for years now, but in this case, there would be an opportunity for the Seguin ISD to see its contributions from the state go up.

“Since House Bill 3 in 2019, there has been required tax rate compression to school districts in the state of Texas, that is dependent on their value growth compared to the statewide average. So, Seguin ISD has decreased the tax rate 34 cents since then. Our tax rate for last year was $1.1166. If Prop A passes, the tax rate will be $1.1028. So, it is a slight decrease from the prior year, the 2023 tax rate. We are able to do that because the tax rate compression is greater than the increase that we are essentially doing to get all of our what are called golden pennies. Golden pennies are worth more than any other part of our tax rate.

The state basically guarantees for every one of those pennies that we are going to generate so much revenue per kid in attendance and we get to keep all of that money. So, Seguin ISD had six golden pennies. The most you can have are eight, and this, if passed, would give us all eight of those pennies,” said Oaks.

Oaks has been making factual presentations about Proposition A for weeks now. She and other members of the staff can’t encourage people to vote for or against it. However, that’s not the case for Bright. He and other members of the school board have been out front about the need for Prop A to pass, and he says he is again encouraging voters to invest in the district’s future.

“We are trying to do everything we can do to maintain what we have right now, and not lose any programs. We’re just trying to make it a better educational experience and allow all of our programs and students to be able to flourish and do what they can do. I know that our Seguin community will come through for us and for their children in this community to pass this proposition,” said Bright.

The polls will be open from 7 a.m. to 7 p.m. on Tuesday. Seguin ISD voters can cast their ballots at any voting location in Guadalupe County, and have their voices heard when it comes to the Voter Approval Tax Ratification Election.

Bulldogs Cruise Past Lyon, 45-10

SEGUIN, Texas -- Texas Lutheran cruised to a 45-10 win over Lyon College on Saturday at Bulldog Stadium in Seguin. Texas Lutheran improved to 7-1 and 6-1 in the SCAC while Lyon fell to 1-7 and 0-6 in SCAC play.

Texas Lutheran improved to 7-1 for the first time since 2019.

The Bulldogs racked up 466 yards of total offense, scoring on seven out of their ten drives and held the ball for just under 28 minutes. Texas Lutheran’s defense held the Bulldogs to 264 total yards and permitted Lyon to convert just three of 15 third downs.

Quarterback Caden Bosanko (San Antonio/East Central) completed 11-of-19 passes for 164 yards and two touchdowns while also leading the Bulldogs with 117 yards rushing and two more touchdowns. Running back Ryker Purdy (New Braunfels/New Braunfels) rushed for 78 yards, while backfield stablemate Kibreante Williams (Victoria/Victoria West) rushed for 23 yards and a touchdown and added 51 yards receiving and another touchdown. Wide Receiver Caleb Camarillo (San Antonio/Southside) caught two passes for 51 yards with 47 yards coming on a receiving touchdown. Joaquin Rodriguez (San Antonio/Smithson Valley) made his lone 30 yard field goal attempt as well as all six extra point attempts.

Safety Justin Navarro (Edinburg/Robert Vela) and defensive lineman DJ Lewis (Brookshire/Brazos) paced the Bulldogs with eight tackles each, while safety Troy Tomaselli (San Antonio/Cornerstone Christian) had seven stops.

The Bulldogs got the ball first and wasted no time marching down the field. A 36-yard run from Purdy gave the Bulldogs an explosive play to

start the drive before capping off the 12 play, 76 yard drive with a one-yard passing touchdown from Bosanko to Williams.

Lyon College would avoid another shutout from the Bulldogs by responding with a touchdown on their first drive, before they would be shut out for the remainder of the half.

It would take just six plays for the Bulldogs to move 53 yards as Kibreante Williams ended the drive with a four-yard rushing touchdown. After forcing a turnover on downs, the TLU offense would trot out to score their third touchdown of the half with a 47-yard passing touchdown from Bosanko to Camarillo giving the Bulldogs a 21-7 lead. The touchdown marks three straight weeks Camarillo has scored a touchdown of 40+ yards. A Caden Bosanko rushing touchdown would bring the game to its halftime score of 28-7.

The two teams would exchange field goals in the third quarter before rushing touchdowns from Bosanko and Nehemiah Murry (Luling/ Luling) would provide the final points of the game in the fourth.

Up next, the first place Bulldogs travel to Shreveport to face the Centenary College Gents on Nov. 9 at 1 PM. All streaming and stats links can be found on tlubulldogs.com. With a win next Saturday, the Bulldogs will clinch at least a share of the 2024 SCAC regular season championship.

Bird

Flu Detected In

A Pig For First Time In U.S.

(Salem, OR) -- Avian flu has been detected for the first time in the United States in a pig. The swine was one of five pigs tested on a small farm in Oregon after 70 birds had to be euthanized because they tested positive for the H5N1 bird flu virus. Health officials are concerned because pigs can become infected with both bird and human viruses at the same time which can lead to mutated strains that can more easily infect people. The CDC has confirmed 36 human bird flu cases related to the current outbreak in dairy cow herds in 14 states. Most of the cases have been in California and Colorado.

House

Panel Accuses Cuomo

Of Lying About NY’s COVID Response

(Washington, DC) -- A House subcommittee is accusing former Governor Andrew Cuomo of making “criminally false statements” about New York’s COVID-19 response. The pandemic panel has sent a criminal referral letter to Attorney General Merrick Garland, claiming Cuomo lied when he testified back in June. Cuomo denied being involved in the drafting or editing of a report on New York’s nursing home deaths but the former governor’s handwriting can be seen in the margins of a draft report. Fifteen-thousand nursing home residents died after Cuomo issued a directive that initially required nursing homes to readmit recovering COVID patients to help hospitals that were being overwhelmed.
