Judge denies petition for temporary injunction against GBRA spending By Cindy Aguirre-Herrera (Seguin) -- After a day and a half in the courtroom, Visiting Judge Stephen Ables denied the attempts by a group of lake property owners wanting to stop what it said was "reckless spending and decision making" by the Guadalupe-Blanco River Authority. Judge Ables on Wednesday afternoon denied the request for the temporary injunction filed by the plaintiffs.

The hearing which began Tuesday morning followed last week's decision by the judge to temporarily issue a restraining order. The order halted any of GBRA's spending until this latest ruling could be announced. According to GBRA Attorney Lamont Jefferson, the plaintiffs failed to show how stopping the river authority from spending money would cause immediate and irreparable harm to their lives. During his final arguments to the court, Jefferson asked if they really wanted GBRA to "shirk all other responsibilities
for their sake" and not "spend money on anything unless it goes to dams." Of course, GBRA's comments followed the list of concerns expressed to the court by the plaintiff's Attorney Doug Sutter. Sutter, not only represented the group of 300 plus property owners but he himself owns property on Lake McQueeney. Sutter, in recapping the day's events on Tuesday, stated that the group didn't want money to be spent on other things. He says while it's always possible to wait until the trial, the group didn't want to sit back and see millions of dollars wasted when they could be spent on repair or replacement of the dams. Among the most notable arguments was the group's position against GBRA's construction of a new office building in New Braunfels. They said what was initially noted in a press release as stopping construction "indefinitely" later turned out to be a 120 day hold on the $6 million project. Sutter says they not only wanted to hold GBRA responsi-

ble for excessive spending but they wanted to also stop it from doing what they want, when they want and overall, just changing its mind like in this pursuit of a new building. Other concerns brought forth by the plaintiffs was the money spent on non profit organizations and the spending of funds which personally benefited GBRA officials -in particular board members. Many of the concerns were brought to light thanks to information made public by a Sunset Advisory Commission Report. The commission is tasked with looking into state agencies and making sure that they are being operated correctly and responsibly and even whether or not those various groups still warrant existence. According to Sutter and as reported in the hearing, GBRA spent approximately $5 million on non profits such as the Gorge Preservation Society, the San Antonio Bay Foundation, the Guadalupe-Blanco River Trust and the Guadalupe River Foundation. Ashlie Ford, director of marketing and communications for TLU, says the campus is excited about welcoming Actor RJ Mitte to Jackson Auditorium. She says not only is he known for his role as Walt Jr. but off camera, he's an inclusion activist working to prevent bullying and helping to remove the stigma associated with disability. "Like his character on the show, he also battles with cerebral palsy so he talks a lot about what it has been like rising to fame

and how his cerebral palsy has never dettered his drive to succeed or stopped him from doing what he loves. So, he sort of has a mission of removing the stigma associated with disability and he's become a passionate activist also serving as celebrity youth ambassador for the non-profit United Cerebral Palsy. He draws a lot from his expeirences on and off camera to engage studnets in important discussions about diversity and acceptance and he also talks a lot about strategies for overcoming adversity including being bullied and demonstrates how through hardwork and determination, you can boldly and trimumply achieve any goal," said Ford. In addition to "Breaking Bad," Mitte has also had appearances on Showtime's "Weeds," NBC’s "Vegas," Freeform’s "Switched at Birth," and the CW’s "Everybody Hates Chris." Ford says the kid friendly event is being made possible thanks to the TLU Jesse S. and Jack Upton Brown Cultural Endowment Fund. The fund each year helps to bring speakers and indiviuals like Mitte to the campus for a community wide presentation. Mitte's talk will begin today at 7 p.m. followed by a Q & A with the audience at 7:45 p.m. and a Meet and Greet in the TLU Jackson Auditorium lobby at 8 p.m. The event is free.

(Seguin) -- All but one of the 10 proposed amendments to the state during passed Constitution Tuesday’s election. Proposition 4, which would make it harder to impose a state income tax, had the support of 77-percent of voters.
Prop 10, which allows retiring K9s and police horses to be adopted by their handlers, won a whopping 94percent of voter support. The one failed proposal was Prop 1, which would have allowed elected municipal judges to serve more than one city at a time. Some voters in Guadalupe County also had several local races to consider on Tuesday’s ballot.Those races include the Mayor of the city of Schertz. Winning the mayoral race was Ralph Gutierrez with 1,857 votes. Gutierrez defeated Carl Douglas with 720 votes. Gutierrez replaces Michael Carpenter who chose not to seek re-election. Council races also went to place 1 Mark Davis with 2,301 votes. Davis defeated Eddie People’s who only earned 935 votes. Defeating Jermey Wells for Schertz Place 2 was Rosemary Scott with 2,134. Wells received 1,076 votes. Keeping his seat as Mayor of Cibolo is Stosh Boyle with 1,538 votes. Trailing behind were Glenda Henry with 912 votes and Kara Letimer with 623 votes. Winning Council Member District
2 in Cibolo was Steve Quinn with 284 votes. Opponent Verlin “Doug” Garrett finished off the race with only 223 votes. The Cibolo Council Member District 7, seat went to Joel Hicks with 243 votes followed by Glenn Weber Jr. with 90 votes. Prairie Lea ISD voters have turned down a bond proposal. Bond Proposition A resulted in 99 votes for the district’s $8 million bond issue, and 106 votes against it. The district was seeking funds to help build a new high school, but the measure failed. Prairie Lea ISD voters in Caldwell County supported the measure, but those that lived in Guadalupe County, while a small group, voted overwhelmingly against the bond proposal, and that doomed its fate. Voters in the Prairie Lea ISD also headed to the polls to elect members of the board of trustees. The Guadalupe County totals include Jesse Silva lll with 91 votes, Karen Green with 134 votes, Crystal Trevino with 48, Sergio Trevino with 41 votes, JW Schliesman with 99 votes and Ross Bairrington 89 votes. Four seats were up for grabs on Tuesday, and the top four candidates will now fill those seats. James Harden and David Strauss were also the two top vote getters in Tuesday’s Green Valley SUD Board member race. Harden led with 1,169 votes followed by Strauss with 1,078 votes.

The fundraiser is scheduled tonight at the Columbus Club of Seguin Hall. Christy Williams, the executive director of the advocacy center, says purse bingo is a super fun night. She says players look forward to returning year after year. "We get together to do this fundraiser to assist with our operating expenses and it's a really fun way to do that by playing 20 games, having door prizes, having dinner, having silent auction

TLU volleyball senior Jaci Chambers named to All-SCAC Second Team
(Seguin) - Texas Lutheran senior setter/defensive specialist Jaci Chambers has been named to the Southern Collegiate Athletic Conference’s Women's Volleyball All-SCAC Second Team.
Championship in Seguin, TLU already has won 11 more matches this season than last season, when the Bulldogs were 9-21. Chambers, the SCAC Backrow Player of the Year in 2018, moved to setter in 2019. She played in 35 of 36 matches and averaged 5.50 assists and 4.12 digs per match.
Chambers, a four-year letter-winner for the Bulldogs, helped TLU to a 20-16 overall record in the 2019 regular season.
Chambers also served 30 aces and collected 107 kills. For her career, Chambers has 153 kills, 1,673 assists, 2,089 digs and 87 aces.

The Bulldogs went 9-9 in SCAC play this year and qualified for the 2019 SCAC Championship as the No. 6 seed. TLU faces No. 3 seed Southwestern at 6 p.m. Friday in TLU’s Memorial Gymnasium. A senior led Seguin in every statistical category. Julianna Harrington put away six kills, Riley Brittain set for eight assists, and Amasti Canales collected 15 digs.
Seguin only managed 19 kills and a .119 hitting percentage, and didn't record a single block in three sets. Head coach Kristi Stanley commended her team's effort against the most powerful opponent the Mats have faced this season.
The Matadors only recorded three service aces, with Canales, Brittain, and freshman Brinley Beicker each delivering one. Freshman Reese Brittain contributed seven assists. Tuesday marked the final varsity volleyball match for seniors Harrington, Brittain, Canales, Beth Martinez, and Leslie Muenchow.
"Even through district, the tough teams that we have don't run as fast of an offense," Stanley said. "They're just a very sound team, sound program, just a tradition and history of winning, and great players, and they did an incredible job. I could not be more proud
Stanley credits those five for aiding the development of the underclassmen who replaced the graduates off the district cham-
pionship team that advances three playoff rounds a year ago. "Going into this year, there was so much chatter of the doubt of Seguin volleyball, because we did lose so much, and just some adversity that we had, and their transitioning from last year's team to this year's team," the coach said. "The seniors did a great job of coming in and really leading this team, and showing them what Seguin volleyball was about, and continuing the tradition. We fought through some huge matches this year, and I think those younger ones do see that, and can now kind of take the reins, and keep this tradition going, and keep fighting and keep winning." Seguin's final season record is 21-22. Dripping Springs (40-10) advances to face San Antonio-Highlands in the area round of the 5A Region IV bracket.

(Seguin) - Lexi Morris, a freshman libero from Victoria, Texas, has been named SCAC Volleyball Defensive Player of the Week for matches played from Monday, Oct. 28 through Sunday, Nov. 3.
(Seguin) - Texas Lutheran sophomore forward Luis Green has been named the Southern Collegiate Athletic Conference Men's Soccer Offensive Player of the Week for games played through Sunday, Nov. 3.
That is one point more than he registered last season.
Green scored five goals and had an assist to lead the Bulldogs to two crucial SCAC road wins Morris also had a pair of 33-dig totals in matches last week. against Hardin-Simmons and Concordia Texas.
The 2018 SCAC Offensive Player of the Year and the 2018 SCAC Newcomer of the Year, Green also claimed All-America honors last season.
The award is Morris's third of the season. She was previously the Defensive Player of the Week 1 and in Week 5. This past week, Morris set a new career-high in digs with 41 in the Bulldogs' win over Mary Hardin-Baylor on Saturday.
Overall, Morris averaged 7.13 digs per set throughout the three matches. Her highest digs per set In the 6-1 victory at Centenary, Green notched average, at 8.20 per set, came in the win over Mary his fourth career hat track and his third hat track of the 2019 season. GBRA not prevented from continuing with budget, construction of new building in NB continued from page 1 Sutter tried to show how although GBRA works in partnership with the groups, they are not totally operated separately as the cost for staff still comes out of the river authority's budget. Kevin Patteson, who came on board as GM in 2016, responded by saying that he has been the "worst critic of the NPO's." He says he immediately began to discontinue a couple of the nonprofits due to their lack of production or because they simply duplicated efforts. Much of the day on Tuesday was also spent on combing through the process of an agricultural
land easement which was approved for a GBRA Board member's ranch in 2017. Don Meador, who was paid nearly $3 million, spoke about his wish to only protect the property and debunked any claim that it was used for GBRA employees to hunt or have parties. After that easement agreement, policy was reportedly changed so that type of situation could never happen again. Sutter also called up Ian Taylor, CEO of New Braunfels Utilities. Sutter claims that GBRA sold water to the NBU at a very discounted rate. According to NBU officials, they purchased 8,350 acre-feet per year of water from the GBRA for a "firm water

rate of $174 per acre-foot." He says when you say you don't have money to fix the dams, then how can you operate by giving such discounts to others such as NBU. In response to denying the injunction, Judge Ables stated that in the case of the easement approval and contributions to non-profits, he appreciates Patteson's testimony that he is responding to the Sunset Commission and doing everything he can to comply. As for the construction of the new building, he applauds GBRA's efforts to hold off on the building at the moment but that if they were to move forward, it would just be another asset for GBRA. Looking at lake residents in the
audience, Ables added "and if you (plaintiffs) are successful in your lawsuit, that pot of money is there so I don't think it's taking any money out of it." Judge Ables also mentioned that there should not be any interpretation of his ruling in denying the injunction. He says as the two sides move toward trial in October 2020, there is only possibilities for each side and no probabilities at this time. It was back in September when both sides reached an agreement to delay any draining of area hydro lakes until a consensus was reached by both sides or until original plaintiffs returned to the courtroom next year.

Campbell Christy on December 30, 1934. James is preceded in death by both of his parents and his loving wife Enilda Christy. James was known for his kindness and for how much he cared for those he called friends. His wicked sense of humor and stubbornness were just two of his fine qualities. She was the president of the infamous Guadalupanas at Our Lady of Guadalupe two times and enjoyed traveling to San Antonio and Fredericksburg. Anywhere she would travel to she would do it with her sisters. She loved spending time with her sisters and her children and grandchildren. She will be deeply missed by all of those who knew and loved her. Librado "Lee" M. Ramirez passed away with his wife by his side on Tuesday, November 5, 2019 at the age of 70. Lee was follower of Christ and a business man who owned "The Royal Touch" which left the door open and gave him the opportunity to give his testimony, a true follower of Christ. Lee never met a stranger and was known for helping anyone he came in contact with. His humble and loving personality will be deeply missed by all of those who were lucky enough to know him. Warren Releases Plan For Addressing Suicides By Veterans
(Chester Springs, PA) -- A Pennsylvania woman is facing charges for faking a cancer diagnosis. Jessica Smith is accused of collecting over ten-thousand-dollars through a GoFundMe page and Facebook, claiming she needed help with medical bills. Police began investigating in June after her friend told police that she believed the cancer diagnosis wasn't real. Chester County prosecutor Michael Noone called it a disturbing case in which Smith preyed upon people's generosity.
(Undated) -- Massachusetts Senator Elizabeth Warren is setting a goal of cutting veteran suicides in half during her first term if she is elected president. Warren, one of the frontrunners in the Democratic race for president, released a plan to improve the lives of veterans today. She is calling for more research into the causes of suicides by veterans, improving access to health care services and annual mental health exams for service members. More than six-thousand veterans killed themselves in 2017. She also called for pay raises to military personnel and prosecuting sexual harassment as a crime under military law.
Bill Banning Abortions Advanced By South Carolina Senate Committee (Columbia, SC) -- South Carolina's Senate Committee is advancing a bill banning most abortion procedures in the state. According to The Post and Courier, the bill would ban abortions as early as six weeks into a woman's pregnancy. Under the bill, it would be illegal for an abortion to be performed once an ultrasound detects a fetal heartbeat. Doctors and medical providers who ignore the new law would be subject to a ten-thousand-dollar fine and up to two years in prison. A new version of the bill includes exceptions for rape and incest, allowing abortions up to 20 weeks of pregnancy so long as the crime has been reported to law enforcement.
DEA Issues Warning over Counterfeit Prescription Pills (Undated) -- The U.S. Drug Enforcement Agency is warning Americans that buying illegal drugs on the street is more dangerous than ever. DEA officials say chemical analyses have shown that more than one in four counterfeit tablets seized this year contain deadly doses of fentanyl. Special Agent Casey Reggit says taking such a pill is like playing Russian Roulette. As little as two milligrams of fentanyl can be deadly.
