"Our parade is rain or shine. We will be out there no matter what. Our parade kicks off at 6:30 p.m. It will be making its way from College Street down Austin Street so you can line anywhere up and down Austin Street. However, the most excitement happens downtown at Central Park. Of course, we will have vendors out there. We have all of our Christmas trees that will be fully decorated. After the parade completes, there will be Santa up there available for pictures. We'll have the awards ceremony and of course, there will be also be the Central Park lighting as well. So definitely stick around after the parade because there's still a lot of excitement going on to about 8:30 - 9 o'clock at night,' said Hajek. See PARADE, page 2

Candidate announces intention to campaign for Guadalupe County Sheriff By Cindy Aguirre-Herrera (Guadalupe County) -- A Guadalupe County Constable is announcing his intentions to run for Guadalupe County Sheriff. Constable Pct. 2 Jimmy Harless says after much consideration, he has decided to seek the Republican nomination for the position during the March 2020 Primary. "I've had a lot of people approach me saying that they would like to see a little bit different vision and I've

been around in this community a long time and have been in public service since I was 20 years old. I'm now 53 and learned a lot of different things -- made a lot of mistakes, met a lot of friends and I love the people in this community and I just think that now is the time that I would like to give the voters of Guadalupe County a choice. They have not had a choice for sheriff since 2004 and they have encouraged me to give them that choice and I think that I would be a good candidate," said Harless. See CANDIDATE, page 3

United Alloy to build new $35 million manufacturing facility in Seguin By Darren Dunn (Seguin) -- More jobs are again on the way to the city of Seguin. The Seguin City Council on Tuesday approved a performance and tax abatement agreement with United Alloy. Josh Schneuker, executive director of the Seguin Economic Development Corporation (SEDC), says this is a large company that's looking to make a sizable investment in Seguin. It's building a large

manufacturing facility and it bring with it dozens of new jobs. The multi-million project calls for the construction of a brand new manufacturing facility, and additional investments to be made here in Seguin. "They are proposing an investment of $35 million which they will build a new 200,000 square foot manufacturing facility. Tied in with

that, they'll be creating 100 new jobs over a five year period with a total annual payroll at final ramp up at about $6 million and this is what the company is committing to," said Scheuker. This project will be built on the city's north side, near two other SEDC projects -- the Rio Nogales Power Plant and the Niagara Bottling Plant. See ALLOY, page 2

New multi million dollar manufacturing facility coming to Seguin ALLOY, continued from page 1 They will be building their development on a 27 acre site located between Eighth street and Guadalupe Street just south of Interstate 10. It will be just to the south of the Rio Nogales Power Plant directly across the street from Niagara Bottling. It's going to be on a piece of property that the SEDC purchased back in June," said Schneuker.

United Alloy wants to do business in Seguin and is pledging to create those jobs and make a $35 million capital investment. Schneucker says the city's incentive package includes certain benchmarks that the company must meet. He says their package also includes the property on which the company will build its facility, plus a five-year abatement of some of the company's taxes.

"In order to help secure the investment here to Seguin, our incentive package was providing United Alloy with the land grant and the city also has a tax abatement component, a partial five-year tax abatement with an average value of 42 percent over that five-year period," said Schneuker. The fact that United Alloy is such a big supplier for Caterpillar was definitely one of the reasons why they company was looking to build in Seguin, but Schneuker says they aren't just looking at Caterpillar when it comes to this new plant. "Again, as I said before, this is definitely I think probably the biggest spinoff that we've had from Caterpillar and not only is it going to be benefiting Caterpillar but United Alloy also looks to grow its business here in the southern part of the

time with the city," said Hajek.

Hajek says this year's parade marshal is also extra special as the city shows its appreciation to one of its longtime leaders.

This was another recent big economic development announced for the city of Seguin. The city and the state of Texas helped to broker a deal with Continental Structural Plastics (CSP). The deal was completed over the summer, and formally announced during two big ceremonies in October. The CSP deal will bring 200 new jobs to the city, while the company pledges to make a $64 million in it's new facility currently under construction along I-10 near the Rio Nogales Power Plant. That announcement, plus Tuesday's announcement of the United Alloy deal means the SEDC and the city of Seguin have put together projects totaling almost $100 million, with 300 new jobs to be delivered to the community over the next few years.

Guadalupe County Constable seeks sheriff position CANDIDATE, continued from page 1 Harless says he's very familiar with law enforcement throughout the county. Harless began his career as an officer with the Seguin Police Department and later joined the Guadalupe County Sheriff's Office under the leadership of former Sheriff (Melvin) Harborth. After having stepped away from law enforcement for a few years, Harless remained in the county serving in the emergency management and environmental departments. Six of those years, he says were spent as the county's flood plain manager. It was during that time that Harless says he was able to acquire even more knowledge and training -- expanding his desire to return to law enforcement. "So, when I decided to come back into law enforcement, my whole attitude had changed and I thought you know what? We need to be public servants first. We have enough problems with the image that is projected toward law enforcement today and somebody needs to be up there saying 'You know what? We are good people and we are here to help you! It's not about putting people in jail all the time. Are there circumstances where we need to do it? 'Absolutely!' We need to be tough and enforce the laws of the state of Texas right? But we also need to be able to smile and shake people's hands and say 'you know what man? I get it. I understand. You are a person. We've all got family and we need to have that vision and that heart and that drive and I think that my history in public service for 33 years in many different aspects has brought me to the point where my last big public service commitment to this community will be, hopefully, as Guadalupe County Sheriff so that I can take that vision and project it to the men and women at the department and to the people of this county," said Harless. Harless says if elected, he plans to listen to what's included in the public's vision for the department as well as begin implementing changes of his own.

"I think the first thing is the technology upgrades with our communications system which by the way is getting fixed and I commend Judge (Kyle) Kutscher on that. He has been the driving force behind that but I think that we need to have the ability to be able to tie in our patrol units and such with the local police departments which right now, we don't. To give you an example, they can have a serious call right down the street and we can have a sheriff's office unit drive by and not have a clue of what's going on and I think that we need to understand that we need to be a team and our job is difficult enough the way it is that we need to be able to see that everybody whether they live in this community or whether they are passing through, we represent directly and we need to be able to communicate with each other and see those events and those serious calls no matter what uniform we are wearing and I think that's very important to me. I think it's very important to the deputies and I know it's very important to the citizens," said Harless. Harless says running for the position of Guadalupe County Sheriff is not only the next move for his career but it's also the right one for the constable precinct 2 office. "I am currently in my seventh year which is the second term. I also don't feel that people should stay in positions forever and whether I had made the decision to throw my name in the hat as the Republican nominee for sheriff. I was probably going to leave the constables office because two terms for me was enough and I have a background where I feel confident that I can do many different things to help but I've enjoyed the constable's office. We've come a very long way," said Harless. In his bid to campaign for the position, Harless will face current Sheriff Arnold Zwicke during the Republican March Primary. Zwicke has also officially confirmed his intentions to seek re-election.

Seguin girls drop district opener to Tivy (Seguin) - Seguin kept Tuesday's District 26-5A basketball opener against defending Region IV champion Kerrville-Tivy competitive deep into the second quarter, but the Antlers evenually pulled away to hand the Matadors a 41-18 loss at Goldie Harris Gym. Tivy led 17-10 at the end of the first period and built a 10-point cushion early in the second period. The Mats used buckets from Liv Hernandez and Taylor Bode to cut the deficit to 20-14, but the Antlers bracketed halftime with a 13-0 run to forge a 19point lead, and Seguin never recovered. The Matadors played scrappy defense for the game's duration and held Tivy to single-digit point totals in

the second and fourth quarters. "The score might say one thing, but I saw so much improvement," Seguin head coach Angela Brittain said. "Tivy's a great team - they've been to the state tournament how many times? I'm happy with the way we competed. We work on our second half game, and it still wasn't there, but we're continuing to get better, and every day looks better. Our offense, our defense, everything has grown so much." Liv Hernandez, Taylor Bode, and Tresalyn Roberts scored four points apiece to lead the Mats. Cyan Clack, Reese Brittain, and Neveah Quiroga each finished with two. Seguin did not make a three-pointer, and only went 2-6 at the free throw line.

The Matadors have 15 district games remaining and two December tournaments mixed in. Brittain sees ample opportunities to keep improving and eventually factor in the 26-5A playoff race. "We just implemented a few things just this week, we practiced them two days, and for our girls to come out there and execute what we asked them to do after two days, I'm excited about the future," Brittain said. Seguin (5-6, 0-1) plays in the Navarro tournament this Thursday - Saturday. The Matadors open pool play Thursday at noon against Del Rio and face Somerset at 7:30 p.m.

Rodolfo “Rudy” Villarreal Rodolfo “Rudy” Villarreal (Popo), 79, went to be with the Lord on Tuesday, December 3, 2019. He was surrounded by family and surrendered peacefully into the arms of Jesus. Rudy was born March 8, 1940, in New Braunfels, Texas to Emiliano and Maria Villarreal. He was the youngest of 4 siblings. Rudy retired from Hexcel Corp in Seguin in 2000 after 37 years of service. He quickly found that he ran out of things to do around the house and went on to work for Canyon Regional Water Authority for a number of years. Retiring again in 2008, he began his campaign as a “local celebrity” Rudy found his groove as a door greater at the local HEB. There was not a stranger

that walked through the doors. He often times chatted up guests and seldomly went unrecognized when out and about around town. Rudy was a culinary master. His passion for Texas Style BBQ including fall apart brisket with just the right amount of burnt ends, baby back ribs with his famous dry rub and his favorite, Granzin’s Garlic sausage were regularly found on one of his numerous smokers in his backyard. Rudy’s menudo was second to none. He made his famous “menudo pendejo” during the Comal County Fair and both friends and strangers gathered to enjoy the delicacy. Rudy was a selfless servant. Those who knew Rudy would tell you that he was passionate in all that he did, from working to provide for his family, to cooking ice chests full of menudo for Holy Family Church bazaars, to having a chat about the weather, he was always thinking about others. Lasting memories of Popo will surely include his love for music. His music collection rivaled any record shop. From records to cassettes and CD’s, he had them well organized and ready to play on one of his many radios throughout the house. Rudy was blessed with a loving family. His 7 children were privileged to have a man of great wisdom and knowledge. His anecdotal tales and light-hearted stories will truly be missed. Rudy is preceded in death by his parents, Emiliano and Maria Villarreal and his brother, Tomas Villarreal. Survivors include: wife Deanna C. Villarreal, sister Emily Herro (Vernon) and brother Pedro Villarreal Sr. daughters, Rita Saathoff (Robert), Ruth Ann Montalvo, Ruby Martinez, Pamela Cantu (Jesse), Princess Little (Kevin) and sons, Ricardo Villarreal (Alice) and Rudy Villarreal Jr. (Sasha). Numerous grandchildren, great grandchildren, and numerous nieces and nephews. The family would like to extend special thanks to the staff of Hope Hospice New Braunfels. Memorials may be sent in Rudy’s name to Hope Hospice New Braunfels. Visitation will be held Thursday, December 5, 2019 from 4:00-9:00 PM with a rosary to be recited at 7:00 PM at Sunset Memorial Oaks Funeral Home. The funeral procession will depart the Sunset Chapel on Friday, December 6, 2019 at 9:30 AM for the Mass of Christian Burial to be celebrated at 10:00 AM at Holy Family Catholic Church. Interment will follow to Comal Cemetery. Family and friends are invited to sign the online guestbook at www.sunsetfuneralhomes.com

US Govt Launches Effort To Halt HIV Infections (Washington, DC) -- The U.S. government is launching a program to give away HIV prevention drugs to folks who are uninsured, but at risk of being exposed to the virus. The "Ready, Set, PrEP" program is an effort toward ending the HIV epidemic, reducing HIV transmissions by 90-percent over the next decade. Pre-exposure prophylaxis, or PrEP, drugs are taken daily and are highly effective at reducing a person's risk of acquiring HIV. Health Secretary Alex Azar noted that thousands of people will now be able to protect themselves from contracting HIV.

Bennet Criticizes Trump Administration For Reducing Agent Orange Coverage (Washington, DC) -- Colorado Democratic Senator Michael Bennet is criticizing the Trump Administration for removing certain health conditions linked to the chemical Agent Orange from veteran's healthcare benefits. The Office of Management and Budget has decided to remove hypertension, bladder cancer, Parkinsonism and hyperthyroidism from automatic coverage extended to veterans. Bennet said the cut would affect 83-thousand veterans and called the move unfair and frustrating.

Parkinson's Treatment Impairs Patients' Ability To Swim

Hearing Loss Leads To School Behavioral Issues

(Undated) -- A deep brain stimulation device which is implanted to control Parkinson's symptoms makes some patients lose their ability to swim, while improving their symptoms. So far, the effect has been felt by nine patients who were good swimmers after they were diagnosed, but prior to the new treatment. One patient, a 69-year-old man who'd been a good swimmer, found out he could no longer swim when he jumped into a lake. He said he would have drowned if not rescued by a family member. While three of the patients regained their swimming ability after turning off their devices, they ended up they turning them back on, due to their Parkinson's symptoms worsening.

(Undated) -- A new study links slight hearing loss in children with performance problems school and an increased likelhood of behavior problems. According to JAMA OtolaryngologyHead and Neck Surgery, among nearly 5,000 Dutch elementary school children, slight or mild hearing impairment was linked with higher behavioral problem scores on questionnaires filled out by parents and with lower scores on standardized tests. Lead author Dr. Carlijn le Clercq, of Erasmus University Medical Center had her team study 4,779 children born between 2002 and 2006, with kids afflicted with moderate or severe hearing loss were excluded from the study.
