Guadalupe County approves new taxing entity in the preservation of Lake McQueeney Robinson says the action by the board now allows the district to begin work toward preserving the lake which is at risk of being drained by the GuadalupeBlanco River Authority. He says it simply creates a governmental entity to contract with the GBRA. He says the court's blessing was the first step in beginning to plan for the May 2, 2020 election in which the taxing district will be put before voters for official creation.

He says further explanation of who those voters will be is among the many other details that will be developed and shared by the WCID's board of directors.

"The action created the Lake McQueeney Water Control and Improvement District No. 1 which will begin to have board meetings in the future which will be public meetings to

(Seguin) -- The step toward possibly preserving Lake McQueeney for generations to come is officially underway. The Guadalupe County Commissioners Court on Tuesday took action approving the request for the creation of a water control and improvement district. The action by the commissioners temporarily creates the water district known as the Lake McQueeney Water Control and Improvement District (WCID) No. 1.

As for the election itself, not all Guadalupe County residents will be heading to the polls. Instead, the voting opportunity will be for those whose live within the voting district's boundaries. More specifically, only registered Guadalupe County voters whose properties touch the water will be eligible to vote in the May election.

"Moving forward, the board will be meeting and having public meetings that will be open to provide information about what the district's actions are and so those will begin. The agendas will be posted so the See TAXING, page 2

That's because the winners of this year's No Shave November contest have been announced. In a traditional line-up

Guadalupe County gives the okay for new water taxing district The court also approved the appointments of five temporary board members for the WCID. They include David Doughtie, John Ewald, Lindsey Gillum, Paul Mueller and Robert "Bob" Worth. Each of these individuals, from the very beginning, is said to have been working in finding a solution to prevent GBRA from draining the local lake.

“We’ll get those little devils!”

Guadalupe County Judge Kyle Kutscher says while he is not excited about setting up a new entity in Guadalupe County, he believes this is just the next logical step in the process toward getting the problem solved. He says he understands that folks can no longer just sit around and wait for the river authority or the state to kick in some money or come up with another solution. Commissioner Jim Wolverton also stated that the law is the law and the court is obligated to approve the petition when it has been proven that all required steps have been taken for the creation of the taxing district.

These individuals will serve as the temporary board of directors for the new Lake McQueeney Water Control and Improvement District No. 1. They include, left to right, Bob Worth, John Ewald, Lindsey Gillum, David Doughtie and Paul Mueller. The individuals will serve until the positions are voted on during the May 2, 2020 election. public knows about the timing of those meetings TAXING, continued from page 1 and then information will be distributed by the board," said Robinson. ing on the directors for the group along with deciding all the other financial pieces to rehab and continue maintenance on the dams. "This is a district that is being created to be a part of the solution to help solve this problem with getting the dams fixed," said Robinson.

Action by the commissioners court was taken following a public hearing on the issue. Only two members of the public spoke. One of the citizens wanted reassurances that GBRA would leave sufficient water in the lakes for recreation and other purposes. He also questioned who in the end would have control of the lake levels and wanted some type of guarantee. The other citizen just shared comments that the lake levels would have to be lowered if there was any work on the dams. Prior to action by Guadalupe County, the lake owners had to also get approval by both cities that extend into the lake area. Those cities include Seguin and New Braunfels.

money for a good cause.

"Oh, this was a surprise. Age caught up," laughs Gonzales. "Last year, I did the goatee but this year I just said let me see what it will do and so it came out really gray this year."

"It was very surprising but I liked it that we were actually participating with it because it's usually just with the males and now, we actually included the females to participate. It was very exciting for us because it gave us a chance to change up our nails some other than just the neutral colors. But, we all believe it's beneficial to the cause," said Barnes.

Lt. Clint Garza also clinched an award. Garza was recognized for having earned Best Goatee and Mustache. Garza says not only was this his first time to enter the contest but it was his first time to grow facial hair while in uniform.

The Guadalupe County Sheriff's Office celebrates the winners of its No Shave November contest. Those pictured include, front row left to right, Judges Angela Billings, Lois Elley, Eddie Miller and Cpl. Delane Barnes, Best Nails; back row left to right, Robert Bloom, Best Beard; Deputy John Calentine, Ugliest Beard; Guadalupe County Sheriff Arnold Zwicke; Maintenance Supervisor Robert Gonzales, Father Time and Lt. Clint Garza, Best Goatee and Mustache. NOSHAVE, cont from pg 1 October and November and red nail polish in December. This year's collection total was $6,600 for the months of October and November and $2,500 for the month of December. Taking the top prize this year for Best Beard was Detention Officer Robert Bloom. After winning Ugliest Beard for the last two consecutive years, Bloom says he finally rose from the ranks to take the top prize. "I trimmed it. That's the only thing that I did different is that I trimmed it so that my neck

hair and my beard did not connect this year, said Bloom. What was comical was that last year's Best Beard winner Deputy John Calentine took a dip in ranks by earning this year's Ugliest Beard award. Not only did Bloom and Calentine flip flop the awards, but their strategies according to Calentine were certainly opposite. "I just let it do what it was going to do this year. I got the best one last year except I didn't trim it. I just let it grow," said Calentine. Awarded with the Father Time award was Maintenance Supervisor Robert Gonzales. Gonzales says it took him by surprise after

"This is a surprise. There's a lot of good looking beards in there and mine wasn't that good looking but I guess I got it," said Garza. "It's hared to get used to. I haven't had facial hair as long as I've been in law enforcement so it took a lot of getting used to for a long time. I'm kind of ready to get rid of it but I might leave it up until the first of the year and then shave it off." Although he didn't win an award nor did he compete in the contest, Guadalupe County Sheriff Arnold Zwicke still made it happen by also growing a beard. Zwicke says this was his first beard in 61 years. "After I got that challenge from Mr. Eddie Miller (one of the judges) thanking me for not growing a beard, I accepted that challenge and I did participate in the beard. However, it got the best of me and it came off when the Santa Claus uniform came on," said Zwicke. Like the men, the women as mentioned were also included in the effort to raise money for the cancer assistance fund and the Santa Sheriff Program. Sporting the best nails this year was Cpl. Delane Barnes. Barnes says not only was it nice to wear a little color while on the job but she was grateful to have raised

Helping to coordinate this year's effort was Sgt. Donnie White. White says not only does the program benefit others but it also helps lift the morale of those men and women who work tirelessly around the clock serving and protecting the public. "It just seems like every year, more and more people are getting involved. I know on the patrol side, there was roughly 50 deputies that participated. I'm not sure how many were in the jail but it was close to probably 30 over there that participated. So it seems like every year, it just grows and grows and grows," said White. Serving as this year's judges were local Resident Eddie Miller, Angela Billings and Lois Elley. Following the contest, a check presentation was made by the sheriff's office to the Guadalupe Regional Medication Foundation (Cancer Assistance Fund), a 501(c)(3) organization that seeks to advance the mission of the Guadalupe Regional Medical Center through the development of philanthropic resources and community awareness. Money donated helps to provide innovative, life-saving and compassionate care to local residents.

Year-End Spending Deal Could Push Tobacco Age Limit To 21

Flu Season Off To Early Start

(Washington, DC) -- The age limit on buying tobacco products is expected to be raised to 21 in the year-end spending deal in Congress. That would include e-cigarettes and vaping products. The move to raise the age limit enjoys bipartisan support in the House and Senate. It could be included in broader legislation aimed at reducing the costs of emergency medical bills.

(Atlanta, GA) -- Health experts say the flu season is off to its earliest start in more than ten years. The CDC lists Tennessee, Arkansas and Mississippi as states with high levels of flu activity. Doctors say it's not too late to protect yourself by getting a flu shot. They say it will take up to two weeks to get full immunity.

Epilepsy Foundation Claims Twitter Hackers Tried To Trigger Seizures

Study: Vapers More Likely To Develop Lung Disease

(Landover, MD) -- The Epilepsy Foundation says its Twitter account was hacked in an attack that was apparently meant to trigger seizures. The foundation said it's filed criminal complaints with law enforcement over the series of attacks. It says hackers posted images of flashing or strobing lights under its Twitter handle. The attacks happened during National Epilepsy Month in November when the greatest number of people would be following the feed. For a small percentage of people with epilepsy, exposure to flashing lights can trigger seizures.

(San Francisco, CA) -- A new study finds people who use e-cigarettes are more likely than tobacco smokers to develop lung disease. Researchers at the University of California-San Francisco found that vapers have a 33-percent higher risk of developing lung diseases including asthmas, bronchitis, and emphysema [[ em-fih-ZEE-ma ]]. They say their three-year study also showed vaping is a risk factor for pulmonary disease. Companies that make e-cigarettes promote vaping as less damaging to health than smoking tobacco cigarettes.
