Koennecke also received a Distinction Designation in math while McQueeney received one in Post Secondary Readiness. Receiving a C were Jefferson Elementary and Weinert Elementary Schools. School is an example of where the district is headed -- totally transforming the way students learn and the way teachers teach. "I'm extremely proud of the high school. They made a seven point gain in their accountability from a 70 last year to a 77 this year. That's very significant for a comprehensive high school especially one that serves 2,000 kids. That's a huge accomplishment that should be celebrated and I certainly have to attribute that to the consistency in leadership and leadership that is very passionate about ensuring that they are meeting the needs of students. We've also had the opportunity to bring in an academic dean from another district who is come in with some great ideas and has been a value ad. I think Dr. (Hector) Esquivel being at the campus for four years, a new academic dean coming in along with the partnership with Central Office with learning and leadership services have really made a big difference in how the high school operates," said Gutierrez. Dr. Gutierrez, again, says success is already on the horizon with changes already in the works. "But it's a process. Change is a process that takes time and I firmly
believe that going into year two of our strategic plan -- year three with me as a superintendent -- that we are going to see significant changes happening. Last year was really about establishing that culture, putting systems and structures in place where this year, we monitor those systems and structures in a much better way than we were able to do last year and I certainly feel that the most critical piece to that puzzle is the principal leading those campuses and I'm very confident in every single principal's ability to lead effectively, to build relationships with their community, with their students and with their staff," said Gutierrez. The district, Thursday night, spent the evening breaking down the data even more for members of the Seguin ISD Board of Trustees. The Seguin Daily News, next week, hopes to share some of the key elements that are being implemented by the district for future success. Like the Seguin ISD, the Navarro and Marion Independent School Districts also received their ratings. The Navarro ISD is celebrating an A while the Marion ISD is celebrating the letter grade B. The Seguin Daily News will have more on the district's success during Monday's edition of the Seguin Daily News.

Church gears up for A Day of Hope this Saturday Hillcrest Church to distribute school supplies, to share encouragement By Cindy Aguirre-Herrera (Seguin) -- A local church is looking to extend a special back to school blessing by providing A Day of Hope for local children. Hillcrest Church will be hosting the annual event for pre-K to fifth grade students. The Day of Hope event is scheduled for this Saturday at the church. Olivia Lozano, the coordinator for this year's event, says the Day of Hope event will be different from what the church has hosted in the past. This year, the congregation is excited about offering drawstring backpacks, school supplies and a free breakfast to local kids. Lozano says this year, the church really wanted to focus on "hope" and sharing encouragement with the kids as they embark on a new school year. "Like I said, we are restarting everything and kind of restarting a new foundation and we are going to build from there. So, this year, we are keeping it basic and just doing the backpacks. Next year, we will be able to add

more to the event and offer more. But, we just kind of want to see what we are doing as far as how many backpacks we are giving away. We are prepared to give away 600 right now," said Lozano.

To help reach and personally meet with as many families as possible, Lozano says it was important for the church to divide the event into the three jam sessions being offered that day. Families will then be able to select the best time for them. Those times include 8:30, 9:30 or 10:30 a.m. "This year, when we open the door for the jam -- there is not a registration line. In order for a child to receive a backpack with the school supplies, the adult needs to have the child with them and we are going to have them come in. The kids are going to come sit down and then we are going to let the children's church youth pastors do like a little 15 to 20 minute music and dance -- teaching them some stuff about God and it's going to last maybe 20 to 25 minutes each jam session. After the jam session is done, we will have the parent come with the child to the table and

GBRA cites safety concerns in decision to drain lakes All area hydroelectric lakes to be drained starting September 16 LAKES continued from Page 1 Charlie Hickman, GBRA's executive manager of engineering, says they remain concerned about the safety of the dams on all the lakes. "The primary reason for the decision is public safety. We've done some additional analysis, some additional inspections at Dunlap Dam to assess the condition of some of the hinges which is what we believe led to spillgate failure at Dunlap. Upon doing some additional testing of the hinges, we were able to retrieve one from one of those spillgates that remained and look at its condition and there were some significant ware to that hinge. We had an engineer do an evaluation as to whether or not, in that condition, if it would be safe to continue the spillgate operations and their findings were that 'you could not continue the spillgate operation with the amount of deterioration observed on those hinges.' Knowing that we have this risk to safety and the condition of the gates is really what led to this recommendation," said Hickman. Some of the dams are 90-years-old, and Hickman says they fear that more failures could potentially occur. He says they have developed computer models to show what would happen if there were multiple failures, at one time, throughout the system. He says it's already been shown that the dams are in a current state of disrepair, and that they all need to be replaced. "I think the fact that we've had this occur twice in the past three years show that the risk is very real and we were just very fortunate that with the previous two events -- that nobody was downstream of these structures at the time that these failures happened," said Hickman. Many people, particularly folks who live or play on the local lakes, are upset about this decision. Stakeholders, including local elected officials, want to know how the dams could fall into such a sorry state. Hickman says the dams don't pay for themselves. The electric power they generate don't cover the cost of operations, and GBRA doesn't receive any tax money to help offset those losses. Homeowners, who live on the lakes, pay a great deal in ad valorem taxes, but none of that money goes to GBRA or towards the maintenance of those dams. "The situation we are faced with is that the only revenue source that can fund any type of maintenance or repairs on this system is through the generation of hydro-electricity at the
dam sites and the revenue that we generate is not sufficient to perform the maintenance that's required on these structures and so, the cost of maintaining the dams grossly exceeds the amount of funding available to do the repairs and it's been that way for some time," said Hickman. Hickman says this is not a new problem along the lakes, but what is new is the data that they have been able to collect following the catastrophic failure of the spillgate on Lake Dunlap. He says the engineering study clearly shows that it's not safe for the dams to continue to be used. "We know this is a very unpopular decision but we've continued since the time that we put out notification that there is a problem to have occurrences where people access the dam sites from the river. They go past the safety barricades that GBRA has put into place and within the restricted zones. We have videos of children crawling on the dams after these events have happened so with the inability to prevent the public from going into these very unsafe areas and knowing that the risk is there, there was just no other feasible alternative that we could develop that would protect the safety of the people in this river system than lowering the lakes," said Hickman. GBRA has set up a plan that calls for all of the lakes to be lowered systematically starting in about one month. He says they will be providing plenty of updates, so that people know what to expect going forward. "So, the current plan is that we will initiate the draw down of the lakes beginning Sept. 16. We are going to start down on the lower end of the system down at Lake Gonzales and it will take approximately three days per lake to accomplish each draining and we will just continue to work our way upstream in the system until the dewatering is totally complete which should be at the end of September," said Hickman. Once all the lakes have been drained, they will all look very similar to what you see on lakes Wood and Dunlap. There will be a number of properties that will immediately lose their waterfront status. "What we are expecting to see is the water surface in the lakes to be drawn down approximately 12 feet depending on where you are and it's going to look very much like what you see at Lake Dunlap or Lakewood," said Hickman.
This action by GBRA is all about keeping the community safe right now. The future of the lakes largely will now lie in the hands of the property owners along each lake. Many of the lake associations are currently working with GBRA to find a long term fix, but it's clear that GBRA will not have funding to repair those dams, so the lake associations will have to be creative in their approach to fixing those problems. "We are currently engaged with designing a solution of hydraulic crest gates which we think is the more modern gate type that we recommend for this system. So, we are active in continuing on that design path and engage with the stakeholder group made up of the lake associations that represent the communities around these lakes to continue to try to identify a funding solution to fund the construction," said Hickman. The associations on lakes Dunlap, McQueeney and Placid have all publicly stated that they are actively pursuing a solution that will bring the lakes back using newly installed dams. Hickman says GBRA has come to the table to try to be a good partner with the lake groups as they move forward with plans to some day bring the lakes back. “Right now, the lake associations themselves are actively working to try to form some taxing districts that would allow for revenue to be generated to fund the solution and we are working in concert with them to help identify and facilitate that discussion and also identify the technical solutions needed to continue the operations," said Hickman. GBRA issued a press release on Thursday further explaining its decision. It says that the "hydroelectric dams, that form the recreational lakes along the Guadalupe River, have surpassed the end of their useful life at more than 90 years old." They say that over the last several years, GBRA has taken several steps to make the areas safer. The list of safety measures included adding signage and buoys, establishing and extending restricted zones around the dams, and installing real-time monitoring cameras, as well as sirens and public address systems - to warn people of the hazards. They say despite those efforts, video monitoring systems continued to capture people within the restricted areas close to, and in some cases, on top of the dams. GBRA has established a website to provide regular updates about this evolving situation. The information can be accessed online at www.GVLakes.com.

Officer Dies From Self-Inflicted Gunshot
Facebook Campaign Launched To Help Stop Opioid Crisis
(Queens, NY) -- A ninth NYPD officer has died by suicide this year. Officials confirm the latest officer, a 25-year department veteran, died in Queens from a self-inflicted gunshot wound. Police say the 56-year old officer was found by his wife around 6:15 Wednesday evening at their Laurelton home. This suicide comes just one day after another NYPD officer killed himself in Yonkers.
(Washington, DC) -- A national Facebook campaign has been launched to help stop the opioid crisis. It's called Stop Opioid Silence, or SOS, and aims to break the stigma and shame often associated with opioid addiction. Marcia Lee Taylor of the Center for Addiction says addicts are often afraid to step forward to get treatment because they're worried about jeopardizing their parental rights, jobs, housing and personal relationships. More than 130 Americans die from opioid abuse every day.
Unclear How Long Bottled Water Will Be Handed Out In Newark (Newark, NJ) -- Officials in Newark, New Jersey say more testing on water filters is needed to determine if filters are working to prevent lead from getting through in drinking water. A few filters were tested recently and two of them came back with higher than acceptable levels, but the mayor says that's not a big enough sample size. For now, bottled water is being handed out to thousands of residents with lead service lines. Governor Murphy toured one of the hand out facilities yesterday and says the state has 70-thousand water cases, but it's unclear how long bottled water will be needed. The governor says the federal government may need to help supply water.
Activists Push For Ban (Los Angeles, CA) -- Activists in Los Angeles are pushing for a ban on flavored tobacco products. Annie Tegan from the Campaign for Tobacco-Free Kids thinks flavored e-cigarettes are targeted toward children. Recently, Los Angeles City and County officials have examined the idea of banning flavored tobacco products. The new push comes after at least a dozen teens and young adults were hospitalized in Wisconsin with lung damage after vaping. Doctors there say they're still trying to figure out how e-cigarettes do damage to young lungs.

Elton was born the son of Eddie Specht and Hulda Harborth on December 6, 1931 in New Braunfels, TX. Elton was preceded in death by his parents Eddie and Hulda Specht, sister Leora Sultemeier, brother in law Emil Sultemeier, nephew Raymond Sultemeier, in laws Alfred and Evelyn Riedel, and brother in law Alfred Riedel Jr. Elton is survived by his loving wife of 65 years Mary Ann, his children Lyndon Specht and wife Elda, Faye Lynn Jessee and husband Woodie, and Leonard Specht and wife Melba. Grandchildren Amanda Roessler and husband Jason, Kristine Specht, Leslie Hatch and fiance Mason Cass, Dustin Specht and wife Ashley, Chance Specht and fiance Logan Quinn, Shaye Lynn Jessee, Joe Dodge Jessee and fiance Peyton Powell. After his service, they relocated to the Dallas area where he began his career with Southwest Wheel and Manufacturing Company. This adventure took them to Houston, San Antonio, St. Louis, MO and back to San Antonio. He opened Trailer Parts and Equipment in 1985 with two other friends. They closed this business in the 1990's. Active in church he was one of the nine who began The Country Church in Marion. He loved to talk to others about their faith and urged others to come join as they worshipped together. A true Dallas Cowboys fan he didn't miss many games. Thank you to Nesbit Nursing Home and Heart to Heart to Heart Hospice for the care extended to him. Fred was a member of the First United Methodist Church, Elks Lodge, and a former President of the Seguin Rotary Club.
