GBRA remains on path to drain lakes (Seguin) -- GBRA continues to move forward with its plans to drain all of its hydroelectric lakes in the Guadalupe Valley. The Guadalupe-Blanco River Authority Board of Directors on Wednesday received an update on the plan, which calls for the draining of lakes McQueeney, Placid, Meadowlake and Gonzales. Two other lakes, Dunlap and Wood, are already lower because of spillgate failures that have occurred over the last three years.

"I made a decision last week that is very unpopular and I get that. It was a terrible, terrible thing to have to decide. As we've been talking about since the catastrophic failure at Dunlap, we have to be realistic about the facts that we are dealing with and as a responsible organization, we can't keep our heads buried in the sand," said Patteson. The fact that two dams experienced spillgate failures over a three year period was a big part of the reason for GBRA's action, but Patteson says that wasn't the only consideration. He says they studied what happened with the Lake Dunlap failure. He says the hinges on the spillgatge were in bad shape, and it showed how this could also be a problem that exists all of the other dams in this part of the system.

"Every resident that I've talked to has said, the first thing, 'we want to do what is right to protect safety on the lakes.' But, we are concerned that this is really about GBRA wanting to be out of the business of hydro electric generation and that they, as an organization, saw a great opportunity to accelerate their exit and that they are using some hyperbolic data and maybe some scare tactics frankly to kind of push that exit from that business. We think that with independent participation by city, county, state officials to help us look at an economic impact, we could probably come up with a step wise timeline and plan to lower the lakes safely, cordon some things off, close some areas of the lakes but have a plan in place that gets things repaired and doesn't result in the lakes being drained. If the lakes are drained and they sit. It becomes harder to revitalize them and more expensive to repair the dams," said CoodyAnders.

Seguin volleyball drops home opener to Roosevelt in five sets (Seguin) - Seguin held a 2-1 match lead and all the momentum after a commanding 25-15 win over San Antonio-Roosevelt in the third set of the home opener at Goldie Harris Gym on Tuesday, but the visiting Rough Riders rallied for 25-21 and 15-13 wins in the fourth and fifth sets to hand the Matadors a 3-2 loss. The teams split the first two sets by identical 25-23 scores, with Roosevelt winning the first and Seguin bouncing back in the second. The fourth set was knotted up at 15all until Roosevelt closed it out with a 10-6 run. Seguin led the fifth and deciding set 10-9, but the Rough
Riders finished with a 6-3 surge to clinch the match. Seguin head coach Kristi Stanley credited Roosevelt for ramping up the intensity late in the match and chalked up the loss as a valuable lesson for the young Matadors. "They came out with extra energy, because they had that sense of urgency that they had to take care of business, and we did not answer that, unfortunatley," Stanley said. "You kind of saw some youth on the court, and inexperience there. The mental part of it too, coming in every single set with the same energy and the same focus and sense of urgency, is what we're working on
daily in practice as well." Leslie Muenchow put away 14 kills to lead Seguin's attack. Julianna Harrington added 12 kills, a solo block, and two block assists. Taylor Bode chipped in offensively with nine kills.
The Matadors hurt themselves with 23 hitting errors and five service errors. Seguin is playing with a completely revamped lineup this season. The roster features 11 firstyear varsity players, including four freshmen, and only four returnees from the 2018 District 26-5A championship squad.
Riley Brittain distributed 34 assists. Amasti Canales paced Seguin defensively with 24 digs and at the service line with four aces.
Stanley sees a light at the end of the tunnel when non-district and tournament matches give way to the upcoming district schedule.
Reese Brittain collected 22 digs. She and Brinley Beicker each sent two aces over the net.
"I am very optimistic for our future, because we do have that daily growth," the coach said.
"It's just little tweaks here and there. Sloppy errors, getting to be a little bit more aggressive, but that's going to come. We've got to have the confidence first to get in there and put the ball away, go pass, and have that trust in one another." The loss to Roosevelt drops Seguin's season record to 7-11. The Matadors host their annual tournament at Goldie Harris Gym this Friday and Saturday. Seguin has three pool play matches on Friday, at 11 a.m. against San Antonio-Stevens, 2 p.m. against Southside, and 3 p.m. against Fox Tech.

Coody-Anders says there have been a number discussions taking place. However, she says they were caught off guard by last week's announcement that a decision had already been made about the lakes. "We were shocked to learn through news reports that a decision had been made by the GBRA staff to drain the lakes. This is on the heels of collaborative, sit down, face to face conversations between the lake associations, GBRA and other officials. So, it was a surprise to learn that they made a decision and frankly, whether they have good intentions or not, their behavior seems suspect even if it is not really. That lack of transparency is going to breathe mistrust and this is what happens
when you are not accountable and transparent," said Coody-Anders. GBRA General Manager Kevin Patteson made the decision to drain the lakes last week, without seeking a formal vote from GBRA's board of directors, which includes members who represent some of those areas that are to be impacted. Coody-Anders says that's another reason why they'd like more time to collect additional data. "I know from the lake associations that they are speaking to their members who are on the board and you know, I think those are good conversations. Like I said, I think there are lots of good individuals involved here. I think that organizationally -- that sort of decided where they want to go and people in organizations tend to make their decisions and review information and make assessments based on where the organization wants
to go rather than what their individual feelings or views might be on it. So this is not about the individual people. This is about the organization needs to take a breath and come to the table to listen to other points of view," said Coody-Anders. Coody-Anders says nothing appears to be magical about the September 16 date chosen by GBRA. She says they simply want GBRA to pause this action, and make sure that all avenues have been explored when it comes to the safety and management of these lakes. "A win for us would be that either GBRA, of their own volitions, says you know what, we'll wait on draining the lakes until the economic impact studies and engineering studies are completed. We would like to involve city, county and state officials in that. A stepwise from that would be that our elected officials particularly the governor's office demand
that they do that," said Coody-Anders. The economic impact on property values is still unknown, but some elected officials have speculated that it could be as much as a 50 percent drop in value. Save Our Lakes, in its press release, also discussed the impact that the drainage is having on local realtors. They say some realtors claim to have clients who have already started walking away from lakefront property. It also states that Son's Island, a vacation spot on Lake Placid, could potentially lose the 15,000 visitors that utilize its facility annually. Save Our Lakes says that visitors to Son's Island pump $1.27 million into the local economy. GBRA officials have publicly stated that they have taken all factors into consideration, but the safety concerns outweigh all of those factors, and that's why they decided to start draining the lakes on September 16.

He says everyone wants the lakes to be safe, but he says there may be some additional things that can be done to help with that. GBRA did put up signage and buoys to warn people to stay away from some of the more dangerous areas near the dams, but Kutscher says that much more should and could be done to try to mitigate the safety concerns, before just pulling the plug and draining the lakes. "There are additional ways that we can find to mitigate some of the safety concerns, potential loss of life. I've met with GBRA multiple times. I understand this man has the weight of the world on his shoulders and it's not easy. I'll tell anybody in this room and argue with anybody, it's not easy to be in that kind of situation but I also feel like it's come to a point where everybody is saying 'okay, the potential is there' and it is but there are limitations and challenges that prevent enforcement at the local level -- at the state level -- to keep people out of these areas. It's not going to be easy. It is going to be a challenge. It's an uphill battle. Is it impossible? No, it's not. I don't feel like we've exhausted every possible avenue and opportunity to look at making these safe even up to the point of kicking everybody off the water during the potential inspection period," said Kutscher.

McQueeney resident Grace Mueller was also critical of GBRA for the way it has handled this issue. She told the board that it appears like the decision to drain the lakes was made long before the discussion formally started at a board meeting last month. "Safety is a big concern and it always will be. We have always taken care of our lakes. I think that due diligence has not occurred. In closing, I feel you are anxiously awaiting to wash your hands of this. However, the name GBRA and those all involved therein have had their hands stained and that stain will not wash off," said Mueller. The board also heard from Craig Russell, who heads of the SS American Memorial in the Seguin area. The non-profit organization operates a respite care facility for wounded warriors. Craig Russell says they host these retreats to help the active military heroes heal. The facility and its grounds are located on Lake Placid.
Lake residents sounded off in a big way during the meeting. The board took public comments for nearly two hours on Wednesday. Thomas Belton, a business owner in McQueeney, was among those to also speak out against the plan to significantly lower the lakes. Belton says GBRA will destroy jobs and destroy the lifestyle of those work, play and live on those lakes.
"The water has been proven that it is very therapeutic. Now, I'm not here to convince you to keep it up and keep it at the current levels. I understand the predicament and the safety issues but as a lot of these people have already espoused what they really want is a direct effort -- whatever it might be -- this level, this level, whatever level -- that allows it to come back," said Russell.

Judge Kutscher says after listening to all of the residents who spoke out against the plan, he hoped that GBRA would again reevaluate the situation, and see if it could delay the
draining of the lakes, while some other factors were considered. "What I'm asking for today is a commitment about the possibility of GBRA, as a board, as a general manager, to work through those discussions prior to the 16th of September and see if there is a way that we can allow some additional time even by kicking people off of the water -- everybody. I don't care if you are a homeowner or not to see if additional inspection can be done and if it really is safe, maybe some of the other stuff and folks I'm not making promises. Even if that is a possibility, we can get back to this point just a few short weeks from now and say, 'look here is a detrimental limitation and factor that can't be overcome. This is why it is not going to work. But again, I feel like we haven't gotten to that point yet," said Kutscher. Seguin Mayor Don Keil and State Representative John Kuempel also suggested that GBRA find a way to make this work for everyone. Kuempel was brief in his presentation, but he urged the board not to drain the lakes. "You heard it. Don't do it. Let's get to a solution. Let's work together," said Kuempel. GBRA officials did not appear to be swayed by the pleas from the public, and the plan remains in place for the lakes to be drained starting on Sept. 16. The process would start with Lake Gonzales downstream, and then they would work their way upstream until the process was complete. That is GBRA's short term solution to its solving its safety concerns about the dams. Meanwhile, GBRA officials say that they remain committed to working with the various lake associations along the river to come up with a long term solution to this problem. Many of those lake associations are working to create taxing entities that could help to fund replacements for the existing dams, which are all nearly 90-years-old.

Deaths Lee Jack F. Lee, age 66 of Seguin, passed away on August 18, 2019. A memorial service celebrating Jack's life will be held at 3 p.m. on Sunday, August 25, 2019 at the Seguin High School Performing Arts Center (1315 East Cedar Street) with Rev. Ray Perales and Rev. Melissa Lind officiating. A reception will follow in the Christian Life Center at First United Methodist Church in Seguin (710 North Austin Street). Jack was born on January 20, 1953 in El Paso, Texas to Jack and Mary (Antone) Lee. He earned a Social Science Composite degree from Southwest Texas State University. For 44 years, he primarily taught secondary Government and Economics and Advanced Placement Government and Economics. Jack taught in Socorro ISD, Schertz/Cibolo ISD, and for over 30 years, he taught in Seguin ISD. He was the teacher sponsor for the Interact Club, a student organization under the umbrella of the Rotary club, for which he was also a member. In his roles as Interact sponsor and educator, he was a tireless advocate for those in our community who were marginalized and underserved. He was unflagging in his commitment to the ideals of peace and acceptance, and he was an indomitable force in the face of intolerance. He was a wonderful husband, a doting father, and the best grandpa in the world. He could produce a pun for any situation, much to his grandchildren's "feigned" exasperation. He loved to joke and laugh, and his family's reactions only served as fuel for his joy. Jack enjoyed every person he met and according to him, he remembered "every student" he ever taught. Nothing pleased him more than to receive a new student whose parent or parents he had previously taught. Jack is preceded in death by his parents, Jack Lee and Mary (Antone) Lee and his mother-in-law, Mary Louise Byrd. Survivors include his adoring wife of 45 years, Margaret L. (Peggy) Lee; daughter, Amy Hanson; grandchildren, Logan, Leif and Mary Elizabeth Hanson; father-in-law, Col. Leon C. Byrd (ret.); brothers and sisters-in-law; numerous nieces, nephews,

Parents Protest Teen Vaping Outside Juul NYC Headquarters
(Washington, DC) -- New research is warning people about the pitfalls of washing chicken. A new Department of Agriculture report said rinsing raw chicken to remove that slimy film on it could splatter bacteria onto other surfaces or food. Scientists closely monitored people who rinsed their meat and found that 30-percent of them had their salads contaminated. That raises the risk of catching a foodborne illness. The CDC says about 48-million people catch some sort of foodborne illness each year.
(New York, NY) -- Activists and parents are calling on New York City lawmakers to restrict the sale of flavored tobacco products that appeal to kids. They rallied outside Juul's Manhattan headquarters on Tuesday, saying the company's marketing and advertising entices teens to vape. The rally comes as the CDC investigates over 90 cases of children and young adults in 14 states with pulmonary disease possibly linked to vaping. They had to be hospitalized, many hooked up to machines in order to breathe.
Suffolk Hosts Opioid Overdose Prevention Classes
Excessive Napping Could Be Early Warning Sign Of Alzheimer's Disease
(Riverhead, NY) -- Suffolk County is holding opioid overdose prevention classes. County Executive Steve Bellone says the classes will provide everyday citizens with training on how to recognize an opioid overdose, administer intranasal naloxone, better known as Narcan, and take additional time-dependent steps needed before emergency crews arrive. The classes will be conducted in all ten towns across the county next month. Suffolk County has trained more than 13-thousand people in overdose prevention since its program began in 2013.
(Chicago, IL) -- Excessive napping could be an early warning sign of Alzheimer's disease. A new study published in the medical journal, Alzheimer's & Dementia, compared the brains after death of people who had the disease and those who didn't. It found degeneration of the brain network that promotes wakefulness in Alzheimer's patients. Researchers think that shows a more direct biological pathway between daytime fatigue and Alzheimer's.

OBITUARIES continued from page 11 Bonkowski Johnny Bonkowski of Lockhart, TX passed away on August 18, 2019 in Seguin at the age of 98. He was the youngest of nine children, 6 boys and 3 girls, born to Polish immigrants, Wladyslaw “Walter” Antoni and Marjanna “Mary Agnes” Nagrodzka Bonkowski. Mr. Bonkowski was a farmer in and around the Lockhart area for many years. He was also a faithful member of St. Mary’s Catholic Church in Lockhart. He is survived by his nephew and caretakers Tony Bonkowski and his wife Dorothy and great nephew Terry Roy Bonkowski and his wife Beverly and their sons, Bailey and Wyatt Hubbard. Mr. Bonkowski is also survived by many other nieces, nephews, cousins and many friends from the surrounding areas in Texas and Oklahoma. The Bonkowski Family would like to extend a heart felt thank you to the Windsor Nursing Home in Seguin and to the Kindred Hospice nurses for their loving care during Mr. Bonkowski’s final days. A visitation will be held at McCurdy Funeral Home on Friday, August 23, 2019 at 10 am with a funeral service beginning at 11. Burial will follow at the Lockhart City Cemetery.

Wallace was born on December 31, 1928 in Lincoln, TX to Alfred L. and Henrietta A. (Saegert) Dube. Wallace was a Texas Lutheran College graduate class of 1951. After college Wallace joined the United States Army, becoming a Warrant Officer in the reserves afterwards. He had many careers in his life, he worked at Farmers Feed and Supply for a long time, and later in life he was in real estate. Wallace was a lifelong member of the Lutheran Church. He enjoyed going on religious retreats through Via De Cristo and enjoyed all of the memories and people he met
