By Cindy Aguirre-Herrera (Seguin) -- This week marked the return for students in the Seguin ISD. The Seguin ISD was among the last if not, the last district in Guadalupe County, to have students return for the start of the 2019-2020 school year.

Helping to send a message of caution and safety is Tanya Brown, the Seguin PD's public information officer. Brown says school safety all begins with drivers, who need to remember that with schools back in session -- more cars are now out on local roadways. "The school zones are going to be active. They are designated times on the sign so that people are aware of the school zones. So, we are going to ask motorists to slow down, to make sure that they are looking for kids that maybe are on their way to school, coming to a complete stop and not blocking intersections when they are approaching red lights or stop signs because those kids cross the intersections and then making sure we are going the speed limit," said Brown. Brown says this week only marks the beginning of more watchful eyes on local students. "We will have our traffic enforcement and our patrol officers in those areas in the morning and in the afternoon during the school zones to make sure that we have motorists that are in

We will also be working undercover operations for school bus violators, people that want to run the stop signs or flashing red lights on school buses when they are stopping to load or unload passengers. We did that several times last year. We will continue to do that but our patrol division and our traffic safety units will be out in those areas throughout the school year and not just the first day or first week of school but throughout the year
The Guadalupe County Sheriff's Office and Marion Police Department are also doing their part to keep students safe. The Navarro ISD is especially asking drivers to slow down along State Highway 123 and along Link Road.

County judge shares details behind library funding for upcoming fiscal year FUNDING continued from Page 1 "During the first budget meetings we had as commissioners court, we were talking about all the requested funding from departments, contracts and agreements we had with the different cities -- emergency services and fire and included in one of those conversations was the discussion on library funding. Right after we discussed the potential increase to a municipal fire contract, we talked about the potential funding changes for the libraries. There was nothing decided at that meeting. We didn't even have all the information and we made those comments but talked about the possibility of decreasing funding to the libraries just because the change in population and the cities having the majority of the people utilizing the libraries. So, when we came back to our budget workshops on Aug. 12, we had the additional information on percentage of card holders, all the budget data and information and of course, there was a number of individuals that reached out to county officials expressing support for the libraries. We took all of those things into consideration and ultimately made the decision up until this point to leave the funding for the libraries for fiscal year (20)20 - next year -- the same as it was in this current budget," said Kutscher. Kutscher says the funding supports three libraries countywide. "So, the county participates in library funding support for three libraries -- one in Schertz, one in Seguin and one in Marion. The county funding the Schertz Library at $217,000 close to it. The Seguin Library a little over $173,000 and the Marion Library at $36,000. Those were amounts calculated based off of a funding formula agreed upon by the county, the cities and the libraries through the state on a per capita basis on population and while it was a good platform, then some things have changed with the percentage of the budgets. That represents how many card holders from outside the cities that are using that so we needed that information and data to consider an appropriate funding level. The discus-
sion ultimately got to a point where everybody at the county supports the library. They are needed now more than ever but at the same time, we want to be good stewards of taxpayer money and make sure their is a balance between the funding level from the county and the support that we give the libraries and also that the cities are paying their fair share and we are providing that ultimately as a group to the public," said Kutscher.

Kutscher says the budget process is always a thorough process for the county. He says not only does it take time but it's the most important thing that they do. "It's appropriate for us as a county or any body or entity looking at spending taxpayer money to revisit these items to verify and validate the right amount of money is being spent for the service that is being rendered and that's our job. I know some people got frustrated and there was a lot of information going around that we had cut all library funding and there were concerns and that never was discussed, never was considered. It wasn't a plan but again, it's important for us to go through these things and make sure that we are spending money in the most appropriate manner as possible and that's all we did with the libraries. That's what we try to do with each county department and I think moving forward, the silver lining in this is we found that there was a tremendous amount of public support for libraries but it also sets the stage moving forward for the county to work with -- with cities, the public interest groups, the libraries to use data and information and common sense to formulate a better formula -- a plan moving forward to make sure that there's library support and that we are being conservative and responsible with taxpayer money," said Kutscher.

Bulldogs picked fourth in ASC preseason poll; Ocampo nabs preseason special teams honor (Seguin) - Texas Lutheran was picked fourth in the 2019 American Southwest Conference Preseason Football Poll after a vote of the league's head coaches and directors of sports information, the ASC office announced on Tuesday. TLU sophomore place-kicker Juan Ocampo was named the 2019 ASC Preseason Special Teams Player of the Year, and Ocampo and senior defensive end Manny Longoria were among the 12 ASC student-athletes named to the ASC's "Players to Watch" team. Defending national champion University of Mary Hardin-Baylor was the top choice among the coaches and SIDs. Hardin-Simmons senior running back Jaquan Hemphill was voted as the Preseason Offensive Player of the Year. UMHB senior defensive lineman Joey Longoria was selected as the Preseason Defensive Player of the Year. Mary Hardin-Baylor (15-0 / 9-0 ASC) received 199 points in the preseason poll and recorded 19 out of a possible 20 first-place votes. The Cru won their 14th consecutive ASC title in 2018. UMHB led the NCAA in scoring offense in 2018 with 53.4 points per game, and the Cru defense led the nation with a +2.20 turnover margin. Hardin-Simmons (9-2 / 8-1 ASC) received 189 points, including one first-place votes, to come in second in the preseason poll. HSU has finished no lower

We are at that place in Seguin ISD to be able to move the work forward because our principals believe in our vision. I believe in that vision. My team believes in that vision and very importantly, I really do believe that it's important for the community to know that our board believes in that vision. We are poised because of all the puzzle pieces that are now together. We are poised to really do some amazing things for our students and one of the things that I've been sharing with the leadership at the campus and district level is this is the "Turn
Around Year.' This is the year where the magic is going to happen. We put all the structures in place last school year and this is the year where we make sure that the work is moving forward,' said Gutierrez. "What is exciting to me is that our teachers who are the ones -- on the front lines -- the ones in the trenches, they have embraced this work and our excited about this journey." Gutierrez says all in all, the expectations for principals are going to be at a much higher level and so will the expectations for his own responsibilities as set forth by the school board. Gutierrez says discipline will also be key at each campus. He says it's more than just a student's own accountability. He says it's also about ensuring that each child remains engaged in the classroom.
"Discipline is an issue and specifically, I'll point out the middle schools. It's not unique to Seguin but we've got to do better. We've got to better support our teachers. We've got to ensure that we are being consistent with our disciple practices and not only that, we've also got to help teachers -- equip them with the tools to plan relevant and engaging lessons so that it decreases the number of behavior problems in the classroom because the research is clear. If students are engaged in the learning, they are not going to be engaged in other activities in the classroom but we've also got to help teachers build relationships with kids because at the end of the day, the most important thing is building relationships with students," said Gutierrez. Since he arrived to the Seguin ISD, Gutierrez says he's been making the necessary changes to be successful. He says for years,
the district has only been focused on teaching the test and not really focusing on the growth and progress of each individual student. The district this year received a letter grade C from the Texas Education Agency. While the district expected this "implementation dip," Gutierrez says the letter grade has not changed the district's current course toward success -- a course that was inspired and built around a strategic plan adopted by the district soon after his arrival. The superintendent's message to parents this year is that they've opened the doors to their classrooms to the entire world. He encourages the community, especially parents, to follow their child's teachers on Twitter or on Facebook. He says there, they will be able to witness the various signs of learning that will be happening in schools throughout the district.

Vital Statistics Deaths Lee Jack F. Lee, age 66 of Seguin, passed away on August 18, 2019. A memorial service celebrating Jack's life will be held at 3 p.m. on Sunday, August 25, 2019 at the Seguin High School Performing Arts Center (1315 East Cedar Street) with Rev. Ray Perales and Rev. Melissa Lind officiating. A reception will follow in the Christian Life Center at First United Methodist Church in Seguin (710 North Austin Street). Jack was born on January 20, 1953 in El Paso, Texas to Jack and Mary (Antone) Lee. He earned a Social Science Composite degree from Southwest Texas State University. For 44 years, he primarily taught secondary Government and Economics and Advanced Placement Government and Economics. Jack taught in Socorro ISD, Schertz/Cibolo ISD, and for over 30 years, he taught in Seguin ISD. He was the teacher sponsor for the Interact Club, a student organization under the umbrella of the Rotary club, for which he was also a member. In his roles as Interact sponsor and educator, he was a tireless advocate for those in our community who were marginalized and underserved. He was unflagging in his commitment to the ideals of peace and acceptance, and he was an indomitable force in the face of intolerance. He was a wonderful husband, a doting father, and the best grandpa in the world. He could produce a pun for any situation, much to his grandchildren's "feigned" exasperation. He loved to joke and laugh, and his family's reactions only served as fuel for his joy. Jack enjoyed every person he met and according to him, he remembered "every student" he ever taught. Nothing pleased him more than to receive a new student whose parent or parents he had previously taught.

He was the youngest of nine children, 6 boys and 3 girls, born to Polish immigrants, Wladyslaw “Walter” Antoni and Marjanna “Mary Agnes” Nagrodzka Bonkowski. Mr. Bonkowski was a farmer in and around the Lockhart area for many years. He was also a faithful member of St. Mary’s Catholic Church in Lockhart. He is survived by his nephew and caretakers Tony Bonkowski and his wife Dorothy and great nephew Terry Roy Bonkowski and his wife Beverly and their sons, Bailey and Wyatt Hubbard. Mr. Bonkowski is also survived by many other nieces, nephews, cousins and many friends from the surrounding areas in Texas and Oklahoma. Dube Wallace E. Dube, age 90 of Seguin, passed away on August 21, 2019. Wallace was born on December 31, 1928 in Lincoln, TX to Alfred L. and Henrietta A. (Saegert) Dube. Wallace was a Texas Lutheran College graduate class of 1951. After college Wallace joined the United States Army, becoming a Warrant Officer in the reserves afterwards. He had many careers in his life, he worked at Farmers Feed and Supply for a long time, and later in life he was in real estate. Wallace was a lifelong member of the Lutheran Church. He enjoyed going on religious retreats through Via De Cristo and enjoyed all of the memories and people he met along the way. But Wallace’s favorite pastimes included fishing and family reunions on his land in McDade. He was a devoted husband and a loving father who will be missed greatly by all who knew him. Severe Lung Disease Cases Linked To Vaping Rise (Atlanta, GA) -- The U.S. Centers for Disease Control and Prevention says the number of possible severe lung disease cases associated with e-cigarettes is now up to 153. Officials updated the number Wednesday, which have been reported from June 28th to August 20th. The number of states involved has reached 16, and although a cause hasn't been identified, officials say all reported cases involve the use of vaping. Some of the symptoms patients experienced include difficulty breathing and chest pain.
Air Pollution Linked To Depression And Other Mental Health Disorders (Chicago, IL) -- Air pollution is being linked to depression and other mental health disorders. Researchers at the University of Chicago looked at data from Denmark and the U.S. which suggested that being exposed to poor air quality when you're young raises the risk of developing major depression, bipolar disorder, personality disorder and schizophrenia later in life. Scientists say genetics and neurochemistry are also thought to play roles in whether a person develops mental illness.
Breast Cancer Experts: More Women Should Be Screened For BRCA Mutations Bail Denied For Chicago Man Accused Of Threatening Local Abortion Clinic (Washington, DC) -- Experts say more women should be screened for BRCA1 and BRCA2 genes linked to increased risk for breast and ovarian cancer. The US Preventive Services Task Force said in 2013 that women with a family history of those cancers should be assessed for BRCA gene mutations. Now, the Task Force is recommending that anyone who's been treated for those cancers or those with certain ancestries associated with those mutations, such as Ashkenazi Jews, be tested. Those recommendations appear in this week's Journal of the American Medical Association.
(Chicago, IL) -- Bail is denied for a Chicago man accused of threatening a local abortion clinic in repeated online posts. A federal judge deemed Farhan Sheikh a danger to the community during a court appearance yesterday. Prosecutors say the suspect vowed to visit a women's reproductive health clinic near his home on Friday to slaughter and murder any doctor, patient, or visitor he sees. Sheikh was arrested last Friday after posting the threat on the social media platform iFunny several days earlier.

Survivors include her children, Carol Chinn and husband Richard of Seguin, TX, Sue W. Davis of Fayetteville, NC, and Yvonne Agostinho and husband David of Gallatin, TN; step-son, Bobby J. Wright; grandchildren, Brandi Gosch, Tyler Davis, and Olivia Agostinho; great-grand-
