(Seguin) -- "We don't know!" That sentence pretty much sums up all that can be said right now by the Guadalupe Appraisal District, as it works to officially determine any short term or long term financial impact the draining of area lakes by GBRA could have on the Seguin ISD.
(Seguin) -- A special edition of the Saturday Topic Program comes one day early this week for listeners of Seguin Radio KWED. Tess Coody-Anders, the spokesperson for Stop the Drain: Save Our Lakes, has been invited to join the radio talk show at 8 a.m. Friday.
Addressing members of the Seguin ISD Board of Trustees Tuesday night was Chief Appraiser Jaime Osborne. Osborne says what has occurred on Lake Dunlap has been a "non-typical" event for her office, making much of what they are doing to come up with some answers a little unusual. In fact, Osborne says the appraisal district won't know of any impact that the dam failure at Lake Dunlap will have on the Seguin ISD's coffers until at least November. See TAX IMPACT, page 2

"We suspect that potentially there will be limited market activity to rely upon. In this regard, the Board of Directors of the Guadalupe Appraisal District took action and entered into "an agreement for Professional Appraisal Services from Patrick Brown, MAI, Patrick Brown Real Estate Consultant, Incorporated, concerning any appropriate discounts for properties affected by the lowered lake levels of Lake Dunlap in Guadalupe County, Texas as of Jan. 1, 2020-2024 appraisal dates and further assistance on such matters to the district. The report related to this scope of work is due out the end of November. The purpose of this report is to assist our office with any appropriate discounts for properties affected and thus implementation of the recommendations related to the Jan. 1, 2020 appraisal date," said Osborne. Osborne notes that the report being conducted will only highlight the impact of those properties on Lake Dunlap. She says that's because nothing else has yet occurred on the other area lakes. The Guadalupe-Blanco River Authority, citing safety concerns with the hydroelectric dams on each lake, has plans to drain lakes McQueeney, Placid, Meadowlake, and Gonzales. The Guadalupe Appraisal District estimates that the Seguin ISD has a total of 1,984 waterfront parcels. Sean Hoffmann, Seguin ISD executive director of communications, says approximately $694 million is taxable, which is about 18 percent of the district's $3.9 billion tax base. Hoffmann says should 18 percent of its tax base receive a decreased valuation, then the district's tax revenue could be "negatively impacted." When asked whether the appraisal district could lean on another similar example where something has changed in a particular area, Osborne says

"I will say this a very non-typical event in the market place so that's why we hired a consultant for their professional opinions in that regard," said Osborne. Tony Hillberg, Seguin ISD assistant superintendent of business services, says the district is obviously 100 percent dependent on the valuations that are assessed, but again, has no choice but to wait patiently for that report this fall. He says once that document is made available, then the district will have to work through the impact of any drop, and what support the district would receive under the current school funding mechanism, HB 3. "It's never a good thing when you experience value loss of a significant degree. However, districts across the state of Texas are afforded a little bit of protection that maybe they didn't experience prior to HB 3. It's not necessary dollar for dollar by no means but because the state when calculating state funding is looking at current values as opposed to looking back a year. Now, this hasn't happened yet. House Bill 3, all the clarity is not even there. TEA (Texas Education Agency) is still working through its own funding mechanism so we've got to be careful with how much assurance we think we can give. But the idea behind HB 3 is to look at current year tax collection efforts and adjust state funding based on current year effort," said Hillberg. School Board President Cinde Thomas Jimenez agrees, and says there are just too many "what ifs" in this whole ordeal. "One thing we do know is that the school district, we hope, Senate Bill 3 will help us out. Will it help us out right away? We don't know. So, if we do come up against some type of a decrease, I think the district is in a very good financial state right now and we will be able to make sure that we don't lose any loss of programming or anything like that.

I think it's going to be a very long process while we maneuver this very unusual event," said Jimenez. The information provided by the appraisal district was just for discussion. No action was taken by the school board. A push for some action by the board, however, was made by former County Court-at-Law Judge Robin Dwyer. Dwyer, representing the lake association, Citizens United for Lake Placid (CULP), publically encouraged trustees to do their part to prevent the draining of all other GBRA hydroelectric lakes. "No individual, organization is going to have more harm done to it that's allowed to happen than the Seguin Independent School District. Navarro School District will also suffer some damage probably the Canyon or Comal district will also suffer damage, Guadalupe County, the city of Seguin and a variety of other taxing authorities are going to not maybe suffer damage but for sure are going to suffer damage. What I'm here to ask you to do is to seriously consider joining CULP and taking action to try to stop the draining of our lakes. We are definitely going to take some action. It's going to happen sooner than later. I know this is not an action item but I'm simply asking all of you and I know you are all aware of what's going on -- that this is not news to you but I'm here formally as a member of CULP whose job it is to try to get other people involved in this process to join us and think long and hard about becoming a part of the solution to stop the dewatering of our lakes which we believe is a precipitous action without any merit," said Dwyer. Osborne says she will not speculate the potential impact until the report is complete. Until then, Osborne says her office will continue to closely monitor the situation -- watching out for developments that would impact the property appraisals for Jan. 1, 2020.

KWED to update listeners on group's efforts to suspend draining of lakes STOP THE DRAIN continued from page 1 Anders will bring listeners up to date with all the latest details surrounding the group's efforts to suspend GBRA's draining of its hydroelectric lakes on Sept. 16. Earlier this month, Anders told the radio station that while the group understands GBRA's safety concerns, it just wanted the river authority to slow down and explore all of its motives before moving forward with the drain. GBRA says the dams are unsafe as illustrated with the failure of a spillgate on Lake Dunlap and another spillgate failure that occurred at Lake Wood three years ago. However, Anders believes that there is more than just keeping folks safe. She says the group is concerned that this is all really about GBRA wanting to "be out of the business of hydro electric generation" and might just be using "some scare tactics frankly to kind of push that exit from that business." Anders will also layout what the group believes will be the short term and long term impacts if the lakes are left out to dry. Seguin PD detectives make arrest in Tuesday night shooting By Cindy Aguirre-Herrera (Seguin) -- A local man was transported to a San Antonio hospital after being shot Tuesday night in a local neighborhood. Seguin Police Detectives say the shooting occurred just before 7 p.m. in the 700 block of Fourth Street. When officers they located Medrano Herrera, Florencio Palomares Jr they say sustained
arrived, Carlos 27, who a single
gunshot wound to the ankle. Before EMS arrived on scene, officers quickly took action and applied a department issued touriquent in an effort to stop the bleeding. Herrera was transported by Seguin EMS to a San Antonio area hospital with a non-life-threatening injury. Although he was identified at the scene, detectives say the suspect, Florencio Palomares, Jr., 39, fled the scene prior to the officers arriving. SPD detectives on Wednesday obtained and executed an arrest warrant without incident for Palomares Jr. who was located in a home within the city limits of Seguin. He was arrested and charged with aggravated assault with a deadly weapon. He remains behind bars in the Guadalupe County Jail.
County judge remains optimistic on drawdown of lakes despite no clear pathway of the future By Cindy Aguirre-Herrera (Seguin) -- Guadalupe County officials, like others, say they too have been hard at work trying to actively find a solution other than to drain area lakes. Although much might not be visible to the public eye, Guadalupe County Judge Kyle Kutscher assures residents that there continues to be plenty of behind the scenes work in finding that solution. He says the county has not only been actively working with the Guadalupe-Blanco River Authority but also with other elected officials, state leaders, senators, State Representative John Kuempel and lake owner groups. "We understand whole heartedly that there is a safety concern and people's lives and safety are the most important but we also think that there is a less negative impact that could satisfy the safety requirements while not creating an economic crisis -- real funding issues with the school districts, individual businesses being affected, all the property values changing, retaining walls falling in, trees dying,
vegetation growing up with no real long term answer. I understand also that there's not going to be a way that we can give, as a group, a concrete timeline on what the replacement plan will look like but at the same time, it makes it really challenging when you hear the river authority that's in charge of these saying 'we are going to drain them but there's no plan moving forward.' We need a commitment from everybody saying that these will be put back no matter how we have to make that work and I don't think that everybody has gotten that reassurance which is why so many people are really concerned about the the long term results of dewatering and if they will ever see the lakes back again," said Kutscher. Despite attempts to draft ordinances to help keep people safe on the lakes, Kutscher is finding things are not so easy. Although extremely challenging, Kutscher says he has no choice but to remain optimistic and says things are still not impossible. See GUADELUPE COUNTY EFFORTS, page 13

Barbara Ann Setliff went to be with her Lord and Savior on August 15, 2019 at the age of 85. She was preceded in death by her parents, three brothers one sister, a son Russell Gibson and a daughter; Rebecca Wootan. She is survived by a daughter; Dona Zerr (James) of Seguin, and son Stewart Eckols of San Saba, eight grandchildren: Matthew & Chad Eckols, Russell Gibson Jr., Cody (Beth) & Brice Whitehead, Austin McDonald, Tanner Wootan and Chasity (Chris) Cooper, 6 great grandchildren with Babies Cooper and Whitehead due this year, sister Frances Bishop (Howard), nieces and nephews. The law aims to outlaw abortions after eight weeks of pregnancy. The law was set to go into effect this week but was halted by U.S. District Judge Howard Sachs. So much so that she spent time volunteering at the McQueeney Fire Department as well as for the Blue Santa with the San Antonio Police Department. Maria was known for her protective nature, she was 4'11 and three quarters but was a force to be reckoned with. She was known for always protecting her family especially her brothers. She was also an avid shopper at the Dollar Tree and Dollar General, if it was within a 30 mile radius of her home you could find her shopping in it. Maria will be deeply missed by her family
and all of those lives she touched. The Dollar Tree and Dollar General have also lost their #1 customer. Visitation will be held on Thursday, August 29, 2019 at Our Lady of Guadalupe Catholic Church from 10:00 a.m. to 10:30 a.m. followed by reciting of the rosary at 10:30 a.m. Funeral Service will follow at 11:00 a.m. and funeral services will conclude at the church. I can assure you, everybody at the county is working very hard on to trying to find solutions. I think we could be more successful if people would come together, have a common voice. There are a lot of smaller groups that are going at this from different angles and running traps on different scenarios to see what could be successful and there may be some benefit in that but there is a duplication of services and efforts in a lot of different areas. I think we could all benefit if some of those groups would come together and communicate and be happy to help to try to facilitate some of those things from the county side. But again, we have met with the river authority multiple times and the answer has been, as recently over the last couple of days, the path forward still remains with GBRA dewatering the lakes on Sept. 16," said Kutscher. Despite no declared change in course by GBRA, Kutscher says the county will remain vigilant in its efforts to secure a plan that works best for both the river authority and the public. He says efforts will continue even beyond Sept. 16.
