Construction to soon begin on Guadalupe County

Sheriff's Office expansion project By Cindy Aguirre-Herrera (Seguin) -- The Guadalupe County Sheriff's Office is on its way to getting that extra elbow room. Guadalupe County Commissioners recently approved The Koehler Company as its general contractor for the expansion project at the adult detention, law enforcement center. Judge Kutscher says after two years, the county is excited about finally breaking ground on the expansion project in the next few weeks if not sooner. He says the county is confident in not only the contractor but the overall base bid of $4.3 million.

"We've been talking about the law enforcement center expansion projects for right over two years now. A lot of times when we plan for construction projects at the county, it is at least a couple of year process because we talk about the needs, feasibility studies, what plans may look like, projected expenses and costs and then get with an architect to design and then we go out for bids. We finally got to the bidding process after we designed the building and had seven contractors come out and we talked about that also in court how having a process like we've had with the bids -- having seven contractors come out and bid very tightly, lends a lot of credibility to the process because we know there's good value in the contractor that we selected and the price that we got because there were five contractors that bid all very close to each other so it really was a competitive process," said Kutscher. Kutscher say the base bid also allows the opportunity for the county to grow the project if necessary. See EXPANSION, page 2

There was one ad alternate that was $60,000 for some additional expansion office space upstairs that can be decided. It was bid as an ad alternate so if the county can decide when we get into the construction project and we think we will need those offices the next couple of years, let's just go ahead and add them now for $60,000 as opposed to having to come back and spend $150,000 to add them two years from now or whatever that price may be," said Kutscher. Kutscher says although the plan has been two years in the works, he is finally glad that the project will

finally become a reality. He says it not only takes care of today's needs but also addresses future growth. "The project is an expansion project out at the sheriff's office, the law enforcement center that is attached to the jail. This is not an expansion to the jail but rather the law enforcement administration office space. It would take place and is going to built on the footprint on the north side of the building that will fill in an open spot that is a parking lot now. It is approximately a 20,000 square foot expansion, two-stories, that would house the sheriff's office, a new lobby, administration offices and space, a new training room, a new evidence room, inventory and in-take area. You would have a space for patrol deputies, some locker rooms and office

space there for deputies to do their reports and then upstairs also, besides the training room, you will have a new dispatch center where we will have all our new radio and communication equipment with the new radio system that is going to be put in place but also on the second floor, there will be additional space that will be available for long-term build out and expansion so we are trying to think for the future and be responsible to give us that ability to have additional space under roof where we can utilize in the future," said Kutscher. The addition will be built on the north end of the current jail and sheriff's office located at 2615 N. Guadalupe St. The project is expected to help accommodate the county's growth over the next 20 to 30 years.

County seeking possible interim solution for disposal stations By Cindy Aguirre-Herrera (Seguin) -- Trash talk continues once again in Guadalupe County. The Guadalupe County Commissioners Court is officially going out for bids for the operation of the Guadalupe County Collection Stations. The county hopes to secure bids so that current collection sites resume business as soon as possible. In July, the county's three disposal stations were closed after the county was unable to negotiate a contract with Republic Services, the vendor who had been handling the services. County officials reported that previously discussed numbers with Republic had later changed and were much higher when the two sides were ready to sign an agreement. Kutscher says specifications for the job are now being advertised. County officials say they are seeking all options to getting the collections stations back in operation. Those options range from turn-key services to companies who simply just come in and haul off the trash. The three waste dis-

posal centers in the county are located in Seguin, Marion and Kingsbury. While the county awaits bids, Kutscher says the county is hoping to lock down an interim solution. "Those bids will be returned to the county, evaluated and if decided on, we could probably have something in place as soon as the beginning of October but we also understand there's an interim need for collection sites and disposal services for those county people to have a place to dump their trash. We will be considering in court a potential solution for that interim but we will also have to answer some questions first that surround permitting through TCEQ, permits for the transfer stations or collections stations -- possible storm water permits that we have to get a final answer on if the county is required to file and receive those permits also a service contract for the disposal company for the containers and the hauling -- also moving money around in the budget, do a budget amend-

ment and commissioners court to have county employees operate those. We were talking about only Saturdays for the interim solution although that needs to be decided in court," said Kutscher. All possible interim solutions for the county's disposal stations are currently in discussion. That discussion and possible vote is expected at today’s Guadalupe County Commissioners Court meeting scheduled for 10 a.m. The county has also offered some temporary solutions for those looking to get rid of their waste. A list of those services can be found on the homepage of its website, www.co.guadalupe.tx.us. Those companies include Apache Disposal at 13333 IH-10 W. Access Rd in Marion; Best Waste Inc., at 2476 N. Heideke St. in Seguin and Waste Connections of Texas at 2010 W. IH 10, Seguin. Individuals may also take "approved" items to the Mesquite Landfill in Guadalupe County located at 1700 Kohlenberg Ln., New Braunfels.

Guadalupe County to hold final public hearing on tax rate By Cindy Aguirre-Herrera (Seguin) -- Guadalupe County taxpayers today have one one more opportunity to sound off on the proposed tax increase for the coming fiscal year. Today is the last of two public hearings required on the proposed tax rate for the 2019-2020 budget process. Guadalupe County Judge Kyle Kutscher shared the specifics behind the proposed tax increase during the initial hearing held last week. "We had the first public hearing on the tax rate for next year for the county budget which would be $.3819. Right over 38 cents is the current tax rate that we have for this fiscal year which is right above the effective rate. That increase represents just a little bit less than one and a half percent increase over that effective rate and that tax rate change and increase generates about $650,000," said Kutscher. Kutscher says commissioners are confident that the proposed tax rate will be sufficient to fund the

budget for the upcoming fiscal year. He says after several budget workshops and listening to the needs of the various departments, he believes the county remains financially strong. "With our general fund reserves committed and restricted funds, the county's reserves sit at about $24 million approximately and Oct. 1 of 2019 making our final debt service payment for the year, we will sit at about $11.5 million of debt. So we've been very active and trying to be responsible with taxpayer money and saving in the areas we can and spend in the areas we need to," said Kutscher. Kutscher says the proposed budget even includes those additional dollars to help meet upcoming projects. "We have a lot of things included in the county budget for next year that includes projects, capital expenditures, construction projects, equipment, things like that but a big portion of that increase went to raises and adjustments specifically in the

law enforcement side and the jail. We had some real deficiencies in our pay for sheriff's deputies -- starting pay all the way really up to the sheriff compared to other counties and it was something that we really needed to address this year," said Kutscher. The average taxable value of a residence homestead in Guadalupe County this year is $217,410. If commissioners adopt the effective tax rate for this year of $0.376300 per $100 of taxable value, the amount of taxes imposed this year on the averag home would be 830.29. Commissioners also recently approved the filing of the proposed 2020 budget with the county clerk. The filing now makes it available for public inspection. Today's second and final public hearing on the the tax rate is scheduled for 10 a.m. The hearing will be held during the court's regular meeting at the Guadalupe County Courthouse. The final adoption of the budget and tax rate will follow at 10 a.m. Tuesday, Sept. 17

Brought to you exclusively by: First Commercial Bank Sports Matadors drop second straight football opener to Antonian Apaches pull away from Seguin in second half (San Antonio) - Antonian Prep pulled away in the third quarter to hand Seguin a season opening loss for the second straight year, 42-21 Friday evening at Apache Stadium in San Antonio. The first quarter was an offensive fireworks show, with each team scoring touchdowns on their first two possessions to forge a 14-14 tie. The Matadors needed less than two minutes to produce their first points of 2019. Marques Washington dashed into the end zone from two yards out with 10:02 left in the opening period to cap a 13 play, 75 yard drive, and Garrett Stile's PAT kick put Seguin in front 7-0. Antonian answered with a methodical 88 yard march in 15 plays and used an eight yard touchdown pass from Khalil Warfield to Sebastian Nixon, followed by Diego Arteaga's kick, to tie the contest. Seguin only needed six plays to move 70 yards on their second possession. Washington's four yard run and another Stiles kick put the Mats in front for the last time with 3:17 left in the first quarter, 14-7. The Apaches' backup quarterback Zach Schwalen delivered a 16-yard touchdown strike to Maddox McDonald two minutes later to knot it up at 14-14. Antonian added a 22 yard TD pass from Warfield to Bryon Armstrong with 5:15 to go in the second quarter, an eight yard connection between that same duo to cap

the opening drive of the second half , and a three yard run by Aeneus Gray with 2:09 left in the third period to put Seguin in a 35-14 hole. The deficit could have been worse at that point, but the Matadors came up with a defensive stop in the red zone in the waning seconds of the first half to force a 22-yard field goal that Arteaga pushed wide to the right. Seguin head coach Travis Bush credited TAPPS AllState defensive end and Colorado commit Devin Grant and the rest of the Antonian defense for making adjustments after the Matadors drove the ball down their throats on the the first possessions. "We executed well, and they started doing some things on defense, expeciall with 28 (Grant)," Bush said. "The first two series, we were running away from him, then they started moving around, and he started kind of

taking over the line of scrimmage." Seguin found new life with 51 seconds to play in the third quarter when senior quarterback Jhalen Mickles took an option keeper into the end zone from nine yards out to punctuate a 49 yard drive and cut the deficit to 35-21 heading into the fourth period. Antonian pushed the margin back to three scores with 6:04 left in the final frame when Chance Felix broke loose for an 11-yard touchdown run at the end of a 44 yard drive. The Apaches controlled field position, as each of their last four scoring drives started at midfield or in Seguin territory. According to Antonian's stat report, Washington led Seguin on the ground with 100 yards and two touchdowns on 18 carries. Mickles ran for 92 yards and a score while completing 16-27 through the air for 141 yards, and Dravan McKnight paced the receivers with 146 yards

on 10 catches. Antonian out-gained Seguin in total yards 563-382. Seguin's official stat report had not been released at press time. Bush chalked up Friday as a valuable learning tool for a number of first-year varsity players against battle tested Antonian squad. "They're an experienced, veteran football team playing against a young, inexperienced team, and that's what it looked like," the coach said. "We had some chances to make plays, and you learn to make those plays with experience. But they executed well, they threw and caught the ball well, they tackled well. "We've got a lot of young guys on defense. We just asked who played in their first varsity game and who started their first varsity game, and more than half the team raised their hands. It showed, but hats off to them. They played a great game, and they're a solid, veteran team." Seguin (0-1) opens its home schedule at Matador Stadium this Friday at 7:30 p.m. against rival New Braunfels in the 107th Guadalupe River Bowl. CDC says More Than 900 Mumps Cases at Migrant Detention Centers (Washington, DC) -- The Center for Disease Control and Prevention is reporting more than 900 cases of mumps at immigrant detention centers across the country. The federal agency found cases affecting both detainees and staff in 57 facilities across 19 states last year. Customs and Border Patrol officials have said they do not regularly offer the mumps vaccine to detainees, despite it being the most effective way to prevent the viral infection. Similarly, Immigration and Customs Enforcement officials say they do not issue vaccinations for the flu and other common illnesses unless they are requested. Symptoms of the mumps include fever, headache, muscle aches, and swollen cheeks.

Juul CEO: Don't Vape (San Francisco, CA) -- The CEO of e-cigarette company Juul is telling non-smokers not to use his

products. Kevin Burns flat out says "Don't vape." In an interview with CBS This Morning, he said that people who don't already use nicotine are not Juul's target consumers. Burns has already apologized to families of teenagers addicted to e-cigs saying they were only intended for adults. Juul is facing several lawsuits and claims of targeting to kids. The FTC is also investigating if Juul engaged in deceptive marketing.

Trump Administration Warns Of The Dangers Of Marijuana Use (Washington, DC) -- The Trump administration is warning that today's marijuana has three times the THC content than pot smoked decades ago. Surgeon General Jerome Adams says it's never safe for pregnant women to use marijuana and that it's also dangerous for young people whose brains are still developing. Dr. Adams also warns that one in five people who use marijuana can become addicted to it. Recreational marijuana is now legal in eleven states, plus Washington, DC while medical marijuana is legal in 22 states.
