Welcome to the 12th issue of Seneca Today magazine. My name is Audrey Oswell, and I am the chief operating officer for Seneca Gaming Corporation. Meet Native America An Interview Series With President Snyder Editor’s Note: On November 7, 2013, Seneca Nation President Barry E. Snyder, Sr. was featured in an interview series “Meet Native America.” The Smithsonian National Museum of the American Indian invites tribal leaders, cultural figures, and other interesting and accomplished Native individuals to introduce themselves and say a little about their lives and work. Together, their responses illustrate the diversity of the indigenous communities of the Western Hemisphere, as well as their shared concerns, and offer insights beyond what’s in the news to the ideas and experiences of Native peoples today. Here is part one of that interview. Where is your tribe/band/Native community located? The Seneca Nation of Indians is located in the Western New York region of New York State. Five tribal/sovereign territories in Cattaraugus (Irving), Allegany (Salamanca), Oil Spring, Buffalo and Niagara Falls. Total land holdings equal 56,000 acres. Where was your tribe/band/Native community originally from? The Senecas migrated across what is 8

now New York State, making their home at Ganondagon (Victor, NY) more than 300 years ago. From Ganondagon, the Seneca people moved further west to the area what is now Western New York where we are known as “Keepers of the Western Door” to protect the people from intruders approaching the western border of Seneca Territory. What is a significant point in history from your tribe/band/Native community that you would like to share? Having faced social injustice since the first white people came to our land, the Native American community has the longest history of discrimination in America. There are countless ways in which the U.S. showed their disregard and contempt for the Native residents of our country, but perhaps one of the most significant and consistent ways is through the taking of Native American land. The construction of the Kinzua Dam on the Allegany Territory of the Seneca in the 1960s has held a powerful symbolic position in the lives of Senecas and Native Americans everywhere.

More than 600 Seneca families were forced from 10,000 acres of our ancestral land along “Ohi:yo” the Allegany River by the US Army Corp of Engineers. Their homes were burned and families relocated were left broken hearted and lost. Treaties that we held sacred were broken. To say that the removal period was a dark and difficult time for our people is an understatement. It was especially hard on our elders, those who were tied to the land in a mutually respectful and spiritual way. Tribes and Native American organizations from all over the country supported the Senecas. The leaders of a dozen of the largest tribes met with senators and members of the House of Representatives to let them know that the breaking of the Seneca’s treaties would strengthen their determination to defend their lands. The Kinzua Dam’s construction is a symbol for stolen lands and broken treaties. This history of Kinzua gives us, Senecas, our determination by which we conduct our daily lives. We must never forget the past as we move into the future. How is your tribal/band/Native community government set up?

The modern day Seneca Nation of Indians is a true democracy whose constitution was established in 1848. The Nation’s constitution provides for a multi-branch system of government that is comprised of elected Executive and Legislative branches, and an elected judicial branch. Is there a functional, traditional entity of leadership in addition to your modern government system? The Elders of the Nation have always been respected and their counsel sought in the tradition of the Seneca from time immemorial and this has not changed in the modern era. How often are elected leaders chosen? The Executive Branch leadership includes a president, treasurer and clerk, each elected for two-year terms. The Seneca constitution allows leaders to serve multiple, but not consecutive terms. Leadership also rotates back and forth between residents of the Cattaraugus and Allegany territories every two years. The next scheduled election will take place in November 2014, with the presidency to be

filled by an Allegany representative. The Legislative Branch is led by 16-member Tribal Council, comprised of an equal number of representatives from the Cattaraugus and Allegany territories. Members are elected for staggered, fouryear terms. The Judiciary Branch is comprised of three separate divisions, the Peacemaker, Appellate and Surrogate courts. The Peacemakers Court is the court of general jurisdiction and is located on each of the Allegany and Cattaraugus Territories. The three Peacemakers of each court are elected every four years. The Surrogate Court is comprised of one Surrogate for each of the Allegany and Cattaraugus Territories, and exercises jurisdiction over probate matters. The Court of Appeals is comprised of six judges who hear appeals from the Peacemakers and Surrogates Courts. The Council serves as Supreme Court and exercises limited jurisdiction over certain appeals from the Court of Appeals.

Per the Seneca’s Constitution, the Tribal Council meets the second Saturday of each month. Special council sessions can be scheduled at the request of the President. How did your life experience prepare you to lead your tribe/band/Native community? My passion for improving the quality of life for the Seneca people stems from growing up on the Seneca Territory raised by my grandmother, who always instilled in me a sense of pride in being a member of the Seneca Nation, a strong sense of culture and history of where the Nation started and that it was my calling to provide strong leadership for our people. My dedication to the Seneca people and the collective improvement of the Nation has been central to the many offices I have held within the Nation’s government for 50 years: Tribal Councilor, Treasurer, Chairperson of the Tribal Council, Chairperson for the Economic Development Committee, and five terms as President.

RETURNS TO SALAMANCA FOR A SECOND YEAR

The thrills, twists, turns, and high speeds in the snow returns to Seneca Allegany Casino & Hotel this February 7 and 8 with AMSOIL Championship Snocross powered by Ram Truck. The region’s newest winter tradition promises to provide fun for the whole family during a two-day, nationally-televised event that, last year, saw tens of thousands of fans descend upon the foot of the Allegheny Mountains for nonstop, heart-pumping, action-packed races with the world’s best snowmobile athletes. Crews with International Series of Champions (ISOC) Racing will once again turn one million gallons of water into snow over a football-field-sized plot of land outside Seneca Allegany Casino & Hotel. This year, the race site will be presented in a new location, directly west of the casino, on the right-hand side of the main road leading to the hotel parking ramp. The race course will include wicked twists and giant ramps that will send vehicles flying dozens of feet into the air. More than 200 of the top snowmobile racers from North America and nearly a dozen countries worldwide will face off in a fullthrottle, action-packed series of races that combine big-air jumps and competitive racing. The weekend is also one of eight nationally-televised events on CBS Sports Network for the 2014 season, with new technology added to the production this year for instant replay features. The races also will be streamed live on U-Stream for online viewing.

Last year’s races drew an unprecedented 10,000 fans during the Saturday events and nearly 15,000 for the entire weekend. A panel of Snocross industry experts decreed the Seneca Allegany experience as the “Event of the Year.” “The event was special in so many ways,” said Carl Schubitzke, president and race director, ISOC Racing. “Everyone at Seneca Allegany was so helpful and professional. The city embraced the event. And the fans were just absolutely wonderful. They were gracious, enthusiastic, and very active. That’s a real blessing, and it gets the racers even more excited to perform their best.” Bleachers set up around the track can accommodate thousands of fans, and bright lights will illuminate the track during the evening hours on Friday and Saturday, when the main events take place and are taped for television. A new Family Zone will be outdoors this year, which will include a small-scale “120” snowmobile to test drive. Various vendors, including food and beverage, will also be on site. Indoors nearby at the Seneca Allegany Events Center, fans will have the chance to interact with racers and get autographs. Snowmobile gear will be on sale, and the popular Traxxas Try Me Track will return with a course filled with remote-controlled miniature trucks. 13

Approximately 50 practice, qualifying, and final races will take place each day, including 22 races during both the Friday and Saturday night main events. As many as 15 vehicles will be on the track during a race, and individual races are broken down by age, gender, and snowmobile type. Schubitzke considers the region a “hotbed” for snowmobile enthusiasts, and there are nearly 20,000 registered snowmobiles in Erie, Niagara, Chautauqua, Cattaraugus, and Allegany counties combined. For the entire state of New York alone, snowmobiling represents a $1 billion industry. In response to the industry’s growth and popularity, Seneca Gaming Corporation and the Seneca Nation of Indians recently provided a $66,850 sponsorship to Snow Bounders, Inc., a local snowmobile association, for the construction and maintenance of a new 1.5-mile snowmobile trail that connects Seneca Allegany Casino & Hotel to 90 miles of existing trails in nearby Allegany State Park. Thanks to that addition, fans can come to the weekend events on their snowmobiles. Otherwise, plenty of parking will be available, as well as shuttles from nearby attractions in Salamanca. “There’s so much to do throughout the whole experience,” Schubitzke said. “It’s highly entertaining, and there’s never a dull moment. Most of all, I think attendees will be amazed at the speed and athleticism of the athletes. They make the twists, turns, and jumps look effortless.”

“I learned in the past few years how to make gluten-free foods because of my daughter’s dietary needs. We’re introducing gluten-free fettuccini pasta at la Cascata, and the key point I told our chefs is that the ingredients have to be just-right in order to go through the pasta roller.”

Sautéed Shrimp and Scallops Ingredients: 4 jumbo shrimp

2 pounds of scallops (roughly 20 pieces) 1 tablespoon of clarified butter 1 teaspoon of chopped garlic 1 teaspoon of chopped fresh basil ¼ cup of julienne sundried tomatoes ¼ cup of dry white wine ¾ cup of heavy cream Kosher salt and white pepper (amount = to taste) 1 cup of cooked pasta Heat the butter in a pan over medium-high heat. Season the shrimp and scallops with kosher salt and white pepper. When the butter begins to smoke, add the scallops and brown on one side. Turn the scallops and add the shrimp. After cooking about one-quarter of the way, begin to add the other ingredients. Turn the heat down to medium. Add the garlic and sauté, but make sure not to burn it. Add the tomatoes and sauté for 30 seconds. Add the wine and reduce by three-quarters. Add the heavy cream and the fresh basil. Season with salt and pepper, and then let reduce by half. Add the pasta and toss. Let the cream reduce to your desired likeness, heating the pasta through. Serve and enjoy.

HOW TO PLAY DOUBLE THE FUN WITH PAI GOW POKER If you know and enjoy poker, get ready for a few exciting twists with Pai Gow Poker! At Seneca Niagara Casino & Hotel, you’ll experience twice the strategy and twice the fun when you play, as you’ll receive seven cards from the dealer and need to make two hands – one with five cards and another with two cards. Finally, in addition to the 52 cards in the deck, you’ll need to be on the lookout for one extra card: a joker. The joker can complete a straight, a flush, or a straightflush – otherwise it functions only as an ace. When you receive your seven cards, you will make a High Hand (five cards) and a Second Highest Hand (two cards). The object of the game is to win your bet by having both of these hands rank higher than the dealer’s hands. Once the cards have been shuffled and the dealer has announced “no more bets,” the dealer will shake a dice cup or use a random-number generator to determine which player at the table will receive the first hand. After everyone is dealt seven cards, each player must determine his or her High Hand and Second Highest Hand. The only requirement in forming the two hands is that the High Hand must be equal to or higher in rank than the Second Highest Hand. Once the two hands are formed, they are placed face down in their respective positions as indicated on the table in front of the player. The cards must remain face down and in full view of the dealer at all times, and the player cannot touch the cards again until it is his or her turn.

After all players have arranged their hands, the dealer will turn over his or her cards and set the House Hand. If both your High Hand and Second Highest Hand rank higher than the House Hand, you win! If both hands rank lower, you lose your wager. If one hand wins and the other loses, the wager becomes a “push” and no money exchanges hands.
