orría el año de 1918 cuando Robert BadenPowell, fundador del Movimiento Scout, utiliza por primera vez el término de Rover Scout para referirse a los scouts de mayor edad. Fue así que inició el proceso para que finalmente el programa para ellos fuera completamente integrado en 1919. En este año celebramos con mucha alegría los primeros 100 años del Roverismo en el mundo. Estos jóvenes que viven la última etapa del Programa Scout son nuestro mejor ejemplo de lo que nuestro Movimiento hace por crear Ciudadanos Activos. Es en ellos en donde toda la esperanza de Construir un Mundo Mejor se deposita, pues por la etapa de sus vidas en la que se encuentran es que comienzan a interactuar de forma decidida con sus comunidades, transformándolas. Son ellos los que convierten en realidad uno de nuestros valores más importantes, el Servicio. Es en esta etapa donde uno aprende a encontrar el sentido de su vida, define el camino que quiere seguir en los años que están por venir y descubre el valor de brindarse a los demás, sin condición alguna. Sin embargo ser Rover Scout no es simplemente un momento en la vida, no son solamente unos años en los que uno hace fuerte lazos de amistad y conoce lugares hermosos del mundo, no son solamente instantes de un alto aprendizaje y descubrimiento avanzando en la progresión personal, ser Rover Scout, es una actitud ante la vida, por siempre. Cierto es que una vez que uno decide ser scout, prometiendo cumplir la Ley Scout, esto marca nuestras vidas, sin embargo, si se tiene la oportunidad de renovar la Promesa como Rover Scout y sobre todo la oportunidad de vivir

a tierra de lagos y volcanes fue cede del XXI Rover Moot Scout Centroamericano, entre el 27 de diciembre 2017 al 1 de enero 2018, más de 500 participantes provenientes de toda Centroamérica y Estados Unidos, hicieron presencia en este evento que clausura con broche de oro el Centenario de los Scouts de Nicaragua, y apertura con lo mejor el Centenario del Roverismo a nivel mundial.

Vivimos un programa lleno de aventura, tres rutas las cuales duraron tres días, diseñadas para que los participantes sintieran adrenalina y disfrutaran los rincones de Nicaragua. Entre las experiencias tomadas están: interacción con los locales, historia de sus ciudades, manejo de los recursos. Estuvimos en el contacto con los elementos, en lo más alto de los volcanes, cruzando ríos, navegando por lagos, y eso fue apenas un poco, de lo que Nicaragua puede ofrecer.
We lived a program full of adventure, three routes that lasted for three days, designed to make the participants feel the adrenaline and enjoy the corners of Nicaragua. Participants experienced: interaction with the locals, history of their cities, management of the resources. We were in contact with the elements, in the highest of the volcanoes, crossing rivers, sailing on lakes, and that was just a little of what Nicaragua has to offer.

La cultura fue la invitada de gala a la clausura del evento. Primero cada país expuso su cultura en la feria de naciones, desde Guatemala hasta Costa Rica. Degustamos comidas, bebidas y dulces, conocimos tradiciones. Y para finalizar el acto cultural, donde por más de dos horas disfrutamos de bailes tradicionales de cada uno de nuestros países. Cada día fue especial a su manera, y lo que no cambio fue pasarla entre charlas interminables, bromas, planes o proyectos a futuro, conociendo a otros participantes. Intercambiamos todo entre personas especiales o simplemente conocidos, dejamos una parte de nosotros y ellos se llevaron una parte nuestra. Y ante el adiós que llegó hasta las lágrimas, nos queda solo agradecer a los asistentes, a los anfitriones, y desear que los lazos de hermandad que hemos atado, duren por mucho tiempo, y también esas promesas entre los Rover centroamericanos de volverse a ver, se cumplan.
The culture was the guest of the gala to the closing ceremony. First, each country presented its culture at the fair of nations, from Guatemala to Costa Rica. Then we enjoyed meals, drinks and sweets, plus we got to know new traditions. Finallly to end the cultural event, where for more than two hours we were enjoyed the traditional dances from every participant country. Each day was special in its own way, and what did not change was passing it between talks endless, jokes, plans or future projects, getting to know other participants. We exchanged all between special people or simply someone you just met, we left a part of us and they took a part of us. And before the goodbye that came up to the tears, we are left only to be grateful to our host and participants, and I sincerely hoped that the bonds of brotherhood that we have tied, last for a long time, and also to achieve the promises between the Rovers from Central America to see each other again.

The last day of the 2017 pass over quickly, from a fun-filled morning where we had the chance to understand deeply and discuss issues that affect the region, up to an afternoon of shopping. Mixing music, dinner and fireworks our new years celebration was unforgettable, I had never hugged so many people, including laughter, dancing, joy and hope to welcome a new year. Even after a party that lasted until the morning, as it was the first morning of the year, and under the motto of service, we helped the environmental cause. The fatigue and sleeplessness were not barriers, we went to the Tiscapa lagoon, the main lung of the capital city, and clean up its slopes.

El ultimo día del 2017 paso rápido, desde una entretenida mañana donde conocimos a fondo y debatimos temas que afectan a la región, hasta una tarde de compras. Mezclando música, cena y juegos pirotécnicos nuestra fiesta de fin de año fue inolvidable, jamás había abrazado a tantas personas, entre risas, baile, alegría y esperanza a este año nuevo. Aun luego de una fiesta que terminó hasta la madrugada, bajo el lema de servir, nuestro primer mañana del año, la ofrecimos a la causa ambiental. El cansancio y desvelo no fueron barreras, fuimos a Laguna de Tiscapa, el principal pulmón del centro de la ciudad, a limpiar sus laderas.

ituado en un pequeño valle en los Alpes Suizos, a 1 200 metros de altitud y a solo 65 kilómetros al sur de Berna se encuentra el Centro Scout Internacional Kandersteg International (Kisc), también conocido como el mini Jamboree permanente. Durante un tiempo Baden-Powell soñó con un lugar como este, donde jóvenes de todas partes del mundo pudieran disfrutar de la naturaleza y de las virtudes del Movimiento Scout, en 1923 este sueño se hizo realidad. Supe de Kisc por vez primera durante la XXIV Conferencia Scout Interamericana en Panamá y desde entonces siempre estuvo en mi mente ir a este mágico lugar y como suelen decir, vivir el sueño del mini Jamboree permanente.

ocated in a small valley in the Swiss Alps, altitude of 1 200 meters and only 65 kilometers south of Berne, is the Kandersteg International Scout Center (Kisc), also known as the permanent Mini- Jamboree. For a while Baden Powell dreamed of a place like this, where young people from all over the world could enjoy nature and the virtues of Scouting, in 1923 his dream came true. Finalmente decidí aplicar para convertirme en personal de tiempo corto de Kisc y el destino me dio la dicha de vivir el otoño de 2017 rodeado de imponentes paisajes y un grupo de personas maravillosas, provenientes de todas partes del mundo y llenas de un gran espíritu scout.

Ahora que te he contado una muy pequeña parte de lo que es ser personal en Kisc también debes saber que el Centro Scout Mundial es igualmente mágico al visitarlo con tus amigos o tu grupo scout, inclusive en una aventura individual; los imponentes paisajes que rodean al centro, el sinnúmero de actividades que puedes realizar, como caminatas, escalada en roca, nadar en un lago o patinar sobre este mismo en invierno, harán de tu experiencia aquí inolvidable. Con toda certeza te puedo decir que una vez que visites Kisc no querrás dejar este lugar. Finalmente he de decir que podría seguir describiéndote un sinfín de detalles e historias sobre mi experiencia en este lugar que estará por siempre en mi corazón, pero ciertas cosas no pueden se pueden describir en palabras y algunas otras deben ser descubiertas y vividas por uno mismo, y es aquí donde te invito a visitar este hermoso y único lugar que será por siempre y para todo scout, nuestro hogar… dulce hogar.

Se la considera la ciudad más antigua del Continente Americano. Allí se encontraba Qosqo, el “ombligo del mundo”, la capital del Tahuantinsuyo, el Imperio Inca. Ya en la época colonial se convirtió en la capital del Virreinato del Perú, y tras la independencia del país originó la primera prefectura de la recién nacida República. Hoy en día, ofrece a sus visitantes variedad de atractivos tanto naturales como culturales. Clima Generalmente el clima en Cusco es frío pero sin llegar a los extremos, la temperatura media anual alcanza los 12°C, en Julio y Agosto puede ascender a 18°C por las mañanas, para descender hasta los 6°C por las noches. En las fechas del Moot el sol brilla casi todo el día. Por las noches las temperaturas bajan hasta aproximadamente los 6°C pero la ventaja es que no hay lluvias torrenciales, lo que sí sucede en la época de lluvias que va de diciembre a abril. Turismo en Perú Viajar al Perú es despertar sueños pendientes, es conectarse con uno, es adentrarse en 5 mil años de historia viva. Prepárate para dominar olas sobre caballitos de totora, tablas de surf y disfrutar de puestas del sol en oasis con protectoras dunas. ace casi nueve años empezó un boom de las comunicaciones scouts en el Perú. Años antes, la asociación había lanzado su primera web y los medios aficionados no se hicieron esperar en el país. Mientras que esto sucedía, recién me incorporaba a los scouts, en mayo del 2009. En el grupo scout donde inicié esta aventura, conocí a grandes personas que más adelante serían de gran importancia para hacer de NotiScout lo que es ahora. Harry Huanambal (QEPD) fue el sinodal para mis primeras especialidades de tropa scout. Él me motivaba continuamente a desarrollar nuevos proyectos de especialidades. Pero fue en una tarde de septiembre que me presenta un reto más interesante: La especialidad de periodismo.

Durante los meses de septiembre y octubre estuvimos planeando, probando e implementando lo que sería el proyecto final de la especialidad. El 14 de noviembre, hicimos público los resultados de nuestro trabajo: Radio Scout del Perú, un proyecto radial por internet el cual transmitía noticias de la región 3 veces por semana.
During the months of September through October we planned, tested and implemented what would be the final draft of the merit badge. On November, 14th, we made public the results of our work: the Scout Radio of Peru, an internet based radio which broadcast news of the region 3 times per week.
El proyecto logró satisfacer las expectativas de mis dirigentes (scouters) de entonces y obtuvimos la especialidad de periodismo. Pero a Tomás, Adrian y a mí nos gustó tanto la idea de hacer un proyecto radial que decidimos continuarlo.
The project managed to meet the expectations of my leaders (scouters) then, and we received the merit badge of journalism. But Thomas, Adrian, and me, liked the idea of doing a radio project that we decided to continue it.
Al tiempo, empezamos a recibir audiencia internacional, lo cual nos sorprendió bastante. En ocasiones, incluso la web que teníamos colapsaba por el número de visitas. Así fue como dimos el siguiente paso: Radio y prensa escrita para seguir evolucionando el proyecto, el cual cambió de nombre a como se lo conoce ahora: NotiScout.

This will help to attract more young people within this age range who may help to increase the membership and volunteer with the younger sections. This being said, it is important to highlight that Rovers are not only members who just practise Scouting at grassroots level. They are also the leaders of this Movement in the near future. While the celebration of the Rovers Centenary will primarily be the responsibility of the NSOs, calls for a closer working collaboration at all levels – World, Regional and National – should be done. Therefore, we propose to support and collaborate with NSOs to highlight the Centenary through various activities, focusing on the main areas of activities suggested
