Organized by the International Social Tourism Organization (ISTO) and local partners in various regions of the world every two years, the World Social Tourism Congress will be held in South America for the first time in its 26 years. Organized jointly with Sesc, the oldest member of ISTO in the Americas, the theme of the 2014 Congress is Tourism Based on Development: Unity in Diversity and proposes a broad dialog on strategies for comprehensive development of its participants and the fight against poverty, exploitation, discrimination and inequality, discussing the similarities and idiosyncrasies in its different forms of tourism (social, solidarity, community and accessible tourism). In this edition, the program seeks to deepen the reflections on the theme based on debates of theoretical conceptions and in workshops that highlight referential practices on tourism of development in the world.

São Paulo, Postcard

The arrival of large waves of immigrants in the late nineteenth century and of migrants in the following century, attracted by coffee plantations and then by factories and the service sector, have made São Paulo a major metropolis. The city grew and new traditions took root. Today it is an important global economic and financial center, and also a major center irradiating trends, culture and entertainment throughout Brazil. The tour is an invitation to visit some of the most interesting locations among the numerous sights in the capital and a come into closer contact with its history and its architectural features, to hear about its people, to sample its cuisine and contemplate its nature. The historical downtown, financial center, and important cultural and recreational sights will be visited. The tour includes an accompanying historian and guide certified by the Ministry of Tourism, transportation, insurance against personal accidents, breakfast and lunch. The tour will be conducted in English and Portuguese. Departure from Sesc Consolação at 8:30am Expected return to Sesc Consolação at 5:00pm Registration: R$ 45.00 BRL

As part of the Congress related activities, the Meeting will bring together researchers from different countries to critically examine Tourism Based on Development. Participants will present current researches on the state of the art and practical experiences in areas related to Tourism Based on Development, based on studies that investigate the relationship between tourism and ethics, tourism and the role of women, tourism and migration, and tourism and North-South and South-South dialogs, among others. Tourism Festival Brazilian like me

The Tourism Festival presents the rich diversity of Brazilian culture, introducing the pubic to landscapes that are not only physical, but human. Alex Teruel Marruedo | Spain Director of Hostal Welcome A technician in Tourism Activities and Business with a Master’s in Hospitality Direction and Management from Instituto de Ciencias de la Educación at Universidad Politécnica de Madrid - ICE/UPM (Spain) and a Specialization in Tourism Marketing from Universidad Nacional de Educación a Distancia – UNED. He has served as commercial head of tourism agencies at Accor Hotels, a consultant for Horwath Consulting and Mazars Turismo, and auditor for quality restoration at Instituto para la Calidad Turística Española – ICTE. He currently works at a family-run company where he executes quality control and manages hospitality businesses, including Hostal Welcome, located in Madrid (Spain).

Anya Diekmann | Belgium Professor at Université Libre de Bruxelles (Belgium) and Coordinator of Alliance on Training and Research in Social and Fair Tourism at the International Social Tourism Organisation – ISTO. Her scientific work focuses on subjects related to cultural tourism and social tourism. Among other published work, she co-edited the books Social Tourism: International Perspectives, The Contribution of Research (along with Louis Jolin, in 2013) and Social Tourism in Europe: Theory and Practice (with Scott McCabe and Lynn Minnaert, in 2011).

Bassirou Diarra | Mali Coordinator of the International Social Tourism Organisation Africa – ISTO Africa Diarra holds degrees in Journalism from Centre de Formation Professionnelle des Journalistes – CFPJ and in Law from Université Paris XIII Villetaneuse, both in Paris (France). He was Coordinator of Development of Human Resources for the President of Mali from 2002 to 2011 and Assistant Secretary General to the President of the Republic from 2011 to 2013. He also serves as a member of the Board of Directors at ISTO.


Caroline Mignon | France Director of Association Pour le Tourisme Equitable et Solidaire - ATES Doing specialized work in international youth tourism, Mignon worked from 1996 to 2012 as an official international events organizer and as Manager of Marketing and Communication for France’s Etap chain of hotels. She is the Director of ATES, a French organization joining tourism operators with a commitment to development and international support processes, with 30 members from 14 tourism operators, covering over 50 destinations.

César Alejandro Capanegra | Argentina Professor at Universidad de Buenos Aires Sociologist with a Master’s in Economic History. He is a professor at Universidad de Buenos Aires (Argentina) and a visiting professor at the Universidad de La Coruña and Universidad de Alicante (Spain), Universidad de Guadalajara (Mexico), and Universidad de La República (Uruguay). His field of research is the history of tourism development.

Erica Schenkel | Argentina Researcher at Universidad Nacional del Sur - UNS Schenkel holds a Bachelor’s in Tourism from Universidad Nacional del Sur and is a doctoral candidate in Political Sciences and Public Administration at Universidad Nacional de Cuyo – UNCuyo, both in Argentina. She is a fellow with the Consejo Nacional de Investigaciones Científicas y Técnicas (CONICET). She participates in different investigative projects related to the right to leisure and to social tourism at Universidad Nacional del Sur.

Ernest Cañada | Spain Coordinator of Alba Sud Investigación y Comunicación para el Desarrollo Social Communicator and a doctoral candidate in Geography at Universidad de las Islas Baleares (Spain), his thesis is on community tourism in Central America. He is a researcher associated with Centro de Análisis Socio Cultural de la Universidad Centroamericana – UCA (Nicaragua). Cañada coordinates Alba Sud, a center for research and communication for development, with bases in Central America and Spain. He organized the book Turismos en Centroamérica: um diagnóstico para el debate (2013) and is co-author of Turismo placebo (along with Macià Blàzquez, 2011). He manages the Turismos en Disputa blog.


Federica Carraro | Spain Director of Solidariedad para el Desarrollo y la Paz - SODePAZ Carraro holds a Bachelor’s in Economic Sciences and a Specialization in Development Economics. She is a founding member and the current director of SODePAZ, a nongovernmental organization in Spain. She is an Honorary Professor at Universidad Autónoma de Madrid, where she coordinated research on fair trade in the Spanish state (El rompe cabeza de la equidad), the impact of international cooperation in Ecuador (Aprender evaluando), community-based tourism in East Timor (Fitu Sira) and supportive tourism in Spain (her next publication, currently untitled), among other investigations.

Fernando Mandri Bellot | Spain Founding Director of INTEGRA Tourism for Good Specialist in Marketing, Tourism Quality, Planning and Tourism Development. With over 18 years of experience, he has directed various studies in more than 15 countries. He is the founder of the INTEGRA Tourism for Good company, headquartered in Barcelona (Spain). Among his most relevant projects are the creation of tourism and sustainability development methodologies in Panama, Ecuador with “Tren Turystíco y Comunidades Rurales” and Ukraine as well as the implementation of tourism quality systems in Spain, Belgium and Mexico.

Freya Higgins-Desbiolles | Australia Professor at the School of Management of the University of South Australia Her scientific investigation is based on themes such as indigenous tourism, human rights and matters of justice in tourism, and tourism as a social force and her geographic area of interest is indigenous Australia, the Middle East, the Pacific islands and the Asia-Pacific region. She has published various books, including Peace Through Tourism: Promoting Human Security Through International Citizenship (co-organized with L. Blanchard; 2013), the topic of a post-graduate course that she teaches, and she has published papers in the main scientific journals in the tourism area. She has received various teaching, research and community engagement awards.


Helen Lubowa | Uganda Executive Director of Uganda Community Tourism Association - UCOTA With over 18 years of professional experience, Lubowa has worked with Plan International, CARE International and World Vision, in addition to teaching at universities. She currently runs UCOTA, a community tourism and environmental conservation association supporting over 70 Ugandan community groups in the preservation of their natural and cultural resources, training them to manage economically viable companies and to maximize equitable sharing of the profits they generate.

Helio Cesar Hintze | Brazil Professor at Centro Universitário Senac – Águas de São Pedro A post-doctoral student in Economics, Business Administration and Sociology at Escola Superior de Agricultura Luiz de Queiroz at the Universidade de São Paulo - ESALQ / USP. He holds a PhD in Sciences and a Master’s in Applied Ecology from Programa Interunidades Ambiente e Sociedade at USP. He holds a specialization in Eco-Tourism from Centro Universitário Senac – Águas de São Pedro. He is a professor at Universidade Metodista de Piracicaba – UNIMEP and at Centro Universitário Senac – Águas de São Pedro. He has written the books Ecoturismo na Cultura de Consumo: possibilidade de educação ambiental ou espetáculo? (2013) and Guia de turismo formação e perfil profissional (2007), among others.

Igor Iradier | Spain Owner of Norte Sin Barreras tourism agency Iradier holds a degree in Business Administration and Marketing and Commercial Management from Escuela Superior de Gestión Comercial y Marketing – ESIC (Pamplona and Madrid, Spain). His professional career developed in the commercial and marketing areas at various multinational and Spanish companies, in Madrid and Navarra, until he opened his own business, Norte sin Barreras, a tourism agency that develops tourism itineraries in northern Spain for groups of people with disabilities or reduced mobility. These itineraries are based on the Slow Travel philosophy, developed based on the perspective of local communities.


Jaques Perreault | Canada Executive Director of Hostelling International Canada for the Quebec & Ontario Region and President of the International Social Tourism Organisation – ISTO Americas. Perreault holds a degree in Arts and a Masters of Business Administration – MBA in Collective Enterprises. He has served as President of ISTO Americas since 2008, and is the Executive Director of Hostelling International Canada in the Quebec & Ontario region. His personal journey was marked by an affinity for travel, leading him to work at HI Canada, an association that is fully dedicated to the development of youth through travel and discovery, offering safe and accessible travel experiences that are ethically idealized.

Jean Karl Deschamps | France National Secretary of the Union Nationale des Association de Tourisme et de Plein Air - UNAT Working with socio-cultural action, his background is in popular education. Active in the tourism and vacation area for nearly 30 years, he currently holds various positions within major French tourism associations: in addition to National Secretary of the UNAT, he is National Secretary for Vacation, Leisure, Recreation and School Travel at Ligue de l’Enseignement – Vacances pour Tous and Vice President of the Jeunnesse au Plein Air – JPA federation.

Jean Marc Mignon | France President of the International Social Tourism Organisation - ISTO Mignon holds a degree in Letters (Translator and Interpreter) from Institut Supérieur d’Interprétation et de Traduction (France). With thirty years of experience in managing French and international youth travel and social tourism associations, he was Executive Director of Union Nationale des Associations de Tourisme et de Plein Air – UNAT and President of the Federation of International Youth Travel Organizations – FIYTO. Since 2010, he has served as ISTO President and, since 2013, as a member of the World Committee on Tourism Ethics at the World Tourism Organisation – UNWTO.


Jordi Gascón Gutiérrez | Spain Researcher at Instituto de Altos Estudios Nacionales He holds PhD in Social Anthropology from Universitat de Barcelona (Spain), researching the impacts of tourism on the rural world and agrarian policies in Latin America. He is a Senior Researcher at Instituto de Altos Estudios Nacionales – IAEN (Ecuador) and a member of the Foro de Turismo Responsible (Spain). He has written several works, such as Turistas y campesinado. Turismo como vector de cambio de las economias campesinas en la era de la globalización (co-authored with Diana Ojeda; 2014), Cooperación en turismo: nuevos desafios, nuevos debates (co-organized with Soledad Morales and Jordi Tresserras; 2013) and El turismo en el início del milénio: una lectura crítica a trés voces (co-authored with Juan Buades and Ernest Cañada, 2012).

Juan Carlos Arnau Ávila | Mexico Director of Sistema de Agencias Turísticas at Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado – TURISSSTE He holds a degree in Political Science and Public Administration from Universidad Iberoamericana (Mexico), a Master’s in Economic Development from Victoria University (England) and a PhD in Public Administration from Facultad de Ciencias Políticas y Sociales at Universidad Nacional Autónoma de México – UNAM. He served as a federal government employee during 35 years, holding positions at Aero México, with the Federal Secretariat of Tourism and with the Federal District Government Secretariat of Tourism (Mexico).

Luc Gobin | Belgium Director of the International Social Tourism Organisation Europe – ISTO Europe Master’s from University of Brussels (Belgium). He learned about the business of Social Tourism as a financial coordinator in the industry. In the 1990s, he was in charge of implementing the new Tourism for All policy in Belgium. Since 2003, he has been responsible for the Tourism for All Department at Tourism Flanders (Belgium). His work is aimed at expanding tourism for everyone, especially in Europe. He participates as an expert in different work groups for the European Commission.


Marcelo Vilela de Almeida | Brazil Professor at Universidade de São Paulo - USP Bachelors of Tourism from Faculdade Anhembi Morumbi and as Specialization in Tourism Planning and Marketing from Centro de Estudos de Administração Hoteleira at Senac São Paulo - SENAC/CEATEL. He holds a Master’s and a PhD in Communication Sciences (Tourism) from Escola de Comunicações e Artes at Universidade de São Paulo ECA/USP. He is a faculty member and researcher with the Leisure and Tourism Course at Escola de Artes, Ciências e Humanidades at USP - EACH/USP. As a researcher, he is associated with the Alliance on Training and Research in Social and Fair Tourism at the International Social Tourism Organisation – ISTO.

Mark Watson | England Executive Director at Tourism Concern Watson holds a degree in International Development and Geography and a Master’s in Sustainability. He currently runs Tourism Concern, an institution dedicated to promoting ethical and fair tourism. He has been engaged in social justice campaigns in the United Kingdom and internationally for 30 years. He is a member of the Royal Geographical Society (United Kingdom) and a Councillor in the city of Croydon (England).

Maurizio Davolio | Italy President of Associazione Italiana Turismo Responsabile - AITR Davolio holds a degree in Law. He is Co-President of the Alleanza delle Cooperative Italiane – Turismo and of the European Alliance for Responsible Tourism and Hospitality – EARTH. He is the author of the book Turismo responsabile. Che cos’è, come si fà (2011). He is a member of the Board of Directors at End Child Prostitution, Pornography and Trafficking - ECPAT/Italy, of the Executive Committee of the Network of European Regions for a Sustainable and Competitive Tourism – NECSTouR, and of the Executive Committee at the International Social Tourism Organisation - ISTO.


Patrícia Carmo dos Santos | Brazil Technical Advisor of Social Tourism for the National Department of Sesc She holds a Bachelor’s in Tourism from Universidade Veiga de Almeida (UVA - RJ). She has worked at a large hotel franchise and in commercial aviation and has provided consulting on tourism and hospitality in addition to working in the planning are at the Rio de Janeiro State Transportation Secretariat. She is the Technical Advisor for the National Department at Sesc for the Social Tourism Program, which develops social tourism actions throughout Brazil and relies on a non-conventional hospitality network comprised of 43 social hospitality units.

Rabee Zureikat | Jordan Founder of Zikra Initiative He studied Marketing and Advertising in Jordan and Lebanon As a social entrepreneur, he created the Zikra Initiative, a not for profit organization based on an exchange tourism model, where revenue created by tourism is invested in the local community according to its needs and preferences. He has received various awards for his innovative approach, such as the Ashoka Fellowship, Arab World Social Innovator and the King Abdullah ll Award for Youth Innovation and Achievement and he has been asked to give talks at conferences around the world.

Ricardo Shimosakai | Brazil Director of Turismo Adaptado | Brazil Shimosakai holds a Bachelor’s in Tourism from Universidade Anhembi Morumbi. / Laureate International Universities. He is the Director of the Turismo Adaptado company, working in the accessible tourism segment since 2004. He is a member of the Society for Accessible Travel and Hospitality – SATH, the European Network for Accessible Tourism – ENAT, and the Consejo Iberoamericano de Diseño Ciudad y Construcción Accesible – CIDCCA. He is part of the Work Group at the Associação Brasileira de Normas Técnicas – ABNT, to study accessibility standards in transportation.


Sanjay Kumar Verma | India Nodal Officer at National Cooperative Union of India He holds a MA in History from the Center for Historical Studies at Jawahar Lal Nehru University (New Delhi, India) and a post graduate degree in Journalism from Sardar Patel College of Communication and Management at Bharatiya Vidya Bhavan (New Delhi). He is the Indian representative of New Harmony Press (United Kingdom), which publishes the international journal of cooperative management. He has twenty years of experience in the coop sector, with a specialization in Communications, Tourism and Youth. He has over one hundred publications in national and international journals.

Senija Causevic | Croatia Professor at University of London PhD from University of Strathclyde (Glasgow, Scotland), she is an interdisciplinary professor and researcher at the School of Oriental and African Studies at University of London. Her research includes topics related with the role of cultural tourism in normalizing social relationships in post-conflict societies, management, commodification and appropriation of tangible and intangible Ottoman heritage in Europe, and tourism-based development, among other things. Her main areas of geographic research are the Balkans, Central Asia and India.

Sergio Molina Espinosa | Chile Director of Cátedra Abierta en Turismo at Universidad Nacional de Quilmes With a degree in Tourism, a post-graduate degree in Planning of Tourism Development. He is a faculty member in the Master’s and Doctoral programs at Universidad de Occidente (Mexico) and at Universidad Andrés Bello (Chile). He has held management positions with the Federal Government Secretariat of Tourism (Mexico). He received the National Tourism Education Award (Mexico). He is the author of over 20 books on tourism development, such as O Pós-Turismo (2003) and Turismo creativo: el fin de la competitividad (2012). He is a member of the Association of Scientific Experts in Tourism – AIEST.


Sergio Rodríguez Abitia | Mexico Professor at Universidad Nacional Autónoma de México – UNAM and Vice President of the Secretary for the Americas at the International Social Tourism Organisation – ISTO Americas. He holds a degree in Tourism from Instituto Politécnico Nacional do México and has post-graduate degrees from the Inter-American Tourism Training Center at the Organization of American States – OAS, from Cornell University (United States, and from Colégio de México. He is currently the director of CCC Consultores, where he develops tourism consulting and training projects. He is a professor of Cultural Heritage and Tourism at the UNAM School of Philosophy and Letters and the coauthor of Planificación integral del turismo: un enfoque para Latinoamérica (along with Sergio Molina; 1997).

Sonia Vaillancourt | Canada Director of Development for Conseil Québécois du Loisir – CQL (Canada) and Vice President of the International Social Tourism Organisation - ISTO Director of the Council of the Chantier de l’Économie Sociale (Canada) and co-leader of the Leisure and Social Tourism Group at Alliance Community University Research en Économie Sociale - CURA-ES. She has worked for over twenty years with Canadian leisure and social tourism associations.

Verónica Gómez Aguirre | Uruguay Director of the International Social Tourism Organisation – ISTO Americas Since 2006, she has been the Director of the Secretary for the Americas at the International Social Tourism Organisation – ISTO Americas. As part of her job, she presents conferences, supports and publicizes projects and visits social tourism programs and experiments throughout the Americas. Since 2009, she has directed and coordinated the activities at the Fondation Tourisme Jeunesse (Canada), a youth program at ISTO Americas that fosters access to travel for young people aged 15 to 35.


Verónica Mercadillo Vargas | Mexico Head of the Tourism for All Department at the Secretaría de Turismo del Estado de San Luis Potosí | Mexico A physician with a degree from Universidad Autónoma de San Luis Potosí. She developed and implemented federally recognized social programs that have been adopted as models for other states and cities in Mexico. Her activities at the Secretariat are related to development of programs for serving priority publics in Social Tourism, developed in conjunction with other public agencies and private institutions.

Victoria Eichhorn | England Professor at University of Surrey A faculty member connected to the School of Hospitality and Tourism Management, her research focuses on social sustainability and exclusion practices, especially those related to accessibility. She has gained vast experience by participating in countless projects financed by the European Union, aimed at improving information for people with disabilities and enhancing the supply of more accessible services. Her most recent project analyzed demand for accessible tourism.

Yves Godin | Belgium Executive Director of Grupo Floréal (Belgium) and General Secretary of the International Social Tourism Organisation - ISTO He has worked in the Social Tourism area for the last ten years. In 2005, he was appointed Executive Director of Grupo Floréal, an association created in 1939 by the Fédération Générale du Travail de Belgique (socialist-leaning union). Grupo Floréal manages a network of social tourism vacation centers and camping grounds located in various Belgian cities.

Sesc – Serviço Social do Comércio

Created, in 1946, by the business community of goods commerce, services and tourism, Sesc adopted education and social transformation as values and created new models of cultural action. The achievement of that purpose happened by a performance in the area of culture and its different manifestations, designed to a heterogeneous public, of different age groups and social layers. Within São Paulo State, Sesc upholds 32 cultural and sports centers and specialized units in dentistry, cinema, as well as in research and training in the cultural field. A variety of activities are offered to the public such as artistic activities, physical and sportive programs, digital culture, social tourism, health and nutrition learning, food waste combating, permanent education. Sesc stimulates personal autonomy, social interaction and the contact with expressions and different ways of think, act and feel.

ISTO – International Social Tourism Organization

The International Social Tourism Organisation (ISTO), created in 1963, is an international non-profit making organization whose mission is to promote access to leisure, holidays and tourism for all and mainly for young people, families, senior citizens and disabled people. The first type of actions is to raise awareness among governments and international institutions competent for social policies in tourism and best practices which facilitate holidays for all. The second is to be a platform for exchanges and services for the members by stimulating the exchange of experiences and know-how through information, organisation of conferences and participation in projects. Its members are private and public organizations. Currently ISTO has 170 members in 35 countries. Workgroups have also been created for members with shared interests such as the Alliance for Training and Research in Social and Solidarity Tourism founded in 2010.
