Submitted by Catrina Moldenhauer Midale’s new grocery store, Annie’s Country Market had their Grand Opening on Monday, February 9. Hours of business will be 9 a.m. to 6 p.m. daily Monday through Saturday. Annie’s Country Market will be carrying some new stock including Mexican and Mennonite products. If you haven’t stopped in to check it out, please do, They completely redid the inside and it looks fantastic!. The Midale Senior Mustangs were playing in provincials against Balgonie in a best of three-game series with them losing their first game 6 -1 on February 6th in Balgonie. Their end game which was at home on Wednesday, February 11 saw them lose by a score of 8 - 1. The Mustangs opened up their playoff series against Arcola at home on Wednesday, February 4 with a 6 – 3 win, then they won in Arcola playing double overtime to take a 3 – 2 win and then played game three here on Tuesday, February 10 and won

with thirty two seconds left in triple overtime. So, that means Midale swept the best of five games series 3 games to none. No games have been scheduled yet for the second round of playoffs. There will be some kids’ free shinny on February 16, 17, 19 and 20 from 4 – 5 each day. The Weyburn Midget Lightstream Wings will host Estevan here on Thursday, February 19 at 8:30 p.m. The Midale Curling Club is holding their 14 th Annual Farmer’s & Friends Open Bonspiel from March 4 – 8. There will be a $2,500 Draw to the Button, 24 team limit, three events, dutch ball drop, wings night on the Friday, silent auction, supper and dance on the Saturday, and entry fee is $200/team which includes four supper and four drink

As playoffs approach, the Midale Recreation Board is reminding all of the volunteers that the schedule will be changing on short notice and they really appreciate the great job you all do to keep our rink up and running. Extending basketball success off the court It was just over a week ago 10 young men gathered together before a basketball game and were asked what drove them to show up on a daily basis for practice. As an assistant coach, I watched as players from the ECS senior boys team walked to the front and answered the question. What began as an awkward couple of minutes filled with mumbled answers and slouched shoulders, slowly turned into a fascinating display of comradery, honesty and chair throwing. If you’re wondering what the chair throwing was for, I can’t provide a solid answer, but I will say the assistant coach who threw it - which wasn’t me - did it because he was amped and happy with the answers the players gave, not because he was upset. It was beautiful. The answers, in my o p i n i o n , w e r e l a rg e l y made up of the typical “it’s for the team, coach” and “I just want to win,” and “it’s for the school,” none of which really sparked any emotionally charged moments. That is, until the conversation began to veer towards how winning

Writing Prevents That Sinking Feeling the McLeod series isn’t just about basketball, but rather a starting point for how one could potentially approach all aspects of one’s life with sheer determination and confidence. Maybe that’s when the chair was thrown. I can’t remember. The biggest basketball game of these young men’s lives, in the grand scheme of things, leaves a very small imprint on our planet. However, that does not take away the results a hard-fought game can have at this point in a high school student’s life. It doesn’t have to be basketball, either. Basketball is a tool that can channel a person’s greatness and potentially open up opportunities. There are other tools that function the same way and can provide similar results. Whatever tool you use to achieve that next level of

personal growth doesn’t matter, it’s simply the effort you put into it that does. Shortly after I moved to Estevan last summer, I began scrimmaging with the team and slowly shifted into the role of an assistant coach. At the time, I knew very little about the players, but noticed a lack of initiative to become better and some tough losses appeared to emphasize my initial concerns. Slowly but surly, we got better. Much better. We even defeated Weyburn, our longtime rivals, by 16 points before the McLeod series. Players called each other out at practice and tried to make each other better. We were a team. Easily distracted, certainly, but the consistent effort was finally there. Then before we knew it, we were tipping off

against the Eagles once more, hoping to break Estevan’s 31-year losing streak in the McLeod series. An opportunity, by the way, we wouldn’t have even had if it weren’t for the senior girls, who defeated Weyburn before our game. Despite our slow start … okay, really slow start, that put us behind by 10 in the first quarter, I could tell that our players were focused. I knew they would come back. What I didn’t know, is that they would win. They had played so hard the entire game and a win, of course, was what myself and hundreds of other fans were hoping for, but a loss wouldn’t have taken away the effort each player put into that game. But it happened. We took each potential knockout punch that Weyburn threw in our direction and responded in kind. It was one of the most intense and exciting atmospheres I’ve ever been in. It took me back to when my junior high school team won the Central Western Ontario Division title, a feat that hadn’t been accomplished by our school in 50 years.

A year later as a senior, our team clawed our way back to the finals, but unfortunately lost. Nevertheless, understanding what it takes to achieve greatness in a basketball game transcended to everyday life. I began to take courses I enjoyed, but more importantly, courses I felt would help me zero in on a career I wanted to pursue. I stayed back a year to work full-time in the construction field even though a lot of my friends left, but I knew the money I would save for school would be worth it. Once I reached college I took my studies seriously and managed time well enough so that I could have fun and let loose. My approach to life since winning that high school championship reflects the path we took as a team to get there. Work hard, remain focused in the face of adversity, and have fun. A lot of fun. I hope the McLeod series championship does the same for our players on the senior basketball teams in Estevan, and for anyone else using a sport or extra curricular activity to improve themselves.

The anticipation of spring As the end of February draws near there is a change in the wind in terms of farming. In general terms farmers tend to go into a somewhat dormant state from about the time Christmas decorations go up, until the calendar flips to March. Sure there are chores to do if you raise livestock, and at times, grain to be delivered for grain farmers. However, it is a time far enough removed from last season’s harvest, and spring seeding still far enough ahead that they can exhale a little. In the days of my youth that meant curling in a lot of bonspiels in small towns in the area, those two sheet natural ice arena which made curling fun. Those same foundation building rinks in terms of the sport are sadly now generally lost. Cable television has given the game new life today, but something has been lost when rinks in places like Eldersley, McKague, and Crooked River are gone. But, I digress, not that somehow curling always seemed tied to rural communities in my mind. Given the pressures of weather, markets, cash-flow and finding time to sleep in the busy seasons, farmers need a chance to get into a

Calvin Daniels Trader Agriculture Columnist period of cruise control. Then March nears, and things change, and if you are associated with farming at all, you can feel it in the air. March is the time of bull sales for cattle producers, a chance to head out and meet fellow cattlemen for a coffee and in some cases bid on new genetics. It is a time of farm meetings, in particular those crystal balling what lies ahead in terms of prices. Such intelligence gathering is important. While most farmers work longer term crop rotations, they have to maintain a level of flexibility within the planned framework to be able to adjust to opportunities. If indications are that lentils will go up significantly, some producers will pull acres earmarked for other crops to

The actual trip to the field is still weeks away, but as days lengthen, the longer hours of sunshine seem to pull producers into action. Maybe it’s the effects of cabin fever, or just the antsy feeling which comes after months of routine, but farmers watch the calendar and wish for the snowmelt and spring’s arrival. I suppose we all feel the lure of spring. Golfers, whether fans of disc golf or ball golf, are out on the course before the last snow melts from the tree edges given a chance. Fishermen dream of opening day, and begin to clean gear and buy the latest hooks as thaw nears. Still, having grown up on a farm, and still in a position where I too head to farm meeting and bull sales, and even occasional farm auctions, I can say the urgency of wanting spring is more keenly felt by farmers sitting at the kitchen table watching the sun rise on a March morn, or lamenting the blowing snow of a March storm. Yes spring, how we all long for it as we deal with the last weeks of winter, it’s farmers whose desires seem keenest for it.

Teachers accept four-year contract The GovernmentTrustee Bargaining Committee (GTBC) and the Te a c h e r s ’ B a rg a i n i n g Committee have accepted terms of settlement for a new provincial collective bargaining agreement for Saskatchewan teachers following conclusion of conciliation and receipt of the Conciliation Board Report. “After working through the conciliation process, as a board we saw no possibility of agreement on any terms more favourable to either party,” said Andrew Sims Q.C., Chair Conciliation Board, in a press release last week. “We believe the terms in the report represent the

best agreement possible given the circumstances and the interests of all parties.” The terms of settlement include a wage increase of 7.55 per cent over four years and a 0.25 per cent increase in government pension contribution rates to the Saskatchewan Teachers’ Retirement Plan effective July 1, 2016. “After careful deliberations, members of the Teachers’ Bargaining Committee and STF executive agreed with the conciliation board’s strong and unanimous advice to accept the terms of settlement,” said Randy Cline, STF vice-president. “We

Sask. celebrates heritage In recognition of Saskatchewan’s vibrant historical past, the provincial government has proclaimed February 15-21 as Heritage Week across the province. “Our government is proud to recognize this week as Heritage Week in Saskatchewan,” Parks, Culture and Sport Minister Mark Docherty said. “As our province continues to grow, with more and more people moving here to work or start a family, it is important that we take the time to understand our past. Saskatchewan has a fascinating history filled with people, places and events that have shaped our province into the remarkable place it is today. Heritage Week was formally requested by the Saskatchewan Heritage Foundation and Heritage Saskatchewan. The week aligns with Canada’s nationally-proclaimed Heritage Day, which takes place on the third Monday of February. “Heritage Saskatchewan is pleased to partner with the Saskatchewan Heritage Foundation and other agencies in celebrating Heritage Week,” Heritage Saskatchewan CEO Ingrid Cazakoff said. “This is a great opportunity to celebrate our living heritage and to recognize the importance of heritage to our quality of life in Saskatchewan. It is also a time to acknowledge the people and organizations throughout our province who are dedicated to raising awareness for our diverse heritage and for the public to join in the numerous events occurring during the week.” Over the past year, the Saskatchewan Heritage Foundation has invested more than $260,000 in 27 heritage sites across the province. They have added a few more tables and chairs to accommodate the additional interest in this year’s Farm Family of the Year dinner and entertainment package. The Estevan Chamber of Commerce and Estevan Exhibition Association, the co-ordinators of this year’s 50th anniversary event, are expecting in excess of 500 people at Affinity Place on March 12. “I guess you can say that while the oil patch has had to take a step back, the agricultural community is stepping up,” said Alf Tide, who has been chairman of the event for the past 10 years. He said the spirit of support from all sectors, even with the downturn in the patch, has been phenomenal. “The sponsorship support has been wonderful, ticket sales have been exceptional, the level of anticipation is high,” said Tide. Due to the added interest in this year’s production, the committee decided to add about another 48 to 50 spaces at the banquet tables thanks to the additional pressure on ticket sales. Those still seeking a ticket or two are now being directed to the Estevan Chamber of Commerce office, which is now the sole supplier of the ducats to ensure the event is not oversold. Because of the increase in sponsorship support, Tide said this year’s dinner might even show a profit, something that is rare with this annual event. If so, the organizers have already determined that “we’ll be doing something positive for the agricultural community with any surplus. The ideas are already flowing. In the past our goal was just to meet the expenses since we operate as a non-profit group,” he said. Interest in the nomination process is also higher this year, said the event planner. Tide said they have received a few nominations already and expect another half-dozen to roll in before the deadline, this Friday (Feb. 20). Brad Johner and the Johner Boys take to the stage to provide the entertainment that night and a motivational address by Chris Koch, an Alberta-based farmer who works the fields even though he has no arms or legs, will

talk about ultimate perseverance. Koch was featured in a Mercury article last year while he was temporarily employed on a nearby southeast Saskatchewan farm. Koch, who has appeared on Oprah Winfrey’s talk show and has been featured in other articles and broadcasts, brings the message that “If I can …” to his audiences. Brad Johner, a native of the Macoun-Midale area, is an award-winning country and western performer with five CDs and several Canadian Country Music awards behind his stylings. He was part of the Johner Brothers duo at the start of his career, being joined by brother Ken for several years before he launched his solo career about 14 years ago. Now he’ll be on stage with his four sons who not only serve as a backup band, but also can form a musical group of their own, which they have done several times when they haven’t been working with their father. The Johner family currently makes their home in Saskatoon. Tide said the highlight of the night continues to be the presentation of the Farm Family of the Year Award, a regular feature of the dinner since 1985. The event is sponsored by the Estevan Chamber of Commerce and Estevan Exhibition Association. All three regional 4-H beef clubs (Outram-Madigan, Benson, Browning) will send one public speaker to the podium to address the audience as well. eration (SWF) examined Saskatchewan’s approach to pasture transition and found it would adversely affect the livestock industry in this province. “We are asking the Saskatchewan government to take a hard look at its current approach to the transition of the 62 PFRA pastures which affects 1.8 million acres or 2,500 ranchers,” said Norm Hall, APAS president. “The current process is inefficient, short and long-term costs will rise substantially for patrons, and public expectations and regulations for pastures could prove to be unworkable.” The study commissioned by the four partners

is anchored in the following principles: *Conserving native grassland is critically important. *Land use should reenforce the economic viability of the livestock sector. *Natural working ecosystems must be preserved over the long term. *Business and governance systems must be efficient and effective. *Producers should not be expected to pay for public benefits. The approach taken by Saskatchewan is to increase revenues at the expense of producers and to off load responsibility for the environment from the public sector

to pasture patrons. These patrons are being asked to pay a full Crown land grazing rate. They are required to provide full public access, manage and report on the ecological environment and endangered species on native landscapes without required resources. “A level playing field is required,” said Ian McCreary, CPPAS chairman. “Preserving a working natural landscape where hunters and naturalists can share the pasture system into the future must be maintained,” said Darrell Crabbe, executive director of the SWF. “Pasture patrons cannot be expected to shoulder the costs of sourcing the expertise required

Background information on pasture transition The federal government announced they were quitting the community pasture program in 2012 and that at the beginning of the 2014 grazing season there would be profound changes in the way Crown lands that were formerly part of the Agriculture and Agri-Food Canada’s Community Pasture Program (CPP) would be managed in the future. The changes affect 85 pastures including 24 in Manitoba with a combined area of about 162,000 hectares, 62 in Saskatchewan with an area of 718,000 hectares and one in southeastern Alberta at 41,000 hectares. The Canadian government announced this discontinuance after 75 years of operation and it triggered immediate concerns from pasture patrons who have been using the pastures for grazing and from conservationists who saw irreplaceable conservation value in native grasslands that would now be under threat from possible sales and abuse. The pastures had been placed under federal stewardship during the great droughts and Depression of the 1930s. The most recent estimate placed on the value of public benefits from these pastures

is listed at $18.42 per hectare, per year. The pastures were transferred over to provincial governments in Saskatchewan and Manitoba. The Government of Saskatchewan assessed how the province could withdraw from ownership and management of the existing provincially-based community pastures operated under the Saskatchewan Provincial Pastures (SPP) program. The additional reversionary Crown lands moving back to Saskatchewan from the federal pasture program increased the challenge Saskatchewan Agriculture already faced in achieving the provincial government’s desire to wind down the SPP program. Policy environments in Manitoba and Saskatchewan have been fundamentally different, said the authors of an executive summary released in early January of this year. While the Government of Saskatchewan was already moving to withdraw from public ownership and management of agricultural Crown lands, Manitoba preferred public ownership to protect the ecological benefits from the lands. As a consequence of these different policy foundations, Saskatchewan

has pursued a pasture-by-pasture approach to transitioning federal pastures providing financial assistance to individual pastures and rejecting province-wide approaches that had been proposed by patron organizations. In Manitoba, the government has provided financial support and direct assistance to develop a provincial association of community pastures. There is active involvement and support for a provincial association and Saskatchewan producers felt there is a need for a similar system in this province. The approach Saskatchewan is using to manage the transition has exposed the province and pasture patrons to higher total costs for business entity designs, administration systems, and range management plans. It also forgoes the opportunity to develop provincial or regional associations of community pastures to work with government more effectively or access funding support from other government program sources. the potential to receive and manage both the federal pasture lands that are now transitioning to Saskatchewan and the SPP community pasture lands from which the provincial government would prefer to withdraw. The current provincial policies are aimed at generating financial returns to the province from the patrons and transitioning land and making sure there is a common lease rental rate for both pasture association leases and other (private) Crown grazing leases. Manitoba, on the other hand, has policies that recognize both the public benefits generated from the transitioning lands and the business efficiencies made available from a provincial community pastures association. Past patrons of the AAFC’s community pasture program and other concerned parties are asking the provincial government to rethink the fundamentals and design a new approach to guide the transition of th remaining 52 federal pastures in Saskatchewan.

Vipers blow out Weyburn By Mackenzie Hientz The Estevan Power Dodge peewee A Vipers dominated Weyburn as they cruised to an 8-2 victory at the Civic Centre on Feb. 15. Estevan had a blazing start in the first period, scoring six consecutive goals. Marci LeBlanc had three goals, Irelend Biette contributed with a goal and two assists, and Taylor Haux and Hanna Jaworski also lit the lamp. Brynn Kuntz, Baily Farr and Cheyenne Siebert added an assist each. Coach Chad Farr was impressed by the way the team played the opening period.

“We moved the puck around, we skated real well, and we dominated the play in the first period,” he said. After outscoring Weyburn 6-1 in the first period, Farr found the back of the net in the second and third periods. Siebert also contributed with an assist. Farr commended the Vipers for their overall team play as they were all unselfish with the puck. “This is one of those games where we distributed the puck and scored goals when we moved the puck around,” he said. The Vipers were in Weyburn on Tuesday. Estevan closes out the regular season in Weyburn on Feb. 22.

Please be advised of City of Estevan bylaw 89-1294 Section 34 (e): “The occupier of property in the City of Estevan shall remove any snow, ice or other obstruction from the public sidewalk adjacent to such property within twenty-four (24) hours of the time such snow, ice or other obstruction appears on such public sidewalk. In the event that this subsection is not complied with, the City may remove such snow, ice or other obstruction at the expense of such occupant or owner, and in the event of the non-payment of such expense, such expense may be charged against the property as a special assessment to be recovered in like manner as and with the taxes”. and City of Estevan bylaw 89-1294 Section 34 (c): “No person shall deposit any substance on any highway, public sidewalk, boulevard or ditch within the City of Estevan” Notice of Intention to Issue Debt

Notice of Intention is hereby given by the City of Estevan, pursuant to Section 101 of The Cities Act , for City Council’s consideration of a bylaw to borrow money for the purpose of completing the 2015 General Capital Program with particular emphasis on the Airport Runway/Taxiway project. The proposed Bylaw #2015-1953 will authorize the City to issue debt in the amount of $5 million over a 15 year term loan. The proposed bylaw may be inspected by any person in the City Clerk’s Office, on the main level of City Hall, between the hours of 8 am and 4:30 pm, Monday through Friday, all holidays excepted, commencing at 8 am on Monday, February 16, 2015 and up to 4:30 pm on Wednesday, March 11, 2015. City Council will hear any submissions respecting the proposed bylaw on Monday, March 16, 2015 at 6 pm in the Council Chambers, Main Floor of City Hall. If any person wishes to address City Council on the proposed bylaw, they must contact the City Clerk’s Office prior to 1 pm on March 12, 2015.
