Jeers to the management responsible for maintaining the boat launch ramps near Boundary Dam. As the water level decreases, more sand and silt have accumulated on the ramps making it extremely difficult to launch and load boats evenly on our trailers. If not for four-wheel drives, many of us would get stuck on the ramps. It would be a shame and embarrassing to the taxpayers of Estevan if Kensington Ave. north wasn’t fixed up before the summer games next year. Jeers to drivers who fail to use their signal lights. Unfortunately I’m not a psychic so I have no idea where you are going. A heads up for left or right would be great. Jeers to dog owners who walk their dogs without a leash and let them defecate lawns, then fail to clean it up.

Volunteers are also needed to help peel vegetables and cut and butter buns on Saturday, October 3 at 9:00 a.m. This only takes an hour or so if they get enough helpers. Elm pruning gets green light Homeowners may now prune their elm trees. The end of August usually marks the beginning of the elm-pruning season in Saskatchewan and the end of the bans on pruning. Trimming back elm trees is prohibited from April 1, to Aug. 31, each year to reduce the risk of Dutch elm disease. Elm bark beetles spread the disease are most active during this period and fresh cuts can attract them to healthy trees and put the trees at risk. Regular pruning, when permitted, helps keep elm trees healthy and better able to resist all types of disease, including DED. Removing dead branches makes trees less attractive to elm bark beetles, which live and breed in dead wood. Early fall can be a great time for tree maintenance; the weather is generally more pleasant and predictable compared with early spring and with leaves still on the trees, it’s easier to spot and remove the dead or unhealthy branches.

No escaping virtual reality The concept of virtual reality (VR) has been around for ages. Personally, I think one of the most famous portrayals of it was on Star Trek and its holodeck, a room where crew members of the Enterprise (a giant space ship) could run hundreds, perhaps thousands of holographic simulations ranging from ball room dancing to combat training. Growing up, the hype surrounding VR was pretty inconsistent. That’s probably because the gaming systems that touted a VR-based concept, were actually garbage. (Nintendo’s Virtual Boy, anyone?) We were even at a point where VR was something game developers and publishers had abandoned all together. VR would never quite reach the level of accessibility and functionality that would garner the interest of mass audiences, or so they thought.

Writing Prevents That Sinking Feeling Now we have Facebook buying Oculus Rift, the company that spearheaded the virtual reality scene several years ago, for $2 billion. Now we have an entire lineup of games dedicated to VR machines that are pegged for release in 2016. Most notably, however, we’re at a point now where they all work, really, really well. Sure, one may look a little silly with the somewhat clunky headset and controllers in each hand, but the system and its games are functional. The gaming convention known as Pax Prime in Seattle just wrapped up, and the onslaught of VR demonstrations were
almost overwhelming. A major highlight was undoubtedly the presentation for Blink VR Technology, which navigates around an obvious problem involving VR, which is the issue of limited physical space. With Blink, players press and hold down the thumb pad on the lefthanded controller, which brings up an illuminated circle on the ground. By moving your head up or down, you can change its distance from your character, telling the game where you want to travel. You essentially teleport short distances, and for some slower-paced games, this system should work beautifully.
VR systems have the potential to sweep a lot of people off their feet as a result of the wide range of experiences it can offer. One of the most charming moments I’ve witnessed involving VR was a video of an older gentleman walking through a simulated version of a museum located in his dream vacation spot. With his headset on, he “walks” through the building using a controller, and exclaims how he’ll probably never be able to visit this place in real life, but the recreation in VR was the next best thing. It almost brought a tear to my eye. Visitors at David Attenborough’s First Life exhibit at London’s Natural History Museum can choose to be transported back more than 500 million years to the first explosion of life deep under the sea, using the new technology. I’ve been lucky enough to try VR technol-
ogy myself several years ago, but we’ve come such a long way since then, and still we’ve only begun to scratch the surface. We are, at a point however, where people react to their surroundings in VR the same way they would in the real world, despite the fact they know they’re playing in a safe, enclosed area, where the simulated roller coaster, or giant space rock that’s rocketing towards them, isn’t really there. The suspension of disbelief is incredible. It boggles my mind when I think about the detailed simulations that are on the horizon. Maybe we’ll soon see a VR-based Jurassic Park, or have the ability to put ourselves in the middle of our favourite action movie scene. VR technology will have something for everyone, and how it develops over the next decade is going to be extremely exciting.
Farming and wildlife can co-exist Farming and wildlife have not always had the best of relationships. It comes down to the two realities often have divergent needs. A duck needs a wetland to nest near. That wetland is often seen as acres, which contribute little to the farm, and so there is a desire to drain the water so that the land can be cultivated to grow a crop. Geese are often seen as basically an avian locust descending on swathed crops in the fall for a feed of grain, grain lost to the farmer, again impacting how much crop is ultimately sold. Deer like bush. Again, woodlot areas on a farm are land, not growing crop. When it comes to pastureland cattle can co-habitat with wildlife more easily, but even then there are instances farmers view wildlife as a nuisance at best, and a problem at worst. Coyotes are not beloved if ranching sheep, as the wild canines can easily develop a taste for lamb chops on the hoof. Gophers might be cute little critters, but their burrow holes can be places for cows to injure legs. And the list of possible scenarios where what is good for farming is not good for
Calvin Daniels Trader Agriculture Columnist wildlife and vice versa goes on. It is in fact a long list, and finding some level of balance has never been particularly easy. In the past the situation was one where wildlife was at best a second thought. Habitat feel before the axe, the dredge and the plow with little worry regarding its impact on ducks, deer, or any other wildlife. Today, that view has moderated somewhat at least thanks in large part to raised awareness through various programs. One such effort is Operation Burrowing Owl (OBO), a Nature Saskatchewan program launched in 1987, which protects Burrowing Owl habitat from cultivation, increases awareness of the owl, supports landowners, and monitors population changes. Landowners voluntarily agree to conserve grassland habitat for Burrowing Owls and other prairie wildlife. In the case of the burrowing owl sup-
port for habitat is high because the birds are a threatened species, and their habitat range somewhat limited. It is easier in general terms to build support on a more clearly defined project like protecting a singular species. However, no species exists in the wild in isolation of others. There is always interaction in nature. In the case of the burrowing owl they need burrows created by badgers or gophers in which to nest. They cannot create nests themselves. Remembering burrows are a danger, owls are still not likely the most loved residents in a pasture, but ranchers have come to understand they have to be caring stewards of not just the land, but the natural residents too. It is something a growing public consciousness demands, and farmers and ranchers are part of that process. There is still the question of whether farmers should bear the cost of maintaining a slough or woodlot alone, or whether the larger public should contribute in covering the lost revenue of those idle acres to answer, but as that unfolds wildlife and farmers are finding ways to co-exist. That is an important change from the not so distant past of farming.

Provincial finances impacted by downturn and forest fires Local businesses are feeling the pinch as a result of the oilpatch downturn and forest fires, but it’s also left a mark on the province’s finances. Finance Minister Kevin Doherty released the 2015-16 First Quarter Financial Report on Aug. 31, which shows that forest fires and the decline in oil prices have put the province’s finances into a deficit position after the first quarter of the fiscal year. Doherty said in a release that the government will work hard to bring the province’s finances back
Despite predications that oil prices will remain at low levels, the government is promising to bring the balance back to budget by the end of the year, with a projected deficit for the fiscal year of $292.0 million. to balance by the end of the year through careful management and restraint measures.
“Lower oil prices combined with an unprecedented number of forest fires and the largest evacuation
in Saskatchewan’s history are putting pressure on the province’s finances,” Doherty noted. “At the
same time, our diversified economy continues to show strength in other areas. Our population continues to grow, our unemployment rate is the lowest among provinces, and we continue to show the strongest growth in wholesale trade in Canada. Total revenue for Saskatchewan for 2015-16 is now forecast at $14.04 billion, down $237.8 million from budget. Total expense is now forecast at $14.33 billion, up $161 million from budget, putting the current projected deficit for the fiscal year at $292 million.
The government will reduce discretionary spending through staffing restraint and other operating reductions to combat the fiscal pressures stemming from world markets and low oil prices. “Our government will be working hard to bring the province’s finances back to balance by yearend, to keep Saskatchewan strong,” Doherty said. “All ministries, Crown corporations and all government agencies are exercising spending restraint while ensuring we continue to provide vital services to Saskatchewan citizens.”
Internet ad spending up, TV down New platforms causing headaches for traditional advertising methods With the ever-expanding capabilities of the Internet, it may not come as a surprise that televisionadvertising sales fell 0.8 per cent, continuing the decline from 2011.
Statistics Canada recently released the 2014 Television Broadcasting report, which revealed the continuous decline that coincides with a drop in private conventional televi-
sion advertising of 6.5 per cent (worth $1.7 billion). The report noted new broadcasting platforms for television programming such as websites or mobile phones, have had a notable
impact on the sector’s financial results. On the flip side, government spending in Canada, when it comes to advertising, has become increasingly focused on the Internet. According to Newspapers Canada, Internet
spending has gone from less than 1per cent in 2002-2003 to 27 per cent in 2013-2014. These increases have been primarily at the expense of print advertising in Canada (magazines, daily newspapers, community newspapers). The Government of Canada
spent $75,213,380 on advertising (media and production) in 2013-2014. Total 2013-2014 spending on traditional media (excluding production and commissions) was $56,846,443. Total newspaper advertising was only $4,317,731.

Trucking goods across the line carries additional costs Moving goods by truck across the Canada-U.S. border has become a more expensive experience since Sept. 11, 2001. Statistics Canada released results of a recent study based on the first data produced to estimate the costs associated with trucking goods across the border before and after 9/11. In the wake of that tragic event, a new security regime was implemented to regulate the movement of goods across the Canadian and United States border, raising concerns that the cost of moving goods, would rise. From 1994 to 2000, it cost on average, 16 per cent more to move goods across the border by truck than to move the same goods the same distance domestically. After 2000, the premium paid to cross the border rose steadily to 25 per cent in 2005 and remained around that level until 2009. The two main factors in cross-border trucking costs are fixed costs per shipment and higher line-haul costs related to trucking cargo over longer distances. costs are added to the fixed costs per shipment incurred by trucking companies. These fixed costs include facilities cost, insurance and terminal costs, that is, loading and unloading. Differences in fuel prices or difficulties finding backhauls, that is, cargo for a return shipment, can also add to the line-haul costs of shipping to and from the United States, said the report. Whether these additional costs are imposed on the export or import leg of the cross-border journey depends on the balance of cross-border trips. The export leg bore these costs until about 2005 and increasingly, the import leg thereafter. In 2005, the premium on the export leg was 30 per cent, while the premium on the import leg was 20.3 per cent. By 2009, the premium on the export leg had fallen to 17.1 per cent and risen on the import leg to 25.6 per cent. The extra cost associated with cross-border trucking added about 0.3 per cent to the value of exported and imported goods, on average, from 1994 to 2000. From 2005 to 2009, the extra costs of cross-border

Not only did the study examine the additional costs of moving goods by truck but also quantified the cost of border delays, border-related compliance costs and other factors and costs associated with moving goods to and from Canada’s main trading partner.

Big trucks require more attention by all drivers The bigger the truck, the bigger the problem and the bigger the collision could be. That is why commercial truck drivers are continually reminded to pay strict attention to what they’re doing at all times, especially in heavy traffic and within city limits. The average vehicle operator also needs to pay closer attention to his or her surroundings when approaching or following a large transport truck and trailer. Sheer size and weight can cause massive destruction, said Earl Cameron, vice-president of the Auto Fund “It’s important that commercial drivers are alert and ensure their vehicles meet all safety standards.” The check list regarding good tips to follow for commercial drivers first of
all, includes the need to complete a pre and post-trip inspection of the vehicle to ensure it is in good operating condition. The second tip is for drivers to know the route they’re taking to ensure their vehicle is within the allowed height and weight limits to prevent damaging roads, bridges and overpasses and other infrastructure. Commercial drivers are also reminded to begin signalling their intentions well in advance when planning to turn or change lanes, especially when turning right since it often requires the driver to swing wide into a second lane to complete the turn. Commercial drivers are also told to hang up, buckle up and be alert to actions of other drivers around them as they approach intersections.
Commercial, long haul drivers are also advised to simply pull over and grab some sleep if they find they are becoming overly tired. Even the veteran, experienced drivers are advised to review the Professional Driver’s Handbook to keep abreast of the new laws and to refresh their memories regarding the responsibilities they carry. “It’s not only important for commercial drivers to take precautions,” said Al Rosseker, executive director of the Saskatchewan Trucking Association, “road safety is everyone’s responsibility — other drivers need to know the safety implications associated with larger vehicles and how to share the road with them.” The ordinary, every
day driver needs to remind themselves that large trucks require more room and time to complete their motoring moves. Common causes of collisions that involve commercial trucks usually involve rear-end right-turn collisions involving vehicles sharing the same side of the road, and left-turn crashes involving vehicles coming from the opposite direction and sideswipe crashes. When sharing the road with large trucks, the driver of the regular car, SUV or light-duty truck is advised to increase the following distance when they are behind a large truck and never cut too close in front of them. Regular drivers are also reminded that semitrucks must take wider
turns, especially when turning right, so watch carefully for their signals. Large commercial trucks also have larger blind spots than the average vehicle, which makes it difficult for the driver to always see smaller cars or trucks. If possible, avoid spending too much time in the ‘no zones’ which are those areas directly in front of, behind and beside a big truck. Also, the daily driver is reminded to be patient.

Truckers need to get to their destination as much as anyone else. SGI’s Auto Fund noted that 19 per cent of the provincial traffic fatalities involve large commercial vehicles even though they account for less than five per cent of the vehicles on the road. In 78 per cent of the fatal crashes, it was the actions taken by the driver of the other (non-commercial) vehicle that was the major factor contributing to the collision.
