There are more uncontrolled intersections surrounding Kin Park, which is close to Saint Mary’s School. These intersections work if people know how to approach them, but most don’t, and near school zones, they pose an even greater danger to children.

Give it a meaningful shot Most of Saskatchewan’s 14 assigned MP seats currently belong to the governing Conservative party, and that’s likely not going to change for a while. Sure, the occasional fluctuation may occur, but the Prairies, and the southeast in particular, has blue painted all over it. But change is possible, it just takes time. It also takes passionate candidates who aren’t afraid to rise to the challenge. It’s less of a daunting 78 days for Dr. Robert Kitchen, who has accepted the torch from incumbent Ed Komarnicki, a former MP with a very strong voter base in the southeast, and though I’m sure Kitchen isn’t taking anything for granted despite the advantage, he has a significant head start. The ghost candidate provided by the Liberals will do his or her job magnificently by showing up and then dis-

Writing Prevents That Sinking Feeling appearing, and the NDP’s Vicki O’Dell, who’s name is recognized by many in our wide-ranging constituency, will make things interesting if an all-out effort is put forward. Conversations surrounding the expected humdrum of an election campaign in the southeast has been frequent in the newsroom. The lack of candidates outside of the Conservative party looking to make noise is nothing new, but it’s also unfortunate that it’s so expected. I’ve mentioned before that many would appre-
ciate fresh faces in the political field within the southeast. Students and young adults are often left unnoticed by candidates who try to garner to the regular crowd that’s supported them in the past. The clash of personalities and eras would lead to a more meaningful election process as opposed to watching the Conservatives steam-roll to the finish. Entering such a vigorous campaign race, however, is not easy. One must seriously dedicate his or herself to the campaign and potentially step away
from any other form of employment that occupies their time. Meeting people face-to-face and interacting with communities is also a must. It’s not just about being articulate and smart during debates. Once candidates outside of the Conservative party step up to the plate on a consistent basis, put up a good fight and don’t give up on the issues that matter to them, people will take notice, and that solid voter base will begin to form. I’d like to think that in a few years - OK, maybe a decade - political junkies could get their fix here in the Souris-Moose Mountain constituency as a result of intense debates and strong campaigns from various candidates. Let’s not forget though, that surprises do happen. The last federal election and the more recent Alberta provincial election results
are examples of the implausible becoming a reality. We’ve seen it happen in Canada, and it would be so nice if some variety was introduced in our province. Things aren’t all rainbows and kitten whiskers right now. (I associate kitten whiskers with positivity, in case you’re confused.) Our province has issues, and they range from a lack of front-line health workers, inconsistent senior care, to an economic foundation that’s on some real, wobbly legs right now. That’s not to say that other parties have the right answers. But meaningful attempts by new faces at addressing these issues in the spotlight during a campaign, especially one this long, is much more valuable to people in Saskatchewan who will likely appreciate the new ideas that come forward.
Free trade has its complications When it comes to world trade the idea of free movement of goods is held up as an idea the world should aspire to. But when country officials sit down to hammer out trade deals there are more potholes to traverse than a three-hour drive on a secondary highway in Saskatchewan. A case in point Pacific Rim trade ministers recently failed to hammer out a deal to free up trade between a dozen nations after a dispute flared up over auto trade between Japan and North America, New Zealand dug in over dairy trade, and no agreement was reached on monopoly periods for next-generation drugs. The failure to achieve a deal probably is not a surprise to anyone. The more players at the table the more issues to overcome. There are many longstanding areas of friction between long time trade partners, which have a tendency to flare up again at a negotiation table. If you doubt that, think how often the United States pointed at the old Canadian Wheat Board as an issue even after courts had deemed it was not. Currently you can bet the issue of Country Of Origin Labelling (COOL) will be a raw
Calvin Daniels Trader Agriculture Columnist nerve between the US and Canada for some time moving forward. Now consider what the Trans-Pacific Partnership was trying to accomplish. The TPT had trade ministers from the 12 nations negotiating toward a deal, which would stretch from Japan to Chile and cover 40 per cent of the world economy. According to a recent story at www.producer.com “the TPP seeks to meld bilateral questions of market access for exports with onesize-fits-all standards on issues ranging from workers’ rights to environmental protection and dispute settlement between governments and foreign investors.” Those are pretty heady goals. And when the same story noted, “the
talks, which drew about 650 negotiators, 150 journalists and hundreds of stakeholders,” you can bet every line off any deal was scrutinized and argued and rebuffed over and over. The problem is simple, countries talk of a desire to freer trade, but in reality they mean they want easier access for their goods, yet to maintain a level of protection for their own favoured industries. The two are of course opposing viewpoints, albeit the motivation is understandable. Canada would like freer access for say pork, as we produce far more pork that we can consume domestically, so it must find and export home. But we’d also like to protect our dairy sector as there is a level of concern about relying on another country shipping a staple such as milk thousands of miles to have a mom pour on her family’s breakfast cereal each morning. In the end far-reaching trade deals are rarely accomplished simply, but rather by gaining small victories over the longer term. There will eventually be a TPP, but whether it is a widely meaningful deal, or merely a water-downed deal signed to save face among politicians, is yet to be seen.

Search warrants Apartments For Rent 1 & 2 bedroom lead to arrests Apartments Available A search warrant at a rural property in the RM of Mount Pleasant near Carnduff resulted in the arrest of Jody Bonnor, who was charged with multiple offences. During the early morning hours of July 25, members of the Carnduff, Carlyle and Estevan RCMP, along with the Estevan RCMP Integrated Organized Crime unit, Southeast Regional Traffic Services and RCMP ‘F’ Division ERT executed a search warrant at a rural property that was believed to have stolen property. Farm equipment, construction tools, oil field related equipment and other items were recovered. The value of which is estimated to be over $50,000. Also seized in the search were multiple firearms and various prohibited weapons. Bonner was charged with four counts of possession of property obtained by crime, four counts of careless use or storage of a firearm, four counts of possession of a firearm, seven counts of possession of a firearm while prohibited by an order, two counts of possession of a prohibited device and two counts of possession of a
prohibited weapon for a purpose dangerous to the public. In addition, he was also charged with one count of possession of restricted firearm ammunition and one count of operating a vehicle while disqualified. Bonner was scheduled to make his first court in Estevan provincial court. The investigation continues in this matter and further charges are pending. The Estevan detachment, along with Estevan Southeast Traffic Services, Regina RCMP police dog services and Estevan Police Service Intelligence Unit, executed a search warrant at a residence and garage on Aldridge Street in Bienfait on July 28. The team also searched a garage on Carbon Street in the town. A significant amount of marijuana was seized as a result of the search along with a derivative known as “shatter”. Psilocybin, the active ingredient in magic mushrooms was also seized. A 27-year-old woman and 25-yearold man were charged with possession of marijuana for the purpose of trafficking, production of cannabis resin and possession of the psilocybin.

Hot, humid weather and unstable air masses produced conditions ripe for tornadoes. This twister was captured on film near the Walter farm east of Lampman. As many as six others were reported in the Lampman-Arcola area. There were no reports of significant property damage or personal injury. Movies of Yore August 9, 2000 The Perfect Storm: The effects certainly hold up, but like so many disaster movies, The Perfect Storm is a case of a lot of flash but no substance, as characters follow through the motions and fail to develop in any way. The cast and the effects are strong, but everything else is pretty forgettable. X-Men: The sharp narrative focus is a pleasant surprise, and combined with the exciting ensemble of super heroes, X-Men provides comic book fans with a movie that does its source material justice, while also providing general moviegoers with an excellent story and some terrific action.

Poor drilling forecast to stay that way By Alex Coop acoop@estevanmercury.ca
Southern Saskatchewan has managed to remain afloat, according to the recent Petroleum Services Association of Canada’s (PSAC) drilling forecast, despite the slumping numbers across the country. The forecast for the third quarter of 2015 was released last Thursday and highlights an expected well count of 1,660 in Saskatchewan, which despite it being less than half of the 3,365 wells originally forecasted back in October 2014, is a number that reflects stability, said Mark Salkeld, president and CEO of PSAC. “The bright light in southern Saskatchewan is that there are some solid producer companies who have managed well through this downturn and find themselves in a good position to maintain activity,” Salked said. “Things are tight, and there’s not as much truck traffic, but they’re still working.” He said during conversations with various producers, it was evident that times were tough, but employee retention was still top priority for the majority of companies Salkeld spoke with. A fundamental strategy among many companies who had the ability to do so, he added, was the slashing of invoices by about 30 per cent. “It’s a cost war, and our members are bending over backwards to make sure that every possible means of
keeping employees is being utilized,” he said. Unlike the dramatic downward adjustment to the drilling forecast that took place in April, which saw a nearly 50 per cent reduction to its original forecast, Salkeld said the numbers appear to have hit near bottom and likely won’t fluctuate to the extent they did in April. “There’s nothing indicating that it will climb up significantly,” he said. As Saudi Arabia continues to pump at capacity and flood the market with oil, the struggles continue for other areas in the world that are
heavily reliant on their own oil industries. Saskatchewan, he said, has managed to properly manage its supply of oil and continues to have the means of moving it to where it needs to go, often through rail systems, despite the fact that oil prices are still quite low. The dialogue that’s been maintained with producers and service providers has largely been positive, he noted, which is another reason why things have remained fairly stable in the Prairies. A potential silver lining to the current downturn in the industry is reflected
in the various ways companies are finding ways to be more efficient, meth-
ods which Salkeld said will transition into the postdownturn era, a period in time

The longest federal election campaign in recent Canadian history has begun. Governor General David Johnston formally dissolved Parliament on Sunday, marking the official start to an election campaign that will span 78 days. Canadians will go to the polls on Oct. 19. Two candidates have been nominated in SourisMoose Mountain as of the Trader’s press time. Estevan chiropractor Dr. Robert Kitchen will try to keep the riding in the hands of the Conservative Party, while Weyburn healthcare worker Vicky O’Dell will be challenging him with the New Democratic Party (NDP). The Liberals and the Green Party have yet to announce their candidates. Ed Komarnicki, who has been the Souris-Moose Mountain MP for the Tories since 2004, has announced he won’t seek another term. Kitchen said he’s been preparing for the election since he became the Conservative candidate last November. But he wasn’t
aware of when the federal election would be called until a few days before the writ dropped. He has spent the last few months building a team for the campaign. “We have our team ready, and it’s up and running,” Kitchen said. “We have a plan in place, and

(countries),” said Kitchen. There are two other issues he said he’ll be promoting during the campaign: health-care and veteran’s affairs. Kitchen has been in the health-care sector for nearly 30 years. And he’s from a military background, as his father and other members of his family have served with the Canadian Forces. “Veterans are very important people to us, and to the community, and we want to make certain we always respect what they’ve done for this country,” said Kitchen. He is optimistic the federal Conservatives will be able to maintain their majority government status following the October 19 election. He isn’t concerned with the current polling numbers – many of which show the NDP has a small lead over the other parties – and he says he is focused on this constituency. Kitchen said he will have an office in Estevan during the campaign, and it should be opening soon. He doesn’t know if he’ll have an office in another community in the riding. Vicky O’Dell said she was ready for the election call. She has been visiting community events, particularly during the summer months. She has also been door-knocking in several communities. “I have been quite busy,” said O’Dell. “I am working full-time of
course, so weekends and days off … I’ve been out.” O’Dell has already spoken with all the First Nations reserves in the constituency. Health care is among her biggest issues during the campaign. When she is speaking to constituents, she says it’s the topic they bring up first. “People know that our health care is facing difficulties, and our present government isn’t going to be investing in health care the way we have been seeing,” said O’Dell. An NDP government will assist municipalities with issues such as roads and infrastructure, she said. O’Dell criticized the government for their handling of the economy, pointing to recent job losses. And she is concerned about the measures in the Bill C-51 anti-terror legislation. “I haven’t heard anyone say they like it,” said O’Dell. Child care is also a big issue. She touted NDP Leader Thomas Mulcair’s plan to have affordable child care, saying that if child care costs less, then families will be more willing to go to work. “There are people out there who would like to work, but know it doesn’t pay them to go to work,” said O’Dell. She also took exception with statements from the Tories that the NDP would raise taxes for all Canadians. The party would increase corporate taxes, so they can fund their child care plan and restore funding to health care. “We’re going to put the money where Canadians need the money, provide the best service for Canadians that we can, and bring Canada back to where we used to be four years ago,” said O’Dell. O’Dell said she is looking forward to the debates that will happen during the election campaign. As of the election call, the Tories had a majority government with 159 seats. The NDP were the official opposition with 95 seats, and the Liberals had 36 seats. The Bloc Québécois and the Green Party each had two seats. There were eight independent MPS and four vacant seats.
