Stupid can still be fun You might It’s not everyday we’re blessed with marathons of Keeping Up With The Kardashians, but when it happens, it … well, it requires me to write about it here. I don’t like the show, so if you were worried I was going to praise its soulsucking abilities, worry no more. However, if you’re a fan of the show and don’t want to read someone bash it with words coated in Times Roman, just skip down a few paragraphs, because I am going somewhere positive with all of this. Also, I don’t watch the show on a regular basis, but when you live with someone who does, losing a battle for the TV remote has dire consequences. Lets take a moment and analyze the show. The Kardashians, as many of you perhaps already know, are an empire. Their show is about rich white people who have rich white children who do things only rich people could do. People party, they talk about their problems - which I will admit, can occasionally take a serious turn and go beyond the “I lost my ear ring!” scenario - and things just happen that cause me to roll my eyes. It’s reality TV at its finest. If you like that stuff you’ll feel at home

Writing Prevents That Sinking Feeling with this show. I want to hate it so much more than I do, and believe me, I hate it quite a lot, but then I run into a barrier that’s been built as a result of culture snobs who have torn apart pieces of entertainment I find amusing. And I remember how that felt. I recall saying, “I don’t mind Spider-Man 3,” and then being told by friends I know nothing about movies and that I was likely suffering from a serious illness known as stupidity. My friends were cool. I knew there was no arguing with them, especially since one was a film and TV student, the other a brilliant artist. I know Spider-Man 3 is a mess - a beautiful, fun, colourful mess - but ultimately it’s harmless. Harmless to the franchise, harmless to the source material and harmless to the people who watch it. And that’s what Keeping Up With The Kardashians is; harmless. It doesn’t really send the most posi-

tive messages to viewers when someone on the show reaches levels of intoxication only certain college students would be proud of, but it’s still harmless, and so are the people on the show. They are prominent figures in the entertainment industry basking in the spotlight, they donate to charity occasionally, do stupid things and make a TV show about it. They aren’t on any wanted lists, don’t have public meltdowns. For celebrities, they’re actually almost boring. I listen to rap sometimes, and I’m not talking about Biggie Smalls or Dr. Dre, who I also listen to as well, but the modern tunes that for the most part, I know are dreadful. The lyrics sometimes make no sense, it’s the same old nonsense from one song to another, but I nonetheless find myself absorbing the bass and bobbing my head. It’s not about what you watch or listen to, but how it makes you feel. If the

Free trade tightening up Everybody talks about free trade as something that we should aspire to. It is felt, at least by many, that unfettered trade would mean those who do the best job of production will prevail and supply those wanting products. It would allow the concept of supply and demand to take control of markets, which again, most suggest is the fairest way to determine true market value for any commodity. But the idea of free markets constantly run into barriers, most often erected by governments who are quite willing to muck about in markets to gain political favour with one sector, or another, from amongst their voters. Canadian Prairie farmers are quite aware of the impact governments can have in terms of grain markets. It was not so long ago farmers here were caught in the crossfire as the American and European Union threw millions and millions in subsidies attempting to buy market shares in the wheat market. It was a long battle, which impacted markets for years through the ‘80s, and in the process took the idea of a supply/demand market out of the picture. We have also seen government meddling, again from our American neighbours bringing cases against Canada for their perceived issues

We of course have trade deals in place, but those are only pieces of paper, and we still see barriers tossed up moving south, as the meat sector will attest as the Americans still look for advantages by using tools such as Country Of Origin Labeling (COOL), which is still an issue nagging trade. And the story of political interference in markets is in the midst of writing new chapters. While we are all happy to head to the gas pumps right now, as locally prices for a litre of regular fuel have dipped under 90-cents for the first time in ages. The low gas prices reflect a huge drop in

the price for a barrel of cure oil, a situation that is being driven by a trio of factors. The first is a slight glut in the marketplace when supply is compared to world demand. The Middle East is involved in creating the oversupply as OPEC or perhaps more accurately Saudi Arabia, is pumping oil at a higher rate to recapture some lost market share. And then there is the ‘feeling’ within the sector the Americans are pushing for lower oil prices as a way to undermine Russia. Certainly trade sanctions are a standard way to pressure countries, so the likelihood of American fingerprints on the situation are likely. As things tighten in Russia, and consumers face higher food prices, that country has instituted export tariffs on export wheat as a way to keep wheat in-country and hold bread prices lower for their residents. That has actually bolstered wheat prices for the rest of the world, a situation that could extend into 2016, but is still a political induced market, and not one based on the most basic idea of demand paying for a commodity based on available supply. It is a situation which has to leave farmers again wondering when their livelihood will stop being a chip governments play with what appears little thought of its impact on primary producers.

Carnduff man pleads guilty to voyeurism A Carnduff man pleaded guilty to seven counts of voyeurism in Carnduff provincial court on Jan. 8. As reported by CBC, Brian Cowie, 52, owner of Itcomputes, chose to be tried by judge and declined to consult a lawyer.

Carnduff RCMP received a complaint from employees of Itcomputes located on the 100 block of Broadway Street in Carnduff. A woman employee discovered a running camera inside a box with a hole in it located next to

the toilet. She informed other women employees. They confronted Cowie, who in court, admitted he had a problem with pornography and that he placed the camera there for his own sexual purposes and that he got a thrill from looking at the

images. Presiding judge Lane Weigers issued a publication ban on the names of the witnesses and victims and ordered a pre-sentence report. Sentencing was adjourned to March 5 in Carnduff.

Just before the snow fell this season, this herd was enjoying the last taste of full pasture goodness in southeast Saskatchewan.

Coalition will drive beef strategy The growing capital demand for protein has presented Canada’s beef industry with an unprecedented opportunity to increase demand for beef products. That was the information coming from a coalition of beef industry partners on Jan. 7, to notify the public about their intentions to pursue a unified front in beef promotion. The ability of industry to fully seize the opportunity is not without significant challenges, tight cattle supplies, reduced marketing and competition for arable

land, are among factors that have to be overcome, they said. Canada’s beef sector organizations have responded to the challenge with the creation of the National Beef Strategy. A collaborative effort of national and provincial beef sector organizations, the National Beef Strategy provides the framework for how the organizations can work together to best position the Canadian beef industry for greater profitability, growth and continued production of high quality beef. A media release is-

sued on Jan. 7, outlined the National Beef Strategy that proposes a united path forward in meeting the challenges and opportunities with a goal to benefit all sectors of the beef industry. Martin Unrau and Trevor Atchison, co-chairmen of the National Beef Strategy Planning Group, and members of the Canadian Beef Advisors, a group of experienced beef sector professionals leading the implementation of the national strategy, believe the beef industry needs to adapt and evolve to stay relevant. The strategy is the way to

move the industry forward, together. “The need for industry to push itself is now,” said Unrau. “The National Beef Strategy will build on and strengthen the foundational pieces of existing work that have enabled the beef industry to grow to date but in a manner which will be more responsive to current and future needs. This will enable chronic issues, like infrastructure and capacity, to be addressed more holistically, and lead to programming to help grow beef demand and bridge to where industry wants to be

in the future.” Developed by industry for industry, the strategy seeks to position the Canadian beef industry as the most trusted and competitive high quality beef cattle producer in the world recognized for its superior quality, safety, value, innovation and sustainable production methods. Atchison said moving forward with a unified approach will require the same flexibility beef producers demonstrate as they adjust business plans to manage unanticipated challenges thrown in their way. “This

strategy is something all stakeholders in the industry can buy into. There’s strength in numbers and by working together we will build a stronger and more robust industry capable of meeting and responding to the opportunities now and into the future,” he said. Those participating in this unified effort include the Beef Cattle Research Council, Canadian Beef Brands Council, Canada Beef Inc., Canadian Cattlemen’s Association and its provincial associations and the National Cattle Feeders Association.

Beef group sets up national research plan With the unveiling of the National Beef Strategy, there was an accompanying research strategic plan that was being revealed for public consumption. The National Beef Research Strategy is intended to ensure all of the industry’s research priorities are addressed while strengthening future funding requests from industry to federal and provincial governments. As a result, the coalition will allow them to maximize the value of all investments in research within the Canadian beef cattle industry, they said. The national Beef Value Chain Roundtable (BVCRT) and Beef Cattle Research Council (BCRC) recognized the need to review their research situations in Canada several years ago and beginning in 2008 they initiated a comprehensive process to develop a National Beef Research Strategy. This included a review of the overall research situation involving assessment of historical and current states of Canadian beef and cattle research; comparisons of Canadian and international research models, an initial draft framework to co-ordinate Canadian beef research priorities, funding and technology transfer. This was the first of its kind inventory of beef research projects funded during the past five years. This was followed by consultation with stakeholders and workshops to define short, medium and long term research outcomes in the priority areas that were defined as being (1) beef quality, (2) food safety, (3) animal health and welfare, (4) feed grains and feed efficiency and (5) forage and grassland productivity. Collaboration with funding agencies was then promoted to ensure that research money allocations were adequately addressed for industry research priorities. A framework was built

to work together on enhancing extension activities. The rationale for a national research strategy was outlined as well. Research and innovation play a critical role in addressing many of the competitiveness issues facing the Canadian beef industry, they said. Overall funding and infrastructure, human capital and technology transfer to support beef and beef cattle research are fragmented and have declined significantly in Canada in recent decades. Key finds of the review of the beef research situation in Canada were that there were more than 30 agencies funding beef research operating in an unco-ordinated manner when setting priorities and funding projects. Another finding in the review process was that beef research and infrastructure is severely under funded and was continually declining. They also discovered that producers contribute a very small amount of that research funding and the current fractured technology transfers process does not encourage investment into the industry. It was noted that some hot topic items had been over funded while more basic long-term production research had been overlooked. The absence of a co-ordinated technology transfer program limited adoption by industry. The group stated they needed to get rid of the fragmented funding situation that existed to make the path for a clear direction of funding allocations across all the funding agencies to that specific outcomes could be reached that would address industry research priorities. Funding in a portfolio manner, they suggested, would provide research opportunities for near-term, mid and long-term research. In order to achieve funding commitments from provincial and federal governments, the industry said

they recognized it was important to demonstrate leadership and clarity on their research strategy and that would require the involvement with all stakeholders which would strengthen future funding requests. “This is important given that every producer check-ff dollar attracts up to another $6 of supplementary funding from other sources,” the strategy committee noted. The next step was the stakeholder workshop and consultation with funders. The BVCRT and BCRC convened a first of its kind workshop in March, 2012 to bring together representatives from Canada’s seed stock, cow-calf, forage,

feeding, animal health and processors along with scientists and research funders to establish future research outcomes for Canada’s beef

industry. Workshop participants were divided into groups that consisted of beef quality quality and food safety; ani-

mal health and welfare; feed grains and feed efficiency; and forage and grassland productivity. ⇢ p. 14 Stakeholders

Stakeholders will co-ordinate activity ⇠ p. 13 Each group discussed the threats and opportunities for the industry which could be resolved through research as well as research that could result in a competitive advantage for the Canadian beef industry, with a focus on identifying key research outcomes to focus on over the next three, five and 10 years. Following the national workshop of stakeholders, a meeting of all major funders was convened to advance the development of the nation’s strategy as a first step in achieving alignment of other funders and gaining commitment to achieving all industry-defined research outcomes. Representatives of beef research funders from government and industry examined the value of co-ordinating their activities and funding to a greater extent. Funders recognized the need to increase the level of communica-

tion and co-operation in order to maximize the value of research dollars (while maintaining regional flexibility) and unanimously agreed to support the BCRC in developing a national research strategy aimed at achieving target industry outcomes. With those elements now lined up, the national research partners now move forward. The BCRC will oversee a National Research Inventory and will act as custodian of beef research, including funding portfolios, decisions and other relevant information. The group also determined they must deliver a robust priority setting process that identifies specific national research outcomes on a five-year basis. They said their third point was to define a strategy that considers outcomes against individual funding portfolios, infrastructure, capacity etc., to define the most appropriate

strategy to implement in the future. The fourth point they agreed on was to gain commitment from funders to various pieces to ensure high priorities are not left on the table. The fifth and six points brought forward from these sessions were to explore additional mechanisms to coordinate funding and to explore opportunities to consolidate extension efforts. The next stage was the implementation of the council and its staff. It was noted that Andrea Brocklebank had been employed as executive director. She has been chairwoman of the National Beef Value Chain Roundtable research committee which led to the development of the National Beef Research Strategy, so she is well acquainted with the mandate and players. She carries a B.A in agriculture studies from the University of Lethbridge and a M.Sc of agriculture economics from the Unversity of Saskatchewan. Brocklebank was raised on an Alberta farm and previously worked within the Canadian cattle feeding sector and in agricultural finance and lending. The science director on the staff will be Dr. Reynold Bergen, a recipient of B.S.A and M.Sc degrees in animal science from the University of Saskatchewan and a Ph.D from the University of Guelph. His expertise in the past has led him to studies on live beef carcasses, cold-weather physiology of ruminants, genetics and feeding behaviours. He has also worked in technology transfers and extension services with governments and private industry. The beef extension co-ordinator will be Tracy Herbert, who holds a communication degree from the University of Calgary and has been the communications co-ordinator for the Canadian Cattlemen’s Association in the past. She comes from a west central Saskatchewan farming background. The technical administrator is Jock Buchanan-Smith who is an international authority on beef cattle nutrition and management. He has come out of retirement as a professor and researcher at the Department of Animal Science at the University of Guelph to assist the team in this new endeavour. The administrative assistant will be Linda Wakeling who has provided support at the BCRC and Verified Beef Production divisions in the past.

Jerome Ludwig 1936 - 2014 Jerome Paul Ludwig, former ly of Lampman, SK passed away at the Weyburn Special Care Home, Weyburn, SK on Saturday, December 27, 2014 at the age of 78 years. Jerome is survived by his wife Faye Ludwig; children, Jim Ludwig, Janice Ludwig and Joe Ludwig; grandchildren, Lahana, Austin, Imari and Kayden; siblings, Sr. Mary Ludwig, Sr. Elizabeth Ludwig, Albert (Ivy) Ludwig, Lorraine (Tom) Tardi, Catherine (Armand) Hoffort, Christine (John) Diemer t, John Ludwig, Anne Welch and Josephine (Doug) Pettigrew; brother-in-law Roland Deland, as well as numerous nieces, nephews, friends and neighbours. He was predeceased by his parents, Henry and Catherine Ludwig; sisters, Sr. Gertrude Ludwig, Elsie (Paul) Madden and Edna Deland (Roger Thievin). The Funeral Mass was celebrated on Wednesday, December 31, 2014 at 10:30 a.m. at St. John the Baptist R.C. Church, Estevan, SK, by Rev. Brian Meredith. Those so wishing may make donations to STARS Air Ambulance in Jerome’s memory. Funeral arrangements were entrusted to Hall Funeral Services, Estevan.

Moose poaching in southeast Sask. Submitted by Ministry of Environtment Conservation officers in the Weyburn and Estevan field areas have seen an increase in the number of moose unlawfully shot. Officers are investigating more than six violations east and northeast of Weyburn, including an incident where a cow moose and two calves were shot in late November 2014. “We are not sure what would make someone go out and shoot a moose and

then leave the carcass to rot,” explained Ministry of Environment conservation officer Lindsey Leko. “If you look at the total weight of the animals involved, close to five tons of meat have been wasted.” With lower deer numbers and the high population of moose, it is possible these individuals are just out looking for something to kill rather than to hunt and harvest the meat. But it is unlawful and unethical to go out and find an animal, shoot it and then just leave it to waste. Recent incidents in-

clude: • In October 2014, a cow moose was shot and left west of Benson. It appeared that the persons involved dragged the moose from where it died to the fence line, but then left it there. • Another incident took place northeast of Griffen, where two bull moose were shot and left within ten feet of one another in a slough next to a road allowance. Once again, nothing was salvaged and the moose were left to waste. • A cow moose was shot and left on opening day

of the deer season near an oil pumpjack close to Huntoon, southeast of Weyburn. With this moose, those involved started the skinning process but got scared off and left it to waste. • During the night of November 26, 2014 officers were called to a location near Gooseberry Lake, which is just north of Creelman. Here they found a cow moose and two calves that were shot on private land. In this situation, the landowner came across those involved, scared them off and contacted the Turn In Poachers line. In this instance, the officers were able to salvage most of the meat. This meat will be provided to local food banks once the officers have concluded the investigation. “There are rules in place to help protect and manage our wildlife resources,” Leko said. “Those who choose to ignore them and kill these animals indiscriminately, not only steal opportunities away from legitimate hunters, they can also jeopardize future

wildlife populations.” Conservation officers have put many miles on investigating these violations and trying to conduct regular hunter compliance checks as well during the past couple of weeks. “Our districts are large and we are being pulled in many different directions during this busy season,” Leko said. “So we really need the help of the public to protect our wildlife and provide us with any information that they can to assist us in finding these resource abusers.” If you see a violation, try to record as much information as possible including the nature of the violation, description of the vehicle and license plate. If your information leads to the conviction of those involved, you may be eligible to receive a reward of up to $2,000.

Crop-related research in province gets $6.9 million Nearly $6.9 million will go towards crop-related research through the Saskatchewan Agriculture Development Fund. The announcement was made by Federal Agriculture Minister Gerry Ritz and Saskatchewan Agriculture Minister Lyle Stewarton Jan. 13. “These projects will have a range of benefits for farmers, from improved varieties to increased disease and weather resistance,” Ritz said in a press release. The funding is being awarded to 42 projects and is part of the $26.7 million Government of Saskatchewan agriculture research budget for 2014-15. “Investments in research have long-term benefits for the agriculture industry, leading to the increased competitiveness of our industry in the global marketplace and better returns for our producers,” Stewart said. “I look forward to the new tools, knowledge and technology that will result from this year’s ADF projects.” Projects to receive funding this year include studies to improve lentil varieties, enhance wheat midge resis-

tance in wheat, decrease oil losses from canola dehulling, and reduce the risk of pathogen contamination on fresh fruits and vegetables. 
 A large number of industry partner organizations contributed $3.4 million in additional funding to the crops-related projects announced today. Funding is provided by companies like Western Grains Research Foundation (WGRF), the Saskatchewan Wheat Development Commission, the Saskatchewan Canola Development Commission and the Saskatchewan Pulse Growers. 
 “Producers are committed to agricultural research because we know the knowledge and tools it provides, which are vital for our continued success,” WGRF Board Chair Dave Sefton said. “We appreciate the opportunity to collaborate with the federal and provincial governments in order to maximize the benefit of producer research investments.” Funding for ADF projects is provided under Growing Forward 2, a federal-provincial-territorial initiative. Property Tax Reminder

January 2.5% Discount For the month of January, the City of Estevan will be offering a 2.5% discount on the municipal portion of your property taxes. Please prepay your taxes in full based on last year’s levy amount to receive a 2.5% discount. Please note: Your discount will be calculated at the time of payment.

Parking on Public Streets

Residents are reminded that the Traffic Bylaw 89-1294 prohibits parking unattached trailers on any City Street or blocking sidewalks.

PARKING AN UNLICENSED MOTOR VEHICLE

(a)

No person shall park a vehicle on any highway for more than twenty-four (24) consecutive hours.

No owner of a motor vehicle shall permit the vehicle to be parked on a highway unless there is displayed thereon a licence plate for the current year issued by The Highway Traffic Board of the Province of Saskatachewan or by the government of another province, state or country Please contact Judy Pilloud City Clerk 634-1852 if you have any questions regarding either of these bylaws in full.
