Sask. agri-food exports set record Despite slumping oil prices, Saskatchewan has set a record for agri-food exports for the fourth straight year. Total sales were about $13.9 billion, which puts the province on top of Canada’s agri-food exporting service. “Agriculture continues to be a strong and steady driver of the Saskatchewan economy, once again setting an agri-food export record,” Agriculture Minister Lyle Stewart said in a press release. “The credit goes to our farmers, ranchers and agri-businesses for producing and exporting what the world needs. With 15 different countries each purchasing more than $200 million in agri-food goods, Saskatchewan agriculture is one of the most diversified sectors in Canada in terms of export markets.” Saskatchewan exported to 153 countries around the world in 2014, a 19 per cent increase from 2013. In 2014, the Ministry participated in trade missions to India and China, two of the province’s largest trade destinations for agricultural products. The government is looking forward to extending its reach to the European Union and South Korea. “Saskatchewan is particularly appreciative of the progress our federal counterparts have made in opening new markets and increasing access in existing markets,” Stewart

WSA February forecast released

On Feb. 9, the Water Security Agency (WSA) released the February forecast for spring runoff, revealing a near normal spring runoff across most of the southern half of Saskatchewan with below normal runoff for areas north of Cold Lake, La Ronge, and Creighton. “Most of the province was saturated going into winter freeze up but warm temperatures in the month of January have helped lower the snowpack,” Minister Responsible for the Water SecurityAgency Scott Moe said in a press release. “The Water Security Agency will be monitoring precipitation levels and conducting snow surveys to get a clearer picture of what the runoff outlook will be as we move closer to spring.” The spring runoff forecast has the potential to change

in the weeks and months ahead. Below normal snowfall and a slower melt rate would result in below normal runoff, however, above normal precipitation going forward and a rapid melt could still result in high runoff and potential flooding. Extreme rainfall events are unpredictable as the province experienced in the summer of 2014 and as always, excess rainfall in the spring could significantly alter the runoff outlook, creating excess moisture in some areas. The WSA will continue conducting snow surveys as part of forecasting the spring melt and subsequent runoff. Updated forecasts will be provided in March and April. Our coal is on life-support Letting things go is hard. I remember when the Sega Genesis videogame system was nearing the end of its run. The 16-bit era of gaming was turning a corner as more powerful machines were hitting the market, offering us new and more exciting possibilities. I was upset because I couldn’t afford a brand new gaming console at full price and I was still playing the Genesis. I’m going somewhere with this, hold on tight. Realizing the classic gaming console couldn’t keep up with the new 3D graphics offered by PlayStation and Nintendo, Sega released the 32X and halted production on 16-bit games. I won’t go into detail about bits, but let’s just say the more bits you have in a game, the better it looks. And the 32X allowed people to play games with 32 bits in them! That’s … a lot of bits! Consumers quickly discovered, however, that the 32X was a dysfunctional add-on to the Genesis system, which was supposed to

It failed to take advantage of the new technology and is now simply remembered for being a failed experiment. At the time, it was also $100. The rushed and desperate pace at which games came out for the 32X was a blatant red flag and people quickly realized it was time to leave the 16-bit generation of gaming behind. Why can’t we do that with coal? I understand that the coal industry is rooted within the energy sector in southern Saskatchewan and that removing it entirely creates a vision of our province that very few

could probably recognize, but lets face it, coal is not only a fossil fuel which we don’t have an unlimited supply of, but the means by which we extract it is toxic and is greatly contributing to greenhouse gas emissions that causes climate change. No, we cannot just tear down power plants and put an end to coal production because then we wouldn’t have any electricity. Is spending $1.4 billion, however, to make the production of coal a teenie-weenie bit cleaner worth it? In my opinion, it doesn’t, and the carbon capture project, an initiative that undoubtedly is the result of some brilliant engineering and planning that deserves to be applauded, looks like technology that’s taking on the role of a lifesupport system for an age-old

product that should be relied on less and less to provide us with power. The project was a massive investment that has severely impacted SaskPower’s financial status and burdened them with a huge debt. It’s all been for something that hasn’t even proven to be 100 per cent worth it. According to the recently released report from the Canadian Centre for Policy Alternatives, BD3 currently captures about one million tonnes of carbon, amounting to only about seven per cent of all GHG’s created by SaskPower’s coal-fired generation, and less than two per cent of the province’s total emissions. Not much bang for our buck, so what do we do? It’s undeniable that the coal industry is here to stay. To an extent it has some excellent benefits, most of them revolve around job creation and profits our communities receive as a result. But why can we not slowly create a fringe environment for renewable energy sources that surrounds the cemented oil and coaldominated energy sector?

It’s important that, at the bare minimum, we create a foundation for renewable energy alternatives so that when the time comes when we seriously need to consider other options for creating power, we have something to turn to. Wind turbines could thrive on the flat lands of Saskatchewan and could even provide landowners with new, alternative compensations that rival those offered by drilling companies. During periods of time when the oil industry endures a crunch, workers could transition to alternative energy projects. The wind turbines, generators and storage facilities won’t materialize out of thin air, someone will have to build them. It’s unrealistic to expect renewable energy sources dominating our province in the near future, but we should at least begin planning ahead and show that we care about the future of our children just a little bit. Because right now, attaching life support to a plant that processes coal is not a strong long-term solution to the energy crisis we will inevitably face.

The ripple effects even farmers feel It is a wonder that anyone has an idea as to what grain markets will be tomorrow morning, let alone months before seeding and farther still from the next harvest. The most recent report from AgAdvance.com popped into my email box the other day, and the lead article was on grain markets. The article begins; “The markets continued to move lower as funds continued to liquidate their long positions, while reports of good South American crops, a bearish IGC report, and Chinese cancellations of US soybean purchases also served to pressure prices. In recent weeks index funds and large speculators have sold over 30 myn tonnes of futures. Adding to the bearish picture is producer selling, and financial market disarray is making the economic outlook difficult to forecast. There was an election in Greece this weekend, which depending upon who wins could put additional pressure on EU markets.” That is only two short paragraphs but it encapsulates a lot of the pressures grain markets face that have nothing to do with crop choice, yields and weather impact, which are the market indicators producers probably best understand. Today markets are impacted by where big money funds choose to park their money for the best return. Then there is the impact the overall economic situation creates. In Canada a down turn in crude oil, itself impacted by non-market driven influences, has pushed our dollar down against its American counterpart.

Calvin Daniels Trader Agriculture Columnist This in itself is one of those market factors, which as a layman I have a difficult time fathoming. Granted in the short term, low crude oil prices have an impact in Canada, something we will likely see firsthand here in a few weeks when the Saskatchewan government brings down its budget and has to deal with the short fall in revenues caused by the oil drop. But oil prices will bounce higher again. There might be uncertainty in terms of when, but higher prices are inevitable. The United States on the other hand is now in debt to the point it will never dig itself out. When you factor in federal, state and municipal debt the load per person is beyond the population’s ability to dig out from under, and reality suggests there is little appetite to even curb spending in a meaningful way. How the world deems the American dollar as the one to measure against, and does so with little apparent concern over the debt load they have, is confusing at best. Of course understanding the impact of oil is a tough one. It might seem obvious that low oil could help spur an economy based on lower energy costs, but at present the juggernaut, which has been the

Chinese economy, is slowing to a crawl. It has been the engine to keep the world economy growing, and if it stalls for any length of time, the drag will be noticed worldwide. Of course the sheer population size in China means the economy will ultimately tune back up again, if not to some of the monstrous growth seen the last decade. And then there is the realm of politics. It always has its fingerprints on markets, including the current oil down turn. Most people will be aware of worries in several European countries regarding debt, unemployment, and the all too real threat of economic collapse. The United States might be buffered from that because of sheer debt size, and its substantial political influence backed by military might, but countries such as Greece, Spain, Portugal and others are not afforded that luxury. Which party wins an election, and the political direction which follows will have a ripple effect. Certainly a bankrupt Greece would not in itself cause widespread economic distress in the world in terms of the debt loss itself. It would however send a signal in terms of what can happen in terms of instability, and that would cause a tightening of credit, and possible interest hikes as a means of protecting investments. And through all that a farmer on the Canadian Prairies sits at his kitchen table in February trying to decide what to plant in May, hoping that Mother Nature cooperates, so he can harvest in September and sell for a profit. It is a prospect which must be daunting at the best of times, and today is far from the best of times in terms of world economics, or politics.

The Saskatchewan Green Party wants to know why the Wall Government promised more long term care beds for the town of Oxbow, but have not delivered all of them. Sask Greens Leader Victor Lau says the people of Oxbow deserve to know what happened to the extra

beds that were promised. The demand for long term care beds in Oxbow is very real, as is the case across rural Saskatchewan. Limiting the number of beds now will result in a crisis later, since the number of elderly people who live in rural communities like Oxbow is going to grow dramatically over the next fifteen years, as the ‘Baby Boom’ generation continues to move into retirement age. The people of Oxbow deserve an answer

about the beds without further delay from their MLA Dan D’Autremont, or from Health Minister Dustin Duncan. Tierra Lemieux, the Sask Green Party candidate for Cannington, is disappointed the way senior citizens in Oxbow are being treated, and calls the situation far from ideal. Hours of business will be 9 a.m. - 6 p.m. daily Monday through Saturday. Annie’s Country Market will be carrying some new stock including Mexican and Mennonite products. If you haven’t stopped in to check it out, please do! They completely redid the inside and it looks fantastic! Total Oilfield Rentals in Midale provided all students and staff of Midale Central School with a hot lunch of taco in a bag, hot dogs and popsicles on Thursday, February 5. Their thoughtfulness is greatly appreciated. The Midale Senior Mustangs wound up their regular season play at home Friday, January 30 with a 5 – 1 win against Carnduff. The Mustangs are playing in provincials against Balgonie with them losing their first game 6 -1 on February 6. Their lone home game is today, Wednesday, February 11 at 8 p.m. If game 3 is necessary they will play in Balgonie on Friday, February 13. The Mustangs opened up their playoff series against Arcola at home on Wednesday, February 4 with a 6 – 3 win, then they

won in Arcola playing double overtime to take a 3 – 2 win and will play game three here on Tuesday, February 10 at 8 p.m. Public Skating will be held daily from Saturday, February 14 to Sunday, February 22 from 2 – 4. There will be some kids’free shinny on February 16, 17, 19 and 20 from 4 – 5 each day.

He noted working with the CBSA is not only a fulfilling experience that is enforced by large busts and assistance provided to temporary foreign workers, but it also provides new recruits the opportunity to travel across the country and make connections. Barry said his training took him to Quebec, where the bulk of their initial learning experience takes place and he’s had the opportunity to be stationed in other parts of Canada numerous times. Because of the underrepresented applicants from the prairie region, people concerned about being stationed far away from home may find solace in the fact that opportunities to remain in the province are currently high. Understanding that there is a possibility of being stationed in another province, however, is one of the requirements the CBSA looks for in its applicants. Other prerequisites for potential CBSA officers include having a valid driver’s license, a secondary school diploma and certificates for both the Canadian Firearms Safety Course and Canadian Restricted Firearms Safety Course. Interested applicants can go to www.jobs.gc.ca and click on CBSA’s link to access their online application process. Last year was still a big year for the CBSA in southern Saskatchewan and dull moments seemed to elude its borders as a number of monumental seizures spearhead a long list of significant seizures. Thirty-three undeclared firearms were seized in 2014, 27 of which were obtained at North Portal. Twelve firearms were seized in July and August, which is four times more than the number of firearms seized in 2013 and the most in the last five years. Twenty-three other weapons were also seized during the summer, including 11 canisters of pepper spray and tear gas, two stun guns, six switchblades and two cross bows.

Work crews were on hand to salvage material which had spilled onto the ground when four cars were detailed from a CP Rail train on Saturday about 20 km from Estevan. One of the cars held a load of lumbar, two cars were filled with fertilizer and a fourth one was an empty pesticide tanker. The rail line was closed for about eight hours.

“The occupier of property in the City of Estevan shall remove any snow, ice or other obstruction from the public sidewalk adjacent to such property within twenty-four (24) hours of the time such snow, ice or other obstruction appears on such public sidewalk. In the event that this subsection is not complied with, the City may remove such snow, ice or other obstruction at the expense of such occupant or owner, and in the event of the non-payment of such expense, such expense may be charged against the property as a special assessment to be recovered in like manner as and with the taxes”. and City of Estevan bylaw 89-1294 Section 34 (c):

Notice of Intention to Issue Debt Notice of Intention is hereby given by the City of Estevan, pursuant to Section 101 of The Cities Act , for City Council’s consideration of a bylaw to borrow money for the purpose of completing the 2015 General Capital Program with particular emphasis on the Airport Runway/Taxiway project.

The proposed Bylaw #2015-1953 will authorize the City to issue debt in the amount of $5 million over a 15 year term loan. The proposed bylaw may be inspected by any person in the City Clerk’s Office, on the main level of City Hall, between the hours of 8 am and 4:30 pm, Monday through Friday, all holidays excepted, commencing at 8 am on Monday, February 16, 2015 and up to 4:30 pm on Wednesday, March 11, 2015. City Council will hear any submissions respecting the proposed bylaw on Monday, March 16, 2015 at 6 pm in the Council Chambers, Main Floor of City Hall. If any person wishes to address City Council on the proposed bylaw, they must contact the City Clerk’s Office prior to 1 pm on March 12, 2015.
