Rural News One man found dead near Arcola A man has been found dead on the street just outside of Arcola. Initial investigation has revealed that the deceased, Christian Thomas Bouchard of Lampman, had been at a Christmas function at a hall located on Balmoral Avenue in the community of Arcola. He was last seen walking on Balmoral Avenue towards a work camp at approximately 2:20 a.m. on Dec. 6. All of his belongings, including his wallet and cell phone, were located in nearby the scene. The body was discovered after Carlyle RCMP were called to a report of a possible hit and run on Balmoral Avenue approximately one kilometre from the community of Arcola on Dec. 6.
At approximately 3:10 a.m., four adult males in a white van discovered a deceased adult male lying on the road. White attending to the male and waiting for emergency services to arrive, a white GMC Sierra truck drove past the group and stopped shortly after. An adult male got out of the truck with signs of impairment. Carlyle RCMP arrived on scene and arrested and charged the driver of the truck with impaired driving. His vehicle was impounded. Carlyle RCMP, RCMP General Investigation Section and RCMP Major Crime Unit South, with the assistance of the Office of the Chief Coroner, continue to investigate. No charges have been laid in the death of Christian

A service level agreement between the RM of Browning, RM of Coalfields and regional RCMP has been reached regarding the longdiscussed enhanced RCMP program, a concept first
proposed to the residents of Bienfait in February. The enhanced program will allow for an RCMP constable to be at the RM’s disposal at all times. The hired officer will be under contract with the RM and duties would include enforcing
bylaws and patrolling the roads, further establishing a greater RCMP presence in the area. Greg Wallin, the administrator for the Town of Lampman and the RM of Browning, said the RM has a year to fill the position. “Indications are that it
will hopefully be filled,” he said, adding the program will be funded through the existing budget. “It will provide the same service as before at a higher level for that area,” Wallin said regarding the commencement of the program.
Bouchard. An autopsy was performed on Dec. 10, at Saskatoon City Hospital. The RCMP received reports that an adult male was seen walking south of where the incident occurred on Range Road 2044. The man seen walking south of where the incident occurred came forward and contacted the RCMP yesterday evening. He is not considered a suspect in this incident. Don’t tune out when checking out You might be from Alex Coop The tale of an angry customer throwing a snake at a server in Saskatoon, who apparently failed to dice his onions fascinates me. It’s insanely dangerous, immature and ridiculous, but also fascinating. It unfortunately, however, isn’t surprising. It’s very likely, that this snake-launching culprit walked into the store with a snake in his pocket and had every intention to cause a scene no matter what the cashier did or didn’t do, but it made me hearken back to my days of working cash and the ridiculousness each day presented. Even today, an overwhelming amount of rude comments aimed directly or indirectly at cashiers is such a regular occurrence, I’m often tempted to use the drive thru whenever one is available. But I usually like the face to face interaction. I enjoy walking into the bank and depositing a cheque. I like going into Tim Hortons and ordering coffee. I like ordering triple Big Macs and seeing the look on a cashier’s face. People who work in these establishments can add to customers’ overall experience. Not all the time, of course, it’s sometimes quite obvious the person at the checkout wants nothing to do with human kind. I’ve received my share of eye

rolls when I roll up with a cart full of groceries. When I talk about the majority of the people I’ve interacted with over the counter in southeast Saskatchewan, I have little to no complaints. They either do what they need to do quickly or efficiently, or they do things quickly and efficiently and ask me how my day is, compliment my cat shirt and with a warm smile tell me to have a nice day. Back in Ontario, the self-checkouts weren’t as popular as one would initially assume and people flocked to the human beings standing behind the cash register. Interestingly enough, surveys (and cashiers I’ve worked with) have revealed that cashiers actually dislike being treated as robots themselves, mirroring their frustration to the incident which took place at a Sainsbury in London, England last year, where a cashier refused to serve a customer who was talking on her cell phone. The story made headlines and sparked an interesting debate regarding checkout
etiquette. Aside from the fact that the cashier lied to the customer about there being a policy stating no cell phones at the checkout, which is a big no-no, I completely agree with her sentiments regarding cell phone usage at a checkout. Apparently, many other cashiers do, too. I remember the feeling of isolation engulfing me further when a customer at Food Basics refused to even look at me while talking on a cell phone as I scanned their items. I didn’t feel like I was doing anyone a service, I just felt like a machine going through the motions and delivering a heartless and robotic “Have a nice day.” Now, it goes without saying, that I would take a customer on a cell phone over a snake in my face any day of the week. But it’s not fair, however, giving someone a hard time because they have a slight language barrier, or because they press the wrong button. Even if they drop your eggs, customers need to understand that accidents happen, and the

I discovered that a bad day is often the reason behind any heckling or rude behaviour from a customer. It’s not excusable, but at least it’s not personal. I know no one out there is thinking of launching a snake at a cashier anytime
soon, but let’s just keep in mind that people working checkout deserve respect. Even if they don’t give it to you, which does happen, deal with it accordingly. Inform their manager, don’t make a scene, and remember that there are a lot more of the heart warming cashiers out there than those who deserve a tongue lashing from their supposed superiors.
Good prices result in optimism for farmers Canadian farmers have tried to diversify in a list of ways, both in terms of field crops, and livestock. Most have been largely unsuccessful, as those producers trying to make a dollar with emu, ostrich, fallow deer, lupins and seabuckthorn could attest. So it is always with more than a passing interest I follow the bison sector. The reason for my interest is because the sector has hung in through the years and has reached a point where, while still very much a niche, it is a sector likely to stay. Like every sector in agriculture, bison farmers have seen their share of ups and downs. The issue though, is with niche elements of farming; an extended downturn can literally kill the entire sector. Bison production, however, comes with some sizeable investment in pasture fencing and animal handling facilities, which I suspect has kept producers hanging on through downturns. The good news is the sector seems on an upward bounce at present. At least that would be the indication of

Yearling bulls averaged $5,787, up from $2,150, and bred two-year-old females averaged $5,200 compared to $4,086,” reported the Western Producer. “Yearling female average prices more than doubled over last year to $3,242 from $1,543.” There is only one thing that gets producers paying more money for breeding stock, and that is optimism for at least the short-term future of the sector. Optimism for farmers comes from good prices.
Considering the beef sector is experiencing record high prices, it stands to reason bison producers would also be in line for good prices. The meat sector is inter-related in terms of prices. There can only be so much spread between the various commodities before consumers switch what they take home for supper, so if beef prices are at all-time highs, all meats have to be trailing at least somewhat higher too. Terry Kremeniuk, executive director of the Canadian Bison Association in the same Producer story, said the prices reflect producers’ optimism. “We’ve had pretty stable prices over the last three and four years, and I think that bodes well for the industry in attracting new people and additional capital,” he said after the 32 lots sold on Nov. 25 for a total of $154,200. Finished bulls are selling for about $4.55 a pound hot hanging weight, with females back 10 or 20 cents from that. It is good to see at least some diversification efforts made over the year for farmers, who have been successful for more than a blip in the annuals of farming.

A Twinned highway between North Portal and Regina is no longer a matter of if, just a matter of when. “Finally, the time has come, the Ministry of Highways (and Infrastructure) staff are having open houses to discuss the route the twinned highway will take from Regina to Estevan,” stated the message from Marge Young, who has been one of the leading voices advocating for a four-lane highway between North Portal and Regina for the past seven years. Positive action on the file began last year with the mapping of a route between the Bienfait junction and Estevan, a modest distance of about 12 km that is scheduled to be the first section of Highway 39 to be twinned within the next couple of years. Now, there is concrete action taking place regarding the major part of the project, the twinning of Highway 39 and Highway 6 (south) between Estevan and Regina. Ministry officials are hoping to have a definitive

Voting changes in Sask. The Election Amendment Act, 2014 was proclaimed on Dec. 8, and with it comes a number of changes that the Justice Minister and Attorney General Gordon Wyant said will make voting easier for people. “Everyone in Saskatchewan should have the same opportunity to cast a ballot,” Wyant said in a press release. “The improvements that go into effect today will increase voter access, especially for those people who face personal obstacles when it comes to participating in the electoral process.” The amendments, which were developed in consultation with Elections Saskatchewan and the Official Opposition, were passed in the spring. Voters with a disability will be able to request an election official to come to their home in order to place their vote. “Changes reflected in the Act - including 11 recommendations put forward by my office - are the result of a genuinely collaborative process,” Saskatchewan’s Chief Electoral Officer and head of Elections Saskatchewan Dr. Michael Boda said. “We are pleased to have worked closely with both government and opposition members to further reduce barriers for all voters in the province.” Saskatchewan is now the first jurisdiction in Canada to provide special residence recognition to voters serving in the Canadian Armed Forces. Active members from this province will retain their residency while serving elsewhere. Members coming to the province to serve here will immediately be able to vote in provincial elections. The new Act will also establish a permanent voter registry and remove the requirement for door-to-door enumeration along with restrictions on who can vote at advance polls.

COOL loses first round at WTO table Canada has won another production battle with the United States at the World Trade Organization’s (WTO) judicial table. The ongoing trade dispute with the U.S. over meat-labelling law has hurt the beef and pork industries. The WTO released a ruling on Oct. 20 that said U.S. country-of-origin labeling (COOL) rules discriminate against exports from Canada and Mexico. The rules, which went into effect in 2008 and were updated last year are blamed by the Canadian meat industry for reducing exports to the U.S. by half. The WTO compliance panel said COOL breaks trade rules because it treats Canadian and Mexican beef less favourably than U.S. livestock. The panel said changes the Americans made to the rules last year made the policy even more detrimental to livestock exporters. “The compliance panel concluded the amended
COOL measure increases the original COOL measure’s detrimental impact on the competitive opportunities of imported livestock in the U.S. market,” the panel said. “It necessitates increased segregation of meat and livestock in the U.S. market, entails a higher recprd-keeping burden and increases the original COOL measure’s incentive to choose domestic over imported livestock.” Ottawa hailed the ruling and called on the U.S. government to comply with the WTO’s decision. “Today’s WTO compliance panel’s report reaffirms Canada’s longstanding view that the revised U.S. COOL measure is blatantly protectionist and fails to comply with the WTO’s original ruling against it,” said Agriculture and Agri-Food Minister Gerry Ritz. “The WTO’s clear and consistent findings in support of Canada’s position effectively supply a clear message to the U.S. — end
this protectionist policy that creates economic harm on both sides of the border and comply with your international trade obligations.” Ritz said he expects the U.S. will appeal the ruling before the battle ends. COOL rules require all packaged meat to identify where the animal was born, raised and slaughtered.
Supporters of COOL say it better informs U.S. consumers, while opponents argue that segregating animals and tracking them adds costs and violates free-trade agreements. Canada’s International Trade Minister, Ed Fast has said the legislation undermines North American
supply chains and costs the Canadian pork and beef industries about $1 billion per year. Some U.S. companies have said they can’t afford to sort, label and store meat from Canada differently than meat from domestic animals. Ritz said the federal government would con-
sider imposing retaliatory measures on some U.S. goods as early as next year if Washington doesn’t comply with the WTO ruling. In earlier rulings, the WTO consistently ruled against the U.S. when it challenged the former Canadian Wheat Board with unfair trading practices.
U.S. decides to appeal WTO ruling on labeling The United States has decided to appeal the World Trade Organization (WTO) ruling that found their country’s meat-labelling law discriminated against Canadian and Mexican beef and pork exports. Lat month, the WTO found that changes the U.S. made to its country-of-origin policy violated trade rules because it treated Canadian and Mexican livestock less favourably than American livestock. (See related story). Ed Fast, Canada’s federal trade minister expressed disappointment with the U.S. decision to appeal. He said the WTO ruling had reaffirmed Canada’s view that the changes made in the U.S. made their policy “blatantly protectionist.” Agriculture and Agri-Food Minister Gerry Ritz said Ottawa may now consider imposing retaliatory tariffs
on a selection of U.S. goods as early as January, 2015 if Washington doesn’t come around to comply with the WTO ruling. Ritz suggested tariffs could be imposed on American beef coming into Canada as well as on cheese, apples, corn, maple syrup, chocolate, pasta, frozen orange juice, wine, jewelry and even some bedding. Ritz added that he felt confident that the U.S. will lose the appeal and that it is only delaying the inevitable decision and the American move is only preventing both countries from enjoying the benefits of free trade. He added the U.S. move is not only hurting American and Canadian ranchers/farmers and workers in the meat processing industry. The delay could cost the Canadian pork and beef producers as much as $1 billion per year.
Area ranchers scoop up titles at Agribition The Wheatland Cattle Co. of Bienfait one again scored some major victories at this year’s Canadian Western Agribition, held in Regina in late November. The family compact of Vern, Denise, Riley and Cody Lafrentz, who have been regular participants in this major producer-event over the years brought home another basket of blue ribbons and memories plus a $1,500 Agribition scholarship for eldest son Riley currently attending college in Kansas taking agriculture business and marketing courses. Wheatland Lady, shown by Cody Lafrentz captured the Canadian Junior Beef Extreme title while Riley showed Wheatland Lady, born in 2014, in the Interbreed Purebred
Female title run. Wheatland, a ranch that specializes in Simmentals, also finished second overall in the Breeder’s Herd judging, among other awards including the top female born in 2014 in the Simmental show. The ranch also placed third in Female PB and second in Senior Champion female competition and first with Wheatland Bull 469B born in 2014 in the Class 1 Bull competition as well as second, third and fifth place, making it a near clean sweep in that category. Phillips Farms, Estevan area Charolais breeders, captured awards and recorded a strong sales record at this years event as did Wilgenbush Carolais of Halbrite and
the C&T Cattle Co. of Arcola with their polled Herefords. It was also noted that the Saskatchewan 4-H judging team walked away with top honours in that competition while Katie Wright of Melfort finished second overall in the individual judging, just behind Brooke Bablitz of Cherhill, Alberta. In the junior purebred Hereford female event, Blair Athen Farms of Arcola grabbed first place and Glenlees Farm, also of Arcola finished second. C&T Cattle of Arcola grabbed the grand champion title for Hereford female when that breed took to the centre rings during the six-day Agribition event that attracted visitors and buyers from around the globe.

This year’s crop in Saskatchewan came through as a little above average in terms of volume and well below average in terms of quality according to provincial crop analysis that marked the completion of the crop year. The problem appeared to be excess moisture and de-

layed maturity of crops, due to the late seeding, brought about by the excess moisture. You see the circle connection don’t you? Cereal and pulse crop quality was down, pretty well across the entire province, said the provincial report, measuring well below the traditional 10-year average. Yields, on the other hand, were varied in most regions, but ultimately came out as average. For example, hard red spring wheat yielded an average of 38 bushels per acre and durum was in at 37 while oats measured in at 82 bushels per acre and barley was at 58. On the canola front, the yield was 31 bushels per acre, which was around average and peas were 34 bushels per acre

Lentils checked in at an average of 1,371 pounds per acre. Last year, the average yield, however, was 35 to 36 per cent higher than this year’s effort, but then last year was a record-setting growing season. The overall crop in Saskatchewan will come in at between 27 and 30 million tonnes, said Shannon Friesen, a crop management specialist with the Ministry of Agriculture. Last year, it was 38.4 million tonnes. The 10-year average is right around 27 million tonnes. So while those numbers appear definitely encouraging, the brightness fades when the topic turns to quality. This year, that element of this year’s harvest is well below the 10-year average with the exception of canola, flax and other oilseeds. The 10-year average quality for hard red spring wheat is 39 per cent top grade. This year, top grades can only be found in nine per cent of the wheat harvest and durum is even worse, at two per cent, which makes it the worst in recent history for the wheat from which we make pasta and other finer products. Durum crops usually come in at a 35 per cent rating of excellent on the quality scale. The going isn’t much better for lentils with the 10-year average being 33 per cent excellent while this year’s rating is around five per cent. With canola though, the 10-year average is 78 per cent top grade and this year it’s at 74 per cent. Flax is also close to the 10-year average at 71 per cent compared with the 10-year average of 79 per cent. The crop specialists noted that 2010 was the last time Saskatchewan crops rated this poorly in terms of quality.

Eager response to Northgate’s grain shipping options By Norm Park For Agri News Grain and oilseed farmers in southeast Saskatchewan now have a transportation option opening up for the shipment of their products in a southward direction. Several producers have jumped on the opportunity to use the newly built Northgate, Sask. commodities hub, built by Ceres Global Ag. Corp. on the Canadian/US. border to move their grain south to Duluth and then on to milling centres and other
ports including Mexico and Italy. For the time being, the hub’s capacity is maxed out at four million bushels, said company spokesman Craig Reiners, vice-president of grains for Ceres, a Torontobased multi-faceted agricultural-based corporation with a large profile in the United States, including a major office complex in Minneapolis. Reiners said the Burlington Northern/Santa Fe Railway has completed a $20 million upgrade on their system to accommodate the
newly opened 1,500 acre grain-handling and transportation centre at Northgate that features a couple of parallel looped rail tracks that will allow BNSF trains to pick up Saskatchewan grain using one set of tracks, and later, Saskatchewan’s Bakken crude oil which will be transloaded onto rail tanker cars on the second set of tracks. The oil producers will also find American markets. Until the company completes the construction of their 2.2 million bushel high throughput elevator

Coalers double up Mustangs In a rematch of last year’s Big Six Hockey League final, the Bienfait Coalers and Midale Mustangs faced off on Tuesday, and it went much the same way. The Coalers, who swept the Mustangs in last year’s final, won 6-3 on home ice in the rematch. With the win, the Coalers (5-2) are tied for second place with the Wawota Flyers. The Carnduff Red Devils (6-2) remain atop
the standings. There were only two games last weekend, both on Saturday. Wawota dumped Midale 7-2 in Wawota and Carnduff edged the Oxbow Huskies on home ice. Friday’s game between Oxbow and the Redvers Rockets was postponed. There were two games scheduled for Wednesday night: Carnduff at Wawota and the Arcola-Kisbey

Combines at Redvers. Prior to those games, Redvers (3-2) was sitting in fourth place, followed by Midale (2-2-1), Arcola (2-5) and Oxbow (0-7). There are four games slated for this weekend. On Saturday, Arcola is in Oxbow and Carnduff visits Midale. On Sunday, Bienfait is at Wawota and Midale heads to Oxbow. On Tuesday, Bienfait hosts Redvers, while the lone game on Wednesday sees Oxbow in Midale. Wawota’s Brent Struble currently leads the league in scoring with nine goals and 23 points. Teammate Riley Riddell is in second with six goals and 19 points.

Kim Harbourne needed the assistance of a crane and bucket from Kelly Lafrentz Trucking Ltd. In order that he and Dave Bayerle could decorate the fir tree in his front yard at Hillcrest Drive. A total of 750 lights were strung around the tree as well as a star at the very top. It marked the second year that Harbourne had decorated the tree with the use of a crane. The tree was about 40 feet high.

Looking to put a face to fallen Bienfait soldier reservist and the people of Holland are hoping to put a face and personality to the name of John Kibzey of

Bienfait, who was a private in the South Saskatchewan Regiment during WWII. Kibzey died during
one of the battles that liberated Holland in the spring of 1945, where its citizens are well known for their dedication to the memories of the thousands of Canadians who died in the fight to liberate the people of that country. The people of Zwiggelte, north of Holland, are equally dedicated. As one of their village’s representatives told Mike Muntain of Hamilton, the reservist who has done a lot of work in matching names, biographies and photos with their Dutch cemetery keepers, private John Kibzey fell in action on April 12 near the Oranjekanaal canal by their
village, a community of about 500 people. The village is commemorating the liberation on that date in 2015, and would love to place a photograph of Kibzey in front of his grave marker in the Holten Canadian War Cemetery in the Netherlands, at that time. Kibzey was the son of Peter and Nettie Kibzey and was born in Myzko, Poland. He, along with his older brother Michael were working as miners when they enlisted in the SSR. Michael was a leading aircraft aeroengine mechanic, who was mentioned in dispatches. John Kibzey was just 21

when he died at that Canal in Holland in 1945. The memorial lake, named in his honour is located east of Jan Lake in northern Saskatchewan and is one of several hundred bodies of water in the northern region that have been named in honour of fallen Saskatchewan military personnel. The request that came to Muntain from Roelie Speelman noted that John Kibzey’s official military identification number was L/107668. A check on the SSR’s site through the Saskatchewan Military Museum failed to come up with the Kibzey name. But the villagers in Holland, along with Muntain, their connection in Canada, would definitely like to be in contact with anyone who might remember the Kibzey boys and John in particular. Muntain, a 51-year-old reservist and piper in the Princess of Wales Own Regiment of Kingston, has given himself the task of attempting to put a face to every name along with some biographical information regarding the 1,355 Canadians who are buried at the Holten Canadian War Cemetery. Second World War historians noted that when Allied forces conducted the final push to defeat the German armies in early 1945, the English and American troops were generally deployed to Belgium and France which left the liberation of Holland to the Canadians. By the time the task was completed, 7,600 Canadian soldiers had died in action. Muntain has placed his appeal for connections in east and west coat newspapers and his early efforts were rewarded with nine match-ups in his home area of Kingston, right away. With more than 50 newspapers now contacted, Muntain has been able to track down 700 pictures and biographies. ⇢ A26

Carlyle RCMP stress importance of vehicle security during cold weather By Alex Coop acoop@estevanmercury.ca
In smaller towns and cities, vehicle theft is less prevalent, but drivers across southeast Saskatchewan continue to leave vehicles unlocked and running, especially during the chilly winter months. “The small-town mentality plays a big part in that,” said Tom VanderZwan, staff sergeant of the Carlyle RCMP, regarding the confidence many people have as they enter a store while their vehicle remains running with the keys in the ignition. “Everyone knows everyone, you know who your neighbours are, so there’s a certain level of trust,”
he noted. But that trust doesn’t extend to every single person. Vanderzwan said very recently, a vehicle theft near Kisby occurred after the vehicle had been unlocked with the keys left inside. “The fellow went out to start his vehicle, then went into the store, came back out 10 minutes later and there was a different vehicle with the keys in it, but his was gone,” he said. RCMP in the Saskatoon area have reported over $2 million worth of vehicles, trailers and snowmobiles have been stolen over the first nine months of 2014. Despite the less prevalent vehicle thefts in southeast
Saskatchewan, the holidays open up opportunities for some criminals who want to steal Christmas gifts and other items that remain visible in your vehicle, whether it’s running or not. “Make sure you don’t have anything visible through the windows and lock everything up, if you don’t, it’s more likely you’re going to become a victim of theft,” said Vanderzwan. He suggested using the remote start functionality for your vehicle, which allows a person to take the keys with them. “First and foremost, if you don’t need to leave it running, don’t,” he stressed.

People touched by memorial ⇠ p.25 In a June 2014 article in the Hamilton Spectator, it was noted that Muntain and others have been visibly touched by the impressive candlelight ceremonies conducted by school children who visit the Holten Cemetery on Christmas Eve every year. This serves to keep the history alive and the message and memories intact. As it was quoted in the Spectator, Gerry Van’t Holt, principal of the school near the village, noted that “graves are stones, but they represent a young man who had his own ideas for his future and the war made an end of it. We want to remember the person the stone represents.” The Holten Cemetery maintains an information centre that contains letters and other items from the fallen Canadian soldiers, airmen and sailors and when the photographs become available to them, they are placed on stakes in front of the grave. “The Dutch have never let the Canadian sacrifices be forgotten. Families have adopted the graves to maintain them over the decades. School children get the names of the men who died to learn more about them,” said Muntain who was moved toward this project after visiting this revered ground a few years ago.
