Business has been going good for both of these new businesses and they are very thankful for all the support everyone has shown them. The Mayor expressed just how grateful the Town of Midale Council and the locals are for these great businesses opening up and serving our surrounding area. On Thursday, March 5th, Lorraine Berdina Kolke passed away peacefully at the age of 84 years. Victim blaming still rampant The Red Cross Day of Pink is a beautiful and frustrating initiative. It’s beautiful because it allows people, especially children, to assemble under a banner and stand united against all forms of harassment. It sends a meaningful message that’s about awareness and prevention. It’s frustrating because it’s so unfortunate a campaign like this has to exist. Thank goodness it does, however, because bullying isn’t going away. Neither is victim blaming, an ugly part of any situation involving harassment that has to be raised in conversations about bullying. Bullied children are frequent occurances, and it deserves the attention it gets from amazing people who put so much energy into eliminating it from their lives. Though the Day of Pink campaign is something that can apply to people of all ages, cases of bullied adults, especially women, appears

Writing Prevents That Sinking Feeling to be taken less seriously. This problem is often compounded by the fact that the onus of preventing harassment is thrust upon the victim. The Leader-Post recently focused on several women from Saskatchewan who endured intense harassment, and the story quickly revealed that women who speak up receive little assistance, if any. All of the highlighted scenarios involved online harassment that intensified over time, to the point where one of the woman’s daughters had to move away from Regina out of fear for her safety. Concerns raised to
police often resulted in a shrug, and a comment like, “well, what are the chances of this guy actually shooting you in the head? You don’t know? Can’t help you then.” I understand it’s difficult to establish whether or not a threat is legitimate or not, but someone who fears for their safety is a concern that must be taken seriously. Law enforcement has to understand that online death threats can escalate very quickly and can ultimately drive victims to commit suicide. It matters very little why the victim is being harassed, help should be provided no matter what. What was the reason
the harassment started in the first place, you ask? The women interviewed in the Leader-Post had something to say, simple as that. Whether it was a complaint against an establishment that refused to give a woman a haircut or a sign that rubbed someone the wrong way so a petition was circulated as a result, bullies – the majority of them, men – took to social media and spewed comments one would find in the comments section on YouTube. But these are adults, and these are real victims who are under fire for having an opinion. As a guy, I’m not offended when stories or statistics, unsurprisingly, reveal that men are often the ones behind the key board dumping a load of nonsense on a woman’s Facebook or Twitter feed. These, “Not All Men” and “Men’s Rights” campaigns that try to emphasize the fact that not all men are bullies and that these is-
sues affect men as well, are laughable. There’s no doubt, absolutely no doubt, that men are harassed, too, online and off. It’s also fact, that woman can take on the role of an abuser. These instances, however, are far less prominent and frequently far less dangerous. I have seen boys and grown men be bullied, more prominently at school and on a construction site. I have seen their concerns brought up and dealt with to the point where the bullying stopped … I’d say, 95 per cent of the time. The other five per cent of bullying fizzled out over time. Silencing victims and turning the problem on them sends such a disastrous message to everyone, including children, who need help but don’t know who to turn to. Non-reporting only perpetuates the problem, and it’s everyone’s responsibility to report harassment and take cases of harassment seriously.
Rail system needs improvement A far more hospitable winter, at least across most of Western Canada, took some of the supposed pressures off the rail system in terms of grain handling. But the system is still seen as overly slow, with the rail companies’ interest in hauling grain at low ebb. From a purely business sense, the stance of the rail companies is rather understandable. They can roll a train up to a potash mine, load that product and head to port and make that trip on a consistent loop 52 weeks a year. Hailing from Yorkton, that storyline is clear as potash trains pass through the city more and more regularly, usually just at a time people want to get from one side of the city to the other. Many commodities are like that, oil coming immediately to mind as well. That is the reason many farm producers tend to favour new pipeline projects as they feel oil flowing through a pipe would take some load pressure off the rail lines. Grain is more work for the rail companies. Even in the time of inland terminals, which have created larger catchments and centralize grain collection far more than it was in the 1950s, ‘60s and ‘70s, it still remains a maze of pick-up points. And collections are based on export sales, which are hardly consistent. The need to move grain is not consistent, with ebb and flow based on factors which the rail companies have little control. However, the two national rail companies in Canada cannot expect to work completely on the basis of business decisions alone. Both CP and CN have been tied directly to government in this country basically from the time they pounded the first spike.
Calvin Daniels Trader Agriculture Columnist The two companies need to hold some level of responsibility to serve Canada’s overall needs, grain movements included. After all they were given huge tracts of land, and they have been allowed to evolve into virtual regionalized monopolies based on the remaining rail structure. To find that government still wants to pull some of the strings in terms of the rail system should be expected. From the government’s perspective, rail still remains too important to a country as large as Canada, to leave the decisions solely to boardrooms where profit is the only true goal. Our rail system and government have long been bedmates, and that remains true today. The issue then, in terms of grain handling, is who has control of the blankets these days. The weather may have been better this winter, but I doubt many would say the rail companies aced grain handlings. The system is still not rolling smoothly, and that leaves the debate of how to make it work better for the grain system to continue. There were really only two avenues to go down. One is for government to create a big stick to
force rail compliance, and then be ready to rap the rail companies’ finger when needed. It has been the general approach in the sense government is the regulatory body, which creates the framework within which the rail lines work. Obviously, given the recent record on grain handling, the approach is not completely successful. That suggests one of three possible problems. To start, the framework of regulations is flawed. That may be part of the issue in the sense elements of the system, shoreline rail companies and producer cars as two examples, seem all but ignored by the big companies with little protection coming from the regulatory side. The government may also not be losing its tools well. The federal Conservatives are, at their heart, pro big business, so it is not like anyone expects this government to be overly heavily handed with CP and CN. Then the third thing one has to ask is if it’ simply ill directed. Some have said the system needs to be rejigged to create a situation rail companies want to handle grain. That might sound logical in terms of approach, but the only motivation for CP and CN would be better returns, and farmers will already suggest they pay too much to move grain from elevator to port, so how to switch things up to enhance service from the rail company side is unclear. What is clear though is the system is still not working to the best advantage of agriculture, and solutions to improve the situation need to be a priority.

Driver in submerged vehicle rescued RCMP warn drivers to be aware of weather conditions By Alex Coop acoop@estevanmercury.ca
Lady luck was watching over an Estevan man who lost control of his pickup truck, smashed through a guardrail and fell into a creek approximately 5 km south of Torquay. Estevan RCMP arrived on scene shortly after the accident, which took place at 8 a.m. on Tuesday. The sole-male occupant was removed from the vehicle with the help of his co-worker, who was following the truck. Icy road conditions
were the cause of the accident, according to Const. Jason Dickie, who spoke with the Trader after the Sunday and emphasized the rapidly shifting weather conditions. “This time of year, weather can change quickly, and so can weather conditions,” Dickie said. “This situation is an example of someone, perhaps, not being aware of the road conditions, and this kind of accident can happen as a result.” The truck was removed by a tow truck shortly after.

Tina Bird of Estevan was one of eight recipients of the Saskatchewan Volunteer Medal, a provincial honour that is in its 20th year of existence. The seven other winners come from Fort Qu’Appelle, North Battleford, Outlook, Prince Albert, Regina and Saskatoon.

Jack Glasser of Regina, who was selected through a province-wide competition in 1994, designed the medal itself. The medal is silver, circular in form and suspended by a V-shaped clasp from a ribbon of green
and gold, the provincial colours. The Saskatchewan Shield of Arms, the Crown and a motto reading in Latin, “Nos ipsos dedimus,” which means, “We gave of ourselves,” is also included. The Lieutenant Governor will present the medals to the newest eight recipients in April in Regina. A total of 174 people will have received this provincial honour after this year’s ceremony. Saskatchewan has the highest rate of volunteerism in Canada, according to the government of Saskatchewan.

also encourages all applicants to visit Saskatchewan and begin establishing connections with stakeholders before they apply, ensuring that investments will benefit both the applicant and Saskatchewan communities. The press release also notes that the program has removed the requirement to submit a $75,000 good faith deposit, encouraging approved applicants to use these funds in the establishment of their business or to assist with their settlement. Approved applicants will soon be issued a temporary work permit (TWP) support letter to be submitted to the federal government as part of an application for a TWP that will allow them to land in Saskatchewan and begin business operations. Applicants that meet the terms of their signed performance agreement will then be nominated for permanent residence. Fresh off of Titanic’s monumental success, Leonardo Di Caprio decided to star in Danny Boyle’s movie adaption of Alex Garland’s acclaimed novel. The plot revolves around the search for an alleged paradise untapped by humanity, and despite Leo’s charming and effective portrayal of the novel’s main character, the overall message is slightly skewed with an abundance of bizarre scenarios and meaningless dialogue.
Madonna stars in a drama, and she reads lines. After she reads them, you forget what she said. Little interest in the movie ensues.
David Twohy takes another stab at sci-fi following his semi-successful movie in 1996, The Arrival. The interesting setting of a planet that has three suns, lays the foundation for an interesting tale that includes a largely generic group of characters. Plot points can be seen a mile away, but Vin Diesel’s lines are so cool, it almost makes the movie worth a watch based solely on his deliveries.

No new money for Sun Country Health Minimal allocation not unexpected, say health care leaders By Norm Park normpark@estevanmercury.ca
No new money will be flowing into the Sun Country Health Region as a result of this year’s provincial budget that was brought down by Finance Minister Ken Krawetz on March 18. “Well, there is that $500,000 for the preliminary planning for a new hospital in Weyburn, but otherwise, it will be a status quo situation,” said the health region’s CEO Marga Cugnet who spoke with the Mercury on March 20. The half million for the planning kick-starts the process, and since the citizens of Weyburn have now raised over $20 million that will represent a perceived 20 per cent cost of building a new acute care facility in that city. “We will hire a consultant and there will be a community and staff team involved to start the process and the actual planning can now begin,” said Cugnet. With the hospital project underway, the path is now clear for a new regional nursing home to be built in Estevan, to rise to the No. 1 position on the health region’s capital project priority list, since long term care facilities in Redvers and Radville are now complete and a new primary care facility in Kipling is nearing completion. “There is nothing else except the ERNH on the list right now,” said Cugnet.

Estevan’s drive to be the home for a CT scanner at St. Joseph’s Hospital, has been successful. Greg Hoffort, executive director at St. Joseph’s Hospital in Estevan, said the $2 to $2.2 million CT scanner project will include the necessary renovations and installation. The selection committee has seen a variety of scanners being offered by three different manufacturers and it is expected that the winning contractor will be made known sometime in April. “That puts our schedule of having it in place and readied for operation, back a bit,” said Hoffort. “But it should be ready by late spring, early summer.” He said the slight delay might be attributed to the fact that Estevan is working in concert with Prince Albert in the procurement of scanners in both locations and now a couple of other health regions are looking for replacement scanners, so they too, are joining the team to provide the province with a more efficient bidding and purchase stance. The money to purchase the scanner was raised in Estevan and the immediate surrounding region, so Sun Country will only be responsible for the operating costs after installa-
tion. “It hasn’t been determined yet who will be reading the and interpreting the images. It will be a radiology company in Regina and the images will be sent online to them with diagnostics returned the same way,” Hoffort said. Now as far as budget increases are concerned, the hospital’s director said “we don’t expect a lot of extra, more like the status quo. We get about $16 million from the province through Sun Country and we get about $1 million more from billing for our out-of-province patients. That will probably be reduced this year because of the downturn in the oil patch.” St. Joseph’s operates as an affiliate of Sun Country and therefore funding for it through the health region is handled as a separate entity on their financial records. Cugnet said she expected a very tight year, but noted, the principle of leadership in Sun Country is to not lay off employees unless, the situation becomes desperate, and that is certainly not the situation. She said some positions that come open through attrition may not be filled to save some dollars, but that has been done before under tight financial circumstances. “We can also address such items as sick leave and find other efficiencies in the system,” she said. Cugnet said she didn’t foresee any need to reduce or cut base services such as chemotherapy or dialysis service time allocations. “Our budget will probably be around $150 million from all sources of revenue by the time we have our new health region budget ready to go to the board in May,” she said. The board of directors is conducting their March business session in Estevan today (March 25). The open business meetings are usually conducted in the regional headquarters at Tatagwa View in Weyburn.

Just like most of her constituents, Estevan MLA Doreen Eagles was pleased to see last week’s provincial budget is not going to slow down the province’s forward momentum, in spite of a distinct slowdown in the provincial oil patch triggered by declining prices. “The premier said everything was on the table, which caused concern, but I am relieved in the fact that municipal revenue sharing, for instance, is not being reduced. That was a big concern,” said Eagles, who spoke with the Mercury via telephone on March 19, the day after the budget was presented in the legislature. “I’m also happy to see no tax increases. That could have been the easy way out, but instead, we made some changes and choice and did some cuts instead,” said the veteran MLA who announced her retirement, which will occur once the next election campaign, begins. Eagles said she was happy to see $7.6 million in the budget for the Highway 39 twinning project that will allow for construction to begin later this year for a small stretch of a four-lane highway from the Bienfait corner to Estevan. That stretch went into the plan-
ning and design stages last year and land acquisition is pretty well complete, she suggested. Another $1.2 million was included in the budget for the planning of the next stage of the four-lane

That $1.2 million, she figured, would be for preliminary fact-gathering and the ongoing public consultation sessions. One such series of consultations has already been held and a second round is set for later this month and early April. “I haven’t received my package of specific details yet, but I expect that’s where

A bid for a new regional nursing home in Estevan to replace the current outdated facility, was not on the list this year when Finance Minister Ken Krawetz turned to the health file comments in his budget address. There was, however, $500,000 for preliminary planning for a new hospital in Weyburn which has been on the books for several years now, and is now getting closer to a green light. Eagles speculated that the formal application for the nursing home, arriving in
the latter part of the year, just didn’t make it to the budget consultation rounds, but she assured the community she would be advocating and lobbying for it right up to the point where she will step aside. Eagles, who operates a family farm, added she was happy to see only modest cuts made to the agriculture portfolio that now sits at around $362.4 million and that the Ag Stability program is stable as is the crop

Saskatchewan 4-H reaches new deal The Saskatchewan 4-H Council reached a new deal totaling $1.05 million under Growing Forward 2. As a result, the council will receive $350,000 per year, an increase of $50,000 annually over the previous agreement, to support leadership development initiatives. “Our government is proud to support 4-H as they continue to inspire youth to

Proper elm tree pruning outside the annual ban period helps keep trees healthy and better able to resist all diseases, including DED. Removing dead and dying elm wood through pruning also helps reduce places for beetles to breed, and curbs their populations. According to a press release from the government of Saskatchewan, DEDinfected elms should be removed promptly throughout the year, including during the ban period. Provincial regulations
require commercial pruners of elm trees to complete a recognized training program or be under the supervision of someone who has. Improper pruning techniques can spread many tree diseases, including DED. Because of the risk of spreading DED, the government is reminding residents that transporting or storing elm firewood is illegal. Elm wood must be disposed of promptly, using the method and locations chosen by each municipality. Local students visit Legislative Building There’s nothing like seeing something in person. On March 19, Grade 8 students from three different Saskatchewan schools visited the Legislative Building to learn about the province’s democratic process. More than 50 students from Hillcrest Public School in Estevan, St. Michael School in Weyburn and St. Augustine School in Wilcox will have the opportunity to sit in the House during Question Period, attend a panel discussion led by the Speaker of the Legislative Assembly involving both government and opposition MLAs, and tour the Legislative Building.
“Saskatchewan’s youth are the future of our growing province,” Minister responsible for the Provincial Capital Commission Mark Docherty said in a press release. “A good understanding of government will benefit them as they build careers and pursue issues they’re passionate about.” The trip is offered twice a year by the Provincial Capital Commission and supports a mandate to educate youth about the history of Saskatchewan, and provide an inside look at the inner workings of the Legislature. “The students are studying government this
year and this event provides them with an enriching and first-hand opportunity to learn about the elected representatives of the people, various roles within the Legislative Assembly and the importance of government,” St. Augustine Principal Bill Sherven noted. “Having the experience of touring the Saskatchewan Legislative Building—the architecture, art and history—the students will no doubt come away with a deeper understanding and appreciation of government and the democratic process.” The next event will take place in the fall of 2015.

On March 25 at the Bienfait Memorial Arena, the Bienfait Coalers defeated the Wawota Flyers 6-2 to become the Big Six Hockey League champions for the fifth straight year. Last year, Bienfait tied Wawota for the most consecutive championships, but now they have the record to themselves. “It’s been a long, long record, held for 40 years so it’s nice to see us break that,” said Bienfait head coach Jaimie Wrigley. The Coalers struck first in the opening period when Keegan Malaryk lit the lamp. Kyle Garagan and Cole Zahn had the assists. Wawota responded later in the period, when Ben Johnstone knotted the score at 1-1. Ryan Taylor and Warren Hunter had the helpers. Early in the second, Jon Gaudet netted one for the flyers on the power play and gave his team a 2-1 lead. Riley Riddell and Justin Lamontagne assisted the play. When Wawota got the lead, Wrigley told his team to respond to the pressure the Flyers were putting on them. “When somebody’s putting pressure on you, you got to work for what you get and they did,” Wrigley said. Shortly after, Bienfait tied the game when Lorne Tytlandsvk lit the lamp. Brennen Wrigley had the assist. Cole Stevenson regained the lead for the Coalers 1:43 later, to make it 3-2. Bienfait continued to score as Wrigley, from Tytlandsvk and Payden Benning, scored on the power play. Wrigley scored his second of the period to make it 5-2. Cole Zahn had the assist. In the final period, Benning along with Zhan and Tytlandsvk connected to extend the Coalers’ lead. The deficit was too much for Wawota to overcome, as Bienfait went on to win the game. One of the keys for the Coalers throughout the matchup was sticking to their game plan, as the Wawota coaching staff was trying to switch things up, Wrigley said. “We did what we wanted to, match lines, and get guys

Shortly after, Malaryk lit the lamp and extended the Coalers’ lead. Kyle Garagan and Dustin Stepp contributed with the helpers. Wawota cut Bienfait’s lead in half when Blaire Toms, from Johnstone and Kyle Big Eagle, netted one with 11 seconds

CITY OF ESTEVAN Invitation to Tender The City of Estevan, Parks Services Business Division invites your company to submit a tendered bid to “SUPPLY AND DELIVER FLOWERS” by Tuesday April 07, 2014 @ 2:30pm. The total number of plants required for the 2015 spring planting season is 2500 and detailed specifications for the types of plants required are available upon request by calling the Leisure Office @ 634-1880 These flowers will be planted in flower containers and beds throughout the City of Estevan. Other Criteria: • Delivery Date of Tuesday May 26th, 2015 at 9:00 am. at the Estevan Civic Auditorium. • Unloading of product is the responsibility of the Company. • Flowers to be in full bloom by June 20th, 2015. • Warranty must include: at the time of arrival the plants must be sturdy, healthy and have • flowering buds or have started to bloom. Any weak plants that die in the first two weeks must be replaced.
In the Tender Please Include: • Price of the flowers. • If shipping/handling is not available please indicate this in your tender price. • If the exact species or type of flower is not available, indicate the type or species suggested replacement. • Warranty. The lowest or any tender is not necessarily accepted.
