Surviving on Thin Air DEAR DR. DONOHUE: Our 37-year-old daughter lives in Denver. She took her younger sister skiing where the altitude was 11,800 feet. Our younger daughter lives in Toronto, where the altitude is 250 feet. She felt discomfort or worse at the higher level. Is it safe for an unacclimatized person to travel to such an altitude abruptly? How best should one treat altitude sickness? Are there potentially any serious or lasting effects of altitude sickness? -- P and H.M. ANSWER: At high altitudes the pressure of oxygen in the atmosphere drops, so less gets into the blood. Most healthy people can tolerate altitudes of 5,000 feet (1,500 meters) to 8,000 feet (2,400 meters) without difficulty. Older people and people with heart and lung disease might become short of breath at such heights. An unacclimatized person, trying to function at 8,000 feet (2,400 meters) or more, can run into trouble if the person doesnâ&#x20AC;&#x2122;t make the ascent slowly. Above 8,000 feet, people should not ascend more than 1,000 feet a day without returning to a lower altitude to sleep. They can continue to go

higher if they descend 1,000 feet each night to sleep. They will know they are pushing too fast if a moderate amount of activity leaves them breathless and bushed. Acute mountain sickness, a formidable illness, occurs to unacclimatized people in the first six to 24 hours at a given height. People become short of breath, dizzy, have a dry cough and are nauseated. They often have a headache. High-altitude pulmonary edema, an even more serious illness and an emergency, fills the lungs with fluid. People cough, and the coughâ&#x20AC;&#x2122;s mucus is pink or bloody. These people have to be taken quickly to a lower altitude, and personnel experienced in the treatment of this condition have to manage definitive treatment. People who fully recover from either usually donâ&#x20AC;&#x2122;t have permanent damage. They are vulnerable to a second episode, however. Your daughter can protect herself on her next visit by slowly ascending and by taking Diamox. Itâ&#x20AC;&#x2122;s a mild diuretic that affords good protection against altitude sickness. DEAR DR. DONOHUE: I have developed an unquenchable thirst, which makes me drink water all the time. As a result, I have to spend a lot of time in the bathroom urinating. Can a person drink too much water? -- A.C. ANSWER: A person can drink too much water, but thatâ&#x20AC;&#x2122;s a very rare situation. A more likely explanation of whatâ&#x20AC;&#x2122;s happening to you is diabetes. Excessive thirst, drinking water nonstop to satisfy the thirst and the resulting need to urinate frequently are signs of diabetes. You must see a doctor soon. Musical acts back at the art gallery Live music is coming back to Estevanâ&#x20AC;&#x2122;s art gallery as a group of young Saskatchewan artists will come together as part of the Prairie Roots Revue. The Estevan Art Gallery and Museum will be welcoming Zachary Lucky and Carly Maicher, who performed in the Energy City earlier this year, and Ryan Boldt, a member of Saskatoonâ&#x20AC;&#x2122;s The Deep Dark Woods, as well as Kacy Anderson and Clayton Linthicum, a pair of teenagers from Glentworth, Sask. The show is tonight, beginning at 8 p.m. The Prairie Roots Revue tour was first held last year as an idea developed by Lucky and his friend Matt Goud, who performed last year. Their idea was to get some other folk artists who donâ&#x20AC;&#x2122;t usually play together all on stage playing one anotherâ&#x20AC;&#x2122;s songs. â&#x20AC;&#x153;We had been tossing around the idea of trying to do some kind of a tour where itâ&#x20AC;&#x2122;s a bit of a collective effort,â&#x20AC;? said Lucky. â&#x20AC;&#x153;Thereâ&#x20AC;&#x2122;s a handful of artists not performing separately but on stage at the same time, backing each other up.â&#x20AC;? Lucky had known Goud from seeing him play in Saskatoon, and then he became acquainted with Boldt. The result of those early conversations is a selection of some of the top musical talent in the province, connecting with new audiences in settings that donâ&#x20AC;&#x2122;t typically host musical guests. Boldt typically per-

He also said Boldtâ&#x20AC;&#x2122;s band is one people should be paying attention to. â&#x20AC;&#x153;If people donâ&#x20AC;&#x2122;t know who they are, they should be checking out who they are, because they are really getting some attention and have recently signed with a couple of really good labels,â&#x20AC;? said Lucky, noting
they have released a few records in the past few years. â&#x20AC;&#x153;Ryanâ&#x20AC;&#x2122;s a fantastic songwriter. He is penning some truly heartfelt alt-country songs and traditional folk songs.â&#x20AC;? He called Boldtâ&#x20AC;&#x2122;s solo performances â&#x20AC;&#x153;solemn and very stark,â&#x20AC;? noting that Boldt is not to be missed because the further along The Deep Dark Woods get, the fewer opportunities there will be to see him perform solo. Kacy and Clayton are
cousins from southern Saskatchewan. The duo performs together, and Lucky spoke highly of the pair as some of the brightest upand-coming talent in the province. â&#x20AC;&#x153;Theyâ&#x20AC;&#x2122;re super young, and theyâ&#x20AC;&#x2122;re prodigies. Theyâ&#x20AC;&#x2122;re amazing,â&#x20AC;? said Lucky of the duo. â&#x20AC;&#x153;Both of them are so drenched in traditional songs and the history of those songwriters. They both value that stuff a lot.â&#x20AC;? He called Clayton one of the best guitar players heâ&#x20AC;&#x2122;s seen and said he is impressed with Kacyâ&#x20AC;&#x2122;s vocal ability. Lucky is largely behind getting everything organized for this yearâ&#x20AC;&#x2122;s performances, and the five artists will be moving from city to city together with only one night off in 10. He said it usually takes a couple of shows to get everybody in a good rhythm, but they keep a relaxed atmosphere. â&#x20AC;&#x153;A lot of the songs that we play with one another are not planned. By the time we get to Estevan, they might be planned, but the first couple nights are always â&#x20AC;Ś you go to school there for a little bit. The first few nights were a learning curve, real quick trying to figure out how we could have all four of us on stage, playing songs and doing some stuff together. It came together really nice and by the end of the tour (last year) we were having so much fun every night,â&#x20AC;? Lucky said. â&#x20AC;&#x153;It was a really, really wholesome feeling.â&#x20AC;?
For Lucky, he has spent the time since his first show in Estevan performing with a tour of the Prairies, and attended a folk festival in New Brunswick. â&#x20AC;&#x153;Then we did a string of shows in the fall coming back across. Since then weâ&#x20AC;&#x2122;ve just been working
on new records for myself and Carly Maicher. Thatâ&#x20AC;&#x2122;s keeping us both pretty busy.â&#x20AC;? The Revue began on Dec. 6, when the musicians performed in Bruno, Sask., with the tour ending Dec. 15 in Rockglen. Other stops included Edmonton, Calgary and Winnipeg on Dec. 12.

Surviving the workplace holiday party If you thought the office party was a time to relax, then you’re wrong. It’s a time to be vigilant, paranoid and in bed respectably by 10:30. It’s the holiday season, so everybody is in the midst of coping with the office Christmas party. The decorum that is required at these social, yet professional, outings is very closely observed by some. I stumbled across some stories, videos and conversations about office party etiquette well after our office held ours. Some of these rules or more like guidelines and have to be considered within the context of your own work situation. Some workplaces are stricter than others when it comes to these outings. The one rule that isn’t a guideline is attendance. These functions are mandatory and never to be trifled with. The two most common missteps at the office party are reportedly drinking too much (who could have guessed?) and flirting with a co-worker or co-worker’s better half. I’ll remember in the future that no matter how dapper the sales girls’ husbands look, they are strictly off limits, even if they’ve popped that top button. There are other things you should never do at the annual let-your-hairdown.
Jordan Baker Thoughts From My Fingers Start by showing up late, fashionably so, because showing up first is the first step to a demotion. Somebody must be first, but don’t let that be you. Don’t get into a physical confrontation with your female co-workers. You will lose, and then you will cry. That one’s straight from me. Follow it to the letter. Some other notes of advice I’ve found include not wearing clothes to the office party that you wouldn’t to the office. I wore a tie, something I perhaps would wear to work but definitely never have, so maybe I overdid it and embarrassed myself. Maybe I made everybody else uncomfortable with my impressive display of neck accessorizing. Or maybe that suggestion is directed more specifically at the ladies. When they say don’t let your guard down, they don’t mean to be on the look out for a sales girl waiting to put you into a crippling leg lock. They mean don’t
reveal to everybody that time you did something that I’m not allowed to write about in this space. Use your imagination and you’ll see that would be a bad idea. But don’t let a sales girl get you into a leg lock. Make sure you have eyes on your five and seven o’clock at all times. They come from the back corners and low. The party is also an opportunity to impress the boss if you don’t impress the big man or woman enough on a daily basis. I spend five days every week trying to impress and flatter, so not all of us need further opportunities to get on the good side of our superiors, department heads and big wigs. The office party experts also suggest that you look like you’re having fun even if you’re not. There’s apparently no better way to demonstrate this than to leave early, fashionably early, which is the final suggestion they have for workplace-party survival. If you want to survive the office Christmas party, don’t drink too much, keep your eyes and hands to yourself, be wary of the surprise leg lock, butter up your boss and leave as early as you can as long as it’s not first. Otherwise just try to have a good time. It’s Christmas after all.
Feeding the Internet in heavy horses Any regular reader will know I have a soft spot for draft horses. I must say the interest is one which surprises me a little given that on the farm as a kid, there were no horses, if you don’t count Trixie, a rather small Shetland pony that ate hay and grain but never seemed to be of much use beyond that. Of course there were my father’s stories about working horses when he, himself, was a school-aged boy. When he was barely a teenager, he loved working in the field behind a team of horses. His love was deep enough he quit school partway through Grade 8 to work the fields. I suspect those stories were the kernels that sprouted my interest in draft horses. As a youngster, I spent many summers showing livestock at summer fairs. As a kid, walking through a barn full of draft horses - their sheer size left me in awe. And once those horses were in a show ring, the silver on their harnesses shining, it was a spectacle that always caught my attention. Even today I am in awe of the big horses, and still love watching them. It
Calvin Daniels Trader Agriculture Columnist amazes me to watch the horses at work, in particular the draft horse pulls at the annual Grain Millers Harvest Showdown. Watching a well-trained team leaning into the harness, and pulling two or three times their own weight is actually aweinspiring. So a couple of years ago when I heard Merlin Ford was working toward a book on the influence draft horses have had in the development of Saskatchewan, I was immediately intrigued. I met with Merlin back then, and found him a definite kindred spirit when it came to draft horses. He was a man with a respect for the big horses and their contribution to not just farm, but in logging, cartage in our towns and cities, and just about every other aspect of provincial development requiring a power source.
It took Merlin a long time to ferret out draft horse history from across Saskatchewan, but he kept at it, and recently released Horses, Harness and Homesteads. The book is loaded with information, and more importantly page-after-page of historic pictures. It was a major undertaking given the draft horse has been part of developing Saskatchewan from the time of the earliest settlers before the region was actually a province. “One of the challenges in compiling this book has been the amount of information that could be included. Horses played such a vital role in our history that it would be virtually impossible to cover it extensively in a book of this length,” noted Merlin in the forward to the book. The book is one anyone with an interest in horses, the early days of our province, and rural history will want to check out. Instagram â&#x20AC;&#x201C; my new nemesis Thereâ&#x20AC;&#x2122;s a new social media on the block and I donâ&#x20AC;&#x2122;t like it. Well, I shouldnâ&#x20AC;&#x2122;t say new, since itâ&#x20AC;&#x2122;s been around for long enough that Facebook has bought it. But itâ&#x20AC;&#x2122;s new to me and so, so foreign. I like to stay on top of social media, because thatâ&#x20AC;&#x2122;s kind of important to my job and I also like finding new ways of communicating with people. Iâ&#x20AC;&#x2122;m a big Twitter fan, though I donâ&#x20AC;&#x2122;t tweet as often as many people I know. Iâ&#x20AC;&#x2122;m also on Facebook all the time. I consider these two to be the standard, mostused social media and Iâ&#x20AC;&#x2122;m confident in saying that Iâ&#x20AC;&#x2122;m proficient in both. Iâ&#x20AC;&#x2122;m also all over Pinterest, which is kind of a
social media. However, instead of direct communication, I am able to communicate my love for baking and Grumpy Cat to my followers through the pins I post. But Instagram is not my friend. Instagram is a social media entirely focused on posting photos to share with followers. Followers can like and comment on photos. Some photos trend (though Iâ&#x20AC;&#x2122;m not sure how or why). And popularity is measured based on followers and likes. I think. It seems pretty standard. Despite all this, I canâ&#x20AC;&#x2122;t get into posting pictures of myself and the food I eat, or myself trying on my clothes, or my friends doing cool things. It could

Iâ&#x20AC;&#x2122;m frequently doing cool things, wearing reasonably stylish clothing and I bake freakinâ&#x20AC;&#x2122; masterpieces. I just canâ&#x20AC;&#x2122;t make myself take pictures of them. Which is even more strange, considering I like
to post the occasional photo to Twitter. And Pinterest is all about posting photos. Plus, I have a series of photos of myself and people I know on Facebook. I also spend several days a week playing with a camera, so itâ&#x20AC;&#x2122;s not like Iâ&#x20AC;&#x2122;m camera shy or anything like that. Iâ&#x20AC;&#x2122;ve decided that itâ&#x20AC;&#x2122;s the filters on Instagram that freak me out. The Facebook and Twitter photos I post are usually unedited and show the world exactly

as it is. The way I look in a Twitter photo is pretty close to how I look in my daily life (sweatpants, hoodie). But Instagram people seem to be so glam. The filters can make even my ancient University of Regina Cougars hoodie look trendy. Itâ&#x20AC;&#x2122;s frightening. Thanks to fi lters, I donâ&#x20AC;&#x2122;t know what anyone truly looks like. I doubt anyone is slightly out of focus, or black and white. I also live by the rule that the more filters youâ&#x20AC;&#x2122;re using on Instagram, the less attractive you actually are. Itâ&#x20AC;&#x2122;s sort of like makeup that you can apply to a photo. And I donâ&#x20AC;&#x2122;t really like makeup, so naturally filters make me feel weird. I hope to someday overcome my fear of In-
stagram. As of right now, I have an account with 10 followers and two photos. Itâ&#x20AC;&#x2122;s not looking very promising. I guess Iâ&#x20AC;&#x2122;m just going to have to bear down and post selfi es â&#x20AC;&#x201C; self-taken photos of myself. Bathroom mirror shots are also a winner. And food. Need pictures of food. Should Canadian cellphone companies be allowed to offer three-year contracts?

Some Canadians have begun asking the Canadian Radio-television Telecommunications Commission (CRTC) to put an end to telecommunication companies locking their customers into three-year contracts. People in favour of the ban on these contracts say customers are being held hostage because of a lack of competition amongst the top three wireless carriers in the country. When the CRTC asked for public input on a proposed code of conduct, the majority supported an abolishment of the cellphone contract. In part, I agree that a three-year contract is incredibly long considering the average lifespan of a typical mobile device. Many choose to upgrade their devices each year. The length of the contract and the lifespan of an average cellphone donâ&#x20AC;&#x2122;t match. There are other ways to have cellphones without the three-year contract. There are a lot of options, and if the Big Three, or four including this provinceâ&#x20AC;&#x2122;s Big One in SaskTel, have no option outside of a contract, there are many other providers with options. The big players in the telecommunications world are the big players because they have superior infrastructure, but if people are really fed up with these companies, they can move to a smaller carrier. The more people move to smaller carriers, the better the infrastructure of those companies will become. Those coverage maps will get a little less spotty. When they start competing in quality with the more dominant companies, maybe those big players will have to consider providing payment methods their customers actually want. Iâ&#x20AC;&#x2122;m not always a proponent leaving things to the free market, but in this case, there are enough options available to consumers that there is no reason for the CRTC to interfere â&#x20AC;&#x201D; Jordan Baker
Iâ&#x20AC;&#x2122;m pretty undecided on this one. Iâ&#x20AC;&#x2122;ve always had a three-year cellphone contract, and it hasnâ&#x20AC;&#x2122;t caused me a headache. I generally take decent care of my phones and Iâ&#x20AC;&#x2122;m pretty sure Iâ&#x20AC;&#x2122;m going to make it to my upgrade this summer without completely destroying my iPhone. Of course, it might be cool to live without a 36-month contract. As I might be attempting to get out of mine soon, since Iâ&#x20AC;&#x2122;m graduating and possibly leaving the province. I have no idea how the contract-ending process could go. As a student-turned-employee, Iâ&#x20AC;&#x2122;m not going to have a lot of cash kicking around and having to pay out the remaining time on my contract will be a real pain in the butt. I definitely will have other things to spend that money on (fluffy rugs, throw pillows, dishware â&#x20AC;Ś just kidding). But without the contracts, how will the cellphone industry work? Monthly, with payments sent to your provider, similar to paying rent? And would I receive the same kind of half-hearted treatment I currently receive from Sasktel? To be honest, Iâ&#x20AC;&#x2122;m not entirely sure where I stand on this. Iâ&#x20AC;&#x2122;d love to be able to cancel my cellphone contract and switch carriers whenever I want. And Iâ&#x20AC;&#x2122;d also love great cellphone service. Is there a way this can happen? Is cancelling three-year contracts the answer? If so, Iâ&#x20AC;&#x2122;m in favour. My Windows computer is infected? Really? Do tell ... I was sitting at my desk one Friday when I got a call from an urgent-sounding man with a south-Asian accent. â&#x20AC;&#x153;Sir, your Windows computer is infected with viruses and malware ...â&#x20AC;? he started. He said more than that, but I immediately knew where he was going. â&#x20AC;&#x153;And how would you know that?â&#x20AC;? I asked, deadpan. He started to tell me I, but I quickly cut him off. â&#x20AC;&#x153;EXCUSE ME, I HAVE A MAC,â&#x20AC;? I said, loudly. I was also lying, as my new Windows 8 computer hummed off to my right. He was lying to me, so turnabout is fair play. â&#x20AC;&#x153;You have a serious bad connections,â&#x20AC;? he responded in poor English. >Click<. My buddy David Murphy just happened to send me a chat message a few minutes later. David is an expert on these things, with a fledgling computer consultation company in Bienfait known as DAM Viruses (Computer Services & Repair). DAM stands for David A. Murphy, but we all know what it really stands for. I have used much more graphic language in dealing with such things. Itâ&#x20AC;&#x2122;s an appropriate name. My wife once got a virus on her computer through a Facebook game. How, Iâ&#x20AC;&#x2122;m not quite sure. But our installation of McAfee Antivirus had no effect. I
was going nuts in dealing with this, but through some magical formula of obscure virus and anti-malware software, in a particular, prescribed manner, David was able to get me through it. Regarding this call, he said, â&#x20AC;&#x153;I know their scam. They have you run cmd prompt command. It comes back with numbers. The numberâ&#x20AC;&#x2122;s always the same result with that command, so they tell you, â&#x20AC;&#x2DC;See if this number is this, then youâ&#x20AC;&#x2122;re infected.â&#x20AC;&#x2122; â&#x20AC;&#x153;They donâ&#x20AC;&#x2122;t like it when ya type one letter of the command every five seconds. Hahaha!â&#x20AC;? Iâ&#x20AC;&#x2122;m relatively proficient with computers. I just recently built a new one from scratch. While I got what I wanted, I discovered it might have been easier just to buy a high-end Dell.
Brian Zinchuk From the Top of the Pile A few things, like the next to impossible task of transferring my e-mail from Vistaâ&#x20AC;&#x2122;s Windows Mail to Outlook 2010 on a Windows 8 computer, had me pulling my hair out for hours on end. David offered to help, but my stubborn ways had me beating my head against the wall until I came across a solution. In my pigheadedness, I like to be self-reliant, should something come up and thereâ&#x20AC;&#x2122;s no one around to ask. Thatâ&#x20AC;&#x2122;s not the best solution, however. It always helps to have a buddy who is smarter than you.
Hereâ&#x20AC;&#x2122;s his advice: â&#x20AC;&#x153;Even with the best protection, software systems can be infected thru no fault of the user. Donâ&#x20AC;&#x2122;t get mad at spouses and kids.
â&#x20AC;&#x153;If you have time when the scammers call, itâ&#x20AC;&#x2122;s always fun to try to tick them off. Go slow, waste their time and enjoy some payback. On the serious side, if you think you are infected or unsure, ask someone who knows, the risk of identity theft or personal information misuse will always be a very real risk in the electronic age. â&#x20AC;&#x153;Is better to ask or pay a small fee than lose thousands like several people
in the area have in the last few years? Of course, never trust any unsolicited contact, by email or phone.â&#x20AC;? The next time I get one of these calls, I think Iâ&#x20AC;&#x2122;m going to try to sell them Amway, or maybe World Book encyclopedias. I might as well have some fun with â&#x20AC;&#x2DC;em. More feedback to come on new labour legislation The outlined changes to the provinceâ&#x20AC;&#x2122;s employment legislation may not be tidal, but there are some provisions that will have a direct impact on many workers in the Estevan area. On Dec. 4, the governing Saskatchewan Party tabled new legislation called the Saskatchewan Employment Act, which is meant to consolidate labour laws from 12 acts into one comprehensive one. The ministry is inviting feedback from the public on provisions of the bill until March 1, 2013. The act sets out a number of rules, dictating permitted work weeks, new leave provisions and some rules regarding the decertification of unions. The Minimum Wage Board would also be removed and minimum wage would be based on a formula that gives equal weight to the annual change in average hourly wage and the consumer price index. Itâ&#x20AC;&#x2122;s noted in the act that cabinet
must approve all increases. Jason Tibbs, assistant business manager at the International Brotherhood of Electrical Workers (IBEW), which many SaskPower employees belong to, noted they are still reviewing the new legislation. The immediate reaction is that there will be little change. â&#x20AC;&#x153;As much documentation changes as there were in it, we havenâ&#x20AC;&#x2122;t really begun to review it,â&#x20AC;? said Tibbs. â&#x20AC;&#x153;When all 12 acts have been brought into one, the appearance is that there
isnâ&#x20AC;&#x2122;t a lot of change to it, but there is quite a bit that we havenâ&#x20AC;&#x2122;t picked up on (yet). Weâ&#x20AC;&#x2122;re going through it with the other affiliates.â&#x20AC;? Some provisions could impact unionized labour, particularly a new provision excluding supervisors from belonging to the same union as those they supervise. The act does, however, enable the employer and the union to agree to maintain supervisors in the same union if they choose. Tibbs noted what constituted a supervisor is a

The Sask. Party is waiting on the Saskatchewan Court of Appeals to provide guidance on how essential services should be delivered in the province. Forbes said the previous essential services law was faulty, and criticized the absence of a solution as part of the new act, noting it was one law that needed to be addressed but wasnâ&#x20AC;&#x2122;t. Forbes called the proposed legislation an attack on working people, asking, â&#x20AC;&#x153;What kind of government spends millions of dollars attacking its own taxpayers?â&#x20AC;? The government also plans to increase the penalties for employers who donâ&#x20AC;&#x2122;t follow the rules. The maximum fine for an employer who violates an employeeâ&#x20AC;&#x2122;s rights in the Saskatchewan Human Rights Code will be increased to $50,000 from $10,000. The consolidated law and its new provisions havenâ&#x20AC;&#x2122;t received acclaim from the opposition New Democratic Party, who were expecting a change to one law in particular. In a press release, NDP labour critic David Forbes said his party is concerned about the essential services law, which was unveiled by the Sask. Party five years ago. The NDP said in their release that they were expecting a change to the law after it was ruled unconstitutional by the courts.

With the NHLâ&#x20AC;&#x2122;s announcement Monday that all games through Dec. 30 have been cancelled, the possibility of locked-out players wearing the Maple Leaf over the holidays in scenic Davos, Switzerland increased. Tyler Seguin, Jason Spezza, Patrice Bergeron and John Tavares are among the Canadian players who have spent the lockout playing in the Swiss league and would
be eligible to compete in the historic club team tournament. Hockey Canada has been in touch with all of them. â&#x20AC;&#x153;These are top-end guys that would obviously put us in a good situation with our overall team makeup,â&#x20AC;? said Brad Pascall, Hockey Canadaâ&#x20AC;&#x2122;s vice-president of national teams. Seahawksâ&#x20AC;&#x2122; Wilson making a big impact This yearâ&#x20AC;&#x2122;s crop of rookie quarterbacks in the National Football League might be one of the best ever and while Andrew Luck of the Indianapolis Colts and Robert Griffin III (RGIII) of the Washington Redskins are getting most of the ink and airplay, a 5-foot-11 scrambler with a strong arm in Seattle might be the best of the bunch. Russell Wilson has guided the Seahawks to the verge of a playoff spot - and for a guy who was flying so

far under the draft radar that his knees were dragging on the ground, itâ&#x20AC;&#x2122;s been quite a first pro season. Wilson, or so the unofficial NFL wisdom would have you believe, is too small to be a QB in the NFL. A guy 5-foot-11 supposedly canâ&#x20AC;&#x2122;t see downfield over the behemoths on the defensive line and such a

small body, say the experts, will be beaten and battered and flattened by mid-season. Well, it hasnâ&#x20AC;&#x2122;t happened. Game after game, Wilson - who led Wisconsin to an 11-3 record and a Rose Bowl appearance (losing to Oregon) last year - has defied conventional wisdom. Heâ&#x20AC;&#x2122;s an elusive runner and regularly scrambles for first downs; he throws on the run; heâ&#x20AC;&#x2122;s savvy far beyond what you might expect from his level of experience. In a crucial early-December game in Chicagoâ&#x20AC;&#x2122;s Soldier Field, Wilson led a late fourth-quarter drive from his own three-yard line to force overtime; and then drove the length of the field
in OT for the game-winning touchdown. Being drafted 75th overall (the hype from Luck going No. 1 and Griffin No. 2 had long since died down by the time Wilson was picked in Round 3) rarely translates to a starting job at quarterback in the NFL. Further diminishing Wilsonâ&#x20AC;&#x2122;s chances to start was the Seahawksâ&#x20AC;&#x2122; pre-draft signing of former Packer QB Matt Flynn to a threeyear, $26 million contract. In the NFL, the big-bucks boys almost automatically get the starting jobs, if for no other reason than to justify the general managerâ&#x20AC;&#x2122;s expenditure. Anti-bullying bylaw adopted in Hanna National OTTAWA - Canadaâ&#x20AC;&#x2122;s budget watchdog is publishing new research today that may shed some light into whether taxpayers are getting value from the public service. The reports will again explore the impact of the $5.2 billion in savings contained in the March 2012 budget, for which Parliamentary Budget Officer Kevin Page has taken Ottawa to court in an effort to obtain more information. But as well, the PBO will calculate the cost of the average public servant and analyze the growth of the service over the past two
decades, comparing trends with some segments of the private sector. In a note, Page says he hopes the reports will â&#x20AC;&#x153;help open the door for Canadians and Parliamentarians on one of the biggest black boxes of federal spending â&#x20AC;&#x201D; federal personnel expenses.â&#x20AC;? Page said those expenses totalled $43.8 billion in 2011-12, representing 38 per cent of direct program spending. Page said the reports will offer both information and analysis. *** HANNA, Alta. - A southern Alberta town has
implemented a bylaw that it hopes will help cut down on bullying. Mayor Mark Nikota says the community of Hanna began working on the bylaw in September after a request from the RCMP. He says police have been having difficulty controlling bullying among young people and wanted to have another way to help fight the problem. The fine for the first offence is $250 and could jump to $1,000 for subsequent offences. Nikota says there is also a provision for fines if someone knows about
bullying and doesnâ&#x20AC;&#x2122;t make authorities aware of it. The mayor acknowledges it remains to be seen if the bylaw will be effective. International CAIRO - Masked gunmen attacked opposition protesters camped out at Cairoâ&#x20AC;&#x2122;s Tahrir Square early on Tuesday, firing birdshot at them and wounding nine people, security officials said. The attack stoked tensions just hours ahead of rival mass rallies in the Egyptian capital by supporters and opponents of the countryâ&#x20AC;&#x2122;s Islamist president over a disputed draft
constitution. The charter has vastly polarized the nation and triggered some of the worst violence since Mohammed Morsi took office in June as Egyptâ&#x20AC;&#x2122;s first freely elected president. It is dangerous due to reduced visibility and ineffective to clear Priority 1 areas more than once if the streets are passable. Will the City complete some areas more than once in a major snowfall before all streets are completed? Yes, if the Priority 1 and 2 become impassable those streets would be cleared of snow again to ensure that trafďŹ c can move. Can home owners blow snow from their sidewalks, driveways and parking lots into streets? No, property owners cannot as it makes it more difďŹ cult for the city to complete a proper cleanup; it causes the streets to be rougher than necessary, causes a hazard to motorists and is prohibited by the TrafďŹ c Bylaw. The only place this is permitted is the downtown business district as they have nowhere else to shovel the snow to. Should we keep our sidewalks clear of snow? Yes, the TrafďŹ c Bylaw requires it as it makes it safer for pedestrians and those people that have to walk on the streets for work purposes such as letter carriers and meter readers. Also please make sure that extension cords crossing sidewalks to vehicles do not create trip hazards. Can we pile snow from the sidewalks on the streets? No, the only place this is allowed is the downtown business district as these buildings do not have any other area to move the snow to. Can home and business owners pile snow on their own private properties adjacent to alleys and streets?

How does the City determine what streets get cleaned ďŹ rst? The City classiďŹ es the streets into 3 priorities: Priority 1 â&#x20AC;&#x201C; Arterial Streets Streets with high volumes of trafďŹ c and main routes through and around the City such as 4th Street â&#x20AC;&#x201C; average daily trafďŹ c volume of more than 8,000. Priority 2 â&#x20AC;&#x201C; Collector Roads Streets with somewhat lesser volumes of trafďŹ c and designed to route trafďŹ c from local streets to the Arterial Streets such as Nicholson Road â&#x20AC;&#x201C; average daily trafďŹ c of between 1,000 and 8,000. Priority 3 â&#x20AC;&#x201C; Local Streets Streets that generally only serve the people that live in that area with low volumes of trafďŹ c and mostly residential â&#x20AC;&#x201C; less than 1,000 average daily trafďŹ c volume. Within Priority Three there are some streets that are extremely narrow and have to be windrowed and transported away in the same day such as Grundeen Crescent. access for snow removal equipment and have greater potential of being damaged by other vehicles and equipment. However it is permitted in cul-de-sacs as long as the snow is piled in the centre of the cul-de-sac only as other piles of snow impact neighbors and makes snow removal more difďŹ cult. Can I park my spare vehicle or Motor Home on the Street? Yes, however vehicles are not permitted to be parked on any streets in excess of 24 hours and cause a lot of problems for snow removal and trafďŹ c. Can I park on the streets for less than 24 hours? Yes, however in the event of a major snowstorm we ask that all vehicles be parked in driveways or other areas where possible. In the event of a Major snowstorm the City plans to have all areas windrowed where required as soon as possible, providing equipment is operational. Please do not park your vehicles on the streets if possible as the vehicles limit

These are dangerous areas when equipment is working, as well as voids in the piles may collapse trapping children. â&#x20AC;˘ Please keep clear of snow clearing equipment and crews. These students will be appointed on a three month basis and be required to attend an Orientation Session and all regular open Council Meetings. The student Council Member will be a fully participating member of Council excluding the actual voting privilege on any issue. The student member will be provided the same information package as the elected members of Council. To qualify for this appointment a student must be currently studying in one of the following categories: Estevan Comprehensive School or Home Schooled Students.
