DEAR PAW ’ S CORNER: I moved into a home in rural Vermont this summer and was rather terrified one morning when I walked out into my backyard and found myself face to face with a bear. I ran back in the house, and it trundled off into the woods. Later, my neighbors told me the bear is well-known in the area and that some residents, including my home’s former owner, used to feed it. What can I do to keep it out of my yard? -- Jessica, via e-mail

BUILDING NUMBERING BYLAW #2008-1789 At the request of Emergency Services, City Council passed the referred bylaw for the safety and protection of the Citizens of Estevan. When Emergency Services are called to a speciÀc address, it is very important that they can quickly identify the property when arriving on scene. Most buildings in the City are already easily identiÀed from the street as the civic addresses are prominently displayed on the front of the buildings. There are cases, however when buildings need to be accessed from back lanes, therefore the Building Numbering Bylaw requires the civic address clearly visible from the back lane. Such numbers may be attached to a fence, garage or freestanding permanent sign in order that emergency services can also identify properties from the back lane. Note: Properties without back lanes are exempt. In cases of new construction or renovation, properties are to display a street address number afÀxed to or legibly painted on a temporary sign visible from the road. Bear Claw Casino has bright future By Lizz Botrell Of the Carlyle Observer When Canada celebrated its 143rd birthday this past July 1, Bear Claw Casino held an equally grand celebration. There was a barbecue, cake, and all the other bells and whistles people have come to expect from Bear Claw’s Canada Day celebrations, but this year’s event held special meaning as it featured the grand re-opening of the hotel at the casino. The hotel was originally constructed in the same building as the casino, opening in 1996. While the casino portion was operated by Saskatchewan Indian Gaming Authority (SIGA), White Bear First Nations maintained the right to run the hotel portion. However, after some time the hotel closed its doors to patrons, and the rooms were re-worked and used by

SIGA as administration offices. As time went by, SIGA realized the importance of the hotel portion in making Bear Claw Casino a one-stop destination resort and decided to make some serious changes. “The occupancy for hotel rooms has been very high in this area the past few years, so there was demand for it,” explained Sean Choo-Foo, marketing co-ordinator for the casino.

SIGA, spent $4 million to completely revamp the 36room hotel and restaurant next to the casino. They opened the doors to the first SIGA-run hotel July 1 of this year. “There are 28 standard rooms, which has the typical two queen beds,” said Choo-Foo. “There are two handicapped suites [with] the bigger doors, handles in the washrooms, [and] lower peepholes. There are two junior executive suites and four senior executive suites.” Choo-Foo said the renovations have been well received, and as word of mouth has spread about the newly-renovated hotel, the occupancy rate has climbed accordingly. The fullylicensed restaurant which is located between the casino and hotel portions of the building received a facelift as well, effectively taking it into the world of family dining. Stay and Play Once a patron passes through the casino doors and goes through the teepee-like structure in the entrance way, he or she can venture onto the large gaming floor. Covering over 16,000 square feet, the gaming area features 130 slot machines as well as live games. “If you stay in the hotel and you’re a member, or join as a member, of the Players’ Club, you automatically receive a 10 per cent discount on the room,” said Choo-Foo. “We’re coming off one of our busiest seasons ever. A lot of that is contributed to the hotel, I’m sure, but this is our peak season. We had the outdoor concerts [and] did a lot of promotional giveaways.” Culture is vital Through all the renovations and promotions, the casino has continued to focus on the First Nations culture, hosting a number of events throughout the year. There is a large celebration for Aboriginal Days, and for the past couple of years the casino has played host to the annual White Bear First Nations powwow. “For Aboriginal Days we do a big celebration,” said

Choo-Foo. “We brought in dancers and drummers, and [held] a free fish fry.” The casino also holds a celebration each year for Canada Day. One of the main attractions for the Canada Day celebration at the casino grounds is the impressive fireworks display. There is also a free family barbecue. An average of 500 people come out for any given celebration held at the casino. “Aboriginal Days kind of surprised me [this year],” said Choo-Foo. “I’ve never been involved in Aboriginal Days, from that end of things, and it was great to see so many people from other communities taking in First Nations culture.” Entertainment continues to grow Live entertainment has also continued to be an important aspect of the Bear Claw package. This past summer marked the third year the casino held outdoor concerts. Despite the fact some of its shows, notably April Wine, had to battle the elements, attendance was strong. “The last show we did was with Vince Neil from Mötley Crüe,” said Choo-Foo. “He put on a great show.” “We did Kentucky Headhunters this summer as well. Jaydee Bixby opened up for them. He was a [fifth season] Canadian Idol runner-up.

We had five outdoor shows all together.” While the casino can host a large number of people for its outdoor shows, it is slightly more limited for the indoor concerts where the intimate house-setting has room for about 100 seats. Country-singer Julian Austin entertained an audience Sept. 23, and in the coming days the casino will be gearing up for another famed country-music legend, Charlie Major who will be there Oct. 14. “They are as good of entertainment as you’ll find in the area, but the big difference for our indoor shows [as opposed to outdoor], is we don’t charge a cover charge,” said Choo-Foo. “So they’re all free shows for the indoor.” Always evolving Because Bear Claw Casino competes with casinos across Saskatchewan, it must be strategic in the way it promotes itself. Since Bear Claw is located along Highway 9 on White Bear First Nations in the scenic Moose Mountains, it must draw its clientèle from surrounding communities as well as right at home. “We’re kind of

unique in where we’re located,” said Choo-Foo. “We’re not in Prince Albert. We’re not in Regina. We’re not in an area that has a population base where they can sustain within their own. That is one of the challenges we face. We really have to draw from other communities to support us.” In order to attract patrons from outside the immediate surrounding area, the casino offers a free shuttle bus with pick-up locations in southeast Saskatchewan varied throughout the days of the week. “It’s a free shuttle service we’re providing,” said ChooFoo. “[There is] $20 in coin play for riding the shuttle. Basically we’re picking up everywhere from Estevan to Maryfield [to] Whitewood. We’ve just expanded it and now we’re going into Regina and Manitoba.” Bear Claw values its employees The re-emergence of the casino has had a huge impact on employment in the area. Bear Claw employs between 150 and 200 people at any given time. Although anyone can work at the casino, SIGA’s mandate is to employ 75 per cent First Nations people. “SIGA’s mission is to strengthen the lives of First Nations People through employment, economic growth, positive community relations and financial self-reliance,” said Choo-Foo. Giving back Since SIGA is a 100 per cent not-for-profit gaming operator, all revenues are distributed among Saskatchewan’s First Nations communities (50 per cent), the provincial treasury (25 per cent) and community development corporations (25 per cent) located across the province. The company showed a $60 million profit last year alone, thus every dollar went back to the Federation of Saskatchewan Indian Nations (FSIN), which represents 72 Saskatchewan First Nations, the provincial government and community development corporations.

“Errol and Olivia: Ego and Obsession in Golden Era Hollywood” by Robert Matzen (GoodKnight Books, $39.95) Reviewed by Larry Cox In 1935, Olivia de Havilland was just 19 years old when she stepped onto a soundstage in Hollywood to make a screen test with Errol Flynn. Flynn was immediately smitten, despite

the fact that he was already married to French actress Lili Damita. Flynn and de Havilland would go on to become one of the top Hollywood box-office love teams of the 1930s and ‘40s, co-starring in eight films that earned millions of dollars for Warner Brothers, including such classics as “The Adventures of Robin Hood” and “They Died With Their Boots On.” R o b e r t M a t z e n ’s extensive research reveals the true story of these two beautiful, complex people who, despite their international fame, were incredibly unhappy. Olivia de Havilland was usually portrayed as a

great lady and America’s sweetheart in her films, but Matzen maintains she also had a wild side. Her love interests included actor James Stewart, Howard Hughes and the very-married writerdirector John Huston. She also was the one who sued Jack L. Warner for her right to work independently, thereby bringing an end to the socalled studio system. Erroll Flynn’s private life was, needless to say, not so private. He built a reputation for one-night stands with women from all walks of life. His drunken brawls often were splashed across the front pages of newspapers. His short temper triggered fights, especially

with men who were also attracted to de Havilland. One of those men was Ronald Reagan. “Errol and Olivia” is especially appealing because of the dozens of illustrations scattered throughout the text, some of which are being published for the first time. As de Havilland approaches her 95th birthday in Paris, this book is both a fitting tribute to the contributions she made to her craft and an exploration of the incendiary relationship she had with Flynn, an association that reverberates even after the passage of 75 years. Exclusive breastfeeding is the normal way to feed babies from birth until six months of age. This program provides training for health care workers. It provides a 10 steps checklist for staff to follow to give timely support for breastfeeding. In Baby-Friendly(tm) hospitals, the 10 steps check list ensures that a mother is able to have: * Skin to skin contact with her baby right after birth * Time to breastfeed within the first hour of birth * Her baby with her in the hospital room at all times * Help to learn how to hand express milk * Infant formula available when it is medically needed. Also, Baby-Friendly(tm) hospitals buy all the infant formula that they use rather than accept free supplies from infant formula companies. They avoid having company supplies of gifts for new mothers. These gifts are things such as crib cards, soothers, baby care videos, or take home packages of infant formula. In the community, health care facilities such as public health offices, can also follow these ten steps to successful breastfeeding. Mothers then will get help to continue breastfeeding such as: * Support to follow

the baby’s lead in feeding often * Support in keeping her baby close by for night-time feedings * Information on birth control that supports breastfeeding * Contacts with local groups of breastfeeding mothers Baby-Friendly(tm) Initiative comes out of a partnership of the World Health Organization (WHO) with UNICEF. The BFI provides ways to measure how well hospitals meet the 10step checklist. There are 18 certified Baby-Friendly(tm) hospitals and health facilities in Canada. Many hospitals in Saskatchewan are working on becoming Baby-Friendly(tm). World Breastfeeding Week celebrations start in August. They continue into October in Canada. The theme this year is celebrating the success of the Baby-Friendly(tm) Initiative worldwide. Spray ridged grill pan with nonstick cooking spray; heat pan over mediumhigh heat until hot. 2.
