Oxbow finally opens doors on new school School closings rarely mark a celebration, but in Oxbow closing the doors on the elementary school, public high school and special needs school means opening the doors of the future. The Oxbow Prairie Horizons School, for kindergarten to Grade 12 and special needs students, opened to the public on April 14, as presentations were made by the school, local politicians, school board and student body. Oxbow formerly supported three schools, a K-5 elementary school, Prairie Heights for Grades 6-12 and the Glenn McGuire School for the intellectually and physically challenged. The former was closed in 2008, and its students were attending one of the other schools. Beginning March 16, those schools all became one when classes started at the new facility. The new school serves about 370 students. After giving a tour of the new school to Donna Harpauer, provincial education minister, OPHS principal Jason Petlak said it’s “fantastic” to finally have moved in. “Putting everybody under one roof has been a big, positive thing. Right now we’re just in that honeymoon period,” said Petlak. The $18 million school received $10 million from the province. Education Minister, Donna Harpauer, said after touring the building that she that she loved how the school looks now that it is complete. “It is so nice. The brightness. What stands out the most, is when you walk into a classroom, it’s so bright,” said Harpauer. “That is such a nice atmosphere to learn in.” The minister was also impressed by the upgrades in sciences and technology and new equipment that is in the school. “Technology is going to be huge for the future, so to have the latest in technology is definitely advantageous for our children. Also to have an inviting learning environment for the students, it keeps them more engaged and you are less likely to see dropouts. All of that works for the positive side of our students being able to achieve and reach graduation.” The new school was a long-anticipated project for the community. The school has a lofty foyer by the main office with several tables. Petlak said that is an area teachers can use if they would like to break out of the classroom atmosphere for a period and allows for a more open, informal environment. Speaking of the open common area, Petlak said,

education in Oxbow and surrounding communities,” he said. The community raised $1.1 million for the school. “That shows a longterm commitment by the people of Oxbow and area to their students and to their community.” D’Autremont recalled being a part of a school committee in the 1989, looking at schools across the division, and recognizing the need for a new school in Oxbow. “Well 1989 to now is 22 years. I’m glad to have been a part of succeeding in bringing a new school to Oxbow.” It was in 2009, 20 years later, that the announcement was made to go ahead with construction of the OPHS. Leah Pool, president of the student representative council, said the upgrades

mean the students don’t need to wear their jackets in class during particularly cold days. “We are so lucky to have such a wonderful facility, from the bathrooms and water fountains in the elementary classrooms, to the washer and dryer in the functionally integrative program area, portable laptop park, multipurpose room and the gym we are in today.” Very impressed with the project, Harpauer added that seeing the finished product is a joy. “This is absolutely a great learning environment for our students. When you have projects completed, and you can see them, and the learning environment it creates for our students, it keeps me very focused on the importance of that capital investment.”

The Oxbow Prairie Horizons School elementary choir provided some entertainment for those attending the school’s opening in the gymnasium on April 14. “It allows for better relationships between teachers and students.” The school also includes several portable units. If needed, the school can add on to those units if further expansion is required down the road.

By Samantha Mazzotta Mulching Is Rite of Spring It’s mid-April as I write this, and my neighborhood is awash in the aroma of freshly laid bark mulch. Where I live, surrounded by professional landscapers, the tall shrubs are unwrapped well ahead of the first spring blooms and mulch covers the edges of lawns as far as the eye can see. What’s the point of mulch, you ask -- other than as decoration? Mulch provides protection for both soil and plants, preventing dirt from washing away in spring rains and exposing plant roots, while simultaneously repelling insects and rodents and discouraging weeds from taking root. So, what’s the best mulch to use? It depends. The term “mulch” is pretty generic; it basically describes any material spread around or over plants to enrich or insulate the soil. Here are some common mulches and their use. I n o rg a n i c m u l c h : Rocks or gravel, recycled rubber tires, landscape fabric and plastic sheeting are typical of inorganic products used to prevent erosion and weeds. Organic mulch: Commercially available mulch tends to be comprised of tree bark or wood chips. But other mulches can be created at home, including compost, grass clippings, dried leaves and pine needles. Dried straw is another type of organic mulch. Bark mulch is excellent for protecting the surface roots of trees and shrubs, but not so good for gardens, as its high carbon-to-nitrogen ratio can hinder growth of vegetables and flowers. Gravel or rocks work as decorative landscaping, but don’t place them directly over tree or shrub roots as they can heat up in the sun, damaging the roots beneath. Using compost? Check for a “sour mulch” condition -- a strong vinegary or silage odor -- before spreading in the garden. If the compost

seems sour, turn the pile well to introduce oxygen and make sure it has good drainage, and wait until the sour smell goes away before using. How deep should bark mulch go? Three inches is a good depth, as it protects

roots while allowing air and water to penetrate. What shouldn’t mulch touch? Keep it six inches or more away from your home’s foundation and siding, as well as from the base of tree trunks. Send your questions

Youth rally won’t turn political heads Young people just don’t vote. I’ve noticed that Rick Mercer is trying rally young people to hit the polls for the federal election May 2. I’m racking my brain, and I believe something similar happened in 2008. Or maybe it was 2005. I like Mercer. He’s our Canadian Jon Stewart. And I would love to see young people hitting the polls like their septuagenarian counterparts. I don’t think this is the year that’s going to happen. The ingredients are there to incite the youth vote, but the pot just isn’t boiling. The fact that the government was given the boot for contempt charges is exactly the kind of thing that should get youth to rally and make themselves heard. Young people love sticking it to the man when political fat cats take advantage of their positions of authority. The problem might be that Network came out in 1976, and those people under 30 just don’t realize that they can say, “I’m mad as hell, and I’m not going to take this anymore!” I know what you’re thinking. Yes, I’m under 30, and I get that reference. Well I’m a nerd. I wrote in a recent column about voter apathy. No age category is more apathetic than the under-30s. The 1960s and 1970s are remembered for great music and protests. The more treasonous your vernacular toward the powers that be, the better. Today those feelings are directed away from politics to something more concrete, like Facebook. That is an unfortunate shift. Mercer may have told young people to get active in the election, and the University of Guelph may have kick-started the voter mobs, which have since snowballed to other university campuses across the country. I am going to go way out on a limb however, and say those who are part of the voter mobs

are probably already politically suave individuals who were going to vote anyway. These aren’t disenfranchised youth, who feel alienated by federal politics. These are the minority youth already engaged in democracy. I’ve had some pretty deep conversations with some friends about the political situation in Canada over the last few years. They aren’t going to vote until a politician sweeps them off their feet. They look for reasons to vote for a particular leader, not reasons to vote. There are many reasons to cast a ballot. Whether you really love a candidate, vote the lesser of multiple evils, wish to support a party, an ideology or stumbled into the Legion for a drink and sat down in the voting booth, everyone, even people my age, can find a reason to vote. It’s a testament to how little faith the political parties have in Canada’s youth that no party targets the under-30 crowd, even though gaining the support of younger voters would change the entire landscape of an election. People more expert than I say the NDP would most benefit, but I see Layton talking about protecting the elderly from abuse. That shouldn’t need to be part of your platform. Who actually favours making the elderly more vulnerable to abuse? I like the idea of voter socials, presented by Leadnow.ca. Kick off your Friday night by hitting up one of the advance polling stations, then get cozy at one of the popular watering holes. The more drinks you have, the more you’ll be willing to argue with your friends about whom you just voted for. Now that’s democracy.

Union president Denis Lemelin says the post office has been very focused on its own demands, not those of the union. Barbara Davidson, who works for the Los Angeles Times, won the award for feature news photography for her portraits of Los Angeles gang violence. Davidson, who was born and raised in Montreal, graduated from Concordia University with a bachelor’s degree in photography and film studies. She worked as a staff photographer for Ontario’s

Waterloo Region Record before moving to the United States to join the Washington Times. She joined the L.A. Times in 2007. Shortly afterward, security forces moved in, firing first tear gas, then live ammunition at the protesters who had brought mattresses, food and water to the site in an Egypt-style sit-in, vowing to stay until President Bashar Assad is ousted. “They shot at everything, there was smoke everywhere,” an activist in Homs said by telephone. “I saw people on the ground, some shot in their feet, some in the stomach.” Other protesters confirmed his account, and said the exact number of casualties was not clear. All of the activists spoke on condition of anonymity for fear of reprisals.

The National Energy Board (NEB) is an independent federal regulator of several parts of Canada's energy industry. Its purpose is to regulate pipelines, energy development and trade in the Canadian public interest. Recently, you may have heard about the NEB in relation to an application filed by Vantage Pipeline Canada Inc. for the construction and operation of a pipeline in your area. NEB staff will be hosting a public information session about the NEB’s role as a regulator for this project, its public hearing process and how you can participate in it. A brief presentation on the NEB’s hearing process will be followed by an opportunity to ask questions. RMs nominated for municipal leadership award The Rural Municipality of Estevan has been recognized for being Creighton Lodge’s saving grace, since they, along with the RMs of Benson, Cambria, Coalfields and Cymri stepped up and took ownership of the facility. The seniors’ home was on the verge of possible closure, and it had an occupancy rate of less than 50 per cent. The RMs swooped in to turn it into the first-rate facility its occupants deserved. For their work in saving a necessary community service, the collective of RMs are now one of two groups nominated for a Saskatchewan Municipal Award, in the community development leadership category. This is the fifth year the awards are to be presented. RM of Estevan administrator Greg Hoffort said it’s great that the municipalities’ efforts have been recognized, but what is most important is that Creighton Lodge is still open and now operating to full capacity. “I think it’s great for the five RMs to be recognized,” he said. “The RMs stepped out of the norm. They did something they don’t usually do (when they took control of the lodge). We recognized that we need more facilities like this, not less. We were

• Those who study such things say that ancient Egyptians had bowling alleys. By Samantha Weaver • It was American novelist and editor Edgar Watson Howe who made the following sage observation: “Americans detest all lies except lies spoken in public or printed lies.”

• In 1980 a woman named Rosie Ruiz appeared to have won the Boston Marathon in the fastest time ever recorded for a woman in that race. However, after a number of suspicions surfaced (including a strange lack of fatigue at the end

of the long race), it was found that she hadn’t actually run the entire race and was stripped of her medal. The tale doesn’t end there, though. Once word got out about her fraud, people came forward with information regarding her recent running of the New York Marathon. It seems that Ms. Ruiz started the race and then took the subway to a spot 2 miles

from the finish line. And in a further note, she didn’t come to a good end: Two years later she was arrested for embezzling $60,000 from her employer, and she was later arrested again for allegedly trying to sell two kilos of cocaine to a Miami police officer. (c) 2011 King Features Synd., Inc.

Cecile was born May 6, 1947 in Regina, Sask. and raised in the Carnduff/Alida area. Cecile was predeceased by her husband of 21 years, Bryson McFarling; her adoptive parents, Wilfred and Dora Farr; her biological father, Cecil Weckman; and her niece, Sharolynn Farr. She will be lovingly remembered by her spouse, Keith Hamer; sons, Allan (Sarah) Alexander, Warren (Tanya) Alexander; daughter, Sherri Bruce (Doug Jensen); and stepsons, Sean (Krista) McFarling, Jason (Keri) McFarling. Also survived by her biological mother, Helen Hagel; sister, Kren Weckman; brother, Cliff (Marcy) Farr, brother Dean (Linda) Weckman; sister, Diana (Doug) Thorn; brother, Ron Thompson (Diana Insley), sister, Lorna Boyd, and sister, Myrna Forge. Cec will also be missed by her sixteen grandchildren, 2 great grandchildren,as well as numerous nieces, nephews, aunts, uncles, cousins and many beloved in-laws.
