bad loss There’s one reason today that the Saskatchewan Roughriders aren’t Grey Cup champs and no, it’s not Darian Durant. No, the reason is this: a championship team goes out, plays its game and says stop us if you can. What a championship team doesn’t do is this: play scared. That people, is why the Montreal Alouettes and not the Saskatchewan Roughriders are sipping champagne from Earl Grey’s cup. In what to me was a more frustrating loss than last year’s 13th man debacle, the Riders fell 21-18 to Montreal Sunday, which of course, everyone already knows. Let’s get this out of the way first. Montreal is a very good team and a deserving champion. They went out and played to their strengths, mixing in a solid running game with a unrelenting passing game that is always on the attack. Most impressive is the fact that even when things weren’t going their way, they never deviated from their game plan, having faith they would eventually break through or at least die trying. Which is 100 per cent the opposite of what the Riders did. Look back at the past season. How would you describe the Riders style of play on offence? An OK running game with a high flying passing attack that stretched the field and kept defences on their toes. It was a bit prone to turnovers and gave fans more than a few grey hairs, but at the end of the

day, it did get the team to the Grey Cup. Where was that Sunday? On the side of a milk carton, that’s where. Many will pin Sunday’s loss on Durant’s Brett Favre imitation, but the truth is that game was lost before the Roughriders even stepped on the field and the Riders coaching staff, namely offensive co-ordinator Doug Berry is to blame. Now I know there are going to be all those people who say coaches only coach, they don’t make the plays on the field. But when the game plan is so clearly flawed that it doesn’t allow the players to actually make plays on the field, then the blame has to fall on whoever developed the game plan, a term I use very loosely. In the lead up to the game there was much talk about how the Roughriders couldn’t afford to lose the turnover battle to the Alouettes. It’s now painfully obvious Berry took those words to heart because instead of developing a game plan based on the Riders strengths, that may have involved some level of risk, he came up with a vanilla plan that involved no risk and, subsequently, little reward. It’s so sad really because as well as Montreal played, this was a very winnable game for the Riders. But in his work to effort to prevent turnovers and play a safe game, Berry simply left the horses in the barn. He didn’t use all the bullets in his gun. He left the Ferrari in the garage in favour of a truck. I could go on all day with these. How many times did they take a shot down the field? I can recall twice, and if memory serves both were successful although one was the pass interference call on Chris Getzlaff. How many times did they go for a 10 to 12 yard crossing route over the middle that produced absolutely zero results? I lost count. As I said, it’s a shame because the defence was great and as a team, the players gave everything they had. Unfortunately they were done in by a tentative game plan that was doomed to fail.

We also like it with a simple green salad. 1 package active dry yeast 1 teaspoon sugar 5 cups all-purpose flour 1 tablespoon salt 2 tablespoons milk 2 tablespoons extravirgin olive oil 1. In cup, combine yeast, sugar and 1/4 cup warm water (105 to 115 degrees F). Let stand until yeast mixture foams, about 5 minutes. 2. Into bowl of heavyduty mixer, measure flour and salt. With wooden spoon, stir in milk, olive oil, yeast mixture and 2 cups warm water (105 to 115 F) until blended. With dough hook, mix on medium speed 15 minutes or until dough becomes elastic. This is a very sticky and moist dough; resist the urge to add more flour, and do not knead or stir for less than the suggested time. 3. Scrape dough into greased large bowl; with greased hand, pat top of dough to coat. Cover bowl with plastic wrap, and let dough rise in warm place (80 to 85 F) until doubled, 1 to 1 1/2 hours.

CITY OF ESTEVAN SNOW REMOVAL FREQUENTLY ASKED QUESTIONS What is the goal of the snow removal policy? The goal of the snow removal policy is to provide a timely, adequate and cost effective level of service so that streets are passable and vehicles can move in the City. Once the initial clean-up is completed standard procedure of Public Works is to continue to widen and grade streets. A copy of the full policy is available at www. estevan.ca When does the City start to clean up after a snow storm? Public Works monitors the streets and the major response to a snow storm does not generally start until it has stopped snowing. It is dangerous due to reduced visibility and ineffective to clear Priority 1 areas more than once if the streets are passable. Streets are monitored and intersections will be sanded or trouble areas cleared if necessary. Who do we call to report icy streets, blocked intersection or other snow related issues? Please call 634-1800 during regular hours of 8:00 am to 4:30 pm, Monday to Friday. After hours, please call the after-hours emergency number at 634- 3770. The after hour calls are directed to an answering service who will forward calls to the appropriate persons. As well, Estevan Police Services monitor the streets after hours and will request that the intersections be sanded or trouble areas be cleared. How does the City determine what streets get cleaned first? The City classifies the streets into 3 priorities: Priority 1 – Arterial Streets Streets with high volumes of traffic and main routes through and around the City such as 4th Street – average daily traffic volume of more than 8,000. Priority 2 – Collector Roads Streets with somewhat lesser volumes of traffic and designed to route traffic from local streets to the Arterial Streets such as Nicholson Road – average daily traffic of between 1,000 and 8,000. Priority 3 – Local Streets Streets that generally only serve the people that live in that area with low volumes of traffic and mostly residential – less than 1,000 average daily traffic volume. Within Priority Three there are some streets that are extremely narrow and have to be windrowed and transported away in the same day such as Grundeen Crescent.

Will the City complete some areas more than once in a major snowfall before all streets are completed? Yes, if the Priority 1 and 2 become impassable those streets would be cleared of snow again to ensure that traffic can move. Can home owners blow snow from their sidewalks, driveways and parking lots into streets? No, property owners cannot as it makes it more difficult for the city to complete a proper cleanup; it causes the streets to be rougher than necessary, causes a hazard to motorists and is prohibited by the Traffic Bylaw. The only place this is permitted is the downtown business district as they have nowhere else to shovel the snow to. Should we keep our sidewalks clear of snow? Yes, the Traffic Bylaw requires it as it makes it safer for pedestrians and those people that have to walk on the streets for work purposes such as letter carriers and meter readers. Also please make sure that extension cords crossing sidewalks to vehicles do not create trip hazards. Can we pile snow from the sidewalks on the streets? No, the only place this is allowed is the downtown business district as these buildings do not have any other area to move the snow to. Can home and business owners pile snow on their own private properties adjacent to alleys and streets? Yes, however make sure that the piles are not so high as to create a blind corner limiting visibility for pedestrians and motorist Can home and business owners pile snow on existing windrows? No, this creates visibility and driving hazards, makes it more difficult and time consuming to remove the windrows and is prohibited by the Traffic Bylaw. Can snow be piled in city alleys and streets? No this eliminates access for garbage collection, fire protection and other emergency services and is prohibited by the Traffic Bylaw. However it is permitted in cul-de-sacs as long as the snow is piled in the centre of the cul-de-sac only as other piles of snow impact neighbors and makes snow removal more difficult. Can I park my spare vehicle or Motor Home on the Street? Yes, however vehicles are not permitted to be parked

Yes, however in the event of a major snowstorm we ask that all vehicles be parked in driveways or other areas where possible. Please do not park your vehicles on the streets if possible as the vehicles access for snow removal equipment and have greater potential of being damaged by other vehicles and equipment. When are City snow dump areas used? The City Snow dump sites are operational from 6am – 10pm, city equipment does not operate at these locations outside of these hours. The City also asks that:

• Children are kept away from snow dump sites and piles. These are dangerous areas when equipment is working, as well as voids in the piles may collapse trapping children. • Please keep clear of snow clearing equipment and crews. If possible choose an alternate route to avoid delays. • Please keep back 20m of Sanding equipment, as they will be discharging sand at intersections of streets, lanes, and high traffic zones. • Please keep all emergency exits buildings clear of snow and ice. PUBLIC NOTICE Estevan Fire Rescue – False Fire Alarm Fee for Service City Council has approved the False Fire Alarm Policy prepared by Estevan Fire Rescue. This Policy will be come into effect on January 1, 2011. The goals of the policy are to: • • • • • •

Reduce the number of preventable and unwarranted false alarm responses by Estevan Fire Rescue Implement a ‘Cost Recovery’ fee structure for having to respond to preventable false alarms Decrease the risk of motor vehicle collisions with Fire Department apparatus, thereby increasing the level of safety for responding ÀreÀghters and the motoring public Increase the awareness level of both home and building owners that operate monitored Àre alarm systems Ensure that monitoring Àre alarm systems are receiving the required inspections and testing Reassure the public that a full response by Estevan Fire Rescue will be initiated upon activation of any Àre alarm system

Policy Guidelines are as follows: • The Fire Chief (or designate) will investigate the cause of each false alarm, and determine if the alarm was warranted or preventable • Based on several criteria, in the event the alarm was unwarranted, a fee for service may be applied • Fees for service levied upon a given property shall not exceed $200 for 1st response to a false alarm, $225 for a 2nd such response and $250 for any additional responses within a 12 month period These are only key points of the False Fire Alarm Policy. This is a notification on implementation of Section 6.9 of above bylaw that test results are required to be submitted for all back flow prevention devices installed on City’s water system. Effective March 1, 2011 water meters will not be issued if initial manufacturer test results are not submitted. Also, all back flow prevention and cross connection control devices must be tested annually thereafter. Please contact City Hall for information on the by-law.
