Clinton Davies One-on-one with Jordan Baker Clinton Davies has served a total of 28 years as a firefighter, with tours in Bienfait and Estevan. He was recently one of 33 people honoured with the Saskatchewan Protective Services Medal in Regina. He has worked with SaskPower for 37 years.
Do you remember you’re first fire? No, not really. Back in the ‘80s when I started with Bienfait, I’d always been interested in it. I thought, well a lot of my friends at the time were on the Bienfait fire department so I applied and got on and was on there until I moved out of Bienfait and about a year after I moved to Estevan I applied and got on here. Was it something you thought of doing before, or because you knew some people in the department, you thought you’d get involved? I had thought of it previously, or before, it interested me. I thought it would be a good way to help people. After 28 years, does firefighting become routine? Every fire is different. Nothing’s routine about a fire. What has kept you fighting fires for so long? I like the camaraderie and the guys that are on the department. It’s getting a little harder, for myself because I’m getting older. Once you’re on it for a little while, it seems to grow on you, and it’s hard to get away from. What are some changes/advances in firefighting since you began? There have been a lot of changes to the way you attack fires. When I first started, you just fought a fire, you didn’t have all the protective clothing and equipment you do now. Air packs, they weren’t hardly heard of at the time, but now you make sure you protect yourself before you go into a fire ... or any situation, not just a fire. What are some of the challenges of fighting fires that are specific to Estevan? The challenges now are, with the newer homes they
Page 3
are getting bigger, the newer apartments they are getting higher, you know, and the new hotels. You start getting over three storeys high and we don’t have any way of fighting them. Can you plan for that? We try to. Yes we practice and talk about them, yes, in our training scenarios. How often do you train? Training has changed over the years. We train once a month. Have you ever considered leaving firefighting? I am now, yes. But previous, no, I hadn’t. Now because of the age, it’s a young man’s (game). What are your hobbies? I like woodworking, there are a lot of things, I have my garage set up for building things. I like making lawn ornaments, I’m set up for working, building with steel and stuff just as a hobby. I like carpentry work. How does it feel to be recognized on a provincial level? It was a good feeling, to meet the lieutenant-governor and have him present that to you. Yeah, it was nice, it was a really good feeling of accomplishment. Was there anybody there with you? Dale Feser, the deputy fire chief, was there and my son, Rick, was there with me, who is also a member of the department. He’s been there 10 years. Did he grow up around the fire department? He kind of grew up there, when he was a kid, when we lived in Bienfait, at the fire hall he was always there with me. Is it easy to accommodate with your job? Yeah, unless its a real serious situation I don’t leave work, but if I’ve been at a scene all night they accommodate. They’re pretty accommodating, most companies in this town are accommodating.

Shopping with shipping in mind Too big? Too breakable? Doesn’t fit well in a box? Maybe everyone is just going to get a gift certificate this year. Planning gifts to send back home to friends and relatives is going to require more thought than I usually put out this time of year. Being not very good at realizing great gift ideas to begin with, the geography adds one more hurdle in my quest to not disappoint the people so eagerly anticipating what I may send them. I am also putting a lot of faith in Canada Post to give a convincing performance, cast as the man in the big, red suit. The distance between my family and me works wonders when it comes to gifts for my parents. The siblings tend to put in together to get something for the folks, so this year a quick text to my oldest sister,
Page 4
“What are your ideas? I will send money,” was sufficient to fulfil my responsibility of pitching in for my parents. She has great ideas, as always, and my input is best served via direct deposit. With those plans set, I’d say I’m on a roll. Now, gifts that will ship without much difficulty, that is the new challenge. Gift certificates ship better than anything else. They don’t even need to be shipped, simply slipped inside a greeting filled with my well wishes. All I would need to pay for is the postage. Even more versatile than a gift certificate is cash. Perhaps a wad of cash in an envelope will justify my Christmas spirit. No, I will find something appropriate. Wines, liquors and liqueurs may not make the perilous trip in one piece. They may also be inappropriate for my underage sister. A buddy of mine is easy. He’s a bit of a Ti-Cats fan, coming from a family of crazy Ti-Cats fans. Naturally, a deep green Riders balaclava is the perfect gift, even though I realize it is probably going to be instantly tossed into the wood stove if he wears it to his family Christmas. My sister’s a whole other story. My family is big into games: board games, group games, party games, pretty much any version of Trivial Pursuit or question game. We use those as measuring sticks to see who is the smartest and much more importantly, who isn’t. Those tend to be a little larger than I was planning on sending. Electronics are small but can be very expensive. I’ll find something but still have questions about sending Christmas parcels. When is it too late to send a package with a pre-Christmas arrival? I also can’t forget a card, and must remember to sign it or write a personal greeting. Is it customary to wrap a gift, and then place it into the mailing box, or is the white cardboard festive enough? I will make a suggestion that next year they offer packages with wrapping paper designed exteriors. That would save me from this one last decision.

Farmers might desire to continue to produce food, but it should be remembered a significant portion of the growing world population is either not prepared to, or not able to pay the farmer enough for their production to turn a profit. Here in North America, in spite of what consumers might think of as too high a price for bread, pork chops and pea soup, it doesn’t trickle down to At some point in the not so distant future agriculture and society together farmers making high enough profits most years. There’s nothing like a “Purl Necklace”
By Jordan Baker of The Mercury “I wa nt people to think of it as having a fine piece of jewelry.” That’s how Amy Zicker describes her handmade clothing line of natural fibre attire. She realizes nobody will have an entire closet full of her gear but that they should be treated as specialty items. Zicker has been developing her business of making mittens, scarves, headbands and anything else she can knit, for almost a year and has been growing her talent for knitting for several years before that. Beginning by using acrylics, she soon learned synthetics just aren’t warm enough, so she made the move to all natural fibres,
primarily alpaca and merino sheep’s wool. “Some people say it’s scratchy,” Zicker said, but added the fibres she uses are not irritating. When she was just getting started spinning her own wool, she went to the mill and asked for a pound of everything they had, marking the start of her never-ending trial and error period to find what works. That first process narrowed down what types of materials she would use, but continues now with what patterns will work. Spinning is something of a lost art, but Zicker doesn’t want what she’s doing to be considered a “relic.” She said she doesn’t get recognized so much for what she’s doing, but for an appreciation of
the art and that there are so few people who know the trade. Originally from Lloydminster, Zicker has been selling at the Estevan Farmers’ Market since April, but is still unsure of her customers’ buying habits. Because it was cold on her first day as a vendor she was able to wear some of the goods she was selling, showing them off properly. Throughout the summer, however, was when she made a lot of sales, something that baffled her. “It’s summertime, it’s 30 degrees outside and people are still buying mittens. I’ve given up trying to read people.” Sometimes things don’t always go to plan. Three weeks into knitting a blanket, she removed

some of the stitches to see what she had so far but it was already much too large. Zicker laughed, “I created a monster,” and had to dismantle the entire project. “It can be very, very frustrating.” All her patterns are her own, and though she starts out with a pattern in mind a lot of that work is done through trial and error. Working on a pair of mittens for two hours she may tear them apart if the garment isn’t coming together quite as she hoped. Taking the raw wool from the mill, after it has been cleaned, she does everything in her home with her own spinning wheel. The whole process takes a number of hours; a pair of mittens she estimates at six. Waiting for the fabric to dry, after wet-
ting, is a little quicker in the summer she said, and then she has to dye, spin, go through a process of carding, which aligns individual fibres and roughly four hours of knitting. Zicker started knitting when a roommate in university tried teaching her to knit a scarf. That, she said, was a bad place to start. “A scarf is too daunting. It takes a long time and then you have something that’s ugly.” Giving up for a time, she then was shown how to make a dishcloth. “That’s good to get started because it doesn’t take very long.” She then got involved in a knitting circle that met in the back of an anarchist book collective. The group had donated yarns and
needles, and it was a place she could knit with a group of people of varying skill levels and receive feedback. It got to the point where she was knitting while at class. After getting laid off from her job, instead of looking for a full-time job Zicker decided to learn and perfect her skills: spinning, dyeing and knitting. A take on one of the two styles of knitting, the knit and the purl, Zicker got her business name, Purl Necklace, as a clever pun to describe how she wanted her work to be considered a delicacy in one’s wardrobe. Zicker’s products are available at the Estevan Farmers’ Market, and online orders can be made through the Purl Necklace Facebook page.

Wheatland Stout 930W captured the Grand Champion Simmental Bull title at this year’s Agribition and was later rated among the top 10 in the RBC Supreme Championship that crowned the best of all breeds in Canada in this year’s 40th Anniversary of the premier agricultural show in Western Canada.
Agribition champions Estevan and area ranches picked up major awards at this year’s edition of the Canadian Western Agribition. The 40th annual celebration of some of the world’s best beef, grains, hogs, sheep, goats and horses, among other things, concluded at the end of November. Wheatland Cattle Company of Bienfait captured a number of awards with their Simmental cattle including the Champion Simmental Female of the First Lady Classic. Frehlick Quarter Hors-
es from Frehlick Farms of Estevan captured the Canadian Premier Select Ranch Horse Competition championship with their four-year-old gelding that outperformed all others in the variety pack of ranching skills such as cutting, penning, roping and obstacles. The horse was sold for $10,000 during the ensuing auction of the highly-rated horses; the top price paid for a horse at this year’s Agribition. Ve r n a n d D e n i s e Lafrentz, owners of Wheatland Cattle Co., along with
sons Riley and Cody, said that Wheatland Lady 921W not only was the champion Simmental but also was the reserve grand champion in the Junior Beef Extreme (female) division. She was shown by their son Riley. “We had a great Agribition this year,” Denise said. “We were honoured by being named the premier breeder and exhibitor.” Along with Wheatland Lady 921W; there was also Wheatland Lady 13X that was named junior heifer calf champion while Wheatland Bull 83X was named junior

Wheatland Stout 930W captured the Grand Champion Simmental bull title and was among the top 10 finalists in the RBC Supreme title run, which crowned the overall all-breed champion. The Produce of Dam Award was won by Wheatland Lady 902J and the Get-of-Sire Award was won with Wheatland Bull 680S. no easy feat, especially for such a young horse as the one that captured the award in the Regina show. Rod Thiessen, who manages and trains many of the 45 to 60 head of top quality horses on the farm located north of Estevan, said that the animals got shocked a bit with the sudden burst of winter that came on southeastern Saskatchewan in late October and early November, but the gelding and other horses in the herd responded nicely and were in good condition heading into the Agribition competition.
This four-year-old gelding owned by Frehlick Quarter Horses of Estevan captured the Canadian Western Agribition Select Ranch Horse of the Year Award after outperforming all other ranch horses in intense competition. The horse was later sold for an Agribition high price of $10,000.

calf that was shown by their youngest son, Cody. Lafrentz went on to say they were also pleased to see their good friends, Dieter and Marlene Rucks of Frobisher, pick up the Commercial Simmental Breeder of the Year Award. “They have purchased bulls from us for a long time. It’s great to see them enjoy that success,” said Lafrentz. Ray Frehlick, owner of Frehlick Quarter Horses with wife Doris, said training a horse to come up to such demanding ranch-styled competition expectations is

Report from the Legislature As 2010 comes to a close, it is the perfect time to take inventory – to reÁect on the year that was. Saskatchewan continues to be a great place to live, work, invest and do business. More than ever before, Saskatchewan is top of mind for people and investors across Canada and around the world. There is contagious and unstoppable energy and optimism in the new Saskatchewan. People living in the province are full of conÀdence and hope and people outside of our province want to start a life here and be a part that optimism. Saskatchewan is on a new road. Throughout 2010, our government continued to take action that will move us forward down that new road by: * Delivering another balanced budget, becoming the only province to balance the books this spring; * Responding quickly and effectively to historic Áooding across the province this summer by delivering $360 million in a $30 per acre payment for Áooded acres that could not be seeded, and by increasing the assistance levels and shortening the wait times for payment under the Provincial Disaster Assistance Program (PDAP) to those whose homes and belongings were damaged by the Áooding; and * Standing up for Saskatchewan and its people by making a compelling case to convince Ottawa to reject BHP Billiton’s attempted takeover of the Potash Corporation of Saskatchewan; 2010 was a good year for Saskatchewan as our economy continued to grow and move forward for a number of reasons. * Saskatchewan is now the fastest growing province in Canada – our population grew by 16,500 in the past year to an all-time high of over 1,045,000; * There are 5,600 more people working in Saskatchewan than a year ago and we have the second-lowest unemployment rate in Canada; * 2011 should be even better, with the Conference Board of Canada and many other independent forecasters saying that Saskatchewan will lead the country in economic growth; * Our government will continue to take action to keep Saskatchewan’s economy moving forward. We will share the beneÀts of that growth with the people in our province through lower taxes and by investing in important services like health, education and highways. 2010 has been a busy year Àlled with challenges, accomplishments, learning, growth and unforgettable memories and events. I would like to wish you and your family a Merry Christmas and all the best in the New Year. Our ofÀce will be closed December 24th for the holidays, and will reopen January 3rd. If you have any questions or concerns, please feel free to contact either myself or Rosalie at 634-7311.

“David Susskind: A Televised Life” by Stephen Battaglio (St. Martin’s Press, $27.99) Reviewed by Larry Cox Even though many Americans only dimly remember David Susskind, if at all, he was a powerhouse who changed the face of American television. He was a fearless impresario who took chances, broke
rules and pushed network television past its old boundaries. He fought network blacklisting, exposed audiences to provocative subject matter and introduced great actors, including Sir Laurence Olivier, to American viewers. He also interviewed the newsmakers -- Harry Truman, Nikita Khrushchev and Martin Luther King Jr., to name just three. Susskind was the first TV producer to become a star. His program, “Open End,” debuted in 1958 on WNTA-TV in New York City, and it was just what the name implied, since each segment continued until Susskind decided it was time to go home. “Open End” became “The David Susskind Show” in 1967, continuing until 1987. Susskind also produced some of the finest TV adaptations of plays ever, including “Death of a Salesman” in 1966 and “Look Homeward, Angel” in 1972. He produced two landmark series --- “East
Page 15
Side/West Side” and “N.Y.P.D.” --- that shattered color barriers and featured gritty, urban realism, all during prime time. These shows were the vanguard of the programming realism that was to become our modern standard. Stephen Battaglio, the business editor at TV Guide magazine, has written a fascinating biography that covers both Susskind’s life and the history of early television. Through extensive original reporting and the use of Susskind’s personal papers, Battaglio is able to bring into focus the early days and evolution of American television. Susskind made television history but navigated a rather sticky personal life. But it’s his complexities coupled with his achievements that make him so fascinating, even two decades after his death. This is the first major biography of Susskind, and it is long overdue. (c) 2010 King Features Synd., Inc.

THE TRADER EXPRESS, FRIDAY, DECEMBER 17, 2010 attack? -- J.A.
Clogged Heart Arteries Cause Pain of Angina DEAR DR. DONOHUE: I am 56, a woman and have angina. I don’t understand it too well. I have never smoked, and I am not overweight. I’d get chest pains if I hurried

to catch a bus or to get on an open elevator. When it first started, my doctor gave me a medicine to put under my tongue when the pain happened. It worked well. I don’t have to use it much anymore. Is that a good sign? Am I destined to have a heart
ANSWER: Angina (pronounced ANN-juhnuh or ann-JEYE-nuh) is squeezing chest pain that comes on when a person is active and leaves when that person rests. Being active can mean walking, jogging, cleaning, doing the washing, weeding or digging. It comes about because one or more of the heart arteries is plugged with plaque -- a mound of cholesterol and fat on the inside artery wall. At rest, enough blood makes its way to the heart. With activity, the heart can’t get enough blood because of the plaque. The heart makes its lack of blood known by chest pain that also might be felt in the neck, the jaw or the arms, or only in those places. Angina, one of the signs of coronary (heart)
artery disease, affects 17 million Americans. Smoking, obesity, inactivity, high blood cholesterol, high blood pressure and a family history are some of the major factors that cause its development. You don’t smoke and never did. How about your cholesterol, blood pressure and weight? If those things need to be addressed, they trump all other treatments. In spite of controlling the above factors, many still have to take medicines -- medicines that dilate arteries or make the heart beat s l o w e r, o r o n e s t h a t lower blood pressure or cholesterol. The medicine you put under your tongue was nitroglycerin. Long-acting varieties of that medicine and longacting other artery dilators might be the reason why you don’t need
nitroglycerin as much as you did. That is a good sign. Clogged heart arteries can be opened with a balloon-tipped catheter or by bypassing the clog with an artery graft. You might not ever need such procedures. You’re not doomed to have a heart attack. The treatment you’re now getting is designed to prevent one. The booklet on coronary artery disease provides information on this No. 1 North American illness. Readers can obtain a copy by writing: Dr. Donohue -- No. 101W, Box 536475, Orlando, FL 32853-6475. HUE: My grandson recently had scarlet fever. In my day, this was a very frightful disease. My daughter has taken a ho-hum attitude toward it. What are its complications? -- W.B. ANSWER: Scarlet fever is a strep throat with one addition -- a red skin rash. That’s the only difference between the two. Penicillin is its treatment. When treated early, there should be no complications from it. If not treated, then it can have the same complication that strep throat has -rheumatic fever. *** Dr. Donohue regrets that he is unable to answer individual letters, but he will incorporate them in his column whenever possible. • It was prolific British author G.K. Chesterton who gave the following sage bit of advice: “Don’t ever take a fence down until you know the reason it was put up.”
• From 1863 until 1945, the city of Vicksburg, Miss., didn’t celebrate the Fourth of July holiday. This is because during the Civil War, the Confederate city was surrendered to Union forces on that day, an event that was considered to be one of the turning points of the war.
• When Richard Nixon first ran for a seat in the U.S. House of Representatives (which he won in 1946), he funded his campaign largely with money he won playing poker while serving as a lieutenant
• It was once thought that when snakes went through their version of hi-
bernation they rejuvenated themselves, and therefore that serpents lived forever. • There’s talk everywhere these days about the growing problem posed by the fact that people in the U.S. are becoming more and more overweight. Interestingly, when the International Journal of Obesity was first published, in 1993, it was 509 pages long; the 2006 edition totaled 2,322 pages. Coincidence? • It was one Dr. Spencer Silver, a chemist, who invented the adhesive used today in Post-it notes, but he had no luck promoting his invention. Six years later, one of his colleagues,
THE TRADER EXPRESS, FRIDAY, DECEMBER 17, 2010 Art Fry, came up with a use for it that stuck (so to speak). While sitting in church one day, Fry’s attention wandered from the sermon to the scraps of paper he used to mark his place in the hymnal, which kept falling out. Connecting his annoying problem and his friend’s invention, the Post-it was born.

Crime Stoppers Report The Estevan Police Service is asking for the public’s help in solving a number of crimes that have taken place in the city recently. In the early morning hours of Nov. 30, someone damaged the gate that is located on the west end of Wellock road. It appears that someone drove through the gate that leads toward the north side of St. Joseph’s Hospital. On Dec. 2, at approximately 10:30 a.m., a black SUV, which was described as either a Jimmy or a Blazer, struck a fence on the 1000 block of Hillcrest Bay. It appears the suspect vehicle then proceeded west-bound on King Street. Between the evening of Nov. 19 and early morning hours of Nov. 20, a hit-and-run occurred in the 900 block of Isabelle Street. The suspect vehicle
apparently backed into a parked vehicle and left the scene. On Dec. 1, at roughly 2 p.m., a hit-and-run happened in the parking lot of the Estevan Comprehensive School. It is believed
a suspect vehicle struck a parked vehicle and left the scene. In the early morning hours of Nov. 11, a theft occurred from a vehicle that was parked in the 500 block of Bannantyne Avenue. The rear window was smashed and several items were taken from the
vehicle. Between Aug. 12 and Sept. 28, a break and enter occurred in the 400 block of Willow Park Greens. The homeowner was unable to secure the home due to damage from a fire and property was stolen. Between Sept. 12 and Sept. 13, a theft occurred from the Sears Store in the Estevan Shoppers Mall. A snow blower that was on display in the mall was stolen and possibly removed through the exit by the doctor’s office. If anyone has any information about these crimes or any other crime, they are asked to give Crime Stoppers a call. Callers don’t have to give their name or reveal their identity and won’t be required to testify in court. Tips that lead to an arrest could earn a cash reward of up to $2,000.

Training a new wave of administrators By Jordan Baker of The Mercury With a province-wide shortage of rural municipality (RM) administrators on the horizon, the efforts of a local RM administrator and his intern could prove the best way to usher in a new crop of municipal officials. Megan Macomber, who began her year-long internship at the RM of Estevan No. 5 on Nov. 1, is going to be a necessary addition to one of the province’s RMs very soon. Showing her the ins and outs of what that job may be is Greg Hoffort, administrator at RM of Estevan No. 5, who cites a survey that found roughly 50 per cent of administrators in the province are planning on retiring within the next five years. The Saskatchewan Association of Rural Municipalities (SARM), has identified the problem and organized a pilot program for interns to get real experience. Though two interns were planned for the year, one in a northern RM, and one in the south, the northern internship fell through, leaving Macomber as the only test subject for the program this year. She grew up involved with 4-H and, following a five-year stint in sales after attending the University of Regina, got interested in municipal administration through the mother of a friend. She said she likes the legislative process and was drawn to the opportu-
Megan Macomber is the administrative intern at the RM of Estevan No. 5. Her training is part of a pilot project designed to counter the number of administrators in the province, who will be leaving the post in the next five years. Greg Hoffort, RM of Estevan administrator, is her supervisor. nity to take the U of R’s Local Government Authority program online in four courses rather than four years. Administration, she said, is a natural progression from that program. The administrator, Macomber said, needs to gather information on all issues concerning council and to let the councillors know what the best course of action is and what is within budget. “The goal is to be sure (councillors) have all the
on
information they need to make the right choice,” she explained. Hoffort noted, “That’s why Megan will be immersed in every aspect. You don’t vote but the research is necessary.” Exposing her to as much of the administrative workflow is why the internship lasts a whole year. “The idea is to have interns go through the whole cycle of everything in the RM at least once.” Macomber has already
been through a byelection on Dec. 1, acting as poll clerk, and attended the SARM midterm convention in Saskatoon, aside from day-to-day business and council meetings. In the last few weeks she has become more acclimatized to the regular duties but said, “The election was a good eye-opener.” The internship brings a delicate balancing act between work experience and education. Hoffort said, “She’s

said, noting the Municipal Leadership Development Program, which caters to municipal staff, as well as councillors, mayors and reeves, is one extra-curricular she will be enrolled in. These experiences will make her more marketable and grant many perspectives for Macomber. “Anything we can do to best prepare her,” said Hoffort. Reporting every two months to the SARM, Macomber’s internship is a loose template for the program, if the decision is made to continue with it. After a scrutinized selection process, she was stationed in Estevan, where she said, “The developmental aspect is more prevalent.” Hoffort agreed when her time here is done, she may be working in a small municipality. One where Macomber may be a “oneperson show.” She appreciates the versatility in duties required by an administrator. “I like the different hats you wear. You can work on preparing for a meeting and then go check out a development site.” Hoffort noted the program isn’t only a learning experience for Macomber, but also a refresher to make sure they are doing things correctly. “It’s a good process for us. We have to make sure we’re giving Megan good information. We need to make sure if we’re passing on information, it better be the right way.”

Sprinkle half of the raisins over the croissants and place the sliced baguette or cinnamon-raisin Danish, overlapping in the same manner as the croissants. 6. Pour custard mixture into the pan, filling approximately halfway over the bread. Let contents soak for 3 to 5 minutes to absorb the custard mixture. Using fingertips, lightly press the bread to absorb more of the custard. Pour remaining custard into the pan, filling almost to the top, and sprinkle remaining raisins over top. 7. Bread pudding is baked in a water bath: Place baking dish in a roasting pan large enough to hold it; pour enough hot water into roasting pan to reach 1 inch on all sides of the baking dish. Place water bath with bread pudding onto middle rack of oven, and lightly cover with aluminum foul to prevent burning. Remove foil after first hour of baking.

Meanwhile, in a separate bowl, whisk remaining sugar and eggs together until light ribbon consistency. Slowly pour hot milk mixture into the egg mixture, whisking constantly until smooth and creamy. Remove the split vanilla bean. Using the back of a paring knife, scrape the inside of the vanilla bean halves and return the seeds to the sauce. 4. If this doesn’t work, trisodium phosphate (available at home-improvement stores near the paint section) can be tried. TSP is stronger than common household cleaners. Once you’ve found a cleaning solution that works well to remove the streaks, scrub the walls starting at the top and working your way down. Rinse frequently so the cleaning solution doesn’t dry on the wall. When complete, leave the stucco alone to dry thoroughly. This can take a few days, so avoid doing any painting or stucco repairs until then.

If you have any question or concerns, please call at 634-1818 or approach the supervisor or foreman on site. CITY OF ESTEVAN SNOW REMOVAL FREQUENTLY ASKED QUESTIONS What is the goal of the snow removal policy? The goal of the snow removal policy is to provide a timely, adequate and cost effective level of service so that streets are passable and vehicles can move in the City. Once the initial clean-up is completed standard procedure of Public Works is to continue to widen and grade streets. A copy of the full policy is available at www. estevan.ca When does the City start to clean up after a snow storm? Public Works monitors the streets and the major response to a snow storm does not generally start until it has stopped snowing. It is dangerous due to reduced visibility and ineffective to clear Priority 1 areas more than once if the streets are passable. Streets are monitored and intersections will be sanded or trouble areas cleared if necessary. Who do we call to report icy streets, blocked intersection or other snow related issues? Please call 634-1800 during regular hours of 8:00 am to 4:30 pm, Monday to Friday. After hours, please call the after-hours emergency number at 634- 3770. The after hour calls are directed to an answering service who will forward calls to the appropriate persons. As well, Estevan Police Services monitor the streets after hours and will request that the intersections be sanded or trouble areas be cleared. How does the City determine what streets get cleaned first? The City classifies the streets into 3 priorities: Priority 1 – Arterial Streets Streets with high volumes of traffic and main routes through and around the City such as 4th Street – average daily traffic volume of more than 8,000. Priority 2 – Collector Roads Streets with somewhat lesser volumes of traffic and designed to route traffic from local streets to the Arterial Streets such as Nicholson Road – average daily traffic of between 1,000 and 8,000. Priority 3 – Local Streets Streets that generally only serve the people that live in that area with low volumes of traffic and mostly residential – less than 1,000 average daily traffic volume. Within Priority Three there are some streets that are extremely narrow and have to be windrowed and transported away in the same day such as Grundeen Crescent.
Call 634-1886 for more information. Weight Room Renovations - Watch for the opening of the expanded Fitness Centre in February 2011. We thank all our patrons for their patience and cooperation during our renovations. Sealed offers/written proposals may be submitted to the City Clerk’s office, Legislative Services, City Hall, 1102 4th Street, on or before Friday, December 31, 2010.
CITY OF ESTEVAN PUBLIC NOTICE OF INTENTION TO AMEND BUILDING BYLAW #2004-1662 Public Notice is hereby given that the City of Estevan has initiated the process of amending Building Bylaw #2004-1662. Will the City complete some areas more than once in a major snowfall before all streets are completed? Yes, if the Priority 1 and 2 become impassable those streets would be cleared of snow again to ensure that traffic can move. Can home owners blow snow from their sidewalks, driveways and parking lots into streets? No, property owners cannot as it makes it more difficult for the city to complete a proper cleanup; it causes the streets to be rougher than necessary, causes a hazard to motorists and is prohibited by the Traffic Bylaw. The only place this is permitted is the downtown business district as they have nowhere else to shovel the snow to. Should we keep our sidewalks clear of snow? Yes, the Traffic Bylaw requires it as it makes it safer for pedestrians and those people that have to walk on the streets for work purposes such as letter carriers and meter readers. Also please make sure that extension cords crossing sidewalks to vehicles do not create trip hazards. Can we pile snow from the sidewalks on the streets? No, the only place this is allowed is the downtown business district as these buildings do not have any other area to move the snow to. Can home and business owners pile snow on their own private properties adjacent to alleys and streets? Yes, however make sure that the piles are not so high as to create a blind corner limiting visibility for pedestrians and motorist Can home and business owners pile snow on existing windrows? No, this creates visibility and driving hazards, makes it more difficult and time consuming to remove the windrows and is prohibited by the Traffic Bylaw. Can snow be piled in city alleys and streets? No this eliminates access for garbage collection, fire protection and other emergency services and is prohibited by the Traffic Bylaw. However it is permitted in cul-de-sacs as long as the snow is piled in the centre of the cul-de-sac only as other piles of snow impact neighbors and makes snow removal more difficult. Can I park my spare vehicle or Motor Home on the Street? Yes, however vehicles are not permitted to be parked
on any streets in excess of 24 hours and cause a lot of problems for snow removal and traffic. Can I park on the streets for less than 24 hours? Yes, however in the event of a major snowstorm we ask that all vehicles be parked in driveways or other areas where possible. In the event of a Major snowstorm the City plans to have all areas windrowed where required as soon as possible, providing equipment is operational. Please do not park your vehicles on the streets if possible as the vehicles access for snow removal equipment and have greater potential of being damaged by other vehicles and equipment. When are City snow dump areas used? The City Snow dump sites are operational from 6am – 10pm, city equipment does not operate at these locations outside of these hours. The City also asks that:
The City of Estevan is seeking CertiÀed Fitness Instructors to lead evening Àtness classes. If you are CertiÀed or would like more information on becoming CertiÀed, please contact Nathan Jesse, Aquatics & Programs Manager, at (306) 634-1880.
• Children are kept away from snow dump sites and piles. These are dangerous areas when equipment is working, as well as voids in the piles may collapse trapping children. • Please keep clear of snow clearing equipment and crews. If possible choose an alternate route to avoid delays. • Please keep back 20m of Sanding equipment, as they will be discharging sand at intersections of streets, lanes, and high traffic zones. • Please keep all emergency exits buildings clear of snow and ice. Your cooperation and patience is greatly appreciated. BYLAW ENFORCEMENT WILL BE ISSUING TICKETS FOR INFRACTIONS.

Apple-Cinnamon Dough Makes Aromatic Gifts Do you want to make some dough with the kids this weekend? Put away the eggs, the flour and the butter, because this aromatic dough requires only two ingredients in very odd proportion -- equal parts applesauce and cinnamon. Sound delicious?
You definitely won’t want to eat this concoction, but you can enjoy its delicious scent as cut-outs for tree ornaments, gift tags and even jewelry for holiday gifts. Welcome to Apple Cinnamon Dough! Here’s what you’ll need for a small batch of dough to start: 1/2 cup ground cinnamon (I bought in bulk for less than a dollar)
1/2 cup commercial applesauce (homemade is too runny) Here’s the fun: Mix together equal parts cinnamon and commercially made applesauce. If it gets a bit sticky, add more cinnamon. If it’s too stiff, try more applesauce. Scoop onto a piece of waxed paper, place another sheet on top and roll it out until it’s almost 1/2 inch thick. Stop and decide what “charms for jewelry or ornament shapes you would like to create -- stars, hearts, pine trees, alphabet letters, etc. Use cookie cutters you have, or make your own templates by cutting out pieces of cardboard from a cereal box in the desired shapes. Place on top of the dough and trim away the dough around the pattern. Use a drinking straw
