Giving back to those who have the least By Jordan Baker of The Mercury Raising a school in Haiti means a lot to the locals. That school is a place of education, a place to worship and the centre of the community. Following the earthquake that devastated the poorest country in the western hemisphere, the more recent cholera outbreak started to spread from the area where two locals were on a mission to build a school in the community of Sapaterre. Eric Klarholm of Macoun, and Peter Wiebe of Midale, were in Haiti for two weeks in November, along with four others from Ontario, completing construction on a school. For Klarholm, this was his fifth tour to Haiti in less than three years and, before this most recent trip, he was in Haiti shortly after the earthquake in March. “They are slowly getting things more back to normal. It’s really hard to use the word normal in Haiti. There are still a lot of things not getting repaired yet, that will take a long time.” The schools they build are multipurpose, serving

as a school during the week, a church on Sundays and a community centre. “In every instance they are the nicest building in that community. The houses there ... have four rooms and eight people in them. This last one at Sapaterre, there were 300 children attending the school.” The first two projects Klarholm took part in were built from the ground up. This last one, being a larger building, they took over from a group who had previously started it. Charlie Bowen, the pastor at Macoun Evengelical Missionary Church, has been to Haiti three times, including a build where his family went down, though he wasn’t on

the November trip. “What we’ve learned from those who’ve been down before, and through our time there, is that if we can ask a group to do the foundation before we get there, then we’ll come along and get involved with the walls, the rafters and the roof and leave a little bit for the local people to finish. That way they start it and they finish it, and then they know it’s their building, it’s not just the white man’s building. So they own it and they take care of it,” said Bowen. Klarholm added, “They have a lot of sweat equity into those buildings. “It’s a great opportunity to help those people.

You see results, even just being there for two weeks, you can see you’ve made a big difference on a communities prospects.” Bowen explained, “It started through our denomination, and some opportunities we started hearing about. I presented it in our church that there’s this opportunity, ‘pray about it, think about it and if you’re interested let me know’ ... The only way I can describe it to you is God started putting it on several of our hearts to do this.” He further explained they wanted to do focus their mission efforts to make a “significant difference,” Continued on page 3

rather than going to a new country each year and doing one build, now they go back to continue construction for these communities. This most recent mission was planned for February, but the earthquake pushed these plans back to November. There is another mission planned for February 2011. Klarholm said he’s been back to all the buildings he’s worked on before, which are all kept in good shape. “They’ve continued to improve them and add to them, which is part of the reason I like to go back to some of those locations and see what they’ve done with them. For them it’s not the will or the time, it’s strictly the money. As they raise funds they can improve that building more.” Bowen noted it costs

roughly $24,000 for a project, which he estimates is about $2 million to us. Working six days a week, for as long as the sun is up, almost 12 hours, Sunday is considered the group’s off day, spent worshipping with the Haitian locals. The group splits into two, and they both attend a local church or sometimes, services are held in the one they are building. “They have a lot more energy than we do, and are naturally, musically talented. It’s incredible. The singing and everything has so much life, and they’re packed in there wall-to-wall,” said Bowen. “It’s hard to breathe sometimes.” The cholera outbreak was something the group was very aware of, as it was prevalent in the region they were staying in. “We just were a little more vigilant about hy-

giene and what we ate,” Klarholm said. “We saw a lot of funerals while we were there, the clinics were all packed. We knew it was a bad time for the Haitians.” Upon their return, both Bowen and Klarholm are very appreciative of the support they have received from local businesses that have made donations. Bowen said, “After the first time I contacted the business, they’ve been more than generous with us. When I approach them again, they’ll say, ‘What did we do last time?’ and ‘We can do that again for you.’ They’re very helpful, and once you build a rapport of trust and they know where the money is being used, that makes all the difference in the world. We’ll take pictures to show them and say, ‘This is what your funds went to,’ and they appreciate that.”

Perspective Expressed Opinions Jordan Baker Estevan Mercury Reporter

Team Canada not favoured, but still expected The International Ice Hockey Federation World Junior Hockey Championship is one of the biggest and best parts of the holiday season for me. This tournament prevents any Christmastime hangover from settling in, conveniently starting Dec. 26 each year like clockwork. It’s one of the few constants in life that never disappoints, and remains my favourite annual sporting event year after year. The talk for the tournament begins months before it starts. As soon as the Canadian Hockey League seasons get underway, analysts begin selecting their teams with last year’s veteran favourites and this year’s new hot prospects. This year the experts are also talking about the only thing people care about besides who will play for Team Canada: Who is the favourite to win? And it’s not Canada. Each year analysts talk about who the heavyweights will be, the Russians, the Swedes, the U.S.; but that talk is always accompanied by the caveat that Canada is never to be counted out of the gold-medal spot.

Page 4

The experts say this year is different, but I don’t think so. For one simple reason: though this tournament means something to the players of other countries, it’s importance will always be greater in the hearts and minds of the players wearing Hockey Canada’s familiar crest. The Americans won last year with superior speed, and are expected to bring that same speed with a clear increase in size, particularly with their forwards. No question they will be a tough opponent. The Swedes and Russians, will bring a slew of players who have a year or more of experience playing against men in the Elite League and the Kontinental Hockey League. Canada maybe doesn’t have a big crop of returning players, but the depth this country has in good hockey players is unfathomable. Each year Canada produces legions more elite hockey players, who replace the stars of last year’s tournament admirably. This year’s team was been noted for its lack of natural goal scoring, particularly after not selecting the Western Hockey League’s offensive and much touted first overall pick in the coming National Hockey League draft, Ryan Nugent-Hopkins. Goals will come by way of a relentless forecheck, but a championship team needs to first play defence. With a big defensive corps and a roster full of two-way forwards, the biggest question could be whether one of the two goalies selected can elevate their play to an international level. One thing to remember is that this tournament has in the past been a coming-out party for Canadian goaltenders. Marc-Andre Fleury, Steve Mason and Carey Price come to mind as recent benefactors of spectacular world-junior performances. Each year there is a handful of standout players that rise to the occasion and make this tournament the highlight of their hockey careers. This is to be expected by Team Canada every year, whether there is a roster of well-known first-round draft picks or not. With the tournament played in Buffalo, we’re still the home team, despite the fact the arena is on American soil. It’s true, last time Canada lost the tournament they went another six years before winning again, but five-year-in-a-row gold-medal performances bookmarking that drought, which itself includes several silver place finishes, is enough for me to think the strongest, most consistent team is the Canadians, who rarely let their chance at gold slip away. As always I’ll be tuned into the tournament, following the games, the side shows and all the intense analysis that accompanies any conversation that starts with, “Did you watch the Canada game last night?”

THE TRADER EXPRESS, FRIDAY, DECEMBER 24, 2010 What constitutes a Christmas tree? Basically just something green with needles, anything from a three-foot Charlie Brown-tree to a 10-foot (tree).

One-on-one with Jordan Baker

How large of tree do you sell? Anywhere from three to 10 feet.

Troy Ruzicka is an auto-body professional at Senchuk Ford Sales Ltd. in Estevan. He is also the co-chair of the Kinsmen Tree Shack, a Kinsmen fundraiser that supports their activities in the area. The Tree Shack closed up shop last Friday.

Do people want a 10foot tree? Well, with the new houses going up, they have their vaulted ceilings. A lot of the taller ones go to banks or churches. A lot the smaller ones, the three-to-five-foot ones, go to guys who have condos or apartments; somewhere they still want a real tree but don’t have the room.

W h a t i s t h e Tr e e Shack? It’s basically a six by eight, looks like a fishing shack almost. It’s where we’ve been selling trees out of since ... before my time anyway. It’s in the Canadian Tire parking lot for our tree sales.

Do you have a real tree? I do have a real tree. What do you think of artificial trees? They’re nice, I guess. They’re easy, with the downside you have to store them someplace. But they’re quick and easy and you can get them pre-lit, which some people find convenient. Of course you don’t have the needles

How long is it open? We started on, I can’t even remember ... The third week of November. How many trees do you get in? We brought in 550.

and the watering to worry about. A lot people still like ... I don’t know if it’s traditional maybe, or what to have a real tree. The smell of the tree and I think picking the tree out is a lot of the time a family thing. People bring their little kids, so picking out a tree is a family thing, which I guess goes with the Christmas theme. What do you like about real trees? Well, growing up I never had a real tree, it was always artificial. Until I moved here and became part of the Kinsmen, and they were selling them at that point. You want to support your club, and I like the smell of it. Is there a type of tree that is most popular? Yeah, generally in past years, a balsam has been a big seller, they’ve been our best seller for quite a few years. The frazier firs are a close second to that. Everybody is looking for something different. Just a different variety of trees. The only difference I can really see, they might have a different shade of green to them or the needles are longer, or shorter, or coarser. So

everybody likes a different look. It’s all personal preference. What do you like most about the holidays? I think just spending time with family and friends. A lot of the family and friends you don’t see throughout the year a whole bunch. It’s nice for as few days as it is, for as short as the Christmas season is, it’s nice to get together with them. Are you a real-tree enthusiast now? I think so. The smells and the fact the kids are excited to pick out a tree for at least the month before. The kids are asking, ‘When are we gonna get a tree? When are we gonna get a tree? Let’s go get one.’ They’re excited. They all want to go pick their own. It’s a family thing. Is decorating the tree something you like doing? It’s a family thing, but it’s more the kids. I’ll do the lights, and string that stuff around. As far as putting on the ornaments, that’s the kids’ department, they look after that. You do have to spread some out though, so they’re not all this high off the ground.

What kinds of trees do you sell? T h e re ’s f r a z i e r s , balsams, nordman and nobles, and that’s pretty much it. We’ve basically been bringing the same ones every year.

Winter tires are unpopular but may be helpful With Quebec’s mandatory winter-tire law once again going into effect last week, Saskatchewan tends to be leaning the other way. Reports show the province as having the second lowest rate of winter tire usage, behind only Manitoba. While Quebec is the only province to enforce a winter-tire law province-wide, other provinces, like British Columbia, have laws for winter tires that pertain to certain roads mostly in the mountains. Quebec Transport also released a stat that there has been an 18 per cent decrease in accidents since the law came into effect. Trent Nixon, manager of Trent’s Tire in Estevan, said that winter tires are manufactured with a softer material, allowing

for more grip on slippery surfaces. The harder rubber used for all-season radial tires is better equipped to handle the heat and stress of summer asphalt, whereas winter tires would shred in the heat. Performance of allseason tires starts to degrade at about 7 C, though may not be noticeable until the temperature dips to around freezing. He noted, “There is a lot more siping in (winter tires).” Siping refers to the grooves cut into the tire block. With more grooves in the rubber, the tires are allowed to flex and, “That gives it more traction.” Studding tires is an option, and though Nixon has seen it done before on all-season tires in rare instances, he doesn’t recommend it.

“You’ll get some noise, and if you spin your tires you could get sparks.” Very few car owners in the province find the use of winter tires to be a necessity. Only about a quarter of drivers equip their vehicles with winter tires in Saskatchewan, while half the drivers across Canada do. What are the deficiencies in performance between all season and winter tires? “Anything traction related,” said Nixon. Doug Trapp, owner of Cathedral Insurance Brokers in Estevan, said car owners definitely want to have their vehicles properly suited to conditions at all times. He said, however, “In this part of the country, conditions aren’t perfect.” There are more large

vehicles in this area and cars that already have good all-season tires, making the addition of winter tires, perhaps unnecessary, he explained. For sports cars and smaller cars, he said, it is more prudent to have winter tires installed. While some insurance companies offer discounts in some provinces for clients who have winter tires added, there are no discounts available in Saskatchewan. “It’s going to be interesting to see how it plays out in Quebec. If it proves to (lessen accidents) there, we can probably expect something similar” in terms of a law mandating winter tires, predicted Trapp. CAA Saskatchewan members are split as to whether or not these tires should be enforced by law.

January’s member survey by CAA shows 48 per cent strongly or somewhat agreed there should be a law, and 51 per cent strongly opposed or somewhat opposed a law.

Hillcrest hails Christmas spirit A store that offers holiday gifts free-of charge; that’s something we can all appreciate. With hundreds of donated gifts set up in the library, students at the Hillcrest Elementary School were able to shop for free at the Christmas Store. The Christmas Store has been a huge success for the school thanks to the Spirit Club. Each of the roughly 160 students at the school were able to take home two gifts free of charge after selecting them during the store’s opening hours from Dec. 14 to Dec. 17. Students were asked to select gifts to be given to someone special to them. The recipients include parents and grandparents, while some chose other students, who they know may not get a Christmas gift this year. Maureen Jackiw, librarian and one of three adults guiding the school’s Spirit Club, said she got the idea for a Christmas store from an American school and the students ran with it. The Spirit Club is made up of volunteers from Grade 7 and 8, who choose the sort of events they are going to do throughout the school year and Jackiw just guides them when they need

Mortimer case to move forward It was busy in Estevan provincial court Monday, as a number of cases were handled. The lawyer representing Dax Mortimer, who has been in custody for a few months awaiting trial for drug related charges, displayed frustration at how the case continues to not move forward. His lawyer made a request that a personal appearance be made by Robert Achadinha, who is in custody in British Columbia but also has drug charges in Estevan, so something can be done in the Mortimer case. The judge granted the request and asked for Achadinha to appear before the Estevan court Jan. 17.

In unrelated court news, the judge imposed 12-month recognizance terms on three people. Each case included terms for the accused to not initiate contact with the other party in the incident. Along with the terms in all three cases is the requirement that upon breach of the terms is a fine of $500. These sentences will not be attached to a criminal record. Five people pleaded guilty to driving under the influence of alcohol exceeding the legal limit. These sentences include a driving and licence suspension of 12 months and one incident, which included an accident, carried a fine of $1,600.

may have stunted her physical growth, but it gave her an enormous gift: a feisty attitude and fearless approach to living life on her terms. In “Unstoppable in Stilettos,” Lauren shares her brave story of personal power and self-acceptance. Written in a candid, conversational style, each chapter begins with “Lauren’s Lesson,” in which she shares her hard-earned wisdom from her unique life experiences. From choosing to walk and auditioning in front of a famous rapper to moving on from rejection 31 times to get her first job offer, Lauren imparts humorous and motivating stories on how to overcome incredible odds and approach life with gusto. In a time when so many people are unemployed and down on their luck, “Unstoppable In Stilettos” is a timely book that is uplifting and impactful. Lauren Ruotolo’s can-do attitude has enough spark and wit to ignite another person’s own revolution of purpose and self-discovery.

Diagnosed at the age of 2 with a rare genetic disorder called McCune-Albright Syndrome, Lauren Ruotolo learned early on that she couldn’t let people put limits on her. Doctors advised against Lauren running and playing due to her weak, easily bruised and breakable bones. It was recommended that Lauren would be best suited for a wheelchair, rather than endure the intense physical therapy needed for her to walk. Faced with a monumental choice at the tender age of 5, Lauren was empowered by her parents and physical therapist to make the biggest decision of her life. Lauren chose to walk. Today, Lauren walks with a pair of crutches, often in shoes with heels that resemble miniature skyscrapers. At 4 feet, 2 inches, Lauren’s condition

Creighton Lodge cheque passing ARC Resources made a donation of $2,000 to Creighton Lodge on Dec. 16. At left, Shelly Veroba and Judy Pratt, of Creighton Lodge, accepted the cheque presented by Dawn Hengen and Lorna Nelson, of ARC Resources. The funds will go to the trust committee and are expected to be used toward further renovations of the building, and dining area.

Holiday Monopoly winnings It was a Big Mac meal that won Garth Scheuer $10,000. “I’m lovin’ it, as the commercial says, Scheuer said with a smile, after collecting his cheque on Dec. 16 at the McDonald’s on 13th Avenue, owned by Tim and Chris Jenish. The game piece he peeled during McDonalds’ Monopoly contest said $10,000, and showed a game code, but Scheuer wanted someone else to look at the winning stub and confirm. “I wasn’t sure if it was real or not, so I had someone check it, he said, and took it to show friends. “Everybody checked it,

everybody wanted to see it. Scheuer, one of five $10,000 winners in Canada, doesn’t know all his plans for the extra income but said he’s going to take a week off work, as well as paying for some less glamourous things like bills. “And with Christmas now, it’s perfect. Though he bought the winning Monopoly piece near the end of October, weeks later he finally received the cheque. Chris Jenish said there are a lot of security measures and an in-depth screening process in place to ensure winners are legitimate. The two owners

found out about the win just days before presenting Scheuer, a meat cutter at the Co-op, with the cheque. Chris said, “It’s payback for patronage. They come to your business, and she noted it feels good to give back to her customers. Breakfast for Scheuer that morning was on the Jenishes. Tim added, “You just feel good for people who do well. We’re just happy for Garth. We asked him to let us know what he decides to do with the money.

Estevan student wins poster contest An Estevan student was the Saskatchewan winner of the 2010 National Immunization Poster Contest. Van Giap, who is an 11-year-old Grade 6 student at St. Mary’s School, was recently announced as the provincial winner of the competition which is held every two years by the Public Health Agency of Canada and the Canadian Coalition for Immunization Awareness & Promotion. Winners were selected from over 1,400 entries received from students across Canada. Thirteen other winners were also selected: a national runner-up, plus a winner from each province and territory that participated. National winner Philippe Marchand, was recognized during the opening session of the ninth Canadian Immunization Conference, December 5, in Quebec City. All the winning posters were on display during the conference. The winning posters, graphically designed to promote immunization, will be available as part of the resources for National Immunization Awareness Week in April 2011. The goal of the National Immunization Poster Contest is to encourage students to understand the importance of immunization and its effects on the health and well-being of children. The posters were judged on creativity, colourfulness and, most importantly, on how well the image of child health and immunization was projected. Prizes for the winners were donated by BIOTECanada Vaccine Industry Committee, OWLKids, and Lyreco Office Products.

Tasty African Stew Is Kwanzaa Treat This chicken peanut stew is an adaptation of a tasty dish that was often prepared for celebrations in the village where I lived years ago in the Republic of Congo. Extended families would sit around a table with a large cooking pot in the center filled with the steaming stew. We ate together, as I listened to traditional stories of their past. And now, when we make this thrifty and tasty stew in our home, my family does the same. Share this recipe and your stories with family and friends as you celebrate Kwanzaa this week and other special events in the coming new year. Here is what you’ll need for 6-8 servings:

One 3 to 3-1/2 pound fryer chicken, cut up 1/2 cup flour 2 tablespoons peanut oil 1 (14-ounce) can stewed tomatoes, drained 1 large sweet potato, peeled and cubed 1 large onion, chopped 1/4 cup canned chopped chilies, mild or hot to taste (optional) 1 teaspoon salt 2 cups chicken broth, canned or fresh 1/2 cup chopped unsalted peanuts 3 hard-boiled eggs (optional) Chopped parsley garnish GET STARTED! Preheat the oven to 350 degrees. Let your child measure and pour flour into a clean plastic or paper bag. Shake the chicken in the flour. An adult may fry the flourcoated pieces in the oil for several minutes in a large frying pan, until golden brown. The chicken doesn’t need to be cooked through at this stage.

Place the chicken in a large ovenproof casserole dish or stew pot. Let your child add the tomatoes, sweet potato, onion, chilies and salt. Pour the chicken broth over the chicken and sprinkle with the chopped peanuts. Cover and place in the oven for one hour. SERVE IT! When the stew is finished cooking, if you wish, slice the peeled hard-boiled eggs in half and arrange them around the edge of the steaming stew. Sprinkle with fresh parsley. Place at the middle of the table along with a bowl of rice, and serve with a big spoon. Parenting Tip: Some people like their chilies mild, others hot. Many kids prefer to skip them altogether! If your kids would rather not have them, better to put the chilies on hold and make a dish the whole family can gather around. *** (c) 2010 Donna Erickson Distributed by King Features Synd.

sand-salt mixture and ice melt: use just the amount you need to keep the walkways clear of ice and with improved traction. Follow the application instructions for the ice melt you’re using so that you don’t overapply it.

By Samantha Mazzotta Preventing Icy Slips and Falls Q: This is my first winter living in the Midwest, and so far it’s been a doozy. My question is not so much how to deal with the snow, but the ice that forms on my walkways and driveways the day after shoveling. It’s super-thin and very slick. -- Miami to Michigan Transplant A: That thin, slick ice tends to form after a sunny winter day in which some of the snow piled around the edges of the walk melts a bit, water runs back onto the concrete, and then refreezes after sundown. It’s a common annoyance and hazard in the snowy regions in winter, and you have to check for icy patches daily on walkways, the driveway and in many municipalities, the sidewalk in front of your house. Homeowners deal with slippery walkways in a couple of ways. In areas that get significant snowfall, many

people will shovel the walk but leave a couple inches of snow, providing traction for a few days until the snow packs down. In areas that don’t get as much snowfall, completely shoveling the walkway clear works better in the long run. In both cases, you need to keep a bucket (or more) of sand-salt mixture within easy reach, as well as a bag of ice-melt crystals. The sand-salt mixture can be quickly deployed and provides traction on both packed-down snow and ice. Spread this on the walkways and your home’s entryway in the evening before any snowmelt freezes down. Ice melt is a chemical compound (actually, there are different ice-melt products with different compounds) that slightly heats ice and snow, just enough for it to melt away. Sodium chloride (salt) is one type of ice melt; however, there are other effective ice-melt products that have less impact on the environment. And that’s an important consideration in using

Blood Clinic At the Canadian Blood Services clinic on Dec. 20, Erin Wilson, an Estevan resident, gave blood. She is an 11-time donor. The Leisure Centre was busy with a number of stations accepting donors despite the poor weather. All told, 87 units were collected in Estevan. As each unit can potentially save the life of three people, the city contributed to about 261 lives saved.

THE TRADER EXPRESS, FRIDAY, DECEMBER 24, 2010 whole-fat dairy products and many other commercially prepared foods. You have to look on the label. Omega-3 fatty acids lower cholesterol. They’re found in fish. If you cannot stand fish, take the omega-3s in pill form. Questran, Colestid, Welchol and Zetia are cholesterol-lowering drugs that are unrelated to statins. Niacin can increase HDL cholesterol (good cholesterol) and lower triglycerides, fats that also figure into artery clogging. Endur-acin is a slow-release preparation of niacin. Slowrelease preparations were introduced to lessen flushing, one of the side effects of niacin. Coenzyme Q10, or CoQ10, is an antioxidant made by the body and also is available in pill form. Antioxidants counter the damaging byproducts coming from cell chemistry. I don’t see any references mentioning that it lowers cholesterol. The cholesterol booklet gives an in-depth treatment of cholesterol. Readers can order a copy by writing: Dr. Donohue -- No. 201W, Box 536475, Orlando, FL 328536475. Enclose a check or money order (no cash) for $4.75 U.S./$6 Canada with the recipient’s printed name and address. Please allow four weeks for delivery. *** DEAR DR. DONOHUE: I am an 80-year-old male. I work out on a Cybex weight machine and also on a treadmill. I was diagnosed as having an umbilical hernia. Please discuss it. Is surgery recommended at my age? Will working out aggravate it? -- C.R.

Statins Aren’t Only Way to Lower Cholesterol DEAR DR. DONOHUE: My doctor prescribed statin drugs to control my LDL cholesterol. First I took lovastatin (Mevacor) and then simvastatin (Zocor), but I had muscle pain and weakness with them. I am reluctant to start the pravastatin (Pravachol) that he now has prescribed. Are there alternatives? How about Endur-acin? CoQ10 has been suggested. -- D.L. ANSWER: Statins are the most potent cholesterollowering drugs, including lowering LDL cholesterol -- bad cholesterol, the kind that clings to artery walls. They’ve been around for 20 years, and their safety record has been good. Some people develop muscle pain. Those people can try a different statin. You did. However, you might be reacting a bit too fast in rejecting pravastatin (Pravachol). It is the statin that most infrequently is involved with muscle complaints. I don’t know any herb on the list of herbs you included (in an edited part of the letter) that compare with medicines for cholesterol control. However, there are things you can do to lower cholesterol, including reducing your saturated fat and cholesterol intake. Saturated fats are the fats found in many meats,

organs or tissues through a defect in the wall that’s supposed to hold them in place. In your case, the defect is the umbilicus -- the navel, the bellybutton. With age, the scar that closes the umbilicus (the site where the umbilical cord from the placenta attaches to the fetus) weakens, and a hernia can form. If the hernia isn’t large, isn’t bothering you and doesn’t put a crimp in your lifestyle, nothing has to be done. When you work out, does the hernia bulge larger? If it does, you should limit the amount of weight you lift. If it doesn’t, then you can continue as you are, so long as your doctor concurs. *** Dr. Donohue regrets that he is unable to answer individual letters, but he will incorporate them in his column whenever possible. Readers may write him or request an order form of available health newsletters at P.O. Box 536475, Orlando, FL 32853-6475. (c) 2010 North America Synd., Inc. All Rights Reserved

The City of Estevan invites interested citizens to sit on various council committees such as: Estevan Board of Police Commissioners CP Rail Advisory Committee • Development Appeals Board If you are interested, please notify the following in writing by December 31, 2010: City Manager, 1102 - 4th Street, Estevan, SK S4A 0W7 Ph: 306-634-1803; Fax: 306-634-9790 • email: citymanager@estevan.ca CITY OF ESTEVAN SNOW REMOVAL FREQUENTLY ASKED QUESTIONS What is the goal of the snow removal policy? The goal of the snow removal policy is to provide a timely, adequate and cost effective level of service so that streets are passable and vehicles can move in the City. Once the initial clean-up is completed standard procedure of Public Works is to continue to widen and grade streets. A copy of the full policy is available at www. estevan.ca When does the City start to clean up after a snow storm? Public Works monitors the streets and the major response to a snow storm does not generally start until it has stopped snowing. It is dangerous due to reduced visibility and ineffective to clear Priority 1 areas more than once if the streets are passable. Streets are monitored and intersections will be sanded or trouble areas cleared if necessary. Who do we call to report icy streets, blocked intersection or other snow related issues? Please call 634-1800 during regular hours of 8:00 am to 4:30 pm, Monday to Friday. After hours, please call the after-hours emergency number at 634- 3770. The after hour calls are directed to an answering service who will forward calls to the appropriate persons. As well, Estevan Police Services monitor the streets after hours and will request that the intersections be sanded or trouble areas be cleared. How does the City determine what streets get cleaned first? The City classifies the streets into 3 priorities: Priority 1 – Arterial Streets Streets with high volumes of traffic and main routes through and around the City such as 4th Street – average daily traffic volume of more than 8,000. Priority 2 – Collector Roads Streets with somewhat lesser volumes of traffic and designed to route traffic from local streets to the Arterial Streets such as Nicholson Road – average daily traffic of between 1,000 and 8,000. Priority 3 – Local Streets Streets that generally only serve the people that live in that area with low volumes of traffic and mostly residential – less than 1,000 average daily traffic volume. Within Priority Three there are some streets that are extremely narrow and have to be windrowed and transported away in the same day such as Grundeen Crescent.

Leisure Centre Concession - Pizza is now being served. Debit is also available. Call 634-1886 for more information. Weight Room Renovations - Watch for the opening of the expanded Fitness Centre in February 2011. We thank all our patrons for their patience and cooperation during our renovations. PUBLIC NOTICE – REQUEST FOR DEVELOPMENT PROPOSALS The City of Estevan gives notice that it will accept offers/proposals for the purchase and development of the following City lands: LOTS 24, 25, 26, BLOCK 310, REG’D PLAN 101961479 [689-697 SUNVALLEY DRIVE] The site, comprising 0.282 ha [0.697 of an acre], currently consists of 3 Residential (Pre-serviced) Lots zoned for Medium density residential development. Asking Price $195,786 plus G.S.T. All offers/proposals must include a purchase price in addition to a detailed description of the intended use and development for the site. Any final sale is subject and conditional to the terms of a land sales/development servicing agreement. The City reserves the right to select the proposal(s) that best suits the development vision for the parcels and may reject any or all proposals. Highest or any proposal not necessarily accepted. Sealed offers/written proposals may be submitted to the City Clerk’s office, Legislative Services, City Hall, 1102 4th Street, on or before Friday, December 31, 2010.

Will the City complete some areas more than once in a major snowfall before all streets are completed? Yes, if the Priority 1 and 2 become impassable those streets would be cleared of snow again to ensure that traffic can move. Can home owners blow snow from their sidewalks, driveways and parking lots into streets? No, property owners cannot as it makes it more difficult for the city to complete a proper cleanup; it causes the streets to be rougher than necessary, causes a hazard to motorists and is prohibited by the Traffic Bylaw. The only place this is permitted is the downtown business district as they have nowhere else to shovel the snow to. Should we keep our sidewalks clear of snow? Yes, the Traffic Bylaw requires it as it makes it safer for pedestrians and those people that have to walk on the streets for work purposes such as letter carriers and meter readers. Also please make sure that extension cords crossing sidewalks to vehicles do not create trip hazards. Can we pile snow from the sidewalks on the streets? No, the only place this is allowed is the downtown business district as these buildings do not have any other area to move the snow to. Can home and business owners pile snow on their own private properties adjacent to alleys and streets? Yes, however make sure that the piles are not so high as to create a blind corner limiting visibility for pedestrians and motorist Can home and business owners pile snow on existing windrows? No, this creates visibility and driving hazards, makes it more difficult and time consuming to remove the windrows and is prohibited by the Traffic Bylaw. Can snow be piled in city alleys and streets? No this eliminates access for garbage collection, fire protection and other emergency services and is prohibited by the Traffic Bylaw. However it is permitted in cul-de-sacs as long as the snow is piled in the centre of the cul-de-sac only as other piles of snow impact neighbors and makes snow removal more difficult. Can I park my spare vehicle or Motor Home on the Street? Yes, however vehicles are not permitted to be parked

on any streets in excess of 24 hours and cause a lot of problems for snow removal and traffic. Can I park on the streets for less than 24 hours? Yes, however in the event of a major snowstorm we ask that all vehicles be parked in driveways or other areas where possible. In the event of a Major snowstorm the City plans to have all areas windrowed where required as soon as possible, providing equipment is operational. Please do not park your vehicles on the streets if possible as the vehicles access for snow removal equipment and have greater potential of being damaged by other vehicles and equipment. When are City snow dump areas used? The City Snow dump sites are operational from 6am – 10pm, city equipment does not operate at these locations outside of these hours. The City also asks that:

• Children are kept away from snow dump sites and piles. These are dangerous areas when equipment is working, as well as voids in the piles may collapse trapping children. • Please keep clear of snow clearing equipment and crews. If possible choose an alternate route to avoid delays. • Please keep back 20m of Sanding equipment, as they will be discharging sand at intersections of streets, lanes, and high traffic zones. • Please keep all emergency exits buildings clear of snow and ice. Your cooperation and patience is greatly appreciated. BYLAW ENFORCEMENT WILL BE ISSUING TICKETS FOR INFRACTIONS.

ALL MY CHILDREN JR lost Cortlandt Electronics to Caleb. Greenlee feared that Madison’s pregnancy would put an end to her own happiness with Ryan. Kendall insisted on decorating the house for Christmas alone. JR couldn’t help being affected by Marissa’s encouraging words. Bianca showed Kendall the box of Christmas presents that Zach left behind for her and the kids. Annie told JR that she loved him. Wait to See: Madison suffers a fall. THE BOLD AND THE BEAUTIFUL A hungover Liam woke up to find Amber next to him in bed. C.J. sold the Insomnia Café to Stephanie, who instituted an open-door policy for the homeless. Brooke found a bruised and battered Anthony performing music on the streets and invited him home for the holidays. Stephanie asked Dayzee to manage her café and even named the place after her new friend. The Forresters learned the true meaning of Christmas. Wait to See: Amber’s mother, Tawny, arrives with dollar signs in her eyes. DAYS OF OUR LIVES Hope escaped from the prison and went into hiding with Bo. Vivian informed everyone that she was the new owner of Titan and the Kiriakis mansion. Stephanie and Nathan made plans to move away from Salem. Nicole reassured EJ that her heart now belonged to him and his children, not Brady. The Hortons prepared to carry on the holiday traditions for the first time since Alice’s death. Wait to See: The truth about Parker’s paternity is revealed. GENERAL HOSPITAL Everyone breathed a sigh of relief when Luke showed up for his wedding. Robin and Patrick took a step toward reconciliation, but Lisa had her own ideas about it. Carly found out that Brenda and Dante once had a child together. Brook Lynn was able to convince Tracy to marry Luke, and the wacky couple finally made it official. Matt refused to allow Maxie to break up with him. Nikolas found himself falling for Brook Lynn. Wait to See: Lisa drugs Johnny. ONE LIFE TO LIVE Marty promised Natalie that she wouldn’t tell John about the baby, but privately hinted that she would be telling someone else. Kelly learned that Aubrey might be hiding something. Dorian came up with a plan to stop Echo from seducing Charlie. John gave Natalie’s his mother’s engagement ring. Starr told James that she needed him. Kelly hired Rex to investigate Aubrey. Brody read a Christmas story at the tree lighting. Wait to See: Blair and Cristian share a kiss. THE YOUNG AND THE RESTLESS A naked Diane and Nick scrambled to cover up as Victor’s car pulled into the driveway. Adam was arrested for Skye’s murder. A gravely ill Ronan asked to be placed on the transplant list. Victor offered Diane a job and a place to live at the ranch. Daniel promised Abby that the drama surrounding Daisy would soon be over. Victoria awoke to find Reed at her house for Christmas. Ashley accepted Tucker’s marriage proposal. Wait to See: Sharon leaves for Hawaii to find Skye. (c) 2010 King Features Synd., Inc.
